RoD CaD Chairperson Seeley called the June 26, 2007 Parks & Recreation Committee Meeting to order at 6:37 p.m. ll. SET AGENDA Chairperson Seeley requested adding Mr. Trevor Weigel to the agenda under appearances for an update on his Eagle Scout Project. Vice-Chairperson Amundsen requested adding a discussion of picnic tables under lHdden Spring Park Updates Motion was made by Viee-Chairpenon Amundsen, seconded by Committee Member Selander to set the June 26, 2007. Parks & Recreation Committee Agenda with the above additions. AD in favor. Motion earried UD8n~usly. m. APPEARANCES Mr. Trevor WeigellD8de an appearanee to diseuss his Eagle Seeut Project at Laurie LaMotte Memorial Park. Mr. Weigel met with Mr. Dallas Larson prior to the Parks & Recreation Committee meeting regarding the Eagle Project at Lamie LaMotte Memorial Park with some questions and clarifications on the project. It was Mr. Weigel's understanding that be lof6 ~-------- - ------ - - -- Parks & Recreation Committee Meeting Minutes June 26, 2007 bad a $500 budget for this project from the City. What the motion from Parks & Recreation actually said was the City would fund half of the project, not to exceed $500, with Mr. Weigel raising funds for half of the project. Mr. Weigel does not have to raise funds.. for this type of project to qualify for an Eagle Project. Since it is directly benefiting the City, Mr. Weigel can supply the labor and the City supply the materials. If it is the committee's desire to fund this project not to exceed $500 without Mr. Weigel raising funds, a new motion will need to be made. Motion earried 'Pnanimously. 5-02-07 Motion was made by V'rce-Chairperson Amundsen, seconded by Chairperson Seeley to recommend to City Council supporting Mr. Weigel's Eagle Scout project as presented with potential for funding of hillf of the project not to exceed $500. All in favor. Motion carried unanimously. Motion was made by Chairperson Seeley, seconded by Viee--Chairperson Amundsen to recommend to City CouncH that Mr. Weigel's Eagle Scout Projed be funded entirely by the City, not to exeeed S5OO, without Mr. Weigel providing half of the foNt'" AD in favor. Motion carried unanimously. Mr. Weigel also met with Mr. Joe Goetz at Goetz Iand~ regarding plimts and retst-ining wall blocks, as well as a possible discount for supplies. Goetz Landscaping does not carry retaining wall blocks, but is willing to give wholesale costs on plants and boulders, should the flower bed retAining wall be made out of boulders opposed to blocks. The OOtnmittee felt the retaining wall block will look cleaner and be easier to trim. Menards or Home Depot carries the retaining wall blocks. Mr. Weigel will work with Mr. Dallas Larson on the estimates and purchase orders required. In discussing this project it was decided by Staff that the location of the current monument sign is not in a favorable position and as long as it is being completely redone, now would be the time to move it Public Works will stake a new location and will inform Mr. Weigel of the City's decision to change the location. Staff is also in the process of determining the best way to get the flower beds irrigated on a regular basis. The new location will be closer to the fire hydrant Mr. Weigel will discuss a possible drip line with Goetz Land9l'.aping, as well as Public Works looking into watering options for this park, as well as the other parks. Monwnent SipIFlower Bed - Biddea Spring Park The commi~ would also like to match the monument sign area underneath the park sign at Hidden Spring Park to the one at Laurie LaMotte Memorial Park. The committee would lib to request the Public Works Department install the retJlining wall blocks ,imilar to the project Mr. Weigel will be doing at Laurie LaMotte Memorial Park. AD in favor. Motion eanied panimously. v. COMMI'ITEE BUSINESS Eatde Seout Project at Laurie LaMotte Memorial Park- FwMJint( This item was discussed under appearances. Traeie McBride Memorial Park ReDovations Committee Member Selander and Committee Member Mosher met at Tracie McBride Memorial Park to discuss some of Committee Member Harris's ideas presented at the previous committee meeting. They felt the future proposed tennis court would be in a good location, as well as the suggested location of the swing sets. Fill needs to be added where the water tower was. removed and the area leveled out There is very little shade at this park and picnic tables would be in the direct sunlight, this will need to be