Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednesday,
December 10, 1980, in City Hall. Mayor Savela called the
meeting to order at 7:00 pm. Present were: L'Allier, Laska
and Murray. Motion by Laska, second by Murray to accept the
minutes of the November 26, 1980 meeting, motion carried.
P~TITIONS AND COMPLAINTS: Guard rails in front of superette,
Laska reporting on status of storing snow plow truck 'for the
winter months.
Clerk read letters from the following to be considered for
the vacancy on the council, effective January 1, 1981:
Mrs. Audrey Burque, 1709 Main Street; Mr. Steve Marcello.,
1588 -Peltier Lake Drive; Mr. Charles Baumann, 6903 Center-
ville Road; Thomas Wilharber, 6849 Centerville Road and
Mr. Charles Cross, 1581 Peltier Lake Drive. Decision was
tabled until agenda finished.
Mr. Jim Hubinger of Beulke Agency presented insurance package
for City of Centerville for year 1981. Mr. Hubinger advised
council on divident program through Home Insurance ~here
the City should expect a divident of approximately $1400.
in 1982 and about 6-8 months later, an additional dividend
of $450. Mayor Savela requested letter from Beulke Agency
citing changes and premium increases in our policy which
would take effect January 1, 1981.
Jerry Sundberg advised council Mr. Des Englund will be the
Fire Chief, effective January 1, 1981 and Mr. William Svetin,
Secretary-Treasurer. Positions will be designated and approved
at January 14, 1981 meeting.
Motion by Laska, second by Murray, to place the $2500.
from the sale of the 1951 Ford Fire Truck to the City of
New 1V1unich into the fire department operating budget for
1980, motion carried.
Motion by L'Allier, second by Murray, to remit Estimate #1
to Ro-So Contracting for Improvement #80-1 in the amount of
$22,557.18, motion carried.
Mark Verplaetse of 7192 Mill Road appeared before council
concerned over the construction of a wye off of his stub
causing water backing up in his basement. Walt Williams
brought council up to date on situation concerning the
sewer hook-up for Lot 7, Block 2, Peterson's Old Homestead
Addition and that the contractor was supposed to wye off
the stub on Lot 8 instead of Lot 6. Due to the problem,
motion was made by Murray, second by L'Allier to withhold
issuing occupancy permit for the home on Lot 7, Block 2,'
Peterson's Old Homestead Addition until such time as the
contractor has made connection into the city pipe in the
street, motion carried. Mayor also requested a letter from
contractor to the City advising that the road will be restored
to its original state after excavation takes place, if not
at this time, in the spring of 1981.

Motion by Laska, second by Murray to permit Northwestern Bell
Telephone Company to place, construct and thereafter maintain
buried cable on 20th Avenue North of County Road #14 to serve
Accessory Research Engineering, motion carried.
Floyd Kruger reported that three persons had applied for
raink attendants for the winter months; they are Joe Perkowski,
Jerome Hughes and Denise Romie. Motion by Laska, second by
L'Allier to hire the three persons listed above at $3.00 per
hour, motion carried.
Clerk read letter of resignation from Frank Zimny as Chairman
of the Planning and Zoning Committee.
Motion by L'Allier, second by Laska to approve the police
contract with Lino Lakes for year 1981, motion carried.
Motion by Laska, second by L'Allier to approve contract with
Blaine Midway All Pets for animal control, year 1981, motion
carried.
Motion by L'Allier, second by Laska to pay current bills,
motion carried. A copy of disbursements is attached to and
made a part of these minutes.
Council discussed letters of intent for vacant council seat.
Motion by Murray, second by L'Allier to appoint Thomas
Wilharber to fill the vacant council seat, effective January
1, 1981 expiring December 31, 1982, motion carried.
Next scheduled council meeting is Wednesday, January 14, 1981.
Motion by Laska, second by Murray to adjourn, motion carried.

Pursuant to due call and notice thereof, the City Council of the
City of Centerville held their regular meeting on Wednesday,
November 26, 1980 in City Hall. Present was: L'Allier, Laska
and Murray. Absent: Burque. Mayor Savela called the meeting
to order at 7:00 pm. Motion by Laska, second by Murray to
accept the minutes of the November 12, 1980 meeting, motion carried.
P~TITIONS AND COMPLAINTS: Clerk will speak to Mr. Ogren, Principal
of Centerville Blementary, concerning cars parking in front of the
mail boxes at 7124 Progress Road.
Status of Rehbein ~states was discussed. Gerald Rehbein presented
council with letter from Marcel Rivard concerning the installation
of the street lights in Rehbein Estates. Motion by Laska, second
by Murray, to allow clerk to issue the pending 12 building permits
for Rehbein Estates, motion carried.
Motion by Murray, second by Laska, to authorize Mayor and Clerk
to enter into agreement with Ro-So-Contracting regarding the
contract for Improvement #80-1 between City and Ro-So Contracting,
motion carried.
Clerk read the proposed amendment to Ordinance 15, Section 29
regarding the moratorium to be imposed on a certain area of
Centerville. Members of the audience gave their opinion of
the amendment and discussion was held on same. Messrs. James
and Jeff Gardner advised council of their intention to plat the
area in question. Motion by Murray, second by Laska to shelve
the amendment at this time until the council sees what happens
to the Gardner proposal, motion carried.
Mr. Laska reported on the status of finding a winter home for
either the snow plow truck or the Studebaker fire truck.
Mr. Rehbein advised council of his intention to do the ponding
area grading and would get the permit from the Clerk before
commencing with the project.
Motion by Laska, second by L'Allier to approve applications
for the Twin Lakes Supper Club as follows:
1. On Sale Liquor; 2. Ofr Sale Liquor; 3. Sunday Liquor;
4. Off Sale Non-Intoxicating Liquor; 5. Cigarette license; and
6. Dance Permit
motion carried.
Motion by L'Allier, second by Laska to cancel the 2nd meeting
in December of the City Council, motion carried.

Discussion held on the amendment to Ordinance #13, Section 9,
concerning Hours of Sale at the three liquor establishments.
Motion by Murray, second by Laska, to adopt Amendment to Ordinance
#13, Section 9, motion carried. Copy of Amendment is attached
to and made a part of these minutes. Clerk will send copy of
Amendment to the three places of business and Lino Lakes Police
Department.
Motion by Laska, second by L'Allier to adjourn, motion carried.

AN ORDINANC~ AM~NDING ORDINANCn NO. 13, SECTION 9.
The City Council for the City of Centerville hereby amends
Ordinance No. 13, Section 9, to read as follows:
"Section 9. HOURS OF SAL~ - SUBDIVI SION 2.
Every licensee, except a private club licensee shall not conduct
business on the premises between the hours of one o'clock (1:00)
A.M. and eight o'clock (8:00) A.M. Monday through Saturday inclusive,
or on any Sunday between the hours of one o'clock (1:00) A.M. and
twelve o'clock (12:00) noon, nor permit the presence of customers
on the premises or the consumption of intoxicating or non-intox-
icating liquor by any person on the premises between the hours of
one-thirty o'clock (1:30) A.M. and eight o'clock (8:00) A.M.
Monday through Saturday inclusive or on any Sunday between the
hours of one-thirty o'clock (1':30) A.M. and twelve o'clock
(12:00) noon, however, further provided that no intoxicating
liquor may be sold or served on Sunday, whether directly or
indirectly, except between the hours of twelve o'clock (12:00)
noon and twelve o'clock (12:00) midnight, and then only in
conjunction with the serving of food to persons who are seated
at tables within the licensed premises.
Adopted this 26th day of November, 1980.

