HomeMy WebLinkAbout2007-05-01 P & ZCITY OF CENTERVILLE PLANNING AND ZONING COMMISSION MAY 1, 2007 Pursuant to due call and notice thereof, the Planning and Zoning Commission held their regularly scheduled meeting on May 1, 2007, at 6:30 p.m. PRESENT: Chair Brian Hanson Vice Chair Jennefer Klennert-Hunt Commissioner Ben Fehrenbacher Commissioner D. Love Commissioner Mark Pangell Commissioner Thomas Wood ABSENT: None COUNCIL: Council Member Linda Broussard STAFF: City Administrator Dallas Larson I. CALL TO ORDER Chair Hanson called the meeting to order at 6:35 p.m. Roll Call Chair Hanson noted for the record that Commissioner Wright resigned from the Planning Commission. He commented plans to fill the remainder of Commissioner Wright’s term are forthcoming. II. APPEARANCES/PRESENTATION(S) None III. PUBLIC HEARING(S) None IV. OLD BUSINESS 1.Comprehensive Plan Review Page 1 of 6 City of Centerville Planning and Zoning Commission May 1, 2007 City Administrator Larson reported that the process was started on the policy section of the Comprehensive Plan. He passed out redlined versions to the Commissioners for review and comparison before the Comprehensive Plan is finalized. Commissioner Love questioned whether the agreement with Bonestroo had been signed. City Administrator Larson replied that staff was given the go ahead to have it signed by City Council at the April 25, 2007 Council meeting. Commissioner Love questioned whether the Parks and Recreation Commission submitted a new budget. City Administrator Larson replied that they had not. City Administrator Larson referred the Commissioners to pages 49 through 51 of the redlined copy of the Comprehensive Plan. He commented that the Parks and Recreation Commission reviewed the section and made some minor changes. He stated that the Parks and Recreation Commission is working on the trails plan to add to the Comprehensive Plan. City Administrator Larson stated that he would have input to the policy statements as the planner moves forward. He commented that he would look at what no longer fits into the Comprehensive Plan. City Administrator Larson directed the Commissioners to page 52 – Environmental Elements. He reported a Wellhead Protection Plan must be developed to indicate how wells monitor what is happening around them. Chair Hanson questioned which direction the water table is moving. City Administrator Larson replied towards the lake. Chair Hanson asked about septic systems in Centerville. City Administrator Larson replied that there are very few left. He commented there might be a dozen or so homes in the north end that do not have City sewer or water. He informed the Commission that the plan is to connect City water and sewer to all residents by 2012. City Administrator Larson stated that the DNR Shoreland Management rules apply relative to storm water drainage. He explained that Centerville is not required to adopt the State Shoreland Management requirements. Chair Hanson questioned whether surface water fell under the DNR Shoreland Management rules. Page 2 of 6 City of Centerville Planning and Zoning Commission May 1, 2007 City Administrator Larson replied that Centerville has a surface water plan. He commented that the wetlands and flood plain areas would require verification. Chair Hanson questioned whether new rules are required for sediment control. City Administrator Larson replied that permitting would be added and Rice Creek’s overlapping requirements should be mentioned. Chair Hanson questioned whether there are still 452 acres of wetlands and flood plain. City Administrator Larson replied that he would confirm the total number of wetland and flood plain acres. Vice Chair Klennert-Hunt questioned solar access. City Administrator Larson commented that developers and builders must be sensitive to another’s access to sunlight. City Administrator Larson stated that he would verify the Wetland Act. Commissioner Love questioned what is considered a major public facility. City Administrator Larson replied that paragraph needs modification. Chair Hanson questioned what to do about different species of fish, for example stocking private ponds with Koi. He stated that these non-native fish are showing up in rivers and could destroy native species. He recommended that a non-native invasive species comment be added for plants, animals, and fish. City Administrator Larson replied that this is covered under the nuisance section for noxious weeds. He commented that enforcement is difficult. Commissioner Fehrenbacher stated that the DNR has specific rules on non-native fish; therefore, there is no need for the City to add additional restrictions. City Administrator Larson stated that the utility staging section requires