addressed. Council Member Lee suggested leaving the fields as open as possible, as they are frequently used for games. . Chairperson Seeley suggested baving two entrances onto the street is not a good idea as she felt it would be a safety issue. A handicapped access from the parking area is needed. Committee Member Selander will put together a list of things the committee feels need to be or can be addressed by Public Works at this time and email it to the City Administrator. Items include: painting the building to match the park sign colors, shingles need to be replaced on the roof on the north side; the wood fence can be disassembled and reconstructed to enclose only the pipes on the north side of the building (the feDced area should be much smAller). The fence should be painted the same color as the building to make a much cleaner look and the basketball court area needs to be resurfaced. Wdden Surin. Park Imurovements The committee discussed picnic tables. The original motion was to include the picnic tables in the bid, but due to an oversight, the tables were omitted. This was discovered at the City Council Meeting where the bid was awarded. Mayor Capra requested Vice-Cbairperson Amundsen reco"lmtmd tables to be purc"aaewt to Staft7Council for approval. Mr. Peterson said they previously bad wooden tables that required arm,>>1 scraping and pajnti"S and were co~y being moved as they were so light They replaced those with maintenanee free tables made of recycled materials, but they were still too light and were being moved and vandalized also. The tables they currently have are heavy enough that they do not have to be bolted down. They purchased 8 - 10 tables for under $10,000 that came unassembled and were put together by Hugo's Public Works. Mr. peterson gave Chairperson Amundsen the contact information and hcp will get more details. The Rice Creek watershed District was going to supply signs for the rain garden and lake shore restoration, but the City needs to design and have made a sign for the spring. Vice-CbairpersOn AmundSRft can design the sign but would like to know what the RCWD signs will look like so he can match them. The committee would also like to have a sign for Park Rules, but questioned whether these needed to be done by the Park Dedication or could they table this until the next scheduled meeting when they have more information available. MODUDleDt Signs for Laurie LaMotte Memorial Park A Bidden Spring Park Included in the packet for the committee's review and approval was a copy of the signs being proposed for Laurie LaMotte Memorial Park and Hidden Spring Park. Vice..chairperson Amundcum thought the black posts and outline of the sign went well with Hidden Spring Park as that is the color of the park amenities. The sign. for Laurie LaMotte Memorial Park can be black or blue, which ever the COJI'tnittee prefers. Ulvnud91y this will be the style for the other parks and the City entranee signs. The committee recommended Staff order the signs with black lettering and black posts. Reserve I ReDtaI of Park PavDioDS City Hall often receives calls looking for information as to bow to reserve/rent a pavilion in the parks. Up until now, Staff bas referred the calls to Anoka County Parks for the pavilion in the Rice Creek Chain of Lakes RsgioDal Park as none oftbe CenterYille Parks bad a pavilion. It bas receDtly been suggested by Staff that the coJJJ.JDittee look at the possibilitY of reserving the pavilions in both Laurie LaMotte Memorial Park and Hidden Spring Park and charging a fee. The committee felt this was a great idea and would like to send invitations to aU residents on LaMotte Drive, as well as adding an announcement of the event in the utility billing and/or the City Nm-. They also removed lawn clippings that had been placed in that area of the park and generally made it possible to mow the area. While the area looks nice from the park's perspective, the property owner at 1876 liked the dense screen that existed before. Since Park and Roo is working on its plans for Tracie McBride Park, we would like your feedback on how you would like the park maintained. While the changed condition makes mowing easier, and it isn't the City's normal role to screen its parks from adjoining properties, we do understand the property owners concerns. The question we would like answered is, whether you would like the trees and shrubbery trimmed up as it currently exists or should they be allowed to return to their prior condition?
