PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Wednesday, February 2, 2004 - 6:00 p.m.
Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held the
regularly scheduled meeting on February 2, 2005, at City Hall, 1880 Main Street. The regularly scheduled
meeting time of 6:30 p.m. was modified to 6:00 p.m. to accommodate an All Committee I Commission / City
Council Meeting scheduled at 6:30 p.m.

Chairperson Peterson called the February 2, 2005 Parks & Recreation Committee Meeting to order at
6:00 p.m.

Vice-Chairperson LeBlanc requested a short discussion of Parks & Recreation Funds be added to the
agenda.
Motion was made by Chairperson Peterson, seconded by Committee Member Peil to set the
February 2, 2005 Parks & Recreation Committee Agenda with the above additions. All in favor.
Motion carried unanimously.

Consideration of December 1. 2004 Parks & Recreation Commttee Meetin2 Minutes
Motion was made by Committee Member PeiI, seconded by Chairperson Peterson to approve the
January 5, 2005 Parks & Recreation Committee Meeting Minutes as is, All in favor. Motion
carried unanimously.

VI. COMMITTEE BUSINESS
Submittin2 2005 DNR Grant I SRF En2ineerin2. Clearwater Creek Trail Feasibmty Study
Vice-Chairperson LeBlanc and Committee Member Seeley, as members of the Grant Subcommittee and
the Trail Subcommittee have determined there are a number of unresolved issues with submitting the
DNR Trail Grant for 2005 revolving around the widening of County Road 14. Chairperson Peterson
stated that the SRF Clearwater Trail Feasibility Study brings up a lot of questions without solutions,
which may hinder the grant application. Vice-Chairperson LeBlanc stated he would not want the DNR
Grant Committee to approve a grant for this project when there are too many unknown variables and
suggested the committee not submit a grant application for 2005. Vice-Chairperson LeBlanc feels the
committee should submit a letter to the DNR Grant Committee explaining why an application is not
being submitted this year and he will draft a letter for committee approval.
St. Paul Water Utility Property on Centerville Lake
Mayor Capra, Chairperson Peterson and Vice-Chairperson LeBlanc are attending the S1. Paul Water
Utility Board Meeting on February 8,2005 to discuss the City purchasing the property at 1601 LaMotte
Drive. The committee feels it should let the previous motion concerning the purchase of this property
stand at this time and wait to see what transpires at the board meeting. If a motion is needed by the Parks
& Recreation Committee following the board meeting, a Special Parks & Recreation Committee Meeting
will be called.
Parks & Recreation Funds
The committee went over the budget information supplied by the Finance Director, Mr. John Meyer and
by Vice-Chairperson LeBlanc.
Charitable Gambling Funds
Chairperson Peterson suggested requesting charitable gambling funds from Dead Broke Saddle Club and
the Spring Lake Park Lions to be used for park play equipment at Laurie LaMotte Memorial Park. This
will be put on the next agenda for discussion.
All Committee I Commission I Council Meetin2
All Parks & Recreation Committee Members plan to attend the All Committee I Commission I Council
Meeting.
VII. UPDA TES
Additional Li2htin2 for Laurie LaMotte Memorial Park Pleasure Ice Rink
Additional lighting for Laurie LaMotte Memorial Park Pleasure Ice Rink has been approved by City
Council not to exceed $3,000. Chairperson Peterson has had Rivard Electric look at the existing lighting
to determine how to proceed and it appears the work will not be able to be completed until spring when
the ground thaws. Chairperson Peterson will keep the committee updated.

SUBJECT: YMCA Park Play Days 2005

Ms. Jeu Smith, Chain of Lakes YMCA would like the Parks & Recreation Committee to consider the
following request.
We are currently working on summer programs and wondered if offering Park Play Days again would
be a option? This is what we were considering:
A seven (7) week program, July through most of August.
Mondays & Wednesdays for ages 8-12
Tuesdays & Thursdays for ages 4-7
10:00 a.m.-12:00 p.m.
Sports themed but we will also offer crafts and other cooperative games
$56 for the entire 7 weeks ($2Ihr)
The price may include a YMCA water bottle (working on this!)
I will be talking with Father Fitzgerald about running an all day - day campy kind of thing at the Faith
Formation Building M-F for the same 7 weeks, grades 1-5, with extended hours. This will be used
mainly for folks who need all day child care and they can sign up for separate weeks.
I would like to offer Park Play Days at Laurie LaMotte Memorial Park as we have the past two years,
but make the program longer - 7 weeks as opposed to the two or three weeks that we have done in the
past. This would be an option for kids who are home with parents, but need something to do for part
of the day, and it would be for the whole seven weeks, not a pick and choose thing.
I am unable to attend the Parks & Recreation Committee Meeting on March 2, 2005. Could this
information be relayed to the committee and if there are questions I could email the answers back to
everyone? Thanks

