October 2, 2002 MEETING MINUTES
Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City
of Centerville held the regularly scheduled meeting on October 2, 2002, at City Hall,
1880 Main Street.

Chairperson DeVine called the meeting to order at 6:40 p.m.
II. SET AGENDA
Committee Member Peterson added the paving of Laurie LaMotte Park parking
lot as #7 under Committee Business.

IV. APPEARANCES
Me John Thill and Mr. Tom Wilharber, Centerville Lions, made an appearance to
discuss the renovation of the Laurie LaMotte warming house. Me Wilharber read
the following presentaion:
The Lions of Centerville have contacted Bruggmann Contracting to look at the
possibility of remodeling and/or adding on to the present warming / concession
/ maintenance / bathroom building located at Laurie LaMotte Park in
Centerville. One of the items that the Bruggmann Contracting Company was

looking for was the structural drawing for the present building. I have
contacted Paul Palzer, City of Centen'ille Public Works Director; he has stated
that he has no drawings. I then attempted to contact the Cities previous
engineering firm Maier Stewart & Associates which were in turn bought out by
H.R Green Company, but they stated that anything that pertained to the City of
Centerville was turned over to Bonestroo, Roesne, 1nderlink & Associates. I
contacted Tom Peterson, the present City Engineer, but he said that the only
things that his company had received from H. R. Green were utilities and street
drawings and information pertaining to the aforementioned
The Lions of Centerville will continue to pursue for information on the building
other wise we will ask Bruggnumn to go ahead with some ideas concepts for the
present building. I have located the locations for the electric / gas / water /
sewer services surrounding the building along with the storm water drainage
locations. It looks like an addition could be added onto the East end of the
present building to make it more useable in the future.
The Lions of Centerville wanted to insure that the Park & Recreation
Committee was informed of what steps the Lion Club is pursuing and looking
also for your input concerning any future plans for the building.
The Centerville Lions will assist with labor on the renovations.
Mr. Wilhaber also questioned, as a resident, what was being done to post
warnings where the Hunters Crossing Trail meets Centerville Road. Mr.
Wilharber had previously appeared at City Council to voice his concerns over this
dangerous situation. Committee Member Lee explained Committee Member
LeBlanc is working with Anoka County to remedy this situation, but it is a slow
process. The stop signs on the trail are the responsibility of the city and
Committee Member LeBlanc has suggested the committee recommend Public
Works install signs and stripe the trail as a warning. Signs on County Road 14 are
up to Anoka County and they need to access the situation. The county did not
show the Hunters Crossing Trail or the Pheasant Marsh Trail on their plat maps.
Committee Member LeBlanc has since requested the City Administrator Moore-
Sykes send maps to the appropriate people at Anoka County. This will remain on
the agenda as an update. Part of the Pheasant Marsh Trail is in place and brush is
cut to match where the trail will be.
v. CONSIDERA TION OF MEETING MINUTES
Motion was made by Committee Member Peii, seconded by Committee
Member Lee to approve the September 4, 2002 Parks and Recreation
Committee Meeting Minutes. All in Favor: Motion passed unanimously.

VI. COMMITTEE BUSINESS
1. Centennial Youth Hockey Association - Request to Reserve Ice Rink
The Centennial Youth Hockey Association is requesting the same block of time,
with an additional hour, as the previous season. Committee Member Peterson
said that last year the association had 1 hour per might for 3 nights per week.
There have been no other requests submitted for dedicated ice time. Per an
inspection from the League of Minnesota Cities, the current hockey nets are non-
conforming and cannot be used. These nets will have to be replaced. The
committee discussed asking the Centennial Hockey Association for a donation of
either funds toward the nets or the actual nets. Committee Member Peil will
pursue this with the association.
Motion was made by Chairperson DeVine, seconded by Committee Member
Peil to recommend to City Council allowing the Centennial Youth Hockey
Association to use the ke rink located at Laurie LaMotte Park, Monday
through Thursday from 8:00 to 9:00 p.m. All in Favor: Motion passed
unanimously.
2. Park and Trail Plan (DeVine)
Item tabled per Chairperson DeVine as she hadn't talked to Mr. Paul Palzer in
regards to the Park and Trail Plan.
3. Pheasant Marsh/Hunters Crossing Trail Signs (LeBlanc)
Committee Member LeBlanc was unable to attend the meeting, but sent a request
for the committee to recommend Public Works install stop signs on the trails and
stripe the trails with yellow lines across the end a few feet before the stop signs.
Committee Member Peterson will ensure this is done.
4. Submitting Requests for Charitable Gambling (Peterson)
Committee Member Peterson had previously talked to City Administrator Moore-
Sykes in regards to this, but has no further information at this time. This will be
updated at the next committee meeting. Committee Member Peterson will also
see if it is possible to add the amounts for the ice rink hockey nets.
5. Trail Map/New Resident Packet (DeVine)
Chairperson DeVine tabled this item as she has not met with the EDC group to
discuss this project. Committee Member LeBlanc has taken high resolution
pictures of local parks, trails, and lakes and supplied them to the committee on
disk. These can be passed on to the printer.