Pursuant to due call and notice thereof, the City Council of the
City of Centerville held their regular meeting on Wednesday,
November 12, 1980 in City Hall. Mayor Savela called the meeting
to order at 7:10 pm. Present were L'A1lier, Laska and Murray,
Absent: Burque. Motion by Laska, second by Murray to accept
the minutes of the October 22, 1980 meeting, motion carried.
There were no petitions or complaints.
Rehbein Estates was discussed. Engineer Williams brought council
up to date on status of utility work to be done. Motion by
L'Allier, second by Laska for clerk to issue building permits
ONLY when electric poles are installed and to reduce the bond
to $20,000. (one year maintenance bond), motion carried.
Mayor informed council bids were opened on Improvement #80-1 on
Tuesday, November 11. Resolution Accepting Bid was read and low
bidder was Ro-So Contracting at $29,199.60. Motion by Laska,
second by Murray to adopt R~SOLUTION ACC~PTING BID on Improvement
#80-1, roll call taken: Laska, aye; Murray, aye; L'Allier, aye;
Savela, aye, motion carried. Copy of Resolution is attached to
and made a part of these minutes.
Motion by L'Allier, second by Murray to adopt R~SOLUTION AWARDING
SAL~ OF $40,000. GENERAL OBLIGATION IMPROV~M~NT BONDS OF 1980,
roll call taken: L'Allier, ayel Murray, aye; Laska, aye; Savela,
aye, motion carried. Copy of Resolution is attached to and made
a part of these minutes.
~stimate #6 on Street Improvement #1 was discussed. Amount of
~~i~~~e.was $46,044.20 with 2.5% being withheld in the amount of
$6.,507.52. ~ngineer referred to his letter of December 13, 1979
to Northern Asphalt stating the liquidated damages would amount
to $11,200. based on 112 days from August 1, 1979 to November
21, 1979. Because of the weather, the liquidated damages ~topped
on November 21, 1979 and commenced again June 1, 1980. If we
begin again on June 1, 1980 until November 1, 1980, the days
would amount to 143 for a total of 265 days. The 265 times $100.
a day would amount to a reduction of $26,500, subtracted from the
$46,044.20 would amount to Estimate #6 being $19,544.20. Motion
by Murray, second by L'Allier to pay ~stimate #6 to Northern
Asphalt after Walt Williams calculates the number of calendar
days for liquidated damages minus the 2.5% withheld, Laska,
nay, motion carried.
Laska brought the council up to date on the Mound Trail drainage
situation. Mr. Laska had met with representatives of Anoka
County and they had suggested constructing a small swale down to
the lake, fix up the yards and they would furnish machinery to
do job. Council consensus was to furnish a load of dirt for
the lot west of Laska. Laska was to report back on situation
at December meeting.

presented: Motion by Laska, second by L'Allier to approve
applications for Kelly's Corner Bar as follows:

Motion by L'Allier, second by Laska to approve applications
for Tripple's Market Place, as follows:
1. Off-Sale Non-Intoxicating liquor
2. Cigarette license
motion carried.
Torn Dario appeared before council with question concerning
setback on lot between 1567 and 1581 Peltier Lake Drive.
Building Official Gunnar ~ettersen was in attendance and
questioned by council on inspection procedures in Centerville.
Clerk will furnish Building Official and prospective building
permit application holders with list of licensed contractors
in Centerville.
Messrs. Laska and L'Allier reported on contact with Hal Leibel
and Jerry Sundberg concerning the storing of Studebaker fire
truck for winter. Fire Chief not in favor of moving truck
from city premises. Daska will contact Michael Peloquin
about storing snow plow truck in a shed on his property and
report back at next meeting.
Mr. Gerald Grundhofer appeared before council concerning his
request for a license to build and operate an off-sale liquor
store. Motion by L'Allier, assuming all building requirements
meet city ordinances in the future to accept a license application
for an off-sale liquor store, motion died for lack of second.

Motion by L'Allier, second by Laska for paper to publish notice
and clerk to post notice to residents of Centervil1e advising
if anyone is interested in being considered for the 4th council
seat to advise City office by letter and matter will be on
the December loth agenda, motion carried.
Diseussion held and motion by Murray, second by L'Allier,
setting a 6-month moratorium on platting or sub-dividing
property in Centerville in the area bordered by Mill Road,
County Road 14, County Road 21 and the Centerville City limits
to the north of #21, until such time as the P & Z Committee
has revised Ordinance #10, Laska, nay, motion carried. Clerk
will draw up amendment to Ordinance #10 and present at
November 26th meeting for consideration.
Motion by Laska, second by Murray to pay bills according
to attached list of disbursements, motion carried. Copy of
disbursements is attached to and made a part of these minutes.
Motion by L'Allier, second by Laska to adjourn meeting,
motion carried. Meeting adjourned at 10:40 pm.

WHER~AS, pursuant to an advertisement for bids for the
improvement on County Road #21 from Main Street to a point
340 feet north of Main Street, bids were received, opened
and tabulated according to law, and the following bids
were received complying with the advertisement:

1. The mayor and clerk are hereby authorized and directed
to enter into the attached contract with Henry DaBruzzi
of Ro-So Contracting in the name of the city of Centerville
for the improvement of County Road #21 from Main Street
to a point 340 feet north of 1V1ain Street according to the
plans and specifications therefor approved by the city
council and on file in the office of the city clerk.
2. The city clerk is hereby authorized and directed to
return forthwith to all bidders the deposits made with
their bids, except that the deposits of the successful
bidder and the next lowest bidder shall be retained until
a contract has been signed.
Adopted by the City Council this 12th day of November, 1980.

Pursuant to due call and notice thereof, the City Council
of the City of Centerville canvassed the ballots from
the General Election held on Tuesday, November 4, 1980.
Clerk informed council J89 ballots were cast in the
election with 100 new voter registrations filed.
In the City Election the numbers were as follows:

expiring December, 1984.
Leon L'Allier - 275 votes
Raymond Murray - 267 votes
Numerous votes were cast on the ballot for council seats
with write-ins.
MAYOR - Two year term - beginning January, 1981,
expiring December, 1982.
No one had filed for the position so all votes cast were
in the form of write-ins.
Gary Savela - 119 votes
Charles eross - 79 votes
Numerous write-ins were on the ballot for mayor which
were noted.

Pursuant to due call and notice thereof, the City Council of the
City of Centerville held their regular meeting on Wednesday,
October 22, 1980 in the City Hall. Acting mayor Savela called
the meeting to order at 8:10 pm. ~resent were: L'Allier, Laska,
and Murray. Absent: Burque.
Motion by L'Allier, second by Laska to accept minutes of the
October 8 meeting, motion carried.
PETITIONS AND COMPLAINTS: Mr. Bruce Ramie of 1724 Sorel Street
appeared before council requesting repair to street at end of
his driveway, due to the street restoration. The street was
lowered and does not meet his driveway as it did in the past.
Clerk was instructed to have Engineer look at problem and report
to council.
Clerk is to check with Northwestern Bell Telephone to find out
what they are doing on Main Street from Shad Avenue to 20th.
County representatives will be meeting with Floyd Laska on
Thursday morning, the 2Jrd to discuss the Mound Trail situation.
Discussion held on Floyd checking with Hal Leibel to store
Studebaker fire truck for winter months and Leon to check with
Jerry Sundberg advising him of the situation. If Hal Leibel
would store Studebaker, the snow plow truck could be housed
in the city garage.
The council meetings will now commence at 7:00 pm beginning
with the November 12th meeting.
Clerk was instructed to have ~ngineer check all the driveway
culverts in ~eterson's Old Homestead Addition and also Mill
Road by the superette construction because of heavy truck
damage to street.
Motion by Laska, second by Murray to adjourn meeting, motion

