Our meeting is held at the Centerville City Hall (1880 Main Street) on wednesday, Feb 6th at 6:30pm. The discussion about summer programs will approximately a half hour (my best guess) the beginning of our agenda, so as not to of your time than necessary. We would like to offer a variety of opportunities to the kids and hope that we will be able to work with both of your or9anizations this summer. Some of the information we would llke to discuss is: - what programs you offer - what age groups - what location (in a Centeville park, your facility or other?) - what cost per child - what logistics are there (registration, advertising) and how can we work together? please let me know if you have any questions. PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, January 2, 2008 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled W ednesday ~ January 2, 2008 meeting at City Hall, 1880 Main Street. Ron Can Chairperson Seeley called the January 2, 2008 Parks & Recreation Committee Meeting to order at 6:39 p.m. Mr. Paul Patzer was present to answer any questions regarding the renovation of Tracie McBride Memorial Park. Ms. Savannah Lee was also present as a volunteer for the Tracie McBride renovation project. ll. COMMITTEE BUSINESS Swearine: in of ComlDittee member Patrick Branch Committee Member Patrick Branch was swore in and welcomed to the committee by Chairperson Seeley. Tracie McBride Memorial Park Renovations The committee gave a summary of the Tracie McBride Memorial Park renovations for the benefit of Committee Member Branch. The committee will plan a park tour in April. Screening for the satellite at the park was discussed. Chairperson Seeley explained to Committee Member Branch how the committee works regarding splitting into sub-committees to work on various projects. Mr. Paul PaIzer presented the committee with a printout and cost of a Dogi-Pot Pet Station which could be installed at the parks or near trailheads to be used to deposit dog feces. The committee thought it a really good idea and would like to recommend City Council direct staff to purchase and install one at Laurie LaMotte Memorial Park near the trail. If this eliminates some of the problems with pet waste, the committee would like to potentially order more for the other parks. Motion was made by ComlDittee Member Harris, seconded by Chairpenon Seeley to reeoDllDeDd City COUDcll direct staff to purchase and install ODe Dogi-Pot Pet Station near the trailhead at Laurie LaMotte Memorial Park with the cost not to exceed $300 for product, shipping and installation. All in favor. Motion carried unanimously. At the last committee meeting proposals were discussed for a new merry go round type stmcture for 2 - 5 year olds, a climbing wall, tallc1ng shoots and borders, drain tile and new fall zone protection to be installed in 2008. A subcommittee of Chairperson Seeley, Committee Member Harris and Ms. Lee will meet Wednesday, January 9, 2008 to finali7.e these plans with a recommendation to be made at the February committee meeting. Park Rules At the December 5, 2007 Parks &. Recreation meeting, the committee discussed City Code as it applies to Park Rules. Each item was discussed and Chairperson Seeley put it into document , form which was reviewed at the January 2, 2008 meeting. Almost each issue the committee addressed is currently covered by City Code, but there were a few the committee would like City Council to consider Adding to City Code; no fishing, no swimming. no boat launching where posted and an addition to 92.04: no glass or glass containers. The document lists which 2of4 Parks & Recreation Committee Meeting Minutes January 2, 2008 'rules' the committee would like posted at the parks. While the City Code already exists to regulate these rules the committee felt having it posted makes it easier for police to enforce. The committee would also like signs stating the picnic tables are not to be moved as they are heavy and it would be difficult for those wanting to use the tables in the pavilions to move them once they were moved outside of the pavilion area. Motion was made by Chairpenon Seeley, seconded by Committee Member Selander, to request City Co_eil ad tile City Attorney review the work the committee has do.e on the Park Rules and incorporate into City Code where speeified. Summer Pro2rams In past years there have been very successful programs held in Centerville through Wargo Nature Center and the YMCA, but there were also programs that had to be cancelled due to lack of participation. The committee is concerned about the challenges of the CSAH 14 detour and cutting off Wargo Natme Center and the YMCA from our community. The committee would like to have offerings of summer programs to the community. Council Member Lee suggested contacting Ollie & Company regarding a potential skate board show/competition, perhaps in June. The committee discussed the possibility of using this as a fund raiser for Parks & Recreation by renting infl~tJlhle jumpers for the younger children and selling concessions. Council Member Lee suggested contacting the EDA and having local businesses sponsor this event Committee Member Harris will contact Council Member Lakso who is president of the EDA and discuss this idea. Council Member Lee will contact Ollie & Company. Chairperson Seeley will talk to the director of Wargo Nature Center concerning possible summer programs and bring information to the next scheduled meeting. Mr. Patzer suggested a tennis camp. Council Member Lee would like to see music in the parks, maybe on a monthly or bi-weekly basis. Ms. Stephan will contact Ms. LaChelle Williams, at the Chain of Lakes YMCA, to ask if there is any interest in working with the committee on summer programs in Centerville. Kellv Miller Circus Ms. Stephan included information regarding the Kelly-Miller Circus in the packet as the circus was tentatively booked to return to Centerville the Wednesday