PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, September 6, 2006 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled September 6, 2006 meeting at City Hall, 1880 Main Street. CALL TO ORDER 1. Roll Call Chairperson Peil called the September 6, 2006 Parks & Recreation Committee Meeting to order at 6:32 p.m. II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to set the September 6, 2006 Parks & Recreation Committee Agenda as is. All in favor. Motion carried unanimously. III. APPEARANCES Chairperson Peil presented outgoing Chairperson Peterson with a plaque recognizing his years of service and dedication, as well as personally thanking him for the tremendous amount of work he has done for the committee and the City. Mr. Kevin Selander and Ms. Carrie lakober attended the committee meeting as prospective members. After each telling the committee about themselves and their interest in the committee, the following motion was made. Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley to recommend City Council appoint Mr. Kevin Selander and Ms. Carrie Jakober to the Parks & Recreation Committee. All in favor. Motion carried unanimously. 10f5 Parks & Recreation Committee Meeting Minutes September 6, 2006 IV. CONSIDERATION OF MINUTES Aue:ust 2. 2006 Parks and Recreation Committee Meetine: Minutes Motion was made by Chairperson Peil, seconded by Committee Member Seeley, to approve the August 2, 2006 Parks & Recreation Committee Meeting Minutes as is. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Recruitine: New Members for the Parks & Recreation Committee There is still one opening on the Parks & Recreation Committee. The committee will continue to try and recruit another member. Tracie McBride Memorial Park Renovation The idea was to get some of the demolition work done this fall to make it easier in the spring to install the new park equipment as soon as possible. But, the committee questioned whether it would be easier/more cost effective to remove everything in the spring. Paul Palzer, Public Works Director, responded to the request as follows: Public Works Staffmay be able to get to some of these items yet this fall, but we are running weeks behind on other public works projects with the installation of the playground equipment this spring at Laurie LaMotte Memorial Park. We do have some room at public works for storing the playground equipment outside behind our building. The fenced area is no longer required by the telecommunication companies so it could be removed in its entirety. Mr. Palzer quested whether the committee wanted to reuse the sand which will be removed from the park. The committee does not have a layout for the park yet, but will not be re-using the sand. The committee plans on using the same product that was installed at Laurie LaMotte Memorial Park for the drop zone. All the play structure equipment would be contained in one area opposed to the three areas which currently exist at the park. A basketball court is being considered. Chairperson Peil will bring the play structure equipment catalogs to the next meeting for review. The committee will meet at Laurie LaMotte Memorial Park at 6:30 p.m. on October 4, 2006; the next regularly scheduled meeting date, to view Laurie LaMotte Memorial Park, 1601 LaMotte Drive and Tracie McBride Memorial Park to get a better idea of the space they are discussing. The committee will meet back at City Hall at approximately 7:00 p.m. Ms. Stephan will ensure this is posted. Consideration of Shelter at Laurie LaMotte Memorial Park There has been a suggestion/request for the committee to consider installing a covered shelter area with picnic tables, electrical outlets and a water fountain in the area of the ball fields. This could possibly be a joint venture, with the Centerville Lions supplying some of the labor. Chairperson Peil explained to the newer members about the Committee/City previously looking into a concession stand/community type building near the ball fields and the cost of sewer was approximately $35,000, which ruled out the building at the time. The committee discussed 20f5 Parks & Recreation Committee Meeting Minutes September 6, 2006 whether or not a water fountain could be installed using some type of rain garden for the water runoff. Ms. Stephan will forward this question to the Building Official and/or the City Engineer. The committee will continue to discuss the possibility of a shelter at Laurie LaMotte Memorial Park when they look at the site prior to their next scheduled meeting. YMCA Summer Prol!ram(s) (Seelev) Mr. Tedd Peterson, Public Works, discussed the YMCA Summer Program with Committee Member Seeley and suggested the committee follow up with the representative of the YMCA, Ms. LaChelle Williams to see how the program worked this last season. Mr. Peterson thought the second session, and perhaps the first session, were cancelled as he did not see activity at Laurie LaMotte Memorial Park during the scheduled times. Committee Member Amundsen will contact Ms. Williams and report back to the committee. The committee's concern was that while it is great to offer the programs, if it is being cancelled due to lack of participation, what can the Committee/City do to further help promote the programs? Laurie LaMotte Memorial Park Ice Rink Attendants Mr. Tedd Peterson, as a member of the Parks & Recreation Committee, has volunteered his time in the past to supervise