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednesday,
October 8, 1980 in Centerville City Hall. Acting Mayor Savela
called the meeting to order at 8:00 pm. ~resent were: L'Allier,
Laska and Murray. Absent: Burque.
Correction to the September 25, 1980 City Council meeting
minutes is as follows: Paragraph 5: "If Westward Construction
builds home with 65' front yard setback, home being 24 x 38,
the rear yard setback would be only 26 feet. Motion by Laska,
second by L'Allier to approve September 25 meeting minutes with
correction as noted, motion carried.
PETITIONS AND COMPLAINTS: Complaint voiced on way contractor
of superette is dragging gravel and dirt on Mill Road. Building
Inspector to be advised on problem.
Messrs. Jeff and Jim Gardner of Gardner-Seim Construction
appeared before council with proposal to build "twin-homes"
in the Rehbein Estates development. They propose to build
these homes on Lots I - 6 of Block 1, and Lots 2 - 7 of Block
2, Rehbein Estates. The homes are financed through FHA at
4% financing. Copy of FHA PARTY WALL AND MAINTENANC~ AGR~nMENT
FOR TWIN PL~XES is on file with clerk. Discussion was held
on the proposal; each home would be 1144 square feet, separate
building permit for each twin home, owner occupied, zero lot
line and wye connection from single stub in easement for city
sewer. Motion by L'Allier, second by Laska to approve the
concept of the twin home construction in Rehbein Estates
with zero lot line and wye connection for city sewer from
one stub in easement, motion carried. They are also informed
at this time that building permits for construction of the
twin homes will be in effect until November 4th of this year
at which time clerk will check with Engineer before issuing
any additional permits in Rehbein ~states.
Mr. Willie Lessard, representing Lake Area Utilities, appeared
before council requesting approval of building to be erected
on Joe LaCasse property at 6995 20th Avenue, building being
a metal pole construction 60 x 98 feet, unheated for storage.
Motion by Laska, second by Murray to approve construction of
60 x 98 metal pole building on the property located at 6995
20th Avenue, motion carried.
Council instructed Harvey vartier to flush sewer lines in
City with Orville Hughes' assistance.
Letter from Cliff Holman of the Centennial School District
was tabled until first of 1981.
Discussion held on financing of Improvement #80-1. Clerk
advised council that First State bank of nugo will finance
project for 10 year period at 8~%. Engineer Williams
presented plans for Improvement #80-1. Motion by L'Allier,
second by Laska to adopt Resolution Approving Plans and
Specifications and Ordering Advertisement for Bids on
Improvement #80-1, motion carried. Copy of Resolution is
attached to and made a part of these minutes.

proposal for LAWCON funds for an amount not to exceed $400.

Due to the fact that the assessed valuation figure for 1981 payable
is not available as yet, the exact mill rate is not known at this
time. Clerk will advise council when information is available.
Under the fire protection budget, salaries of the following
were set: Fire Chief - $500. yearly; $300. yearly for 1st and
2nd Assistant Chiefs; $240. for Secretary-Treasurer. One (1)
mill will be levied for fire department personnel attending fire
calls, fire drills and maintenance work. The money will be
disbursed from the general fund quarterly, semi-annually or
annually. Chief will advise Clerk on disbursement procedure.
Motion by L'Allier, second by Murray to adopt tax levy for
1981 payable, motion carried. Attached hereto are the following

Lu Pracharappeared before council reques~ing variance to
Ordinance H15, Section 6, LOT STANDARDS (#10) for PLAT 27826-
PARCEL 1000. The split off of this parcel is approximately
one acre. Motion by L'Allier, second by Laska to grant
variance to Ordinance #15, Section 6, LOT STANDARDS (#10)
for PLAT 27826-PARCEL 1000. The reason being the split is
less than five acres and not feasible to plat, motion carried.

Pursuant to due call and notice thereof, the City Council
of the City of Centerville held a public hearing on
Improvment #80-1 in the City Hall.
The hearing was called to order at 7:25 pm. Present were:
L'Allier, Laska, Attorney Hawkins and Engineer Williams.
Arriving later were Murray and Savela.
Clerk read notice of public hearing. Engineer described
project to council and audience and summarized the three
methods of costs involved. Copy of these methods are
attached to and made a part of these minutes.
~everal members of audience; Roy Mattson, Sonny DaBruzzi,
Robert Houle and David Alley voiced their comments and
opinions on the project.
Motion by Laska, second by L'Allier to adopt Resolution
accepting Method III: Assessing and serving only the
west side of County Road #21, 587' north from corner
of Main Street and #21, at a total cost of $33,535.
@ $57.13 per front foot.
Roll call taken: Laska, aye; L'Allier, aye; Murray, nay;
Savela, nay, motion failed being tie vote.
After considerable discussion, Motion by Laska, second
by L'Allier to adopt Resolution accepting Method III,
roll call taken: Laska, aye; L'Allier, aye, Murray,
aye; Savela, aye, motion carried.
Resolution Ordering Improvement and Preparation of Plans
and Specifications was adopted by City Council. Kesolution
is attached to and made a part of these minutes.
Acting Mayor Savela added the following comment to be
part of these minutes- "The three parties involved;
Accessory Research ~ngineering, Ro-So Contracting and
Futura Homes are acting as a unit in this project and
they will not incur any costs for parties on east side
of County Koad 421 if and when they request service to
their property during duration of this project".
Clerk will check with First State Bank of Hugo on the
financing of project. Engineer Williams will have plans
and specifications for project at October 22nd meeting
of City Council.

RESOLUTION ORDERING IMPROV~MENT AND PR~PARATION OF PLANS
WHEREAS, a resolution of the City Council adopted the loth
day of September, 1980, fixed a date for a council hearing
on the proposed improvement of County Road #21 from the
corner of Main Street approximately 400' north on County
Road #21, pursuant to a petition of affected property owners.
AND WHEREAS, ten days' published notice of the hearing through
two weekly publications of the required notice was given
and the hearing was held thereon the 2nd day of October, 1980,
at which all persons desiring to be heard were given an
opportunity to be heard thereon.
NOW THEREFORE, BE IT R~SOLV~D BY T~ COUNCIL OF TH~ CITY
OF C~NTERVILLE, MINN~SOTA:
1. Such improvement is hereby ordered as proposed in the
council resolution adopted the 2nd day of October, 1980.

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednesday,
September 25, 1980 in the City Hall. Acting Mayor Savela
called the meeting to order at 8:00 pm. Present were L'Allier,
Laska and Murray, absent: Burque. Motion by ~aska, second
by L'Allier, to accept the minutes of the September lOth meeting,
motion carried.
PETITIONS AND COMPLAINTS: Leon L'Allier cited several instances
where cars were speeding on Main Street and going through the
stop sign on 20th and Main without stopping. Police Chief was
to be made aware of problem. Messrs. Louis Thill and Ted
Gonsiror, residents on Mound Trail were in audience advising
council of water drainage problem on the 5 lots of LeRoux
Addition. Walt Williams was to look at problem and report
back to council on remedy. They also voiced problem with
utility trucks driving on their property and the need for a
street light situated somewhere on the street.
Cliff Holman, Director of Special Services for Centennial
School District #12 handed out Summer Recreation Report to
council and requested the council to consider contribution to
program for 1981. This will be taken up at the city's budget
hearing.
Police Chief Myhre brought council up to date on the first
six months expenditures for the Police Department and submitted
proposed figure for 1981 police contract with Lino Lakes.
Mr. Lowell Olson of Westward Construction advised council that
basement located on Lot 2, Block 2, Peterson's Old Homestead
Addition will be moved to comply with setback requirements
of Ordinance #10 and will then line up with existing homes on
block. Discussion was held on building permit application
for Lot 1, Block 1, Peterson's Old Homestead Addition where
several problems exist. Consensus of Council was to have Walt
Williams meet with Mr. Olson on site to discuss remedy for
drainage problem on the rear of lot. If Westward Construction
builds home with 65' front yard setback, home being 24' x 38',
the rear yard setback would be only 11'. Motion by L'Allier,
second by Murray to grant variance to urdinance ~10, II
Residential, (G) Rear Yard Requirements on Lot 1, Block 1,
Peterson's old Homestead Addition, motion carried.
Jim and Jeff Gardner of Gardner-Seim Construction appeared
before council with a "twin home" print which they would like
to build on several lots in Rehbein ~states. They were advised
to appear at next P & X meeting for their consideration before
action is taken by City Council on their proposal.
Motion by Laska, second by L'Allier for the Mayor and Clerk
to enter into Joint Cooperation Agreement between Anoka County
and City of Centerville to participate in the Community
Development Block Grant Program, motion carried.
Correction on paragraph 5: The rear set back
on this lot should be 26 feet instead of 11 feet.
Correction approved at October 8, 1980 meeting of
the City Council.

