November 6,2002 Meeting Minutes
Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held
the regularly scheduled meeting on November 6, 2002, at City Hall, 1880 Main Street.

Chairperson DeVine called the meeting to order at 635 p.m.
ll. SET AGENDA
Committee Member Hanson requested the draft letter to residents near Royal Meadows Park,
concerning the possible public input hearing, be added to the agenda as #8.
Committee Member Seeley requested the replacement timbers at Tracie McBride Memorial Park be
added to the agenda as #9,
Motion was made by Chairperson DeVine, seconded by Committee Member Seeley to set the
November 6, 2002 Parks and Recreation Meeting Agenda with the above additions. All in
Favor: Motion passed unanimously.

1. Mr. Tom Wilharber. Centerville Lions - Laurie LaMotte Warmin2 Bouse Renovation
Mr. Tom Wilharber, Centerville Lions, made an appearance concerning the progress of the designs to
renovate the Laurie LaMotte Park warming house.

Mr. Wilharber read the following memo from the Centerville Lions:
Dear Parks and Recreation Committee,
We regret to inform you that we have not received the drawings for the possible renovation of
the warming house at Laurie Lal\fotte Park.
Lion President Tom PeH bas been in contact with the Architect. They informed us that they
have been very busy as oflate and have not been able to focus on the drawings for our project.
The Ar~hited has assured me that they win work on them as soon as they can.
The Lions Club would like an opportunity to taik with the City Engineer regarding some of the
specifics of the elIDsting structure. This could be done now or after we have reviewed the
proposed drawings.
We sincereiy apologize for the hold-up and will plan to meet with you very soon and discuss
how we can work together to improve our parks.
J\JIr. Wilharber explained the Lions are interested in this project and plan to continue pursuing the
issue. The Centerville Lions recently bought a concession trailer from the Columbus Lions and had
really good results selling concessions from the trailer at the Lions Haunted House. He stated the
Lions have an Anoka County permit for use of this trailer. Because of this recent concession trailer
purchase, the Lions are not interested, at this time, in pursuing a new concession building. There is
nothing the Centerville Lions require of the committee or staff at this time.
2. EDe Chairperson Betsv ScheUer - Sno Biz 2003
An appearance was made by the Economic Development Committee Chairperson Betsy Scheller to
discuss the 2nd Annual Sno Biz 2003 event planned for February 7 and 8, 2003. Ms. Scheller
requested the Parks & Recreation Committee's participation in this event. The idea is to support the
local businesses by bringing people into the community for free events. This year's event will be two
(2) days, opposed to the three (3) day event which was held in 2002, and will be held in conjunction
with the Centerville Lion's Annual Ice Fishing Contest. EDC members have been in contact with the
Quad ftJea Chamber of Commerce and Wargo Nature Center who may also sponsor events. The
committee discussed various options and committed to a Skate Night at Laurie LaMotte Park on
Friday, February 7, 2003. The Parks & Recreation Committee will also supply hot chocolate,
popcorn and a bonfire. Committee Member LeBlanc said weather permitting, he would like to do
some astrology demonstrations. Other ideas were discussed such as a tug of war on ice, snowshoe
races and kite flying. Discussion was tabled and will be put on the next agenda.
V. CONSIDERA TION OF MEETING MINUTES
Motion was made by Committee Member Peil, seconded by Committee l\tlember Walter to
approve the October 2, 2002 Parks and Recreation Committee Meeting Minutes. Ayes - 5,
Nays - 0, Abstain - 2 (Seeley and Leblanc). Motion carried.