6. Laurie LaMotte Hockey Nets - LMC Recommendations
As previously discussed, Committee Member Peil will talk to the Centennial
Hockey Association in regards to nets. The committee can possibly request nets
from the Dead Broke Saddle Club. Committee Member Peterson will determine
prices of the nets.
7. Paving of Laurie LaMotte Parking Lot
Committee Member Peterson requested this item be added to the agenda for
discussion. Public Works has gotten an estimate of $42,500 from Arcade Asphalt
to pave the Laurie LaMotte parking lot. This can be done yet this year and it
would be beneficial as it would harden up over the winter and keep the grade
from continually being lost. The quote includes curbing along the west property
line where the catch basin is. Committee Member Peterson suggested getting an
additional estimate for complete curbing as it would keep people from driving
around the gates and onto the fields. It was suggested pouring a 10' quarter radius
at just the section where the gate is and / or get a price to finish the curbing. If the
estimates are under $50,000 the city does not have to put out for official bids, but
Public Works would like to give a Lakeland Hills contractor a chance to bid,
keeping the business local. The money would come from Park Dedication Fees.
Motion was made by Committee Member Peterson, seconded by Committee
l\tIember Lee to recommend the paving of Laurie LaMotte Memorial Park
parking lot in an amount not to exceed $49, 500. Funds to be expended from
Park Dedication Fees upon receiving three (3) quotes.
Vil. UPDATES
Acorn Creek Park Trail Repair (Peterson)
The committee is concerned that the Acorn Creek Trail is still in same condition,
nothing has been done to resolve the problems, and there is still water running
around pipe. Council Member Broussard-Vickers requested this issue be put back
on the City Council Agenda and requested the City Engineer report on the trail.
Skate Park (Peterson)
The equipment will be removed from Wheels Skate Park for the year, the week of
October 21, 2002. Committee Member Peterson will talk to the City
Administrator in regards to putting an ad in the paper for ice rink attendants.
Royal Meadows Park
The committee continued to discuss the options for moving the playground
equipment from Royal Meadows Park to Laurie LaMotte Park. Committee

Member Peil presented research she had done which shows it would not be
economically feasible to move this equipment. Ms. Stephan eXplained Parks &
Recreation could hold a Public Input Hearing either at a Parks & Recreation
Committee meeting or at a City Council meeting to determine how the local
residents felt about the equipment in this park being moved and what they would
like to see offered at Royal Meadows. The committee would like to do this
sometime this winter, probably in February. It is felt this also might motivate the
people in the area to pay attention and take better care of park. There has been
quite a bit of damage done to the equipment, trees, and bushes in the past season
and there is always a lot of garbage in the park. Mr. Walter will write a draft
letter to be sent to the residents near Royal Meadows Park stating ideas for the
park and asking for input. Letter to be reviewed at the next committee meeting.
Tracy McRrnde Park
The timbers at Tracie McBride Park need to be replaced as it has become a safety
issue. Committee Member Seeley has presented quotes for various materials at
multiple companies and Chairperson DeVine will present this information to Paul
Palzer and request Public Works repair this damage, yet this year if possible.
Parks & Recreation would like to request this as a priority if there is remaining
monies in the budget for this year.
Pay Phone at Laurie LaMotte Park (DeVine)
Chairperson DeVine requested this item be tabled as she had not had a chance to
follow up on this.
Motion was made by Committee Member Pei!, seconded by Chairperson
DeVine, to adjourn the October 2, 2002 Parks and Recreation Meeting at
7:50 p.m. All in Favor: Motion carried unanimously.

Vacation of Goiffon Road

BACKGROUND
Last summer there was some discussion at the Council level regarding vacating Goiffon
Road. The discussion came up as St. Genevieve was planning their annual chicken
dinner event and they requested that Goiffon Road be temporarily vacated to
accommodate those attending the dinner.
Council approved the request and also directed Staff to send a letter (attached) to the
Church advising them that if they were interested in permanently vacating Goiffon Road
that they should respond in writing with that request. The City received a response from
St. Genevieve in October (attached) requesting that the City continue with the vacation
process for Goiffon Road.
City Staff is looking for additional comments and recommendations from the Park and
Rec Commission. These comments and recommendations will be passed on to the City
Council for their consideration.

Dear Ms Moore-Sykes:
I am responding to your letter to me concerning the possibility of
vacating Goiffon Road. After discussing that possibility with
many people, the general consensus is that it would be a good idea.
As Main Street becomes a busier street, there are more and more
cars and trucks that fail to make the turn and end up turning around
in the church parking lot or ramp. From a safety point of view, I
think that it would be a good move to close off Goiffon Road from
the north and we are requesting that that be done.

