The CYHA is requesting to reserve ice time for the 2002- 2003 season. A memo from the League of Minnesota Cities recommending the 'homemade hockey nets at Laurie LaMotte Park be repIaced with standard manufactured hockey nets' . Updates on Outstanding Issues: A copy of the plat map with the Pheasant MarshlHunters Crossing 1rail information has been sent to Anoka County per WaYne's request. The Web Site will be online and available to the public on October 11, 2002. It will continue to be an ongoing process, but all of the information from the old web site will be transferred at that time and the new sections will be available, although probably not completed. I have included what I have in the Parks & Recreation Committee section to date. I am open to suggestions as to what you would like to see included. I have a section for current events and volunteer opportunities, if you have ideas as to what to include. I also printed the section on Parks & Recreation which lists the city facilities. To move the play structure from Royal Meadows Park to Laurie LaMotte Park, the committee would need to write a letter descnbing reasons for considering the move and the benefits of replacing the equipment with a basketball court. A Public Hearing would need to be held noticing all residents within 350 feet of existing park and a notice would be sent to the local paper, along with Parks & Recreation's letter. The Public Hearing could be held either at a Parks & Recreation Committee meeting or at council level. lof2 .'t .For Your Information: Thank-you letter sent to Bonestroo for the 5250.00 donation to Parks & Recreation Committee. Memo regarding council's action on the Parks & Recreation Committee's recommendations for the warming house renovation and requesting funds from Dead Broke Saddle Club and the Spring Lake Park Lions. Copy of Centerville Lions - Branch Club 2002 Concession Sales and receipt for payment of $37.08 to the city. A copy of the memo from John Thill, Centerville Lions regarding plans for renovating the warming house. For your review I will have one copy of a New Residents Packet complete with the information that is given to the residents at the next meeting. 2of2 Parks & Recreation MiDutes 09-04-02 PARKS AND RECREATION COMMI'ITEE September 4, 2002 MEETING MINUTES Pursuant to due call and notice thereot: the Parks and Recreation Committee of the City of Centerville held the regularly scheduled meeting on September 4, 2002, at City Hall, 1880 Main Street. SET AGENDA There were no additions to the agenda. III. PUBLIC HEARING(S) None. IV. APPEARANCES Council Member Broussard-Vickers was unable to attend the meeting, but made a brief appearance to discuss the 2003 budget as it affects the Parks and Recreation Committee. The City Council voted to stay at the 2002 levy amount. This will reduce the amount available to the committee. The amount allotted to Parks and Recreation for 2003 will be approximately $10,000 and the Parks Program. Coordinator position was eliminated. lof5 Parks " R.eoreation Minutes 09-04-02 Council Member Broussard-Vickers said in the budgeting process they are attempting to take more of the park maintenance costs from the general fund . v. CONSIDERATION OF MEETING MINUTES Motion was made by Committee Member LeBlanc, seconded by Chairperson DeVme, to approve the August 7, 2002 Parks and Recreation Committee Meeting Minutes. Ayes - 6, Nays - 0, Abstain - 1 (peterson) Motion ,carried. VI. COMMITTEE BUSINESS i' 2003 Bud2et & Future Proiect List Chairperson De Vine started the discussion with the projected total dollar figure for 2003. The committee then went through the previously prepared future project list assigning priorities and dollar amounts. See the budget attachment for the :final figures. There is $3,350 in two miscellaneous trail funds which will not be added to the. projected total until Ms. Pau1seth, Finance Director, determines where this mon.ey came from. ' . In regards to future projects, Committee Member Peterson reports the Laurie LaMotte parking lot can be paved for $42,000. Lino Lakes does not have any plans to repair their portion of LaMotte Drive in the next few years. The committee feels paving the parking lot should be top priority. Committee Member LeBlanc is interested in the city acquiring a small parcel of land from St.Genevieves Church to run a trail from Lamotte Drive to Meadow Lane. It would be approximately 700 feet from Centerville Road to the parking lot at Laurie LaMotte Park. Committee Member LeBlanc is concerned with children and bikers crossing Centerville Road at Meadow Lane to get to the trail at Hunters Crossing. Committee Member LeBlanc also questions whether there is an easement along Centerville Road which could be used for a future trail, Committee Member LeBlanc will research this with the county. Committee Member LeBlanc would also like to monitor the Centerville Lake property, which is for sale by the St. Paul Water Utility Chairperson De Vine will put in a formal request to Paul Patzer to replace the rotting timbers at Tracie McBride Park as these timbers have become a safety issue. Committee Member Seeley has information on prices and manufacturers of recycled timbers, prices need to be compared to wood and information and suggestions will be passed on to Public Works. 