VI. COl\'ThIITTEE BUSINESS
1. Vacation of Goiffon Road / Trail Easement (Staff Request)
The Parks and Recreation Committee had previously discussed the possibility of council obtaining a
trail easement from St. Genevieve's Church if there were negotiations regarding a land swap between
the city and the church. At this time, it was requested by the City Administrator that the committee
look at where it would be most advantageous to place a trail if Goiffon Road were to be vacated and
an easement could be obtained from the church.
The committee looked at various options for a trail easement, but it depends on what the church
decides to do with rebuilding or renovating. As the vacation process moves forward, the Parks and
Recreation Committee would like to be involved in the negotiation process to formulate a trail plan.
The concern is when Goiffon Road is closed the only route to Laurie LaMotte Park will be down
Main Street to Centerville Road which will be dangerous.
Motion was made by Committee Member Peterson, seconded by Committee Member Walter to
recommend to council that in the vacation process of Goiffon Road a trail easement from Main
Street to Sorrel Street be considered, with the location to be determined at a later date to
coincide with the renovation or expansion of church property.
2. Park and Trail Plan (DeVine)
Chairperson De Vine talked to Mr. Palzer, Public Works Director in regards to the Park & Trail Plan
and it is not clear at this time what needs to be updated. Committee Member LeBlanc will look at the
current Comprehensive Plan to see if park information is present, and what exactly is in the camp
plan which references parks and trails. Committee Member Peterson requested a copy of the camp
plan for the committee's use.
Mr. Wilharber inquired as to whether there has been any response from Anoka County regarding the
Hunters Crossing / Pheasant Marsh Trail. The city has sent maps to Jane Pemble at Anoka County
Highway Department to review for possible consideration of trail crossing signs on Centerville Road.
Ms. Stephan reported nothing has been received from the county at this point. Committee Member
LeBlanc will follow up on this and report at the next scheduled meeting. Committee Member
Peterson reported Pheasant Marsh is still working on getting the trail in yet this fall. Mr. Wilharber
reported the Hunters Crossing Trail is breaking up in some areas and should be looked at. Committee
Member Peterson said he would bring it to the attention of the City Engineer. Committee Member
Peterson also reported warning stripes have been painted on the Hunters Crossing Trail and small 12"
stop signs have been ordered.
3. Trail Map/New Resident Packet (DeVine)
The changes/corrections to the Trail Map were given to Tom Peterson, City Engineer, per the
committee's request and the map was updated. Mr. Peterson also talked to Kent Johnson, of
Impressions Incorporated to determine what format they would need an electronic copy of the map
in. Mr. Peterson supplied the disk to the committee with the map in both pdf and jpeg formats.
Committee Member Peterson found additional errors on the trail map when he reviewed the new
copies and discussed these changes with Mr. Paul Palzer and Mr. Tom Peterson.

The City Engineer will make these additional changes and then again supply the committee with the
disk. These will then be given to EDC, along with the disk of the digital pictures of local parks and
trails taken by Committee Member Leblanc. EDC is hoping to order this new packet before the end
of 2002.
VII. UPDA TES
1. Acorn Creek Park Trail Repair
Council Member Broussard Vickers requested this item be put back on the council agenda as the
Parks and Recreation Committee was concerned that nothing changed with the structure at the park
and water will run underneath continuing to cause erosion. Mr. Peterson, the City Engineer indicated
he had been out to check the structure and there is enough cover over it to hold the pipes down. He
then explained that the issue was heaving and noted that the structure is built the way the watershed
desired it to be built. He further explained that there is a skimmer in front that holds back green slime
and it is doing what it is supposed to do.
Committee Member Lee is concerned that the time limit on the developers agreement is close to
being up and the trail will become a city responsibility. Committee Member Lee said he will call the
Rice Creek Watershed Inspector and have them look at it when water is low.
2. Submitting Requests for Charitable Gambling
The City has not received a response from either Dead Broke Saddle Club or the Spring Lake Park
Lions at this time. Ms. Stephan will request the City Administrator follow up with a phone call to
each of the groups.
3. Pay Phone at Laurie LaJ\.10tte Park (DeVine)
Chairperson DeVine reported Mr. Palzer was under the impression the city was either going to hire
rink attendants for the skate park or install a pay phone. Since attendants were hired for the summer,
a pay phone was not installed. This item will be revisited in the spring after the renovations are
completed on the warming house.
4. Centennial Youth Hockey Association - Request to Reserve Ice Rink
Hockey Nets - LMC Recommendations
Committee Member Peil reported the Centennial Youth Hockey Association was requesting ice time
at Laurie LaIvIotte Park Monday through Thursday from 7:00 p.m. to 9 p.m. with the first hour to be a
1;2 sheet of ice and the second hour using the entire rink (full sheet). The amount oftime the hockey
association had dedicated during the 2001-2002 season was one (1) hour per night of a full sheet of
ice, 3 nights per week from 8:00 p.m. to 9:00 p.m. Discussion as to what effect this increase of
dedicated time would have on other skaters and how the hockey association would handle this.
Committee Member Peil said the hockey association is used to playing on 1;2 sheets of ice and just
coordinates the time between their teams. Attendants will also be on duty to enforce the 1;2 sheet of
ice, if it should become a problem. Committee Member Peil also reported the hockey association is
willing to donate $600 toward hockey nets for the ice rink that are LMC approved. Committee
Member Peterson will continue trying to locate nets.

