ADJOURNMENT Parks & Recreation Committee Meeting Minutes August 2, 2006 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, August 2, 2006 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled August 2, 2006 meeting at City Hall, 1880 Main Street. Present: Committee Member Suzanne Seeley Committee Member Kevin Amundsen Committee Member Linda Merkel Committee Member Kathy Peil Absent: Council Member JeffPaar (City Council Work Session scheduled at the same time) Staff: Kim Stephan I. CALL TO ORDER 1. Roll Call Committee Member Peil called the August 2, 2006 Parks & Recreation Committee Meeting to order at 6:50 p.m. ll. SET AGENDA Motion was made by Committee Member Peil, seconded by Committee Member Seeley to set the August 2, 2006 Parks & Recreation Committee Agenda as is. AU in favor. Motion carried unanimously. llI. APPEARANCES None. IV. CONSIDERATION OF MINUTES Julv 18. 2006 Parks and Recreation Committee Meetine: Minutes Motion was made by Committee Member Merkel, seconded by Committee Member Seeley, to approve the July 18, 2006 Parks & Recreation Committee Meeting Minutes as is. Ayes- 3, Nays - 0, Abstain -1 (peil). Motion carried. 10f4 Parks & Recreation Committee Meeting Minutes August 2, 2006 v. COMMITTEE BUSINESS Nomination for Chairperson of the Parks & Recreation Committee Committee Member Seeley nominated Committee Member Amundsen for the Chairperson position vacated by Chairperson Peterson's resignation from the committee. Committee Member Amundsen respectfully declined, feeling a more senior member should be nominated for the position. Committee Member Peil had considered resigning from the committee as work obligations and schedule has kept her from attending meetings on a regular basis and she felt it was unfair to the committee. The committee discussed that this would leave only three (3) members on the committee and if the committee should dissolve for lack of participation there would be many things left undone as far as parks and trails are concerned. Committee Member Peil agreed to wait on her resignation until the committee was able to recruit more members. Committee Member Peil accepted Committee Member Seeley's nomination for the position of Chairperson, as well as nominating Committee Member Seeley as Vice-Chairperson. Committee Member Seeley accepted the position of Vice-Chairperson and agreed to chair the meeting if Chairperson Peil was unable to attend. Recruitin2: New Members for the Parks & Recreation Committee Committee vacancies have been on the web site and cable channel for at least 6 months with no response, as well as periodically on the City Sign and in the local papers. The members are going to have to talk to neighbors or business people in town to actively recruit members. Committee Member Merkel has a neighbor who is possibly interested. Ms. Stephan will send an email to businesses informing them of the openings and that business owners are able to be on the committee as long as they have a business in Centerville. Centennial Youth Hockey Association - Use of Laurie LaMotte Memorial Park Hockev Rink for Dry Land Practice Mr. Brian Hronski, Outdoor Ice Coordinator for the Centennial Youth Hockey Association (eYHA), sent a request to the committee regarding the use of Laurie LaMotte Memorial Park ice rink for dry land practice beginning August 10, 2006. CHY A has used the facilities for dry land practice during the previous two (2) seasons. The Parks & Recreation Committee discussed the use of the facilities for dry land practice and agreed to the usage with the following conditions: · A schedule of usage, as well as a contact list of coaches responsible during the time it is being used will be provided by the association. · There will be no use ofthe facilities after 9 p.m. daily. · The nets will be padlocked when not in use. The key to the lights and padlock will be supplied in a lock box by Public Works. · The Centennial Youth Hockey Association will sign a waiver releasing the City of Centerville from any liability and will take responsibility for any damage occurring while the association is using the facilities. 20f4 Parks & Recreation Committee Meeting Minutes August 2, 2006 The following recommendation was made by the Parks & Recreation Committee at the August 2, 2006 Parks & Recreation Committee Meeting. Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to recommend to City Council approving the Centennial Youth Hockey Association's use of dry land time with the use of the park lights at Laurie LaMotte Memorial Park with the above conditions. All in Favor: Motion passed unanimously. VII. UPDATES CommUnity ImDact Grants - Home DeDot (Amundsen) At the July 18, 2006 committee meeting the members were supplied with information regarding Community Impact Grants given to communities by Home Depot. The committee was interested in pursuing this option for a grant, but a question arose as to the applicants needing to have a tax exempt status. Committee Member Amundsen was to contact Home Depot for more information and Council Member Paar was to ask the City Attorney how this would apply to a City. Council Member Paar was not at the committee meeting with an update from the City Attorney. Committee Member Amundsen placed a call to Home Depot, but had not received a return call at this time. Laurie LaMotte Memorial Park Play Structure The following recommendation was sent to City Council and approved at the July 26, 2006 City Council meeting. Tedd Peterson, Public Works, will order the mats. Ms. Stephan has contacted Ms. Alysia Huck, International Mulch Company, to process the order for the additional 2 boxes of redwood mulch. Motion was made by Chairperson Peterson, seconded by Committee Member Amundsen to recommend to City Council the purchase of (5) -I" thick rubber skid prevention mats 6- 8' long to be installed under the swings and an additional (2) boxes of shredded rubber mulch to meet fall zone protection requirements for the Laurie LaMotte Memorial Park play structure, not to exceed $2,000. All in favor. Motion carried unanimously. The quote from International Mulch Company lists the price for (2) - 56 Cubic Foot Boxes of Redwood Chunks at $1,185.41, which would make the total over $2,000 at $2,030.41. Delivery time is approximately 3 weeks. The driver will contact Public Works. Sf. Paul Water Utility ProDertv on Centerville Lake Per Council Member Paar, the demolition of the house on the property will take place in August 2006. The process for taking bids has been started. 