20fS Padts & R.ecmation MUmtes 09-04-02 Park & Trail Plan This item was tabled as Chairperson De Vine had not discussed the Park & Trail Pbin with Paul Palzer. This item will be put on the next committee'meeting agenda. Pheasant MarshIHunters Crossin2 Trail City Administrator Moore-Sykes had requested the Parks & Recreation Committee review the need for a crossing/warning sign where the trail from Hunters Crossing runs across Centerville Road to the Pheasant Marsh Itrail. Tom Wilharber came before council to request something be done as it is a dangerous situation for bikers who are not aware that they are coming onto a busy county road. Ms. Moore Sykes would like a letter drafted by Parks & Recreation to Mioka County. Chairperson De Vine asked Committee Member LeBlanc ifhe would contact the county and see what needs to' be done and report at the next committee meeting. Committee Member Peterson suggested contacting Forest Lake to determine how they were able to put a crosswalk in on Highway 61, north of Broadway. Lion's Branch Club ReDort on Concession Sales ~' Committee Member Pell submitted a report for the Centerville Lions Branch Club 2002 Concession Sales at Laurie LaMotte Park. The report shows total revenues at $499.00, expenses $340.14 and profits of $185.40 with 20% to Park and Recreation at $37.08. The Branch Club sold concessions for eight (8) nights during the Little League season. Sales were zero at the current warming house location-for the first few nights. Once the Branch Club moved to a table near the ball fields, sales improved. Submittin!! Requests for Charitable Gamblin!! Funds The committee discussed the idea of requesting charitable gambling funds from Dead Broke Saddle Club and the Spring Lake Park Lions Motion was made by Committee Member Peterson, seconded by Committee Member Lee to recommend to council to approve City Admini!iltrator Moore-Sykes working with Committee Member Peterson as a representative of the Parks and Recreation Committee, to submit an application to Dead Broke Saddle Club requesting approximately $1,000 to purchase a set of bleachers for the Laurie LaMotte Park ball fields. An application would also be submitted to the Spring Lake Park Lions requesting approximately $2,000 for bike racks for each of the S parks in CenterviIIe. Committee Member Seeley will get prices for bleachers and bike racks. 3 of 5 Pmks & Recreation MimItes 09-04-02 $26..000 Charitable Gamblin2 Funds Committee Member Pei1 submitted a letter to the committee from the Centerville Lions Club which states the Lions have contacted the Architects for-Bruggeman Companies to start a couple of design scenarios for expanding and remodeling of the existing park building, located at Laurie LaMotte Park. Hopefully, these plans will be presented to the Parks & Recreation Committee at the October Meeting. Committee Member Peterson presented a tentative drawing, with dimensions of 40 x 50, of a poSSIble design plan. for the warming house. These ideas were discussed by the committee and will be given to the architects. Motion was made by Committee Member Lee, seconded by Chairperson DeVine, to recommend to council the designation of the approximately $26,000 charitable gambling funds to renovate the existing warming at Lamie LaMotte Park. All in Favor: Motion passed unanimously. Chairperson De Vine questioned whether the roof on the ClUTent. warming house could just be patched for now, opposed to replacing the root: and isn't this a mainte~. issue that Public Works should be looking at instead of the Parks & Recreation < , Committee. Vll. UPDATES Skate Park. (Monthly Review\' . There are still residents questioning why the half-pipe has not been instaJled at Wheels Park. Chairperson De Vine will discuss it with Paul Palzer. . Bonestroo Trail MaDIEDC New Resident Packet This item was tabled until the next scheduled committee meeting as Chairperson De Vine has not met with EDC Members Scheller and Terway. Committee Member Walter has taken some digital pictures of local parks and Committee Member LeBlance will take some trail pictures. Acorn Creek Park Trail Repair The Acorn Creek Trail still needs work. The trail is leaking under the pipe and eroding the trail. Committee Member Peterson reported the developer needs to pump concrete in and around the pipes to stop the erosion. The City Engineer has not signed off on this project. In working on the trail the developers has broken up two sidewalk panels and dirt keeps nmning off onto the trail. This section of the trail is being handled through the developer, the City Engineer and Rice Creek Watershed. 4of5 Parks & Recreation .Minutes 09-04-02 SCORE Funds Committee Member Seeley presented information to the conui:1ittee after meeting with a SCORE Fund representative of Anoka County, Carolynn Smith. It was again emphasized that SCORE funds need to be used on educational type programs and cannot be used to purchase equipment such as bleachers or bike mcks, even if the equipment is made out of recycled materials. Ms. Smith did suggest looking into OEA Grants for next year. Committee Member Seeley also has a phone list for Minnesota suppliers of recycled products. Anoka County Parks has had great success with using recycled products. The benefits of a longer life, maintenance free, and practically indestruct10le outweigh the added costs. "t' County Road 14 Exoansion The Anoka County Engineer was at the last council meeting and left maps of a proposed design for County Road 14. He specifically said the maps were the first proposal and Anoka County would not even be in the planning phase until probably Spring or Fall of 2003 and there will be numerous meetings. scheduled before that time. The work will not begin on the road until probably 2005 and the funding is good until 2008. The - intended road will be 44 feet curb to curb and although designed as a 4-lane road, only 3 lanes will be used with one lane as a turning lane. Maps will remain in the council chambers for residents to review. There are no plans for work on Centerville Road. The committee would like updates on County Road 14 as it affects potential trails and or sidewalks. R08Val MeadOWS Park The committee had a discussion as to how to have a public input meeting on moving the play structure from Royal Meadows Park to Laurie LaMotte Park and replacing it with a bigger basket ball court. Ms. Stephan will report at the next meeting. This is what Park and Recreation needs to figure out In a nutshell, this is the Parks and Recreation Goal. Already improvement dollars from the Parks and Recreation Development Fee Fund are allocated for laMotte Park to build a combination skateboard rinklhockey rink (Wheels Park) and to ~. provide electrical power for the park and Fete de Lacs celebrations.