Fire Chief advised Ford Tank Truck had been purchased from
Lanesboro Rural Fire Department, 1951 Ford fire truck would
be sold on Saturday, September 27th to_ the City of New Munich
and advised council inspection by the tire Marshal's office
and Centerville ~uilding Inspector had been made last week
on 7124 Progress Road.
Council aavised maintenance man to have Apitz Garage tune
up city truck before winter and purchase oil for truck.
Mr. Gerald Rehbein appeared before council requesting
issuance of building permits for Rehbein ~states. After
considerable discussion, council asked Engineer to bring
them up to date on the punchlist of items to be done in
development before approval. Motion by L'Allier, second
by Laska to allow building permits issued for Rehbein Estates
lots for the next forty (40) days at which time the ~ngineer
will advise council on completion of items in question and
council will then consider matter further.
Mr. Rehbein also stated problem he has with his sewer line
at his home on Brian Drive. The problem found was with the
city connection and Mr. Rehbein wishes to be reimbursed for
damages to his lawn. Walt Williams was instructed to advise
City by letter that in his opinion, there was back fall in the
line and $400. would be the maximum amount paid by Gity to
Mr. Rehbein to repair his damaged lawn.
Motion by Murray, second by L'Allier to adjourn, motion
carried. Meeting adjourned at 10:45 pm.

Pursuant to due call and notice thereof, the City Council of the
City of Centerville held their regular meeting on Wednesday,
September 10, 1980 in City Hall. Acting Mayor Savela called
the meeting to order at 8:00 pm. Present were: L'Allier,
Laska, Attorney Hawkins and Engineer Williams. Absent: Burque.
Motion by L'Allier, second by Laska to accept the minutes of
the August 27 meeting, motion carried.
Council acted as canvass board on the election results of
September 9, 1980.
PETITIONS AND COMPLAINTS: Mr. & Mrs. Richard Carpenter were in
attendance complaining of kids loitering in the streets, around
his buildings and the quality and quantity of police protection
in Centerville. Discussion was held on forming a committee
of volunteers to study the policing problem in Centerville.
Anyone interested in being on committee should contact Clerk.
Mr. Carpenter also voiced problem he is having with the old
storm sewer system in Centerville. Walt Williams was instructed
to meet with Carpenter about same. Mr. Carpenter advised
council he didn't think he should have to pay his quarterly
sewer utility bill on his two buildings because they have not
been rented due to the storm sewer problem. Attorney Hawkins
advised him of the Section in Ordinance #30 referring to the
utility billing and clerk will certify the delinquent amount
on his buildings to the County Auditor on October lOth if it
is not paid by that date.
Walt Williams handed out the feasibility report on Improvement
#80-1 involving sewer extension on 20th Avenue. Motion by
Laska, second by L'Allier to adopt Resolution Receiving Report
and Calling Hearing on Improvement, motion carried. Copy of
Resolution is attached to and made a part of these minutes.
Notice of Hearing is also attached to and made a part of
these minutes.
Mr. David Alley of Timber Ridge Development submitted pre-
liminary plat of Futura Village which has been recommended
for approval by the P &Z. Mr. Alley reviewed rezoning
conditions plus the three conditions recommended by p. & Z.
Motion by Laska, second by L'Allier to approve the preliminary
plat of Futura Village with the following sti~ulations: (1)
contingent on Rice Greek ~atershed approval; (2) the homes
be owner occupied; (3) approval of development contract between
City and Timber Ridge Development including the rezoning
conditions outlined in same; (4) erection of only four models
in project until final approval of project; (5) our city
engineer will do the inspecting of street construction, utilities
and sanitary sewer installation; (6) park land dedication will
be in form of $100. per lot or $4,300. paid to city at time of
final approval, motion carried. The council consensus was
Futura Homes could work with our city attorney, city engineer
and city staff in developing project and would deposit monies
into general fund to take care of their fees.

Clerk advised council of variance request approved by P & Z'
which is as follows: "Mr. Harvey Cartier appeared before
P & Z with request for variance to Ordinance #15 on PLAT
28019 - PARC~L 0120 (0130), reason being that he has already
subdivided and registered the deed. Parcel 0130 is only
75~ frontage on city street, 150' deep making the lot 11,250
square feet. Motion by Laska, second by Murray to grant
variance to Ordinance #15, Section 6, #1 (aa) (bb) (cc),
motion carried. Reason for variance being granted is that
subdivision has already been made previous to request for
variance of P & Z.
Motion by L'Allier, second by Murray to grant permission
to the Northwestern Bell Telephone Company to place, construct,
and thereafter maintain buried telephone plant on Shad
Avenue, motion carried.
Walt Williams went over the punchlist of items to be com-
pleted in Rehbein ~states and since only one half of them
have been completed, the city will not issue anymore
building permits at this time.
Motion by Murray, second by Laska to adopt Resolution
authorizing clerk to sign the State of Minnesota Federal
Surplus Property application for eligibility, motion carried.
Copy of Resolution is attached to and made a part of these
minutes.
Fire Department business: Five year contract was discussed
and attorney tlad several comments on it, personnel carrier
purchase will be transacted Thursday morning at clerk's
office, tanker truck purchase will be later in month, and
council advised Fire Chief to get more bids on the paint
job for the personnel carrier.
Council authorized Orville Hughes to check the lift stations
twice a month so he can familiarize himself with their
operation. Clerk will advise Mr. Hughes.
Motion by Laska, second by L'Allier to pay the bills,
motion carried. Copy of Receipts and Disbursements is
attached to and made a part of these minutes.

petitioning the City to extend the sewer line from the corner
of 20th Avenue and Main Street north approximately 400 feet.
Motion by Murray, second by Laska to adopt Resolution Directing
Engineer to Report whether extension of sewer line from 20th
Avenue and Main Street north 400' is feasible and the estimated
cost, motion carried. Copy of Resolution is attached to and

Clerk read letter from Engineer Williams regarding drainage
problem at 1529 ~eltier Lake Drive. Consensus of council that
City has no involvement in problem.
Drainage problem in Peterson's Old Homestead Addition was
discussed conerning the slab and catch basin on Lot 5, Block
2, Peterson's Old rtomestead Addition. Attorney advised that
Mrs. Peterson was not the developer as such and as she does
not own any property in Centerville at this time, she would
not be held liable for correction to problem. Motion by Laska,
second by L'Allier, to leave situation as it is and remedy
problem when party or parties develop the back portion adjacent
to this property, motion carried.
~ngineer brought council up to date on street improvement.
Oak Hill Sand and Gravel will be completing work to be done
and final estimate will be issued in both names of Northern
Asphalt and Oak Hill Sand and Gravel.
Mr. Gerald Grundhofer appeared before council advising he is
interested in putting up a 40 x 50 building adjacent to the
James Refrigeration property on Main Street for an off sale
liquor store. Council advised him to appear before Planning
and Zoning at their next meeting on September 2nd for
consideration of propo sal..
Mr. Dave Torkildson, Anoka County Park Director, reported on
the progress of the Chain of Lakes-Rice Creek Regional ~ark
Reserve.