Motion was made by Committee Member Peil, seconded by Committee Member LeBlanc to
recommend council approving the Centennial Hockey Association increased use of ice time at
Laurie LaMotte Park from 8:00 - 9:00 p.m. Monday through Thursday to 7:00 - 9:00 p.m.
Monday through Thursday with the first hour being a ~ sheet of ice and the last hour being a
fuH sheet of ice. AU in Favor: Motion passed unanimously.
7. Ice Rink Attendant (Peterson)
Committee Member Peterson will supervise the ice rink attendants again this year and will work with
the City Administrator to start to hiring process.
8. Royal Meadows Park
Committee Member Walter drafted a letter to potentially be sent to the residents near Royal Meadows
Park informing them of the possibility of moving the play structure from the park, adding an
additional basketball hoop and the reasons for considering this move. Some residents have already
expressed concern, recognizing there are problems in the park, but at the same time would not like to
see the equipment moved as there are small children who use the play structure. Committee Member
Walter will modify the letter with the committee's suggestions. The goal is to send a letter to
residents in January notifying them of the public input hearing and holding the hearing in February.
9. Replacement of Timbers at Tracie McBride Memorial Park
Committee Member Seeley presented three (3) bids to replace the timbers at Tracie McBride
Memorial Park. Some of these timbers have become a safety issue. The committee would like to
recommend the current timbers be replaced with recycled materials and installed by the Earl F.
Anderson Company, which also supplied all the skate park equipment.
Motion wa~ made by Committee Member Seeley, se~onded by Committee .Member Walter to
recommend council direct staff to contact theEari F. Anderson Company accepting their bid of
$4,076.10 to replace the existing timber'S at Tracie McBride Park with the recycled material as
listed an the estimate given, with funds taken from the maintenance budget. Ai! in Favor:
Motion passed unanimously.
10. Development of Buckbee Property / Park Dedication Fees
The committee is concerned because the preliminary plat of the Buckbee property is going to the
Planning & Zoning Commission and to the City Council for approval without the Parks & Recreation
Committee having a chance to look at it. One of the issues is who determines whether land is
donated in lieu of Park Dedication Fees, the developer or the city. The Parks & Recreation
Committee made a recommendation to council to change the wording in the fee schedule to cover
this area in the fall of 2002, but in looking at the fee schedule, the change is not there. Committee
Member Lee will research this area further with the City Clerk. The committee feels the area of the
Buckbee property which is currently being discussed as being donated as park land is not necessarily
a piece of property that would have value as a park.

Both Committee Member Lee and Committee Member LeBlanc will attend the public hearings on
this matter and inform council of the committee's concerns.
Motion was made by Committee Member Lee, seconded by Committee Member PeU to request
council revisit the 2002 fee schedule regarding Park Dedication Fees. This motion is based on
the Parks & Recreation Committee's originaA motion, made October 16, 2001 concerning park
dedication and trail fees to be at the city~s discretion, not the developers. All in Favor: Motion
passed unanimously.
Motion was made by Committee Member Peterson, seconded by Committee Member Lee, to
adjourn the November 6,2002 Parks and Recreation Meeting at 9:10 p.m.
All in Favor: Motion carried unanimously.

