He referenced the information in the packets provided.
Ms. Jennifer Anderson, 1965 Center Street, asked how far the fence starts from the road
and how long it is.
City Administrator Larson replied it must start after the required setback.

Mr. Bladholm pointed out the location on the site plan.
Ms. Anderson stated the address to the building is on 20th Avenue and the building faces
20th Avenue. She questioned why then are the driveways located on Center Street. She
asked about concerns relative to semi trucks on Center Street.
Chair Hanson replied that access on 20th Avenue is limited by the County.
City Administrator Larson replied these are weight-restricted roads; therefore, residents
should notify the police. He stated he would have the engineer review the plans.
Chair Hanson inquired about the discrepancy of the boundaries.
Mr. Bladholm replied that the boundaries were adjusted.
Chair Hanson questioned whether the driveway met the requirement of a 100-foot
distance from an intersection.
Mr. Bladholm replied the requirement has been met.
City Administrator Larson asked whether the cornice would be on the other elevations.
Mr. Bladholm replied that they would be on all elevations.
Chair Hanson questioned the number of parking stalls required.
City Administrator Larson replied that approximately 60 stalls are required.
Chair Hanson commented that Stone Construction is short 18 parking stalls.
Mr. Paul Stone. Stone Construction, pointed out \vhere additional stalls could be
designated.
City Administrator Larson instructed Stone Construction to indicate the additional stalls
prior to submitting the plan to the City Council.
Chair Hanson asked if egress access was required on the south side of the building.
Mr. Stone commented that the building had a sprinkler system and met required safety
features.

Daycare Facility at 6907 20th Avenue South.
City Administrator Larson displayed the site plan for the Creative Kids Daycare Facility
at 6907 20th Avenue South. He reported the County would not approve access off 20th
A venue; therefore, the entrance is at the westerly end of Center Street.
Councilmember Broussard inquired about the playground location.
City Administrator Larson pointed out the playground location on the south side of the
property.

V. NEW BUSINESS
1. Mr. and Mrs. Lloyd HansenlMr. and Mrs. Erick Marshall, 1588 and 1580 Sorel
Street Request for Lot Line/Lot Split Redefinitions.
City Administrator Larson displayed a preliminary plat depicting the two lots. He stated
that this is a logical request. He commented there is an easement issue and a sewer
easement issue that need to be displayed on the plat. He stated that this is a permanent
conveyance that would remain with the property.
City Administrator Larson stated that because the lots do not meet the normal lot width
standard, the public hearing could be scheduled with the understanding there might be a
variance requirement. He stated that the City Attorney would review this prior to the
next meeting.
Discussion ensued.
Motion bv Commissioner Wood. seconded by Commissioner Pane:ell. to Schedule a
Public Hearine: on the Request for Plat approval and includine: any variances that
the City Attornev deems necessary. All in favor. Motion carried unanimously.

JOINT COUNCIL/PLANNING AND ZONING COMMISSION WORK SESSION
Mayor Capra called the Joint Council/Planning and Zoning Commission Work Session to order
at 7:35 p.m. Present were Chair Brian Hanson, Commissioners Mark Pangell and Thomas
Wood. Also present was Administrator Dallas Larson.
Council Members Present: Mayor Capra, Council Members Broussard, Lakso and Lee.

1. Bonestroo, Rosene, Anderlik & Associates Presentation
Mr. Brendon Slotterback, Bonestroo, Rosene, Anderlik & Associates, presented the
comprehensive plan update on land use alternatives. He explained that the goals and
policies provided a vision of what Centerville would be when the plan is fully
implemented. He stated that alternatives were developed based on those goals, existing
conditions, and input from City staff.
Mr. Slotterback discussed the residential goals, the existing land use plan, the concept of
average density, and alternatives for residential land use.
Discussion ensued.
Consensus reached on areas A, B, C, D - changed to high density and to include a portion
ofE, E as a new zoning district, F, and G.
Ms. Tina Goodroad, Bonestroo, Rosene, Anderlik & Associates, presented the
commercial goals, projected Lino Lakes land use plans along the Centerville boarder, and
the rationale to change area G to commercial.
Ms. Goodroad discussed the next steps which include developing a draft final alternative
incorporating City Council and Planning and Zoning Commission input, prepare all work
to date on boards and other displays for the open house, hold the open house on
November 13, 2007 (4:00 p.m. to 7:00 p.m.), and collect input using a worksheet and
survey tools.
Consensus reached to extend area G to include the triangle comer below areaG with the
creek as the natural boundary and to notify the property owners in the affected areas.