following Memorial Day in 2008. The Kelly-Miller Circus was in Centerville in 2006, but was not available in this area in 2007 as they only go the same route every two (2) years. Vice-Chairperson Amundsen called the Kelly-Miller Circus to inquire about their 2008 schedule and was told they will not be coming to the state of Minnesota this year. In 2007 they were sold to a new owner; Mr. Harry Rawls, who made the first presentation to the Parks & Recreation Committee, is no longer with them. Vice-Chairperson Amundsen was told they have a lot of shows in the state of Indiana this year and will not make it this far West. Following is the recommendation the committee made to City COlDlCil in 2007. This recommendation was approved by Council. February 8, 2007: The Centennial Soccer Club has requested the use of the fields at Laurie LaMotte Memorial Park in a letter dated January 3, 2007. There are two parts to the request: I. Requesting two fields, 25 x 40 yard open spaces, located east of the parking lot and bound by the bike path, for the U2 - U8 age group, for gUles only. This request is for Monday - Friday from 4 p.m. to dusk, April 28 through June 30, 2887. De Centennial Souer Club wiD set up goals and manage a reservation system to assign teams to specific dates and times for games. 2. Requesting one fi~ 70 x 60 yard open spa", located south of the skate park, for the VII - VI2 age group, for practice only. This request is for Monday - Friday 3:00 p.... to dusk, Saturday and Sunday from 8 L'" to dusk, Aprill through October 29, 2087. The CeateBnial Soccer Club wiD set up goals and manage a reservation system to assip teams to specific dates and tUnes for practices. Council Member Lee mentioned that when the football season starts in August there will be no place for the local youth teams to practice if all the fields are committed to the Centennial Soccer Club every day of the week from April through October. 1he committee's concern with this was that the football association has not asked for time or fields and the Soeeer Club has. It was suggested the football representatives be made aware they should be requesting time. In discussing this request however, some of the committee members felt the fields should have some time left open for the public's use for such activities as softbaa frisbee and football. Overall, the committee felt a compromise would be to reduce the days in request #2. Motion was made by Viee-Chairpenon Amundsen, seconded by Committee Member Selander to recommend to City Couneil approving the Centennial Soeeer Club's request for dedicated use of the soccer fields at Laurie LaMotte Memorial Park as stated above in request ##1, but reeo..eDd aBlendial tile request in request ##2 to the following days: Monday, Wedaesday, Friday and Sunday with tIIe....rs as requested. After researching the available park sites in the City of Ccnterville and reviewing our field needs. the Centennial Soccer Club is requesting the following sites and times for 2008: CENTERVILLE, MN 1. LBIDOot Park: two, @25 yard x 40 yard open spaces located east of the parking lot bounded by the bike path; for U6 - US age group; the fields will be used for games oaly; goals would be setup; 2 fields would be laid out in a North - South orientation and periodic field striping will be done; Mondays - Fridays from @4:00 pm to dusk; @ April28lh to June 30lh. Centennial Soccer Club will manage a reservation system to assign teams to specific dates and times for games. 2. Lamqat ~ark: one, @70 yard x 60 yard open sJ*es located south of the skate board park; for Ul1 - U12 age group; practices ooly; goals will be setup; the field would be laid out in an East - West orientation; Mondays - Fridays .from @3:00 pm to dusk and Saturdays and Sundays 8:00 am to dusk; @ April 1st to October 24th. Centennial Soccer Club will manage a reservation system to assign teams to specific dates and times for practices. As in the past, we additionally request that these areas be mowed 00 a regular basis (depending upon weather conditions) to keep the grass at a length that does not interfere with the playing of soccer. Also. last year the committee was ~ed with conflicts with the football association and public use of the fields. I'm happy to report that there were no conflicts. The Centennial Soccer Club greatly appreciates the City of Centerville City Council and Parks and Recreation Committee Members consideration in allowing our club and players to use these fields during our upcoming season for the world's number one sport, soccer. I would also like the opportunity to attend the next Parks & Roo. to discuss our request, and collabomte on future field development. The following Code of Ethics applies to the public officials of the City of Centervil1e. SECTION 1. DECLAR~TION OF POLICY Statement: The proper operation of democratic government requires that public officials be independent, impal1ial and responsible to the people; that government decisions and policy be made ill the proper channels of the government structure; that public office not be used for personal gain; and the public have confidence in the integrity of its government. Purpose: In recognition of these goals, this Code of Ethics is established for all public officials of the City of Centerville. The purpose of this code is to establish ethical standards of conduct for all such ofticials by setting forth those acts or actions that are incompatible with the best interests of the City, and by directing disclosure by such officials of private financial or other interests in matters affecting the City. The provisions and purpose of this code and such mles and regulations as may be established are declared to be in the best interests of the City of Centerville. Education: Recognizing that education in government is the key to having good government, this Code requires that the City Administrator shall arrange for a discussion of the