Dear Fr. Fitzgerald:
In June, St. Genevieve's Building Committee appeared before the City Council to discuss
the possibility of renovating and expanding the current church structure. As part of that
discussion, it was also proposed that the City consider vacating Goiffon Road. The City
Attorney indicated that as long as the police or fire departments did not see a problem
with the vacation and that the road was not a county road, the City could vacate it. He
then suggested that once we satisfied the above-mentioned concerns, that the Church
send a written request to the City to vacate Goiffon Road.
If this vacation continues to be the intention of St. Genevieve, please submit a written
request to my attention and I will forward it the City Council for further consideration.

Updates on Outstanding Issues:
Council's Consideration of Parks & Recreations Recommendation of pavinS! the

Minutes.
Mayor Swedberg commented that before doing something for cars he desired to build
playground equipment, basketball hoops, or something else for the kids. He also
commented that he would prefer to use the money for safe trails to move residents rather
than for cars.
Council Member Broussard Vickers indicated that the Parks and Recreation Committee
feels the parking lot is a priority because the lot is deteriorating and there are issues with
vehicles driving where they are not supposed to.
Council Member Travis asked if it was the intent to have it completed this year. He then
commented that he felt it would cost twice as much to do the paving this year as it would
to do it next spring.
Council Member Broussard Vickers indicated that the Parks and Recreation Committee
has a local contractor who has agreed to do it this year.
Council Member Travis said he would recommend waiting for spring.
Council Member Capra expressed concern with paving the parking lot in light of
anticipated future construction as the construction traffic could damage the parking lot.
Council Member Nelson indicated she agreed with Council Member Travis on waiting
until spring.
Motion by Council Member Nelson. seconded by Mayor SwedberS! to deny the
request to expend UP to $49.500 in park dedication fees to pave the parkinS! lot at
Laurie LaMotte Park. Ayes 3. Nays - 2 (Travis/Broussard Vickers). Motion
carried.

Trail Map / New Resident Packet
The changes/corrections to the Trail Map were given to Tom Peterson, City Engineer, per
the committee's request. Mr. Peterson had the map updated, printed a large copy for City
Hall and 10 - 8 ~ x 11 copies, which I included in your packets. Mr. Peterson talked to
Kent Johnson of Impressions Incorporated to determine what format they would need an
electronic copy of the map in. Mr. Peterson gave me a disk with the map in both pdf and
jpeg formats. Committee Member Peterson found additional errors on the trail map when
he reviewed the new copies and discussed these changes with Mr. Paul Palzer and Mr.
Torn Peterson. The City Engineer will make these additional changes and then again
supply the committee with the disk. I will also give EDC the disk with the digital
pictures Committee Member LeBlanc took of local parks and trails. EDC is planning to
order this new packet before the end of 2002.
Acorn Creek Trail Reoair
The following information is taken from the October 9, 2002 City Council Meeting
Minutes.
Ms. Moore-Sykes indicated Council Member Broussard Vickers had asked that this item
be added to the agenda.
Council Member Broussard Vickers indicated that the Parks and Recreation Committee
was concerned that nothing changed with the structure at the park and water will run
underneath and the same problem would happen.
Mr. Peterson indicated he had been out to check the structure and there is enough cover
over it to hold the pipes down. He then explained that the issue was heaving and noted
that the structure is built the way the watershed desired to be built. He further explained
that there is a skimmer in front that holds back green slime and it is doing what it is
supposed to do.
Council Member Capra indicated she had been told that the structure is not handicapped
accessible. Mr. Peterson indicated it is ramped up but said it was done on purpose and is
what the watershed desired.
Pheasant Marsh / Hunters Crossin1! Trail Si1!ns
The City has not heard anything back from Anoka County in regards to the maps that
were sent for review by the City Administrator. Public Works has striped the trail per the
Parks and Recreation Committee's recommendation.

Enclosed in your packet are letters sent to Dead Broke Saddle Club and the Spring Lake
Park Lions requesting charitable gambling funds for bleachers and bike racks. The City
has not received a response from either Dead Broke Saddle Club or the Spring Lake Park
Lions at this time.

Ice Rink Attendant
An ad went into the Quad, on cable and on the Web Site last week advertising the Ice
Rink Attendant Position. There have been two applicants at this time. The job posting is
open until November 15, 2002.

the Warming House located at Laurie LaMotte Memorial
Park.
Ice Rink Hours Will Be:
Monday - Friday
Saturday
Sunday
5:00 - 9:00 p.m.
10:00 - 10:00 p.m.
12:00 - 6:00 p.m.
The position is a seasonal position. Salary is $8.00 per hour
with no benefits.
Apply at Centerville City Hall, 1880 Main Street. The City
will be accepting applications for this position on Tuesday,
October 29, 2002 - November 15, 2002 at 4:00 p.m.