Mr. Joel Holstad of Holstad Rust Associates gave brief
presentation on his recommendations to the City for energy
saving improvements. Matter will be tabled at this time
until the city is advised on the grant program results.
Clerk reported on the meeting she attended on August 25
concerning final application to be submitted on the Centerville
City Park proposal.
Fire Department Business: Short discussion on the five
year contract between Centerville and Lino Lakes. Attorney
will review contract and matter tabled until next meeting.
Purchase of personnel carrier was discussed. Motion by
L'Allier, second by Murray to make application for new
title with the State of Minnesota, motion carried. Price
of carrier will be $4,110. as is, with transfer taking place
in Clerk's office September lOth. Conditional Sales Contract
for purchase of 1969 Ford Tank truck was discussed. Attorney
advised fire department representative of wording on contract
and signatures to be obtained.
Letters from Engineer Williams concerning one year maintenance
bonds on Center Oaks and Peltier Hills Addition was discussed.
Messrs. Granger and Husnick of Peltier Hills Addition were in
attendance requesting the council to consider holding a letter
of credit for $15,000. instead of maintenance bond. Council
was in agreement with stipulation that City is given ]0 days
notice of expiration of letter.
Council instructed clerk not to issue occupancy permits on
homes until maintenance man looks at location to see whether
there is any damage to city property due to construction.
September 18th is being set for budget preparation meeting.
Clerk read letter from Building Inspector on heating permits
and inspections for the City of Centerville. Matter tabled
until next meeting.

Ordinance #10 on Wednesday, August 27, 1980 in City Hall.
Acting Mayor Savela called the hearing to order at 7:00 pm.
Present were: Laska, L'Allier and Murray. Absent: Burque.
Clerk read the notice of public hearing. Acting Mayor Savela
gave brief summary of why public hearing is being called.
The following amendment to Ordinance #10 was introduced
to the council: SECTION I - II RESIDENTIAL (e) - FRONT
YARD R~QUIR~M~NTS: Each lot or tract of land in the
residential district shall have a front yard setback of not
less than 50' as measured from the travelled portion of
the roadway except on property abutting County State Highways
numbered #14 and #21, the front yard setback shall not be less
than 69 feet.
Motion by L'Allier, second by Laska to adopt the above
amendment to Ordinance #10, motion carried.
Discussion on Section 1- IV BUILDING SIZ~ AND LOCATION (p)
which states: In computing yard dimensions, measurements
shall be taken from the nearest point of the building, or
the nearest point of an enclosed pa~tion of the building to
the street or lot line. In any residential district where
25% or more of the lots in any block located in the same
district, exclusive of the frontage along the side of a
corner lot, have been improved with buildings at the time
of the passage of this resolution, which buildings are of a
character permitted in said districts, and the front yard
on such lots vary in depth to an extent not greater than
ten feet, then the required front yard depth for such
district shall be disregarded in such block and in lieu
thereof, the front yard required on each lot in said block
shall be of a depth of the front yard on the lots on which
are located such existing buildings.
Clerk was advised to inform Westward Construction in Forest
Lake and Building Inspector of same and request Building
Inspector to red tag the existing basement on Lot 2, Block 2,
Peterson's Old Homestead Addition.

Mr. Gary Dowd of 1529 Peltier Lake Drive was in attendance
advising council of drainage problem occuring on his property.
Bngineer is to look at problem and discussed at next meeting.
Mr. Roy Mattson of Accessory Research Engineering appeared
before council with site plan on the property located off
of Main Street on 20th Avenue.
Mel Dupre, Centerville representative on the Park Board
gave a report on the Chain of Lakes ~ark Reserve. Mr. Torkildson
will be a next meeting to give further report on same.
Energy audit report was looked at by council and questions
came up on the report which only Mr. Holstad. could answer
so clerk was instructed to request his presence at next meeting.
Mr. Krieger of Oak Hill Sand and Gravel was in attendance
advising Council that if Northern Asphalt does not complete
work on street project, they will do the seeding that has
to be done and requested the city to pay him direct. Clerk
advised council attorney is writing letter to Northern Asphalt
advising him of retaining another contractor since Northern
has not finished the job.
The drainage problem in Peterson's Old Homestead Addition
was discussed and ~ngineer is to get estimate for council
to consider in taking care of the problem.
Motion by Murray, second by Savela for clerk not to issue
any building permits until Council members or P & Z Board
has looked at site, motion carried.
Clerk advised council of appearance of Royce ArVidson before
P & Z on August 5, 1980 requesting a lot split of PLAT 27851
PARC~L 2J20. P & Z had recommended approval of variance
for lot split. Split would be one lot 9J.J3 x 125.17 and
other lot 194 x 100. Motion by L'Allier, second by Savela
to grant variance to Ordinance #15, Section 6, (10), because
it is not feasible to plat parcel, motion carried.

Clerk advised council that bill is still pending for Barton
Aschmann, City Planner in the amount of $2,813.05. This is
an amount over the fee approved for preparation of the City
Plan. Clerk advised there are discretionary funds available
through Metropolitan Council for communities like ourselves
that have gone over the contract fee. She will prepare
application and present at next council meeting.
Fire Department Chief advised council they will dispose
of diseased elm tree on City property for $250.
Representative of the Anoka County Community Action ~rogram
presented council with the program available for weatherization
of homes that can be applied for by low-income families in
our community.
Fire Department Chief presented council with several items
for consideration:
1. Reconditioning of Studebaker Fire Truck. Motion by
Savela, second by Murray to have engine and pump overhauled
not to exceed $1,644, motion carried.
2. Purchase of 1969 Dodge personnel vehicle. Motion by
L'Allier, second by Murray to purchase vehicle with all
repairs done for $4,250, motion carried.
3. Fire Department would like no parking allowed on one
side of the 24' wide streets in Centerville. Council will
consider.
4. Fire Department stated they would like the fire hall
referendum submitted to voters on November 4 election day.
5. Proposed fire contract for five year period was handed
out to council. Will be discussed at August 27th meeting.
Mayor Burque advised council Shoreview has a generator
that Centerville can use in case of a power outage.
Clerk is instructed to call DNR to see if they have
restrictions on power boats on Lakes in Centerville.
Floyd Kruger gave report of park committee meeting. Clerk
advised council she is going to meeting on Monday, August
25 for instructions in filling out final application for
park and recreation grant.
Grading permit for Joe LaCasse, Jr., will be issued by clerk.
Motion by Laska, second by L'Allier to pay bills, motion
carried. Copy of receipts and disbursements is attached to
and made a part of these minutes.

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on
Wednesday, July 23, 1980 in City Hall. Mayor Burque called
the meeting to order at 8:00 pm. Present were: L'Allier,
Laska, Murray and Savela.
Motion by L'Allier, second by Laska to accept the minutes
of the July 9th meeting, motion carried.
PETITIONS AND COMPLAINTS: Discussion on the foundation that
has been put in on Lot 2, Block 2, Peterson's Old Homestead
Addition. Motion by L'Allier, second by Murray to withhold
building permits on Lot 1, Block 1 and Lot 2, Block 2,
Peterson's Old Homestead Addition until the matter of the
foundation on Lot 2, Block 2 is settled, motion carried.
Several complaints on dogs barking during the night, flushing
of plastic down the sewer, foul language on the tennis courts
and children out on the city streets after curfew. Clerk
instructed to send informational letter to all residents
informing them of the above, copy of same will be attached
to these minutes.
The Comprehensive City Plan of Lino Lakes was discussed.
All members of the council have reviewed the plan and find
no changes or suggestions to the plan at this time. Clerk
will inform the City of Lino Lakes of same.
Drainage problem in Peterson's Old Homestead Addition and
cleaning ditch on west side of Mill Road was discussed.
Consensus of council is to put temporary fence around manhole
on east side of Mill Road until problem can be taken care of
and not to clean the ditch on the west side of Mill Road
until the culvert gets filled up more than it is at the
present time and presents a problem.
Engineer advised council on standard street light requirements
as outlined by NSP. Discussion on placing street light at
the end of Peltier Lake Drive adjacent to the tee in order to
light the area of 1693 Peltier Lake Drive. Clerk will check
on whether there is an existing pole at the site and find
out the cost from NSP for installing a light.
Jerry Sundberg was in attendance advising council on the
status of the tanker truck the Fire Department is interested
in purchasing from the City of Lanesboro. Motion by Savela,
second by Murray to instruct Fire Department to purchase
the 1800 gallon tanker truck at a price of $8,000. - $4,000.
to be paid on delivery, $4,000. in 1981, motion carried.
City of Lanesboro will draw up purchase agreement on same
and reviewed by City Attorney before purchasing.
Gary Savela was named Acting Mayor in Mr. Burque's absence.