Dear Earth Day Enthusiasts,
Once again, we are gearing up for the annual Earth Day Celebration that will be held at Wargo Nature Center on
Saturday, April 23, 2005. The following description appears in Anoka County's current activities guide. As
you will see, there is plenty of room for creativity and participation by many diverse groups.
Earth Day Celebration!
Saturday, April 23 - Wargo Nature Center
County-wide Service Projects: 9:30am-II :30am
Help clean up, plant, and beautify parks throughout Anoka County with a morning service project.
Please call to register for a specific project for your family or group at 651-429-8007. Lunch will be
provided for workers 11:30am-12:15 at Wargo Nature Center.
Celebration at Wargo Nature Center: 12:30pm-2:30pm - Open to the public
Join us at Wargo Nature Center for a FREE fun-filled family Earth Day celebration complete with fun
games, entertainment, and refreshments. You can tour our wildlife-watching gardens with the Wargo
naturalists and kid's clubs, make your own earth art project to take home, and visit the Earth Day Fair,
where local organizations and business will provide information and activities about earth-friendly
practices and products. We'll also be kicking off our new Plants and People Project - people working
together with plants and nature to create a healthier environment for everyone.
We would love to have past Earth Day participants join us for this year's celebration! Our first planning
meeting is at Wargo on Thursday, February 3rd, from 7:00pm-8:30pm. If you or your organization would like to
be involved, please send someone to attend this meeting. If you are unable to attend but would still like to help
out, call us at Wargo Nature Center at 651-429-8007. Please bring your ideas and enthusiasm, and we look
forward to meeting you!

Attached you should fmd a quote for the three 15' grindrails and also a quote for an 8'
wide x 4' high quarterpipe manufactured by Rhino- Ramps. If these prices are beyond
what your budget allows, the quarterpipe can be purchased as a 4' wide unit.
The drawing enclosed is our idea of how the park should be configured to give the users
several opportunities for flow through the park.
The optional installation included would include Durafun setting your ramps per this plan
and also anchoring the grindrails in concrete. If you have any questions about what is

Introduction and Purpose of Amendment
_ In 2004, the City of Centerville prepared and approved a Five-Year Capital Improvement Plan (CIP) to
guide capital expenditures based on need, priority, fiscal impact and available funds. This CIP is
being amended to provide financial support for the construction of a 12,000 square foot joint powers
police station to be located in the city of Circle Pines. This joint powers police station is supported by
the cities of Centerville (35%), Lexington (30%) and Circle Pines (35%) and has a total cost of
$2,365,000. The City of Centerville's portion of this facility is 35% or $827,750.
This amendment to the CIP, and financing of the joint police station, is pursuant to Minnesota Statutes
Section 475.521. This statute authorizes the City to finance certain "capital improvements" as defined
in the statute. Generally, those improvements are limited to improvements used for a city hall, a
p'ublic safety facility, or a public works facility. The term "capital improvement" does include light rail
transit facilities, parks, libraries, roads, bridges, or administrative buildings other than a city hall.
Under this authority, the City of Centerville must approve the sale of capital improvement bonds by a
3/5ths majority of the membership, hold a public hearing for input regarding the bonds and regarding
the amended CIP, notice the hearing at least t~ days but not more than 28 days prior to the public
hearing and have city council approval of the amendment. The statute provides for a "reverse
referendum" regarding the bonds: if voters equal to at least 5 percent of votes cast in the last general
City election sign a petition and deliver it to the city clerk within 30 days after the public hearing, the
bonds may not be issued unless approved by the voters.
Minnesota Statutes Section 475.521 Capital Improvements Plan Criteria
Minnesota Statute 475.521 establishes criteria that must be considered by the City in adopting a CIP
under the statute. For the capital improvements to be financed under the plan, the City must consider
(1) the condition of existing improvements and need for repair or replacement; (2) likely demand for
the improvement; (3) the cost of the improvement; (4) availability of public resources; (5) level of
overlapping debt; (6) the relative benefits and costs of alternative uses of funds; (7) operating costs of
the proposed improvements, and, (8) options for shared facilities with other cities or local
governments.
In response to the criteria, the current police station is located at Circle Pines City Hall. This police
station is twenty years old and was designed to house six officers. With the creation of the joint
powers policing agency and population growth in the member cities, staff has grown to seventeen and
the current space is inadequate. The cost of this improvement (Joint Police Station) is $2,365,000
and the City of Centerville's share is $827,750. The City of Centerville has committed to pay an
estimated $77,000 for fifteen years as their share of the debt service for the construction of the joint
police station. The City of Centerville has overlapping debt of $11,155,649. The city has a numerous
needs but funding the joint police station is the highest priority of the city. The new joint police station
will increase operating costs a total of $ 15,000 annually. The new joint police station represents a
shared facility with other local governments (cities of Lexington and Circle Pines).
The attached chart shows planned capital improvements over the 2005 through 2009 period. The
chart includes improvements that are beyond the scope of "capital improvement" as defined in Section
475.521, as the City has determined that it is most efficient to integrate the police facility
improvements with the City's broader capital improvement plan.
Statutory Capital Improvement Plan Financin~ Limitations
Under Minnesota Statute 475.53, generally cities can not incur debt in excess of 2% of the assessor's
taxable market value. The City of Centerville's payable 2005 taxable market value is $242,357,000.