the Ice Rink Attendants at Laurie LaMotte Memorial Park. As Mr. Peterson is also Public Works Staff, he was involved in the interviewing, hiring and scheduling of the Ice Rink Attendants. Since Mr. Peterson is no longer on the committee, the committee would like to ask Mr. Dallas Larson, City Administrator how he would like to handle this process. Ms. Stephan will pass on the information to Mr. Larson. VII. UPDATES CommUnitv ImDact Grants - Home DeDot (Amundsen) We received the following correspondence on August 15,2006 from Mr. Kurt Glaser, City Attorney, regarding the CommUnity Impact Grants from Home Depot: Sadly, Parks & Recreation does not qualify for the Home Depot Grant. While schools qualify for their grants, the City (when acting as Parks & Recreation) does not qualify. We are not a charitable organization under the IRS Code provision 50l(c)3. A grant request would qualify only if it was made by the School District (or in their name), or by some other civil group which truly qualifies under 501. Can we ask the School District to use their name? Would this grant benefit the School District? The committee, via email, opted not to pursue this grant. Laurie LaMotte Memorial Park Plav Structure The mats and additional boxes of shredded rubber mulch have been delivered and installed. Committee Member Amundsen reported to the committee that he was at the park and approached by residents who said they were impressed with the park, their kids were enjoying it and it was nice to have a play structure at this park. 30f5 Parks & Recreation Committee Meeting Minutes September 6, 2006 Mr. Paul Palzer, Public Wodes Director asked the committee to consider sodding around the play structure at Laurie LaMotte Memorial Park. Seed has been attempted at the park in the past, but there is too much wear and tear and the seed doesn't take. Mr. Palzer has a quote for black dirt, sod and installation at $5 per yard with between 350 and 400 yards being needed. The committee questioned why the handicapped accessible ramp has not been installed and thought perhaps this needed to be in place before the sod. Ms. Stephan will check with Public Works on this issue. At the regularly scheduled September 6, 2006 Parks & Recreation Committee Meeting the committee made the following recommendation: Motion was made by Chairperson Peil, seconded by Committee Mem her Merkel to recommend to City Council to accept Mr. Paul Palzer's recommendation to install black dirt and sod around the play structure at Laurie LaMotte Memorial Park, not to exceed $2,000. All in favor. Motion carried unanimously. St. Paul Water Utility Property on Centerville Lake The City received notice from the DNR that the property at 1601 LaMotte Drive has been approved for a grant of $150,000. The house was scheduled to be demolitioned by October 16, 2006, but that is currently being put on hold while the ACCAP (Anoka County Community Action Program) reviews the possibility of moving the house. Mr. John Meyer, Finance Director and Mr. Paul Palzer, Public Works Director were out visiting the new park property and reviewing the work for the demolition of the house and garage and remembered that the storm sewer system at that driveway is not complete from the 2004 street improvements. An email was sent by Mr. Palzer to Mr. Mark Statz, City Engineer with the following questions: Do you have plans for the completion of the storm sewer system? Does it include a pond on the new park property or just some piping and a rain water garden type structure? Let me know if you have a plan and if this needs to be reviewed by the Rice Creek Watershed prior to completion of the work. No further information was available at the committee meeting. Committee Member Amundsen stated he would like to see the property at 1601 LaMotte Drive be an environmentally friendly park, which can serve as an example to the lakeshore owners as well as educate the public. For example, keep the lakeshore planted with native plants opposed to mowing right to the lake. The trails on the property should not be concrete or asphalt, but a porous material which would allow the water to run through rather than off. The committee had a long discussion of rain gardens and environmentally friendly trails and will continue to research different ideas along these lines. St. Genevieve's Drainae:e Structure in the Rie:ht-of- WavlTrail Easement on Heritae:e Street The drainage structure located in the City Right-of-Way off Heritage Street has been moved by St. Genevieve. While it is the same type of structure that appeared to be dangerous, the current plans are for the church to fence it from the trail easement. 