ADJOURNMENT Parks & Recreation Committee Meeting Minutes November 7, 2007 .u,~'~ . _". :~ .~_ - '-" ,_ ~_---o=.... ....., . ~.~ < PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, November 7, 2007 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, November 7,2007 meeting at City Hall, 1880 Main Street. Present: Vice-Chairperson Kevin Amundsen Committee Member Kevin Selander Committee Member Lori Harris Absent: Chairperson Suzanne Seeley Councll: Council Liaison Tom Lee Council Member Michelle Lakso Staff: Mr. Dallas Larson, City Administrator Mr. Paul Palzer, Public Works Director I. CALL TO ORDER 1. Roll Call Vice-Chairperson Amundsen called the November 7, 2007 Parks & Recreation Committee Meeting to order at 6:40 p.m. II. SET AGENDA Motion was made by Committee Member Selander, seconded by Committee Member Harris, to set the November 7, 2007 Parks & Recreation Committee Agenda as is. All in favor. Motion carried unanimously. In. APPEARANCES Mr. Dallas Lanon & Mr. Paul Palzer -Tracie McBride Memorial Park Renovation Mr. Dallas Larson reported that he and Mr. Patzer had investigated the questions that were raised by the Parks & Recreation Committee at the last meeting. As to the question of whether or not sand can be used as fall protection, the answer is yes. Secondly, as to whether the existing playground equipment can be rehabilitated, the answer is also yes. Mr. Larson presented a report indicating the costs associated with a rehabilitation of the existing equipment compared to installing a completely new playground. The costs range from $66,340 for rehabilitating the 10f3 Parks & Recreation Committee Meeting Minutes November 7, 2007 existing playground to $88,340 for a completely new structure on an adjoining location. Both estimates include drain tile, replacement of the trail, a sidewalk connection to Brian Drive, a concrete border and rubber fall protection (rubber estimated $25,000). The committee discussed other differences in the two estimates, including the fact that the rehabilitation does not include any new play structures, which is the case for the other option. Consensus was that staff should come back next month with a new plan that rehabs the existing play structure, but also adds additional play structures and eventually replaces the existing with new, in two or three phases, trying to stay within the $45,000 allocated budget for the ftrst phase. Mr. Palzer reviewed work that is needed on the pump house in the park, including an estimate to dress up the building with brick or stone. The committee didn't feel that the additional $10,000 for brick or stone is worth the cost and would rather see those funds used for park features. Committee Member Harris suggested that an enclosure be attached to the back of the pump house to screen the portable toilet. Staff indicated that it would not be possible to attach to the pump house due to the fire hazard associated with the plastic toilet structures. Since they are made of plastic they can be burned and have been targets of vandals in the past. It was agreed that a freestanding screen enclosure should be built away from the pump house building. IV. CONSIDERATION OF MINUTES October 3. 2007 Parks and Recreation Committee Meetine: Minutes Motion was made by Committee Member Selander, seconded by Committee Member Harris, to approve the October 3, 2007 Parks & Recreation Committee Meeting Minutes as is. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Resie:nation of Committee Member Darin Mosher It was noted that Mr. Darin Mosher has resigned from the Parks & Recreation Committee and has been appointed to the Planning & Zoning Commission. No one has applied for appointment to the Parks & Recreation Committee at this time. Park Rules Vice-Chairperson Amundsen handed out Chapter 92 of the City Code which regulates park use and also a two page list of possible rules to consider. The rules were discussed briefly. Additional rules on use of pavilions and moving picnic tables were added to the list for consideration. The matter will be placed on the next agenda with the intention of honing the list down to those that would be posted in the parks and other ideas that may be suggested for revision to the City Code. 20f3 Parks & Recreation Committee Meeting Minutes November 7,2007 VI. UPDATES Tracie McBride Memorial Park Renovations This item was discussed under Appearances. Hidden SDnne: Park The work at Hidden Spring Park is substantially completed, but shoreline restoration will need more attention in the spring, as will plantings in the rain garden. Vice-Chairperson Amundsen pointed out that the swing was installed with wood seats and this was intended to be recycled plastic along with the benches. Sidewalks I Trail Connections & 2009 Street ImDrovement Proiect This item was tabled to the next meeting. Removal of Trees at Eae:le Park Mr. Palzer will arrange for removal of some of the trees and trimming up of others at Eagle Park in order to make the park safer and to reduce the likelihood that he park will be used for underage drinking and other unintended activities. It was suggested that the local Boy Scouts may be interested in a project like this. VIII. ADJOURNMENT Motion was made by Committee Member Selander, seconded by Committee Member Harris, to adjourn the November 7, 2007 Parks & Recreation Committee Meeting at 8:04 p.m. All in favor.