Economic Development Committee's Request for Funds
New Resident Packet
The Economic Development Committee has been working with the Parks &
Recreation Committee to update the New Resident Packet. Parks & Recreation has
contributed a Trail & Sidewalk Map vvhich has been updated by Bonestroo and
current digital pictures of local parks and trails. The cost of the update to the map
by Bonestroo was just the cost of the draftsman's time, at probably an hour. IvIr.
Peterson talked to the Sales Manager, Tim Hewitt at Impressions Incorporated,
which printed the previous packet to detennine what electronic format they would
require the map to be in and supplied the disk to myself, along with current copies
of the map. This map was also put on the new web site under About
Centerville/Parks & Recreation.
The previous New Resident Packet was delivered in 1vIarch of 2000. There were
500 folders ordered at that time at $5.03 each, totaling $2,515. There was also a
prep charge of $1,400 bringing the total to $3,915. There are approximately 75
packets remaining and we have been using 10-20 per month. Impressions,
Incorporated has all the original artwork on file. The Sales IvIanager, Tim Hewitt
said their charges have not gone up so the price would be approximately the same.
EDC would like to place the order and use $2,000 of their remaining $2,786.41 to
put a down payment on the packets, with the balance to be paid from the 2003
EDC budget.
SNO BIZ 2003
The Economic Development Committee has also been planning SNO BIZ 2003 for
Friday, February 7 and Saturday, February 8. Chairperson Betsy Scheller has met
with the Parks & Recreation to involve them in this community event. Parks &
Recreation is planning a Skate Night on Friday, February 7, at Laurie LaMotte
Park with a bonfire, hot chocolate and popcorn. EDC is supplying horse drawn

hayrides from the Bunker Stables. Events are also planned for Saturday, some
details are not yet contlnned. The Centerville Lions are holding their aIiliual
fishing contest, the Quad Area Chamber of Commerce is tentatively planning an
event, and EDC is asking Wargo Nature Center to be involved. The Economic
Development Committee would like to request the balance of their remaining

committees and any others interested. We need to refer back to the Design Team when
considering vacation of Goiffon Road or any other roads in the Downtown area.
1. With CSAH 14 being considered for improvement in 2006, we need to see
those plans those plan entail and what that results are.
We need to plan for the improvements of City street in the Downtown area
jointly with the CSAH 14 project.
We need to consider through traffic as well as local traffic flows.
Zero lot line setbacks maintain an existing Downtown look and also provides
for future renovations of existing structures and new buildings to create and
further enhance that vision over the long tenn.

Imagine new streets, curbs, sidewalks, street lights, trail connections, traffic signals, and
the not so beautiful items, but needed City water, new sewer, and St0l111 sewer. Maybe
we need to get in touch with the Design Team as we go through this process with the
County. I have seen Downtowns with County and even State roads through them and
zero lots lines for all types of buildings and uses.

I have received a copy of the report submitted to the Park and Recreation
Committee by Suzanne Seeley on replacement of the larger playground area border. Her
research was thorough and I concur with the use of recycled products.
I took the opportunity to inspect the borders at McBride Park and concluded that
about ten timbers have some rot to them and create a safety issue. I'm confused over the
intent of the Committee's recommendation. Is it their intent to upgrade the playground
perimeter or to replace the rotted timbers. If the structure is to receive a new border, the
Committee should consider bringing the base material up to code, similar to the City's
other parks and also make this area ADA accessible. This would involve removing the
sand base, replace it with wood chips and repave the trail to meet ADA standards. If
replacement is the concern, I would recommend just replacing the rotted timbers at a cost
of several hundred dollars and apply the balance of funds to future upgrades at this park..
With the onset of winter, revisiting this item should not be an issue. Please advise
how to proceed.