40f5 Parks & Recreation Committee Meeting Minutes September 6, 2006 Centennial Hockev Association's Request for the Use of Laurie LaMotte Memorial Park for Dry Land Practice The Centennial Hockey Association requested the use of the Laurie LaMotte Memorial Park rink for dry land practice. The Parks & Recreation Committee made a recommendation which council approved. Ms. Stephan forwarded the information and requirements for usage to Mr. Brian Hronski, Outdoor Ice Coordinator to begin usage on August 10, 2006. As of this time, the City has not received a schedule of usage, list of coaches or a signed waiver; neither has the CYHA requested keys. Trial Easement - 1818 Fox Run Per Parks & Recreation's recommendation and Council's approval, Mr. Ziegler was notified he needed to remove the bridge from the City easement by August 10, 2006. As of August 23, 2006 the bridge had not been removed. An attorney for Mr. Ziegler called the City to request the City not remove the bridge until he was able to review the issue, talk to City Administrator Larson and Mr. Ziegler returned from out of the country. This request was passed on to the City Attorney. As of this date, Mr. Ziegler's attorney notified the City that the bridge would be removed within the week. Removine: Trail Easements from Trail/Sidewalk MaDS The committee did not have an update from Public Works at this time. IX. Transcribed by Kim Stephan 50f5 MEMO TO: Parks & Recreation Committee FROM: Kim Stephan SUBJECT: Updates DATE: September 28, 2006 Tracie McBride Memorial Park Renovations The committee received a letter from Mr. Josh Nelson who is 10 years old and lives near Tracie McBride Memorial Park. Mr. Nelson's letter included renovation suggestions for the park and is included in your packet. I also received suggestions from another teenage resident requesting the City consider football fields at either Tracie McBride Memorial Park or Acorn Creek or both. It was said that on any given fall night there are football games being played by the neighborhood kids at both parks and even a small football field would be great. Consideration of Shelter at Laurie LaMotte Memorial Park The committee questioned if the City were to build a picnic shelter at Laurie LaMotte Memorial Park and wanted to install a water fountain, could it be done without installing sewer by having the water run off into a rain garden type area? Mr. Palzer, Building Official, said state code does allow for this and it could be done. 1601 LaMotte Drive I Centerville Lake Property The committee needs to start considering a name for the park. We are hoping to put whatever they come up with along the south property line. Update from Mr. Dallas Larson, City Administrator, on the demolition ofthe house and the DNR Grant: The demolition proposal presented at the last City Council meeting for the building demolition appeared a bit high. We have requested a proposal from another area company and should have that for consideration shortly. All inquiries to move the home have resulted in the determination that it isn't cost effective. Our request for a DNR grant to purchase the remaining St. Paul Water parcel was approved in the amount of $150,000. Finance Director, Mr. John Meyer, is working on the grant agreement and related paper work We should be able to close on the remaining land by mid November. Laurie LaMotte Memorial Park Play Structure - Sod & Trail Stub The sod has been installed for a cost of $2,178.00. This exceeded the original quote not to exceed $2,000 as more sod was needed than originally estimated. The sod was laid approximately 15' further to resolve a potential drainage problem. As of September 28, 2006 the base was in for the asphalt trail linkage and Arcade Asphalt was waiting for the soils to dry out before they could pave the trail. 20f3 FYI Pheasant Marsh 3rd Addition / Center Street Trail Stub Pheasant Marsh, 3rd Addition has completed paving and curb. Bike paths and restoration were tentatively scheduled for the week of September 25, 2006. Mr. Tedd Peterson walked the proposed trail through Pheasant Marsh 3rd and the extension to Center Street with representatives of JR Hill (the company installing the trail) and Bonestroo (City's engineering firm) to insure the placing of the trail and the curves on the trail were conducive to plowing. The City is working with JR Hill to install the trail stub from where the Pheasant Marsh trail ends to Center Street. The idea was this was the opportunity to install this trail stub as without the stub the Pheasant Marsh trail will just end in the field. Some issues have come up however, that will put the Center Street trail stub on hold. The abutting property owner at 1890 Center Street has a fence and landscaping installed on the utility easement of the out lot, approximately 30' outside of their property line. The City asked the property owner to remove the fence and install it back within their property line. The homeowners report they were told years ago the property was theirs. In researching the property, the out lot is not owned by the City as was previously thought by City Staff, but was a tax forfeiture in 1992 and is owned by the county. The City is currently pursuing the option of buying the out lot from the county and working with the property owner to resolve the issue. Update from Mr. Dallas Larson, City Administrator: Downtown Redevelopment The City's grant application to Minnesota Department of Employment and Economic Development will have a decision in October. The grant focuses on Block 8, which is the block north of the city property. (This concerns the Parks & Recreation Committee as the grant mentioned above includes multiple trail stubs). We met with Father Fitzgerald of St. Genevieve to discuss an option on the property they own next to the lake (rectory). He indicated that they may consider an option for later purchase, but they are not interested in parting with any property at the present time. I am working with the City attorney to draft an option agreement that would give the City the opportunity to buy the property if they decide to sell. 30f3 Dear, Centerville Park and Recreation My name is Josh Nelson.