Discussion on amendment to Ordinance #2J, which sets salaries
for Mayor and Council members. Motion by L'Allier to raise
Mayor salary to $150. a month effective January 1, 1981,
withdrew motion. Motion by Laska to raise ~layor salary to
$125. a month effective January 1, 1981, motion died for
lack of a second. Motion by Laska, second by Savela to
increase Mayor salary to $150. a month, effective January
1, 1981, Murray, nay; Savela, nay; L'Allier, aye; Laska,
aye, Burque, aye, motion carried. Motion by L'Allier ,
second by Laska to increase the council members salary to
$50. a month, motion carried. Copy of Ordinance #23 is
attached to and made a paEt of these minutes.
Motion by Laska, second by Murray to adopt Resolution setting
date for primary election and the persons who will be
election judges, motion carried. Resolution is attached to
and made a part of these minutes.
Clerk read quote from Nieman Roofing on the re-roofing of
the City garage. Clerk is to get another quote before
decision is made.
Discussion of street lights in the ~ehbein Estates project
was discussed. Consensus of council is to have developer
install and pay for the three lights recommended by ~ngineer
for the project. Clerk will advise developer of same.
Discussion on the Chain of Lakes Park rteserve was held.
Clerk is to request Mr. forkildson~ Park Director to attend
next meeting on August 13 to bring the oouncil up to date
on the park project, especially the proposed park rQadways~'

INFORMATION LETTER
TO ALL RESIDENTS OF CENTERVILLE:
1. Several complaints have been received at the City Hall office
concerning dogs. The main complaint seems to be dogs barking at
night creating a nuisance. SECTION III of Ordinance #2~ states:
"No person shall keep or allow to be kept any dog, cat, or other
animal which shall by any noise, disturb the peace and quiet of any
other person. No person shall keep within the City limits a dog or
cat, or other animals which habitually barks or cries for extended
or unreasonable periods of time, and any such animal which damages
plantings or structures, or deposits fecal matter on private property
of others, after the person owning or harboring the animal has been
notified of such acts as herein provided is hereby declared to be
a nuisance. Any person aggrieved by an animal nuisance may make a
written complaint to the Police Department, or such other persons
designated by the Mayor, stating the acts complained of, the name
and address of the owner of the animal, and the name and address
of the person making the complaint. The Police Department shall
then promptly notify the person owning or keeping the animal and
shall order the nuisance abated within 5 days. If such animal
nuisance is not abated within that time, a charge may be made
against the owner or keeper of the animal and any person found to
have violated the provisions of this section shall be guilty of
a misdemeanor."
Section IV of Ordinance #24 states that every dog in the City over
six months shall be licensed. Please license your dog if it has
no t be8n done.
2. The C1ty maintenance man reports of plastic material being
flushed down the sewer. Under Section 13 of Ordinance #30, materials
of this type are prohibited from being discharged into the City sewer.
3. Parents are advised that the City has a curfew Ordinance #3
which states that any person under the age of 14 years shall not
be present on city streets or park areas between the hours of
9:)0 PM and 5:00 AM of the following day unless acoompanied by a
parent or guardian. As of this date, this curfew ordinance will
be enforced by our Police Department.
4. Children have been seen on the City tennis courts causing damage
to courts and using foul language in the presence of several adults.
If this continues, the City will close the tennis courts for the

the June 25th meeting, motion carried.
PETITIONS AND COMPLAINTS: Complaints voiced on (1) basement
being due on Mill Road; (2) ticket issued to Rolla Burgoon and
(J) street light moved from in front of 1687 Peltier Lake Drive
to intersection of Centerville Road and Peltier Lake Drive.
No action taken on the problem of drainage in back of Peterson's
Old Homestead Addition and cleaning of ditch on west side of
Mill Road because parties involved were not in attendance and
matter tabled until next meeting.
Parking lot by church is now being used as city parking lot for
commuters.
Al L'Allier was in attendance and will not cut weeds on city
right of way until street contractor levels the areas involved.
Street Restoration project was discussed. Engineer Williams was
instructed to inform Northern Asphalt by letter that if our project
is not completed by August 1st of this year the city will hire
another contractor to finish project and deduct amount from
Northern's final estimate.
Council informed that city sewer lines have been flushed out.
Discussion on structures in the city right of way, matter tabled
until next meeting.
Roy ~lattson of Accessory Research Bngineering appeared before
Council asking for acceptance to his proposal of a building to
be erected on 20th Avenue off of Main Street for for making
aircraft instruments, motorcycle accessories and hospital supplies.
He will be appearing at next council meeting with results of soil
borings and requesting the council to have the ~ngineer do a
feasibility study on extending the sewer line to include this
property.
Motion by L'Allier, seaond by Laska to appoint Charles Dauman
to the Planning and Zoning Board to fill vacancy, motion carried.
Request from audience to ask County to place a pedestrian crossing
from Peltier Lake across County Road if14 to the Pavillion/Centerville
Lake side.

them the Fire Department has tentative quote from Lester's
of Lester Prairie on a steel building with floor and also
insulated for $35,000. Fire Department also would like the
council to consider purchasing an 1800 gallon tanker truck
from the City of Lanesboro for $8,000. Both matters will
be discussed further at next council meeting.

Motion by Savela, second by Laska to accept the minutes of
the June 11th meeting, motion carried.
Clerk administered the oath of office to Ray Murray, filling
term of council member expiring December 31, 1980.
PETITIONS AND COMPLAINTS: storage building on property located
between 1976 and 1981 Main Street is very unsightly.
Rehbein~ grading permit was discussed and tabled until next
meeting. Street lighting in Rehbein Estates was also discussed.
Drainage problem in Peterson's Old Homestead Addition was
discussed. The following corrections should be made:
1. A concrete slab and beehive catch basin should be installed
on the existing manhole in the backyard of Lot 5, Block 2.
Also, a stub should be extended +10' -0" north out of this man-
hole to drain the retention pond.
2. The proposed retention pond should be excavated to an
elevation of +1'-0" above the bottom of the existing pipe.
3. The rough grading of Lots 1 and 2, Block 2 and Lots 1,
Block 1 should be completed.
4. The owner should spread ]" of topsoil and seed the ditch
along the back lot lines of Peterson's Old Homestead Addition,
the retention pond, the rough graded lots and the ditch in

Also, the water and mud sits in these manholes because the
ditch west of Mill Road has filled in over the years. Consensus
of council is to request appearance of Mrs. Peterson at next
meeting on July 9 in order to remedy portion of the above
problem and request W & G Rehbein bros. to look at ditch
west of Mill Road for estimate and procedure in cleaning ditch.
Discussion held on Estimate #6 from Northern Asphalt. Complaints
from council and audience were heard on the street project.
Motion by L'Allier, second by Savela to withhold payment of
~stimate #6 at this time until corrections are made to the
satisfaction of ~ngineer and people, motion carried.
Mrs. Marita Haberman, Centerville representative on the District
Memorial Hospital Board gave brief background presentation
on the Hospital activities and also submitted her resignation
as Board member as of June 2], 1980 as she has accepted position
with the Hospital. Mrs. Haberman recommended Mrs. Jill Kelly
of 7258 Mill Road to fill her vacancy on the Board which
expires December 31, 1980. Motion by Savela, second by Laska
to appoint Mrs. Jill Kelly Centerville representative on the
District Memorial Hospital Board for the balance of the term
expiring December 31, 1980, motion carried.