meaning of this Code with new public officials at the organizational meeting of the City Council in January of each year. SECTION 2. DEFINITION OF TERMS Public Official: Any person \vho has been elected to office, appointed by the City Council, appointed to a City Councilor Commission or hired by the City to serve as a Department Head or Assistant Department Head. SECTION3.ETBICAL CONSIDERATIONS Statement: Public officials are to serve all per~ons fairly and equitably without regard to their personal or financial benefit. The credibility of Centerville City government hinges On the proper discharge of duties in the public interest.PubHc officials must assure that the independence of their judgment and actions, without any consideration for personal gain, is preserved. Guidelines: Specific ethical considerations are enumerated below for the guidance of public officials, but these do not necessarily encompass all 'fhepossible ethical considerations that might arise. a. Other Offices or Employment: An elected public official shall not hold another incompatible office as that term has been interpreted from time to time by statute, the courts, an<.l by the Attorney General. Employed public officials shall not hold such inCompatible office nor shaH they engage in regular outside employment without notice to and approval by the City Council. Elected and appointed public officials shall not hold other office or employment which compromises the performance of their elected or appointed <.luties without disclosure of said office or emplOyment and self disqualification from any particular action which might be comprised by such office or employment. b. Representation of Others: A public official shall not represent persons or associations in dealings with the City in consideration of anything of value. f. Financial Interest: Where a public official or a member of the public official's immediate family has a financial interest in any matter being considered by the public official, such interest, if knO\vn to the Pllblic official, shall be disclosed by the public official. If the public official has such a financial interest or if the minor child of a public official has such a financial interest, the public oHicial shall be disqualified from further participation in the matter. g. City Property: No public official shall use City owned property such as vehicles, equipment, or supplies for personal convenience or profit, except when such propeli]' is available to the public generally or where such property is provided by specific City policy in the conduct of official City business. h. SPECIAL CONSIDERATIONS Voting: Situations can arise where a member of the City Council, a Commission, or a Committee abstains from voting because ofa conflict of interest, but his or her absterttion becomes a vote either for or against the matter because a majority is required to pass or reject that matter. This can happen where four-fifths vote is needed to pass an issue, or the vote bas to be a clear majority and a split yote does not pass or reject. When this happens, the City Attorney must be consulted and the final vote should carry a public noticeexplairiing what took place and how it was resolved. SECTION 5. DISCLOSURE OF .FINANCIAL INTERESTS Guidelines: Not later than ninety (90) days after the date of approval of this code, each public official of the City shall file as a public record, in the office of the City Administrator, a statement containing the following: a. A list naming all business enterprises known by the pub1i9 official to be licensed by or to be doing business with the City which the public official or any member of the public official's immediate family is connected as an employee, officer, owner, investor, creditor of, director, trustee, partner. advisor, or consultan~ and b. A list of the public officials and members of the public officials' immediate family's interests in real property looated in the city or 4 which may be competing with the interests of the City located elsewhere, other than prope11y occupied as a personal residence. Initial Filing: Each person who enters upon duty after the date of this Code in an offIce or position as to which a statement is required by this Code shall file such a statement on forms to be provided by the City not less than thirty (30) days after the date of his/her entrance on duty. Subsequent Filings: Each person who made an initial filing shall file a new statement by January 30 of each year thereafter giving the information caUed for above as of the time of the new statement. If a change in tlnancial interest or prope11y ownership occurs between mings, a new filing shall be made within thirty (30) days of the change. Immediate Family Interest: The interest of any member of the immediate family shall be considered to be an interest of a person required to file a statement by or pursuant to this ordinance. Non-Business Organizations: This Code sha11 not be construed to require the filing of any information relating to any person's connection with or interest in any professional society or any chmitable, religious, social, fraternal, educational, recreational, public service, civil, or political organization, or any similar organization not conducted as a business enterprise and which is not engaged in the ownership or conduct of a business enterprise. However, if any such organization seeking any action or benetIt comes before the City Council, then membership in the organization may be a potential contlict of interest and must be reported as such to the City Administrator by the public official in an amended disclosure statement. The other stipulations ofthis Code then apply. Responsible Authority: The City Administrator shall inform each person who is required to file of the time and place for filing. The City Administrator shall inform the Council whenever a person who is required to file a statement fails to do so.