Consequently, the total outstanding debt can not exceed $4,847,140. As of December 31,2004, the
City of Centerville has $ 0 debt subject to the legal debt limit. The City of Centerville's commitment of
$827,750 is well under the statutory debt limit of $4,847,140.
ln addition to this limit, the total amount of principal and interest payable in anyone year for bonds
issued under Minnesota Statutes, Section 475.521 cannot exceed .05367% of the Assessor's Taxable
Market Value for the county. In Anoka County, the current Assessor's Taxable Market Value is
$23,601,620,500. Consequently, the capital improvements plan annual principal and interest
payment limit in Anoka County under 475.521 is $12,667,151. The City of Centerville's principal and
interest payments are estimated to be $77,000 annually for a 15 year period.
This legislature may amend the maximum debt service on bonds under Section 475.521, to apply a
percentage of market value in the City rather than the County as a whole. If the .05367% limit applied
to the City, the annual debt service limit would be $130,073 ($242,357,000 x .05367%). Even under
this limit, the City's expected debt service payment of $77,000 would be within the maximum payment
allowed.
Financin~ Plan for Pollee Facility
The police facility is expected to be financed through issuance of bonds by the City of Circle Pines
with an expected principal amount of $2,365,000. As noted above, the City of Centerville's
commitment is to pay debt service on a portion of those bonds equal to it's 35% share, or
approximately $827,750. In effect, the portion of the bonds paid by the City of Centerville will be a
general obligation of the City of Centerville. Likewise, the portions allocated to Circle Pines and
Lexington will be general obligations of those cities.

This Memorandum of Understanding (MOD) is between the County of Anoka, State of M' .' ota, a political
subdivision of the State of Minnesota, 2100 Third Avenue North, Anoka, Minnesota, 5 3, hereinafter
referred to as "County", and the City of Centerville, a municipal corporation unde laws of the State
of Minnesota, 1880 Main Street, CenterviIle, Minnesota 55449 hereinafter as the "City".

INTERSECTIONS:
As agreed by the parties, improvements to following ty Street intersections have been incorporated in the
Exhibit "A" Layout design:
It is understood that future improvements may be required at the CSAH 14 and 21st Avenue N intersection to
accommodate improvements for the future interchange at 1-35 E. It is agreed by the parties that the left turns
at the 21st Avenue N intersection may be closed to improve future capacity and safety of the highway. It is
agreed by the parties that the median along CSAH 21 (20th Avenue N) and County Road 54 is a design
element that significantly improves safety along the corridor and is necessary for the future capacity of the
highway. It is understood that future improvements will need to be made to CSAH 21 and County Road 54
in the future as development occurs. Improvements include but are not limited to: turn lanes, through lanes,