The following summary information is the result of the research completed for the
Centerville Park and Recreation Committee. Attached are copies of the three bids
returned to me between August 28th and October 1 st of2002. All requested bids came
from Minnesota-based recycled product vendors recommended by MOEA.
Centerville's current need:
The sand lot border timbers at Tracie McBride Park are deteriorating and pose a potential
safety risk for our kids. The sand lot perimeter measures 284 feet (56'x 86') with border
timbers currently stacked two high for a total of 568 linear feet. Where possible, the Park
and Recreation Committee proposes using recycle-content lumber to meet this need.
Recycle-content lumber offers the following advantages over treated lumber:
1'1 does not leach toxic chemicals into the soil or water,
· has an estimated life-span of 50 to 80+ years,
1\1 is graffiti resistant,
D does not require painting or staining,
II puts to use material that would otherwise occupy our landfills or incinerators.

Park and Recreation Committee's recommendation:
Of the three bids, the Park and Recreation Committee would like to recommend
accepting the Earl F. Andersen, Inc. bid. In addition to delivering and installing the new
border, they will also remove the old timbers from the park property inclusive in the bid.
Earl F Andersen, Inc. has agreed to extend the 30-day limit on the bid to the end of
November 2002. They have also confirmed that installation can still take place
between now and the end of the year, until snow becomes prohibitive.
I am attaching the recycle-content lumber product information sheet from Earl F
Andersen, Inc. and the photos they sent of the (almost identical) projects they have
recently completed for the city of White Bear Lake. An actual sample ofEFA's recycle-
content lumber product was provided and is also available upon request.
The Park and Recreation Committee would like to recommend scheduling and
completing this maintenance project - if possible - before the end of the year.

GRADING FEES
General. Fees shall be assessed in accordance with the provisions 0 f this section or shall be as set
forth in the fee schedule adopted by the jurisdiction.
Plan Review Fees. When a plan or other data are required to be submitted, a plan review fee shall be
paid at the time of submitting plans and specifications for review. Said plan review fee shall be set
forth in Table A33-A. Separate plan review fees shall apply to retaining walls or major drainage
structures as required elsewhere in this code. For excavation and till on the same site the fee shall be
based on the volume of excavation or fill, whichever is greater.
Grading Permit Fees. A fee for each grading permit shall be paid to the Building Official as set forth in
Table A33-B. Separate permits and fees shall apply to retaining walls or major drainage structures as
required elsewhere in this code. There shall be no separate charge for standard terrace drains and

PERMIT SURCHARGE
Subdivision 1. Computation. To defray the costs of administering sections l6B.59 to l6B.73, a
surcharge in imposed on all permits issued by municipalities in connection with the construction of or
addition of alteration to buildings and equipment or appurtenances after June 30, 1971, as follows:
If the fee for the permit issued is fixed in amount the surcharge is equivalent to one-half mill (.0005) of
the fee or 50 cents, whichever amount is greater. For all other permits, the surcharge is as follows:
(I) If the valuation of the structure, addition, or alteration is $1,000,000 or less, the surcharge is
equivalent to one-half mill (.0005) of the valuation of the structure, addition, or alter-ation;
(2) If the valuation is greater than $1,000,000 the surcharge is $500 plus two-fifths mill (.0004)
of the value between $1,000,000 and $2,000,000;
(3) If the valuation is greater than $2,000,000 the surcharge is $900 plus three-tenths mill
(.0003) of the value between $2,000,000 and 53,000,000;
(4) If the valuation is greater than $3,000,000 the surcharge is $1,200 plus one-fifth mill (.0002)

I. Plumbing Permits
A. The charge shall be five dollars ($5.00) (not to exceed $100) for each plumbing fixture,
device or connection to the sewer or plumbing system, with a minimum charge of fifteen
dollars ($15.00)
B. For any alteration, repair or extension to an existing plumbing system, where the work is
of such a nature that the pemlit fee charge cannot be determined ti'om the above
schedule, the permit fee shall be thirty dollars ($30.00) first five-hundred dollars
($500.00) or fraction thereat', plus fifteen dollars ($15.00) for each additional five-