Dear Mr. Weaver:
The City of Centerville is requesting a six month extension on
the submission of their Comprehensive City Plan. ~nclosed is
a Resolution adopted by the Council on June 25, 1980. We are
requesting the extension for the following reasons:
(1) The City has completed the draft comprehensive plan
including all items covered in Appendix B of the Local
Planning Grant application. Also we have had a public
hearing on the proposed plan for the citizens of Centerville.
Following the public hearing, the Planning Commission adopted
the plan and the City Council considered and accepted the
plan, but did not yet formally adopt the plan. The plan
has since been transmitted to the School District, Anoka
County and the City of Lino Lakes (the only adjacent community
for the required six month review).
(2) In order to thoroughly understand, address and resolve
all of the important elements of the Comprehensive Plan,
more meetings were required than originally scheduled.
These meetings were scheduled during monthly Planning
Commission meetings and therefore added a few months to
the planning schedule.
(3)The City has already transmitted draft plans to the
School District, Anoka County and adjacent community. Upon
receipt of their review comments or within six months of
the transmittal date, the City will submit the plan to the
Metropolitan Council for their review.

Pursuant to due call and notice thereof, the City Council of the
City of Centerville held their regular meeting on Wednesday,
June 11, 1980 in the City Hall. Acting Mayor Burque called the
meeting to order at 8:00 pm. Present were L'Allier, Laska,
Savela, ~ngineer Williams and Attorney Hawkins.
Moti_on by Savela, second by L' Allier to accept the minutes of
the May 24th meeting, motion carried.
Several names were voiced for appointment of lV1ayor for the balance
of 1980; L'Allier, Frank Zimny, Gary Savela, Francis Durque and
Dan Skoog. Motion by L'Allier to appoint Dan Skoog as Mayor
for the balance of 1980, motion died for lack of second.
Mrs. Lynda Hentges presented views on the petition submitted
previously concerning the fire arms ordinance. Several members
of the audience also voiced their opinions. Motion by Laska,
second by L'Allier not to change or amend Ordinance #5, FIR~ ARMS
ORDINANC~, Savela abstaining, motion carried.
No discussion on parking lot location or report from committee on
garage improvement.
Clerk advised Council Gerald Rehbein has not come into the office
with bond required on the grading permit he requested. Council
consensus to call building inspector to red tag project until bond
has been acquired by City.
Messrs. Dan Skoog and Lew Hendricks' attorney presented case on
why they should not have to move their fences off the city right
of way onto their property line. Motion by Savela, second by
L'Allier to withdraw letters to Messrs. ~koog and Hendricks of
May 15, 1980 in order for P & Z to review changes in the city's
ordinance and make recommendation to the council on this matter,
motion carried.
Acting lY1ayor Burque reported on his meeting wi th the St. Paul
Water Department concerning proposed park to be maintained by
Berg home on Main Street.
Motion by Savela, second by Laska to purchase plastic sprayer
for city use, motion carried.
Discussion held on the work that our CiTA employee can do during
the summer.
Two easements that are required in the Center Oaks plat were
discussed. Motion by L'Allier, second by Laska to approve
easements on the following lots: Lot 1, Block 3 and Lot 19,
Block 2 and the setback requirement will be 45' instead of )0' ,
motion carried. Clerk will make note of setback requirements
on the plat.
Motion by L'Allier, second by Laska to issue ).2 Beer permit to
the St, Genevieve's Church for their annual picnic on Sunday,
August 17, 1980, motion carried. Clerk is to inform Msgr. Lally
that cars should not be parked in front of the City Hall blocking
the apron for the fire trucks.

Charlie Gross of 1581 Peltier Lake Drive inquired about the City
putting up a fence or barrier on the County Road in front of the
Pavillion on Main Street. Matter will be looked into and put on
future agenda.
Leon L'Allier requested Clerk to ask Lino Lakes POlice Department
to set up radar on Mill Road due to the cars travelling over the
speed limit.
Motion by L'Allier, second by Laska to have maintenance man check
the two lift stations daily, motion carried.
Motion by Savela, second by L'Allier for the city to accept the
revised purchase agreement between the City and LaMotte Trustees
on the property to be developed as a City Park and authorize the
Mayor and Clerk to enter into the agreement on behalf of the City
with the LaMotte representatives, motion carried.
Clerk was instructed to place notice on outside bulletin board
requesting residents who have problems due to street restoration
project to contact herself or the City ~ngineer by June 27.
Culvert problem on Peterson's Old Homestead Addition was discussed.
Copy of June 9 letter from Walt Williams is on file with the Clerk.
Further discussion on this will be held at the June 25 meeting
after Councilman Savela contacts Ray Murray and John brinkman
about the ditch problem and clerk requests Gene Wegleitner to
attend June 25th meeting on same.
Request for barrier/reflector to be placed at the end of Goiffon
Street on Heritage was made by resident. Matter will be taken
care of as soon as possible.
Motion by Savela, second by L'Allier to pay the acting Mayor
Burque $100. a month and request that he hold the position
until December J1, 1980 and that Mr. Burque's seat on the council
be filled at this time, motion carried.
Names submitted for council seat expiring December 31, 1980 were:
Prank Zimny, Ray Murray, Charlie Cross and Lew Hendricks. Motion
by Savela, second by L'Allier to appoint Ray Murray to fill the
council seat for the balance of the term and adopt the following
Resolution, motion carried.

Pursuant to due call and notice thereof, the City Council
of the City of Centerville held their regular meeting on
Wednesday, May 28, 1980 in City Hall. Acting Mayor nurque
called the meeting to order at 8:00 pm. Present were
Laska, L'Allier and Savela.
Gary Savela made a motion to accept the minutes of the
May 14 meeting, Floyd Laska seconded it, motion carried.
Acting Mayor Burque asked the council for names of persons
to be considered for the appointment of Mayor to fill the
unexpired term of office. Leon L'Allier's name was submitted
and L'Allier wanted time to consider it. Acting Mayor burque
asked the audience for names to be considered. Sue Hendricks' name
was submitted. Matter was tabled until next meeting.
PETITIONS AND COMPLAINTS: Complaints were noted on the
policing in the Gity; speeders on Mill Road and party dumping
debris on City property.
Councilmen Savela and L'Allier reported on their survey of
the fence problem on Peltier Lake Drive. Council instructed
Harvey Cartier to go around City and see if there are any
other obstructions in the city right-of-way.
The petition concerning the fire arms ordinance was discussed.
Chief Myhre and Game Warden Mike Thesing were in attendance
to answer questions from the council and audience. Floyd
Laska made a motion not to change fire arms ordinance in any
way, motion died for lack of second. Clerk was to request
copy of Lino Lakes ordinance on fire arms and matter would be
put on the June 11th agenda.
Motion by L'Allier, second by Savela to have a plaque made
up for Walter Prachar for his years of service as Mayor of
Centerville, motion carried.
Clerk was instructed to issue a 3.2 beer permtt for the Marvin
Softball Tournament to be held on the 28 and 29 of June at the
Twin Lakes Ballfield and hours of selling beer would be 8:00 AM
to 8:00 PM on the 28th and 12:00 Noon to 8:00 PM on the 29th.