~ These facilities must be built for the 2001 summer recreation season and are out for bid at this writing. GO Now is the time to focus on a comprehensive recreation plan for all of the citizens of this community. Item 1 focuses on the recreation program needs. Initial discussion in February with Parks and Recreation Committee Members identified the need for Pilot Projects. Try out an idea, evaluate it, modify it, adopted it, or drop it if the project doesn't pan out The ideas presented below are not intended to limit the creativity of the Committee, but we need to m6ve towards a recreational program. Park and Recreation Item 1. Pilot Projects: Wheels Park and LaMotte Electrical: Dedication fees from the Park Development Fund were used. Council recognizes the need for General Fund support for maintenance and program. These dollars will be evaluated as the Park and Recreation Committee expresses budget needs. In the FY2002 budget, a new General Fund line item called Recreation Programs will be established. This money is to be accounted for in a new budget Code 45300 and used for the purpose of funding recreational programs and maintenance of parks to benefit Centerville residents. YMCA is already developing a program for 6-10 year olds, but a program needs to be developed for older youth as well. Weeklong camps for sports (soccer, baseball, basketball etc.), science. nature, or any other item of interest should be implemented for summer 2001 as a pilot program using the dollars allocated. The committee should also explore using Centerville Elementary School for supervised recreational activities throughout the year. The committee is encouraged to contact Lino Lakes Park and Recreation to determine if there are any opportunities that could benefit citizens of both communities. This item is intended to enhance recreational opportunities that already exist such as Little League Baseball and soccer elal. Again in may be too late to implement this in 2001. If so, summer 2002 is the target date for implementation. SwImming Swimming is another pilot project and there could be many more ideas that surface. Also explore providing safe and supervised swimming opportunities at Centerville Beach for all citizens. Included in this item may be bus service, supervision, lifeguards and other " items that may be deemed necessary to accomplish the goal of safe: access and supervision of the Centerville Beach swimming area. Hours of operation and other implementation issues are to be determined through a cooperative agreement with the County Park. It may not be feasible to launch this program this summer. but it should be implemented by next summer. The plan should include not only trail locations, guidelines or standards for construction, but priorities for construction. In conjunction with water lines in the downtown area, we can improve access for seniors at Chauncey Barrett. Another small segment could connect the new retail area with the sidewalk at the Cemetery. Main Street on the south side would enable children to get to parks and Comer Express. Council has already allocated $10,000 in the existing budget from the General Fund for item 46000 Trailways construction and maintenance and ,we need to proceed with building priority projects. The Lions of Centerville have contacted Bruggmann Contracting to look at the possibility of remodeling and/or adding on to the present warming / concession / maintenance / bathroom building located at Laurie LaMotte Park in Centerville. One of the items that the Bruggmann Contracting Company was looking for was the structural drawing for the present building. I have contacted Paul Palzer, City of Centerville Public Works Director; he has stated that he has no drawings. I then attempted to contact the Cities previous engineering firm Maier Stewart & Associates which were intwn bought out by H.R. Green Company, but they stated that anything that pertained to the City of Centerville was turned over to Bonestroo Roesne AnderIink & Associates. I contacted Tom Peterson, the present City Engineer, but he said that the only things that his company had received from H. R. Green were utilities and street drawings and information pertaining to the aforementioned. The Lions of Centerville will continue to pursue for information on the building other wise we will ask Bruggmann to go ahead with some ideas concepts for the present building. I have located the locations for the electric / gas / water / sewer services surrounding the building along with the storm water drainage locations. It looks like an addition could be added onto the East end of the present building to make it more useable in the future. The Lions of Centerville wanted to insure that the Park & Recreation Committee was informed of what steps the Lion Club is pursuing and looking also for your input concerning any future plans for the building. Currently, we have a situation whereby trails eD;d'at county roads or are proposed to en4. at county roads. Of particular concern is the trail from Hunter's Crossing that inters~ Centerville Road/CSAH 21 on the west side. Across Centerville Road/CSAH 21 to the east, is a developing residential area that has a proposed trail that will intersect Centerville Road/CSAH 21 across from the trail at Hunter's Crossing. A resident raised the issue of young children riding their bikes on these trails and asked if there was anything that could be done to warn the children of the potential danger of riding out onto Centerville Road/CSAH 21. This concern was passed on to ow: Park and Rec Commission, of which Wayne LeBlanc is a member. Mr. LeBlanc suggeSted that I send these maps to you for your review and consideration.