extension of concrete medians. It is understood that the County reserves the right to extend the concrete
medians as shown on Exhibit "A" thereby reducing full access points to right in/right out accesses. The costs
of these improvements will be determined at the time of construction and are expected to be shared by the
County, City and Developer.
RIGHT OF WAY:
The parties agree that the County will acquire all necessary right-of-way and easements for the Project.
Acquisition of any additional right-of-way and/or easements needed for the improvements to the City street
intersections beyond what is defined in the Exhibit "A" Layout will be the responsibilit,City. The

cost of the design and construction of these features will be the responsibility ofthe City. The City shall
provide all construction documents including plans, specifications, and estimated quantities and cost to the
County for inclusion in the project bid documents. All construction documents must be submitted to the
County by July 1,2005.

UTILITIES:
The parties agree that the Exhibit "A" Layout does include specific proposed utility locations. The City will
be responsible for the design of any sanitary sewer and water main improvements, which will be incorporated
in the project bid documents. The cost of the design and construction of these features will be the
responsibility of the City. The City's design of the sanitary sewer and water main utilities are to include
plans, specifications, and estimated quantities and cost. All construction documents must mitted to the
County by July 1,2005.

Local Trail Grant Letter

The Clearwater Trail
Dear Trail Grant Committee Members,
The City of Centerville submitted a local trail grant application for the Clearwater Trail in February,
2004. The City is now in the midst of a large project with Anoka County to replace and redesign
County Road 14 (Main Street) from the 35E intersection to the 35W intersection. More details on this
project need to be worked out before the city can proceed with the Clearwater Trail. We anticipate
the City of Centerville will resubmit our application for the Clearwater Trail in 2006 with these
details worked out.

Thanks to the vision of previous generations, the Twin Cities area enjoys a regional park
and open space system with few rivals across the globe. Now the Metropolitan COlUlcil
needs your help to preserve the last best natural resources and outdoor recreation
opportunities for future generations.
Nearly a million new residents will be here to use the regional park system by 2030. To
meet the growing need for recreation, the Metropolitan Council has prepared a draft
2030 Regional Parks Policy Plan. The plan includes a proposal to acquire and develop
three new parks and seven new trails.
A brochure summarizing the Regional Parks Policy Plan is enclosed. The complete plan

A renowned parks system
Thanks to the vision and commitment of previous generations, the
seven-county Twin Cities area enjoys a regional parks and open
space system with few rivals across the globe.
More than 100 years ago, visionaries like Horace Cleveland and
Charles Loring helped establish an outstanding network of drives,
parks and boulevards around the lakes and rivers of Minneapolis
and St. Paul. In response to state legislation, the Metropolitan
Council in 1974 designated about 31,000 acres of existing parks
owned by counties, cities and special park districts as "regional
recreation open space." Those parks had about five million visits
in 1975.
Between 1974 and 2004, the Council- with both regional and
state funds - invested $367 million to help local park agencies
develop these parks as well as acquire and develop new parks and
trails for the growing metropolitan population. Today, the system
includes:
. 52,000 acres
. 47 regional parks and park reserves
. Six special recreation features, such as the zoo and conservatory
at Como Park
. 22 regional trails (170 miles currendy open to the public)
. 30.5 mil1ion visitors annually (2003 estimate)
Between 1970 and 2000, the population of the seven-county area
grew from 1.87 million to 2.64 million. The Council projects that
by 2030 nearly one million more people will live in the region.
Now is the time to identify and preserve the last best natural
resources and outdoor recreational opportunities in the region for
future generations.
Preserving our future
As it works to preserve and expand the regional parks system, the
Council will be guided by five major policies:
. Identify and protect, forever, lands with high-quality natural
resources that are desirable for regional parks system activities.
. Provide adequate and equitable funding to acquire, develop
and rehabilitate regional parks and trails.
. Provide a regional system of recteation opportunities for all
residents while maintaining the integrity of the natural
tesource base.
. Promote master planning and integrated resource planning
across jurisdictions.
. Protect the public investment in the regional parks system.
Expanding the system
To meet the needs of the region in 2030, the Council proposes a
variety of changes to the current regional parks system. Among
them:
. Designate two existing county parks and three trails as
" regional. "
In Washington County, Pine Point Park ~
In Ramsey County, Tony Schmidt Park
In Ramsey County/Sr. Paul, three regional trails - Trout .IV
Brook, Summit Avenue, and Lexington Parkway
. Acquire and develop three new parks. Search areas include:
Northwestern Anoka County
Empire Township in Dakota County .
Blakeley Township in Scott County
. Acquire ana develop seven new trails. Search areas include:
The Crow River, in Carver County and Thtee Rivers
Park District
Both a north/south and an easr/west trail traversing
Dakota County
An east/west trail traversing Scott County N
In Three Rivers Park District, a trail connecting parts of Baker
Park Reserve; a trail connecting Baker and Crow-Hassan Park
Reserves; and a trail connecting Crow-Hassan and Elm Creek
Park Reserves
. Acquire land within the current boundaries of 30 existing
parks and four trails
Acquire natural-resource lands adjacent to six existing
parks and six existing trails . ~
The last best places
To meet the needs of the region beyond 2030, the Council propos-
es to acquire four new regional parks or reserves and three new
. trails. These parks would not be developed until after 2030, but
the opportunity to acquire them will likely be lost if the lands
aren't identified and purchased before 2030. The goal is to secure
the last best places, complete the acquisition of the regional park
system, and secure opportunities for future generations, just as our
predecessors did for us. Search areas include:
. Parks - Miller Lake area and Minnesota River Bluff and Ravines
in Carver County; southwestern Dakota County; and Cedar
Lake area in Scott County. .
. Trails - northwestern Anoka County; central to south Carver
County; and Minnesota River to Spring Lake in Scott County.

