HomeMy WebLinkAbout2007-08-07 P & ZCITY OF CENTERVILLE PLANNING AND ZONING COMMISSION August 7, 2007 Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly scheduled meeting on August 7, 2007, at 6:30 p.m. PRESENT: Chair Brian Hanson Vice-Chair Jennefer Klennert-Hunt Commissioner Ben Fehrenbacher Commissioner D. Love ABSENT: Commissioners Mark Pangell and Thomas Wood COUNCIL: Council Member Broussard STAFF: City Administrator Dallas Larson I. CALL TO ORDER Chair Hanson called the meeting to order at 6:35 p.m. Roll Call II. APPEARANCES/PRESENTATION(S) None III. PUBLIC HEARING(S) None IV. OLD BUSINESS None V. NEW BUSINESS th 1.Conditional Use Permit Request – 6995 20 Avenue South (Bennett & Koch Construction/Lake Area Utility) Mr. Will Lessard, Lake Area Utilities, stated that the application was made for a Conditional Use Permit to allow Bennett & Koch Construction to store construction materials and equipment in one of the buildings on the property. Page 1 of 5 City of Centerville Planning & Zoning Commission August 7, 2007 City Administrator Larson questioned if they would office from this building, Mr. Koch replied no. Chair Hanson inquired as to the types of equipment stored at this location. Mr. Koch replied that they do mostly residential construction; therefore, cabinets and building materials would be stored inside the building. Commissioner Fehrenbacher asked Mr. Koch what would be stored outside. Mr. Koch replied trailers, a van, and a storage trailer. Vice-Chair Klennert-Hunt questioned whether the stored equipment would be located inside the fenced area. Mr. Lessard replied that the fence would act as a barrier between the stored materials and the street. Chair Hanson questioned whether the building met the fire codes. Mr. Koch commented that sprinklers were not required because an office would not be located in the building. Chair Hanson stated that the building would still need to meet fire code. City Administrator Larson replied that this would be addressed with the Fire Marshal. Mr. Lessard reported that the buildings did not have a sprinkler system. Commissioner Fehrenbacher requested that staff make sure a buffer separates the business from the residential area. Mr. Lessard expressed concern that the requirements might become cost prohibitive. He stated that he currently pays $17,000 per year in taxes. He indicated that they have been in Centerville for 27 years and actively support the community. He commented that he hoped the Planning and Zoning Commission and City Council would take this into consideration. He commented that when he sold some of the property to a developer several years ago, the developer was supposed to add plantings or trees to the berm; however, that did not happen. Vice-Chair Klennert-Hunt commented that she was pleased this business would not have a great deal of traffic in and out of the property. Chair Hanson commented that staff would ensure Mr. Lessard received a list of the requirements. Page 2 of 4 City of Centerville Planning & Zoning Commission August 7, 2007 Vice-Chair Klennert-Hunt commented that the fencing, berming, and the fire code should be the only conditions to be met. City Administrator Larson recommended that paving the area to limit the dust be considered. Mr. Lessard replied that only about six cars enter and exit the area daily. Mr. Koch commented that they would access their storage once per week at most. Motion by Commissioner Fehrenbacher, seconded by Vice Chair Klennert-Hunt, to schedule a pubic hearing on September 4, 2007 for the Conditional Use Permit. All in favor. Motion carried unanimously. 2.Application of Multi Web Converting for a Permit to Build in a B-1 Zoning District City Administrator Larson explained that staff received an application from Multi Web Converting for a permit to build a 12,000 square foot facility for their company’s use. He explained that this is to be a printing business. He stated that the permit requires a site- plan review by the Planning and Zoning Commission and City Council. City Administrator Larson explained that the question to answer is whether this is an approved use in a B-1 zoning district. Mr. Dan Gabrielson, Multi Web Converting, described the company’s products and expansion plans. Commissioner Fehrenbacher questioned if all production would be done at this location. Mr. Gabrielson replied yes, as it is all custom work. Vice Chair Klennert-Hunt questioned if the company was moving from another location. Mr. Gabrielson replied that they are moving from Roseville. He stated the Centerville site would be their only location. He commented that they are currently leasing and would now like to purchase a building. Chair Hanson requested the hours of operation. Mr. Gabrielson replied that they currently run two shifts and the front desk is manned during the day. Commissioner Fehrenbacher inquired about the number of jobs that would be added. Page 3 of 4 City of Centerville Planning & Zoning Commission August 7, 2007 Mr. Gabrielson replied about 12 to 15 jobs would be added. Vice Chair Klennert-Huntquestioned if they did the printing also. Mr. Gabrielson replied that they would do all production operations once they move. Commissioner Fehrenbacher questioned who are the typical customers. Mr. Gabrielson commented that their customers are the end users of their products. Commissioner Love questioned what would be the difference between this business and a retail sales business. Discussion ensued. Consensus was that this business is an approved use for the B-1 Zoning District. Mr. Gabrielson commented that they would like to start construction as soon as possible. Councilmember Broussard suggested that a site plan review be scheduled for September 4, 2007 with recommendations to the City Council for approval on September 12, 2007. VI. DISCUSSION ITEMS City Administrator Larson mentioned a letter was sent to Bobby and Steve’s on July 27, 2007 to inform them to cease operating their business immediately. VII. CONSIDERATION OF MINUTES 1.July 3, 2007 Planning and Zoning Meeting Minutes Motion by Commissioner Love, seconded by Vice-Chair Klennert-Hunt, to approve the minutes of July 3, 2007 as presented.All in favor. Motion carried unanimously. VIII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Vice Chair Klennert-Hunt, seconded by Commissioner Fehrenbacher, to adjourn the July 3, 2007 Planning Commission meeting at 7:36 p.m. All in favor.