Enclosed you will find information on DNR grant programs available for the 2003 application round.
Please review the materials carefully and thoroughly. Application requirements, such as due dates for
complete applications, do vary.
The total amount of funding that may be available for these programs is uncertain at this time. The
Legislative Commission on Minnesota Resources (LCMR) has recommended funding for several of
these grant programs. The 2003 legislature will consider these recommendations for funding. In
addition, Congress will likely appropriate funds to the states for the federal Land and Water
Conservation Fund. A final allocation figure for Minnesota should be available after the first of the
year. Other federal funding is expected for the Federal Recreational Trail Grant Program.
If you are interested in applying for a grant, we recomrnend that you return the enclosed Application
Request Form as early as possible. This will allow adequate time for the DNR staff to discuss the
project with you and provide the appropriate application materials. Lead time may be required to
meet application requirements, such as holding a public hearing, permit review, completion of
appraisals, etc.
Communities interested in the Outdoor Recreation or the Regional Park grant programs should check
out the 2003-2008 State Comprehensive Outdoor Recreation Plan (SCORP). To locate the final draft,
go to www.dnr.state.mn.us.click the "What's New?" heading, and find the link to the plan. At this
time, the final draft is under review by the National Park Service.
Informational meetings on the Outdoor Recreation, Natural and Scenic Area, Regional Park,
Conservation Partner and Environmental Partnerships grant programs will not be held this year. If
you have questions or need additional information about those programs, please contact the
appropriate grants staff listed on the enclosed fact sheets. There will be informational meetings on
the trail grant programs. See the attached meeting schedule for details.
Also enclosed is information about the Minnesota ReLeaf Community Forest Development and
Protection Grant program. This program is recommended for funding by the LCMR. A brochure
describing environmental education opportunities provided by the DNR is also included for your
information.

Project proposals must include at least one eligible primary outdoor
recreation facility and have a total project cost of at least $10,000. Land
proposed for development and/or redevelopment must be owned by the
applicant or be part of an acquisition project. Significant progress must be
completed on active projects before an additional proposal can be submitted.
A maximum of 50% of the total eligible project costs. Applicants must be
able to fund at least 50% of the total project costs. The "local share" can
consist of cash or the value of materials, labor and equipment usage by the
local sponsor or by donations or any combination thereof. Costs must be
incurred and paid for before reimbursement can be made. Applicants are
eligible to receive more than one grant.
The Department of Natural Resources will review applications during the
spring of 2003. Preliminary grant awards will be announced in the summer
of 2003.
Projects cannot begin until all requested final documentation has been
submitted and an agreement has been completed. This process can take three
months to complete. Most projects can expect to begin in the fall of 2003
and all work must bc completed no later than Deccmber 31,2005.

Provides matching grants to local units of government for up to 50% of the

Eligible projects include fee title acquisition and permanent easement
acquisition. Minimal betterment activities are eligible as part of the proposed
acquisition project and include interpretive, educational or boundary signing
and protective fencing.

LOCAL TRAIL CONNECTIONS GRANT PROGRAM

Program The emphasis of this program is to promote access between people and desirable
Introduction: destinations, not to develop significant new recreation facilities. Its primary purpose is
to complete trails connections between where people live (e.g. residential areas within
cities, and communities) and significant public recreation facilities (e.g. parks and other
trails). Priority will be given to residential connections to state and regional facilities
and linking existing trail segments.
How It works: Provides reimbursement grants to local units of government for trail projects or serves
as a partial local "match" for a TEA-2 I Enhancement project.
Eligible Land acquisition and trail development. However, acquisition of trail right-of-way will
Activities: only be eligible when it is proposed in conjunction with trail development. Land
purchased with this fund will require a "perpetual easement for recreational trail
purposes," and trails developed with these funds will require a twenty-year maintenance
commitment by the project sponsor. Projects inside state park boundaries, state trail
corridors, or elements of the Metropolitan Regional Open Space System are ineligible.

