PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, October 3,2007 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, October 3, 2007 meeting at City Hall, 1880 Main Street. Present: Chairperson Suzanne Seeley Committee Member Kevin Selander Committee Member Darrin Mosher Committee Member Lori Harris MDU@~~[f@W~ Absent: Vice-Chairperson Kevin Amundsen Council: Council Liaison Tom Lee Council Member Michelle Lakso Staff: Dallas Larson, City Administrator I. CALL TO ORDER 1. Roll Call Chairperson Seeley called the October 3, 2007 Parks & Recreation Committee Meeting to order at 6:40 p.m. II. SET AGENDA Chairperson Seeley suggested moving the Tracie McBride Memorial Park update to the beginning of the agenda, so that Council Member Lakso would not have to stay to the end of the meeting. Motion was made by Chairperson Seeley, seconded by Committee Member Selander to set the October 3, 2007 Parks & Recreation Committee Agenda with the Tracie McBride Memorial Park update following the Consideration of the September 5, 2007 Meeting Minutes. All in favor. Motion carried unanimously. III. APPEARANCES None. 10f4 Parks & Recreation Committee Meeting Minutes October 3, 2007 IV. CONSIDERATION OF MINUTES Seotember 5. 2007 Parks and Recreation Committee Meetine: Minutes Motion was made by Committee Member Moser, seconded by Chairperson Seeley to approve the September 5, 2007 Parks & Recreation Committee Meeting Minutes as presented. All in favor. Motion carried unanimously. Tracie McBride Memorial Park Renovations Council Member Lakso was present to discuss the proposed renovations to Tracy McBride Memorial Park. She had contacted Minnesota Wisconsin Playground Equipment and Flanagan Sales to request quotes on equipment and installation of a new play structure. Proposals were received from both vendors. The committee discussed the features of the two brands of equipment. Mr. Dallas Larson, City Administrator, suggested that the committee move the play structure to a new location just north of the pump house. This would put it on higher ground and would allow the existing equipment to be used while the new equipment is being installed. Mr. Larson suggested that the committee select the equipment it wants and the City can then work with the chosen vendor to delay delivery until spring. The new location would be prepared and drainage tile installed to drain all the low areas. The site preparation could be done this fall, but the concrete curb and equipment installation would need to be done when weather permits in the sprmg. Council Member Lee asked that staff verify that the existing equipment cannot be rehabilitated and whether there is any warranty left. Also, staff was asked to verify what kinds of material are permitted for fall protection. The committee discussed the fall protection at length. The rubber materials will last for many years, whereas wood chips need to be replenished and replaced every year or two. Sand may no longer be a legal material for fall protection. Staff will check with the City's insurance carrier to see what kinds of fall protection materials are acceptable. Motion was made by Committee Member Seeley, seconded by Committee Member Harris to recommend City Council accept the proposal of Flanagan Sales for "Little Tikes" equipment. AU in favor. Motion carried unanimously. Motion was made by Committee Member Seeley, seconded by Committee Member Selander to recommend that the playground be moved to a new location north of the pump house and requesting that Public Works prepare the field and install drainage tile. All in favor. Motion carried unanimously. The committee briefly discussed the issue of tree replacement in Tracie McBride Memorial Park. A neighbor had complained that trees were lost and that they should be replaced by the City. The committee confIrmed that its existing policy should stand, but agreed that the members will look at the park to see if any trees that were lost in the storms should be replaced. 20f4 Parks & Recreation Committee Meeting Minutes October 3, 2007 v. COMMITTEE BUSINESS Hidden Sprine: Park Improvements Chairperson Seeley reported on recent meetings at Hidden Spring Park to resolve problems with the construction. Chairperson Seeley indicated that she is confident that the rain garden and the shoreline will be satisfactory when finally completed. Bonestroo has accepted responsibility for shoreline restoration. Temporary repairs will be done this fall and permanent repairs in the spring. The overflow from the raingarden will be regraded about six inches lower and the bank where it has been overflowing will be raised up somewhat. Missing and dead plants will be replaced next spring and a one-year warranty will begin again. The committee discussed the water feature. Council Member Lee felt that the engineer had let the city down on this and that it should be corrected. It may take a pump or other means to keep water running. Other members agreed that it should be made satisfactory. Park Rules Chairperson Seeley passed out a grid of proposed rules related to park use and suggested that each member look at them before the next meeting. The committee will need to decide which rules are important and how to enforce them. Also, the committee may want to post a board at each park with the most important ones listed. Sidewalks and Trails - 2009 Street Proiect The committee reviewed the map of trails and sidewalks proposed to be constructed with the 2009 Street project. The committee agreed with the proposed additions and suggested that an additional looped trail be constructed through Tracy McBride Memorial Park and that a trail connecting Laurie LaMotte Memorial Park to the east toward Centerville Road be added as well. Chairperson Seeley will show the map to former committee member, Mr. Wayne LeBlanc, to see if he has any additional ideas or comments. She will then forward the suggestions back to the City for consideration as part of the 2009 Project. Donation to Centennial Little Leae:ue The committee agreed that the Parks & Recreation Committee did not have any funds available to donate to outside organizations, no matter how worthy the cause. The Parks & Recreation Committee is usually the one looking for support. VI. UPDATES 1. Twin Cities North Youth Football had withdrawn its request to use CentelVilJe fields. 2. The plaque acknowledging the Trevor Weigel Eagle Scout project was received this week. It will be placed on the back of the sign at Laurie LaMotte Memorial Park to let everyone know that the landscaping was done by the Scouts. 30f4 Parks & Recreation Committee Meeting Minutes October 3, 2007 3. Committee Member Moser requested that the committee look at the trail through Eagle Park as he feels that the trees are much too close to the trail making it potentially unsafe. The committee discussed briefly the possibility of cutting the trees and selling them as Christmas trees. The committee members will plan to inspect the park together and determine which trees to remove. VIII. ADJOURNMENT Motion was made by Chairperson Seeley, seconded by Committee Member Mosher, to adjourn the October 3, 2007 Parks & Recreation Committee Meeting at 8:50 p.m. All in favor.