30f4 Parks & Recreation Committee Meeting Minutes August 2, 2006 St. Genevieve's Draina2e Structure in the Ri2ht-of-Wavffrail Easement on Herita2e Street City Council discussed this issue at the July 26, City Council Meeting. City Administrator Larson is working with St. Genevieve representatives to resolve this issue to all parties' satisfaction. The City wants the structure removed from the Right-of-Way and away from the trail easement, hopefully replacing the drainage structure with something less dangerous. The City is not willing to pay to have this structure moved as Council feels it should not have been built in the location it was built in or built the way it was. There has been no response from St. Genevieve at this time. Tracie McBride Memorial Park Renovation The committee discussed how much of the play equipment, border and mulch/sand can be removed this fall. The committee opted to adjourn and go to the park to better visualize what needs to be done. Chairperson Peil emailed the following information/questions to be added to the minutes and passed on to Public Works: After visiting Tracie McBride Memorial Park, the committee decided to ask the Public Works Department to completely remove the two (2) small play areas at the park this fall. The two (2) areas are as follows: the swing area with the two (2) baby swings attached, including sand and border timbers. The other area has the spring toys in it. The committee is hoping that it will be easier to demo it in sections, rather than all at once next spring. Is there space at Public Works to store this equipment for re-installation later? Also, the committee would like to know what is still necessary (meters, pipe stands, etc.) behind the old fenced area around the pump house. Can the fence be re-built to accommodate only what has to be there to free up more space? Is there paint available to touch up the play structure there? And are there man hours to do any of this? This information/request was forwarded to Dallas Larson, Paul Palzer and Tedd Peterson. Trial Easement - 1818 Fox Run The following Parks & Recreation Committee's recommendation was approved by City Council at the July 26, 2006 City Council Meeting. Mr. Andre Ziegler has been contacted regarding his options. Motion was made by Chairperson Peterson, seconded by Committee Member Seeley to recommend to City Council that Mr. & Mrs. Ziegler, 1818 Fox Run, should adhere to the current ordinance by either removing the bridge located in the trail easement or apply for a permit and encroachment agreement. The committee does not wish to vacate this easement. All in favor. Motion carried unanimously. PlaQue for Chairperson/Committee Member Tedd Peterson Ms. Stephan will order a plaque for outgoing Chairperson/Committee Member Tedd Peterson and invite Mr. Peterson to attend the September 6, 2006 Committee Meeting. The two areas are as follows; the swing area with the two (2) baby swings attached, including sand and border timbers. The other one has the spring toys in it. We are hoping that it will be easier to demolish it in sections rather than all at one next spring. Is there space at Public Works to store this equipment for re-installation later? Also we need to know what is still necessary behind the old fence area around the pump house. (Meters, pipe stands, etc.) Can the fence be re-built to accommodate only what has to be there to free up more space? Is there paint available to touch up the play structure? Are there man hours available to do any of this? Please forward this to Public Works. Per Paul Patzer, Public Works Director: We may be able to get to some of these items yet this fall, but we are running weeks behind on other public works projects with the installation of the playground equipment this spring at Laurie LaMotte Memorial Park. We do have some room at public works for storing the playground equipment outside behind our building. The fenced area is no longer required by the telecommunication companies so it could be removed in its entirety. Does the Parks & Recreation Committee have any plans for a new park layout? If the sand is removed, what would they want in its place? Would the committee want it saved? Per Chairperson Pell, responding to Mr. PaIzer's questions: We do not have a layout for the park yet, but we will not be re-using the sand. We plan on using the same product that was installed at Laurie LaMotte Memorial Park for the drop zone. We plan on containing all the play equipment in one area A basketball court is being considered. Can any of the meters, pipe stands or other things that are behind the fence be removed? We do not know what is still in use, if any of it. We should have more information after the September 6, 2006 committee meeting. Let us know if you think Public Works can get to any of this, yet this fall. Do you think it would be easier/cost effective to wait until next spring? 