Applicants:
Local Support: LocaVarca support must be demonstrated by providing resolution, or minutes of council
hearing.
Local Match: Fifty percent (50%) "cash match" for eligible elements of the project proposal is
required.
. Neither this funding source nor the cash match can be used for in-house labor
services and/or to meet existing payroll (i.e., only contract services, materials
and supplies are reimbursable)
. Federal Recreational Trail Grant Program, Regional Trail Grant
Program, Metropolitan Council Funds and other state funds are not
eligible cash matches for this program.
Grant Project proposals must result in at least $5,000, and no more than $ I 00,000 of
Amount: reimbursement.
Project Period: Funded projects will need to begin promptly after an agreement has been completed
between the State and the applicant. Projects must be completed prior to December 31,
2004. All components of the project must be completed by this date. This period
may be extended for projects receiving TEA-21 Enhancement funding.
Disbursement: Grants are reimbursable. Costs must be incurred and paid for before
reimbursement can take place.

that total, 30 percent will be available for strictly motorized projects, 30 percent for strictly non-motorized
projects and 40 percent for projects that can demonstrate both motorized and non-motorized use.
How It works: A unit of government must sponsor all projects; preferably in cooperation with a local trail organization.
Applications will be reviewed by the Department of Natural Resources (DNR) and the state's trail advisory
council. the Minnesota Recreational Trail Users Association (MRTUA). With consideration given to
MRTUA's recommendations, the DNR will make the final selections. If selected, the recipient will enter into
a contract with the State of Minnesota after required environmental documentation is completed. State
requirements as well as those by the Federal Highway Administration will guide procedures for
reimbursement. The DNR will only reimburse work that takes place after completion of the contract.
Eligible Activities: Motorized (snowmobiles, off-higbway motorcycles, all-terrain vebicles and four-wheel drive trucks) and
non-motorized (hike, bike, ski, horse, in-line skate) trail projects are eligible for funding.
0 Maintenance/restoration of existing recreational trails
0 Development/rehabilitation of trailside and trailhead facilities and recreational trail linkages
0 Purchase and lease of recreational trail construction and maintenance equipment
0 Construction of new trails on federal, state, county, municipal or private lands

Fishing Pier Grant Program
Program Purpose To improve fishing opportunities, especially to meet the needs of children, the elderly, and
people with disabilities.
Eligible Projects Development and installation of fishing piers. Also, the program provides for the
development or improvement of shore fishing sites or shore fishing platforms. Local units of
government provide public land, accessible sidewalk/path, accessible parking space and on-
going maintenance.
Who May Apply Counties, cities, and townships.
Priorities Projects are selected based on ranking the criterion which include but are not limited to the
following: public fishing demand, accessibility, location, gamefish present, and project
sponsor donation.
Level of Assistance Up to 100% of development and installation of the fishing pier/shoreland site with a
maximum grant amount of $25,000 for a traditional DNR floating fishing pier.
General Information This program was created in 1980 by the State Legislature. It has received funding from
various sources, including grants from the Legislative Commission on Minnesota Resources.
The piers are built by MINNCOR Industries (state prisons) and more than 250 piers have
been installed statewide.
How to Apply Applications are accepted year-round. Project awards are made in the fall. For more

Water Recreation Cooperative Acquisition and Development Program
Program Purpose To improve public boat accesses to Minnesota's public lakes and rivers.
Eligible Projects Acquisition, development and improvement of public boat accesses, parking lots, docks, and
boat launching ramps. Engineering and design assistance is available.
Who May Apply Counties, cities, townships, and recognized tribal bands.
Priorities Projects are selected based on ranking the criterion which includes but is not limited to the
following: public demand, location, gamefish present, size of water body, accessibility, and
sponsor donation.
Level of Assistance The level of grant and technical assistance fluctuates considerably depending on the project
scope, sponsor's need, and program's level of funding.
General Information This program provides financial and technical assistance to local governments for public
boat accesses on the State's rivers and lakes. It is funded through the State Water
Recreation Account (boat license fees and state gas tax used for marine purposes).