SUBJECT: St. Paul Water Utility Property at 1601 LaMotte Drive

The following information is from Vice-Chairperson LeBlanc regarding the property at 1601 LaMotte
Drive:
I called Mr. Nick Eloff at Anoka County Parks, who has worked with us on trails, and asked if he had any
opinions or advice on the St Paul Water property situation.
He said an appraisal with it being zoned as park land would certainly be less than being zoned as residential.
He also thought that St Paul Water Utility is somewhat stuck since they would have to go to Centerville to get
the property rezoned from park to residential.
He said Anoka County Parks recently negotiated with St Paul Water Utility to purchase 64 acres of land around
Centerville Lake for $1,300 per acre. I'm not sure where all this land is and the price would have to be double
checked.
My suggestion is that Centerville get an appraisal of the property with zoning as park land. The city needs that
data to negotiate the property value.
The following excerpt is from the City Council Meeting Minutes of February 23, 2005:
Mayor Capra provided Council with an update of her negotiations with Mr. Tschida concerning the purchase
price for 1601 LaMotte Drive. She then explained that one of the requirements for the DNR matching grant that
the City is applying for to assist with the purchase of this park property is that the City obtains a parkland
appraisal for the property. She then asked for Council authorization to do so in an amount not to exceed $3,000.
Motion by Council Member Lee, seconded by Council Member Lakso to authorize Staff to obtain a
parkland appraisal in an amount not to exceed $3,000 with the funds being expended from Park
Dedication Funds. All in favor. Motion carried unanimously.
Mayor Capra indicated that Mr. Tschida has asked for the maximum amount that the City is willing to pay for
the property and has offered to finance the property over three years at 6% interest if the City is interested. She
then said that the parkland appraisal should assist the City with setting its purchase price.

Thank you for the presentation at the Centerville meeting in February on A UAR
I believe you said you have a trail plan and could send it in email. Could you do that please? We are trying to
work out connections with Hugo, Anoka County Park's trails, and the new County 14 reconstruction. Who
should we contact in Lino Lakes to work out trail possibilities?
The one thing we are trying to work out is a trail crossing at 35E and County 14. The current Anoka County
highway plan shows the trail on the south side whereas the Hugo plan, and apparently this plan show the trail
on the north side. There are existing trails that come from Victor Gardens (in Hugo, just south and east of 35E
and County 14) and those would be on the south side of County 14.
Does anyone have any suggestions onfiguring out which side of the road is best?
It might be nice to add the Centerville trails and plans into the diagram. Is the A UAR meeting on
March 3 relevant? Suzanne Seeley and I are on the Centerville Park and Recreation Committee and
we are trying to work out trail details. Last year we submitted a grant to the DNR to connect Hugo
trails with Anoka County Park's trails. We did not submit this year because we need to figure out the
County Road 14 project first. We plan to submit again next year. Thank you.

the parksltrails system for Lino Lakes. Rick should be your main contact for trail planning.