rewriting. He commented the entire City is part of the Metro sewer. Council Member Broussard questioned whether a Comprehensive Plan amendment was written to change Centerville staging to match the Metro. City Administrator Larson replied that he would check and stated that it might have been added when the rezoning was accomplished. Page 3 of 6 City of Centerville Planning and Zoning Commission May 1, 2007 City Administrator Larson explained that the City has been replacing manhole covers. He stated that Centerville’s infiltration system is not a problem and the sewer main is a newer sewer system constructed after 1980. Commissioner Pangell questioned the storm water ponds. City Administrator Larson replied that there are new and more stringent rules relative to storm water ponds. He commented that everyone would know these rules prior to amending the Comprehensive Plan. City Administrator Larson stated that the Downtown Redevelopment Plan required consideration. He commented that Council and the Commission might want to look at the land in far east area of Centerville. Commissioner Pangell remarked that Centerville should flow with Lino Lakes on the east side. He indicated the area should be consistent relative to commercial and industrial development. City Administrator Larson replied that the main discussion revolves around industrial development north of the creek. He explained that the City is considering rezoning the properties north of the creek to Business rather than Industrial. He commented that some of the property could become legal non-conforming use; therefore, it is important to be aware of this and any potential impact. Discussion ensued on the rezoning of commercial/industrial land. Commissioner Pangell questioned how soon communication with commercial/industrial businesses would begin. City Administrator Larson replied that it would go hand-in-hand with amending the Comprehensive Plan. Council Member Broussard stated that it would behoove the City to talk to them sooner rather than later. Discussion ensued on the building of new commercial retail in Lino Lakes. City Administrator Larson stated that the advantage to having something specific in Lino Lakes would make it easier to convince Centerville businesses to agree to a rezoning. Commissioner Pangell questioned the role the Economic Development Authority would play. City Administrator Larson responded that it is a matter of how the City chose to use the EDA. City Administrator Larson directed the Commissioners to page 58, bullet 4 – Surface Water Plan. He explained that the wording would change to reference something more specific and take out or note that an ordinance is in place. City Administrator Larson stated that he would find out what the Housing Action Plan is referring to. City Administrator Larson stated that he would make additional changes and have them ready for the planner. He requested that the Commissioners look at the redline items and make notes and comments. 2.Proposed Ordinance #, Second Series Amending City Code, Chapter 154.170 Parking Requirements. City Administrator Larson explained that the ordinance adds another section of industrial. He stated that each case would be looked at individually relative to parking. He explained that land would be placed into a landscaped reserve to be converted to parking should the planned use change the parking requirements. Council Member Broussard questioned the manufacturing numbers for parking. City Administrator Larson replied that surrounding areas are all different. He stated that the specific business should be looked at regarding use and judged individually relative to parking needs. Discussion ensued on parking spaces. City Administrator Larson stated that the next step is to schedule a public hearing and the City Attorney would look at Items B & D for clarity. Motion by Commissioner Klennert-Hunt, seconded by Commissioner Love, to schedule a Public Hearing on Ordinance # XXX, Second Series, an Ordinance Amending City Code, Chapter 154.170 Parking Requirements on Tuesday, June 5, 2007. All in favor. Motion carried unanimously. V.NEW BUSINESS 1.Business Appreciation Dinner Council Member Broussard mentioned that June 14, 2007 was chosen by the City Council as the primary date with June 12 being an alternate date for the business appreciation dinner. CONSIDERATION OF MINUTES 1.April 3, 2007 Planning and Zoning Meeting Minutes Motion by Commissioner Pangell, seconded by Commissioner Love, to approve the Minutes of April 3, 2007 as presented.All in favor. Motion carried unanimously. VIII. ADJOURNMENT Motion by Commissioner Wood seconded by Vice Chair Klennert-Hunt, to Adjourn the May 1, 2007 Planning Commission Meeting at 7:43 p.m. All in favor.