To encourage the enhancement offish, wildlife, and native plant habitats and research
and surveys of fish and wildlife directly related to specific habitat improvement
projects through cooperation by private organizations and local governments.
Provides grants to private organizations and local units of government for up to 50%
of the cost of enhancing or improving fish, wildlife, and native plant habitats, and
conducting research and surveys of fish and wildlife.
Private organizations, counties, cities, townships, and school districts.
Eligible projects fall into two categories: I) Habitat Enhancement, and 2)
Research/Surveys. Habitat Enhancement projects include but are not limited to:
restoration of natural plant communities; reforestation; protection of wetlands;
establishing native plant buffer strips along streams and lakes; protection of water
quality; and abatement of soil erosion. Research/Survey projects include but are not
limited to: monitoring environmental indicators; surveying plant and animal
populations; evaluating enhancement projects; and researching methods to conserve
or enhance fish, wildlife and native plant habitat. These research/survey projects
must be directly related to specific habitat improvement projects.
A maximum of 50% of the total eligible project costs. Applicants must be able to fund
at least 50% of the total project costs. The "local share" can consist of cash or the
value of materials, labor and equipment usage by the locai sponsor or by donations or
any combination thereof. Costs must be incurred and paid for before reimbursement
can be made. Applicants are eligible to receive more than one grant.
The Department of Natural Resources will review and rank proposals during the
surnmer of2003. Grant awards will be announced in the fall of2003.
Funded projects must begin promptly after an agreement between the State and the
applicant has been signed. Most projects can expect to begin in the Spring of 2004
and all work must be completed no later than December 31,2005.
To receive an application. please submit an Application Request Form. We
recommend that the Application Request Form be submitted no later than March 31,

by June 1, 2003.

purpose above are encouraged. Grant funds cannot be used to fund curricula or
existing staff and program activities.

Minnesota ReLeaf Community Forest Development and Protection
Grant Program - 2003-2005
Minnesota ReLeaf is a matching grant program that provides funding to local units of government, non-
profits, and schools to incorporate a more comprehensive approach in planning and managing their
community forest resource. In partnership with Tree Trust, the Minnesota Department of Natural
Resources will provide educational and technical support that will incorporate the various categories listed:
Grants will be award based on how projects demonstrate a comprehensive approach to the improvement
and management of community forest resources.
Category 1. Forest Health Protection: for forest pests: sanitation and silivculture practices that
include mechanical root disruption for oak wilt, herbicides and/or biological controls, pest mapping, and
pest life stage surveys. Maximum grant amount for this category: $7,500
Category 2. Community Forestry Assessment: creation of management plans, which include
inventory and assessment to integrate the forest resource into their public infrastructure, zoning and
comprehensive planning for tree protection and diverse planting efforts. Maximum grant amount for this
category: $7,500
Category 3. Tree Planting: tree planting to increase species diversity to reduce gypsy moth
defoliation, restore habitats. improve air and water quality, reduce erosion, conserve energy, replant oak
wilt pockets and storm damage replacement. Maximum grant amount for this category: $7,500
Level of Assistance: Proposals can include one or more of the areas of focus but the total amount of the
grant cannot exceed $15,000. Final applications will be review by regional Minnesota ReLeaf Steering
committees.
Example 1: A community wants to inventory public trees for species, size and condition (Community
Forest Assessment Grant $5,500 + match) and develop and implement a plan to manage two line chestnut
borer. (Forest Health Protection Grant $7,500 + match). The community then organizes a group of
volunteers to plant a local park to diversify tree species and improve water quality in adjacent lake (Tree
Planting Grant $2,000 + match).
Example 2: A school has inventoried the trees and developed a management plan for their school grounds.
They want to design and plant an outdoor environmental learning area (Tree Planting Grant $5,600 +
match)