10f3 Consideration of Shelter at Laurie LaMotte Memorial Park There has been a suggestion/request for the committee to consider installing a covered shelter area with picnic tables, electrical outlets and a water fountain in the area of the ball fields. lbis could possibly be ajoint venture, with the Centerville Lions supplying some of the labor. CommUnity Impact Grants - Home Depot We received the following correspondence on August 15,2006 from Mr. Kurt Glaser, City Attorney, regarding the CommUnity Impact Grants from Home Depot: Sadly, Parks & Recreation does not qualify for the Home Depot Grant. While schools qualify for their grants, the City (when acting as Parks & Recreation) does not qualify. We are not a charitable organization under the IRS Code provision 501(c)3. A grant request would qualify only ifit was made by the School District (or in their name), or by some other civil group which truly qualifies under 501. Can we ask the School District to use their name? Would this grant benefit the School District? The committee, via email, opted not to pursue this grant. Laurie LaMotte Memorial Park Play Structure The mats and additional boxes of shredded rubber mulch have been delivered and installed. St. Paul Water Utility Property on Centerville Lake The City received notice from the DNR that the property at 1601 LaMotte Drive has been approved for a grant of $150,000. The house was scheduled to be demolitioned by October 16, 2006, but that is currently being put on hold while the ACCAP (Anoka County Community Action Program) reviews the possibility of moving the house. Mr. John Meyer, Finance Director and Mr. Paul Palzer, Public Works Director were out visiting the new park property and reviewing the work for the demolition of the house and garage and remembered that the storm sewer system at that driveway is not complete from the 2004 street improvements. An email was sent by Mr. Palzer to Mr. Mark Statz, City Engineer with the following questions: Do you have plans for the completion of the storm sewer system? Does it include a pond on the new park property or just some piping and a rain water garden type structure? Let me know if you have a plan and if this needs to be reviewed by the Rice Creek Watershed prior to completion of the work. More information should be available at the committee meeting. St. Genevieve's Drainaee Structure - Heritaee Street The drainage structure located in the City Right-of-Way off Heritage Street has been moved by St. Genevieve. While it is the same type of structure that appeared to be dangerous, the current plans are for the church to fence it from the trail easement. 20f3 Centennial Hockev Association's Request for the Use of Laurie LaMotte Memorial Park for Drv Land Practice The Centennial Hockey Association requested the use of the Laurie LaMotte Memorial Park rink for dry land practice. The Parks & Recreation Committee made a recommendation which council approved. Ms. Stephan foxwarded the information and requirements for usage Mr. Brian Hronski, Outdoor Ice Coordinator to begin usage on August 10, 2006. As of this time, the City has not received a schedule of usage, list of coaches or a signed waiver; neither has the CYHA requested keys. Trial Easement - 1818 Fox Run Per Parks & Recreation's recommendation and Council's approval, Mr. Ziegler was notified he needed to remove the bridge from the City easement by August 10, 2006. As of August 23, 2006 the bridge had not been removed. An attorney for Mr. Ziegler called the City to request the City not remove the bridge until he was able to review the issue, talk to City Administrator Larson and Mr. Ziegler returned from out of the country. This request was passed on to the City Attorney. More information should be available at the committee meeting. Removine: Trail Easements from Trail/Sidewalk MaDS Chairperson Peterson will continue to work on the trail map. Each participant's scores will be matched up with other participants in their age group. The age groups are separated by boys and girls divisions for 8-9, 10-11, 12-13, 14-15. Age classification is as of December 31, 2006. Each child will receive a participation certificate with winners of each age group receiving ribbons. Winners of this local competition will advance to the sectional championships at a later date. These shelters provide a great gathering place for area residents as well as much needed shade on those hot days at the park. Birch Street Trail Project - This section of trail, located in front of Rice Lake Elementary School, will finally provide a continuous off-road transportation trail along the north side of Birch Street from Hodgson Road to Sherman Lake Road. In addition, the trail will also connect to the underpass near Rice Lake Elementary School providing an important trail link to the south side of Birch Street. Free Skating Passes For Super Rink - Earlier this year the Centennial &_ Youth Hockey Association (CYHA) presented their proposal for a partnership, ' with the cities of Lino Lakes, Circle Pines, and Centerville for the construction ~~-:.> ,~' ~.,;' of an indoor hockey rink at the National Sports Center. The CYHA is providing ---.::.:.:~;?~ _._J 90% of the construction costs and the three cities are providing the remaining 10%. This project will provide CYHA's membership (668 in 2005-06) sufficient ice time without having to travel to sites such as Mariucci, Augsburg, and the State Fair Coliseum. ~ One of the benefits of this agreement is that the three cities are provided free skating passes for f use during "Open Skating" sessions at the Super Rink in Blaine.