of Centerville held their regular meeting on Wednesday,
May 14, 1980 in City Hall. Mayor Prachar called the
meeting to order at 8:00 pm. Present were: Burque, L'Allier,
Laska and Savela. Also present Attorney Hawkins and Engineer
Williams. Minutes of meetings held on April 2J and May 8 were
approved.
P~TITIONS AND COMPLAINTS: (1) Complaint voiced against
Lake Sanitation; (2) inlet to the culvert in back of ~eter-
son's Old Homestead Addition; (J) sodding done on resident
property in connection with street project; (4) persons riding
horses on city streets.
Grading permit for Gerald Rehbein was discussed. Several
items concerning permit were discussed which Attorney will
check. Motion by L'Allier, second by Savela to grant grading
permit to Rehbein for ]0 days pending receipt of bond or
letter of credit for $20,000 and matter being brought up
at June 11th meeting, motion carried.
Discussion was held on the fences that are on the City right-
of-way on Peltier Lake Drive. Motion by L'Allier, second by
Burque for the clerk to inform the two residents that have
fences on the city right-of-way to remove them and advise
them the City does not allow encroachments on their right-of-
way, motion carried.
The drainage ditch in the Center Oaks project that needs
attention was discussed and engineer advised council that
problem with ditch will be taken care of in the next two weeks.
The city parking lot for commuters was discussed and no
decision reached.
Clerk advised council of softball tournament to be held
at the pavillion ballfield on the 31st of May and 1st of
June. Motion by Savela, second by Burque to issue perffiit
for the Klondike Softball Tournament to be held on the above
dates with the selling of 3.2 Beer on Saturday the 31st from
8:00 AM to 8:00 PM and on Sunday, the 1st from 12:00 Noon
to 8:00 PM, motion carried.
Request from the Anoka County Historical Society was turned down.
Fire Chief appeared before Council asking if the City wants
the Fire Department to continue operating under present
conditions. The Chief stated they would like the City garage
improved so they could house two trucks. A committee ..of
Burque, Savela and Sundberg are to look into matter. Chief
also stated the Ford is not in very good shape and department
is considering purchasing a tanker for their use and members
are also interested in receiving compensation for their
services to be considered at budget preparation time.

parking on street, horse riders on Mound Trail.
Audit proposal was discussed. Motion by L'Allier, second by
Laska to accept quote from George M. Hansen Company to do the
1979 audit of the City books, motion carried.
Resurfacing of the parking lot was discussed. Walt Williams
was instructed to advise Oak Hill Sand and Gravel to restore
the 20 feet of church property adjacent to the parking lot
back to its original state and the parking lot will be moved
to another location. Matter to be discussed at next meeting.
Council consensus was not to contribute to the Circle-Lex
Poppy Drive.
Gerald Rehbein appeared before council for discussion of
issuance of grading permit for area outside of Rehbein ~states
Plat. Motion by L'Allier, second by Burque to issue grading
permit to Gerald Rehbein pending engineer review and approval,
motion carried.
Letter from Northern Asphalt Construction was discussed. The
contractor is requesting funds to be paid him before the
project is finished. Council consensus was to wait for project
finalization before any funds are disbursed.
Clerk is to advise Dean Olson, 1688 Sorel Street to stop
dumping used oil on the city property.
Mrs. David Waugaman appeared before council with question
on drainage ditch completion in the Center Oaks project. Walt
Williams will look into matter and advise clerk on matter.
Mr. Larry Koch appeared before council with request to place
fence on the city right of way in front of his home at 1626
Peltier Lake Drive. Motion by Savela, second by Laska to
table matter until next meeting, motion carried.

Jerry Sundberg appeared before council and reported on the
inspection done on fuesday, April 15, 1980 of 7124 ~rogress
Road. Inspection team consisted of State Pire Marshal, Building
Inspector, Fire Chief and representative of the Anoka County
Health Department. Consensus of inspection team is to condemn
building and clerk is to contact city attorney concerning this
recommendation and inquire what steps the City should be
taking at this time on the matter.
Clerk is to contact Joel Holstad and Associates to inquire
about our energy audit.

Pursuant to due call and notice thereof, the City Council
of the City of Centerville held their regular meeting on
Wednesday, April 9, 1980 in City Hall. Mayor Prachar
called the meeting to order at 7:00 pm. Present were:
Burque, L'Allier, Laska and Savela.
Motion by Savela, second by Laska to accept the minutes
of the March 26th meeting with the following correction:
Paragraph 5 - "Motion by L'Allier, second by Savela to
purchase the 10 acre piece of property at $2,000. per
acre; large pile of dirt on land for $700. and split
the survey cost of approximately $660", motion carried.
PETITIONS AND COMPLAINTS: Mayor brought the council
up to date on meeting with Messrs. Emerick, Williams
and Krieger on the street restoration project.
Discussion was held on position of mail boxes on resident
property. Motion by Burque, second by Laska to serve
notice on property owners that mail boxes should be
positioned on their property in proper place so that
mailman will not have to drive over curb to deliver mail,
motion carried.
Discussion held on persons who attend functions at St.
Genevieve's Church and do not observe "No Parking Between
Signs" on Sorel Street. Curb between signs will be painted
yellow as soon as possible and clerk will advise Monsignor
Lally about this problem and request him to inform members
of the church of same.
Audit proposals were presented. Motion by Burque, second
by Savela to table matter until next meeting in order for
Clerk to request additional information from the two firms
concerning modified accrual basis accounting, motion carried.
Jerry Sundberg appearea before council and presented print
of proposed fire hall addition to be used as plan for the
informational meeting on the 17th of April.
Leon L'Allier reported on the Park & Recreation Committee
meeting held on the 7th of April concerning the five-year
development plan for the park area which will be a part
of the grant application being drawn up by Mr. Rosefelt
of the Minnesota Project.
Motion by Burque, second by Laska to adopt Resolution
Appointing Election Judges for the ~pecial ~lection to be
held on Tuesday, April 22, motion carried. Copy of Resolution

Day in Centerville. Property owners are hereby notified
that Boy Scouts, Cub Scouts and vVebelos will be cleaning
up debris in City on this date and they should assist
by cleaning up their own property in order to make the
day successful.
Mr. Bill LaLonde appeared before council with reference
to his letter of February 7, 1980 concerning items he
wanted remedied.
f./lr. Bob LaMotte appeared before council for discussion
with attorney and council on the 10 acre parcel the .City
is acquiring from Mrs. LaMotte. The street restoration
assessment was discussed which is under a Green Acre
deferment. Mrs. LaMotte will bring the assessment up to
date as part of the purchase agreement and it will then be
assumed by the City. Attorney Hawkins will draw up the
purchase agreement for (1) $20,000. for 10 acre parcel;
(2) $7,000. down payment; (3) split cost of survey and
abstract search. Purchase will be made on a contract for
deed at 10% interest for 5 years with balance in equal
payments payable August 1st of each year. A pre-payment
clause will also be included in contract.
Police Chief appeared before council for discussion on
enforcing our curfew and loitering ordinances in the City.
Motion by L'Allier, second by Burque, to pay disbursements
according to sheet attached, motion carried.
Motion by Burque, second by Laska to adjourn, motion carried.

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednesday,
March 26, 1980 in the City Hall. Mayor Prachar called the meeting
to order at 7:00 pm. Present were: Burque, L'Allier, Laska and
Savela. nngineer Walt Williams was also present.
Leon L'Allier made a motion to accept the minutes of the March
12 meeting, Floyd Laska seconded it, motion carried.
Discussion was held on the condition of city streets. Floyd
Laska was to check on material from Lino Lakes ~n fill for the
chuck holes.
Discussion was held on the resurfacing of the city parking lot.
The Council was agreeable to Plan "A" submitted by the Engineer.
Plan "A" calls for five inches Class 2 and two inches asphalt.
Council will seek additional cost of surfacing from firm in
Lino Lakes and Northern Blacktopping. Mayor Prachar will
approach Father Lally to see if the church would be agreeable
to pick up one-third of the cost and the city would pick up
the remaining two-thirds.
Discussion was held on the proposed purchase of the ten acres
of land from 1V1rs. LaMotte for the city park. Mrs. LaMotte was
represented by three members of her family. After considerable
discussion, a purchase arrangement was agreed upon as follows:
Land at $2,000. per acre; large pile of dirt on land for $700.
and split the survey cost of approximately $660. Motion by
Leon L'Allier, second by Gary Savela to purchase the property
at $2,000. per acre, splitting the survey cost with LaMotte
family, purchase the dirt pile for $700. The City will make
$7,000. down payment and the balance to be paid in five yearly
payments. The interest rate is open and subject to the rate
established by state law currently in the legislature. City
has option to payoff the balance earlier, if desirable. The
City will split the cost of searching the abstract with the
LaMotte family, motion carried.
Discussion of surveying this property was held. Motion by
Burque, second by Laska to survey the property purchased by
City from LaMotte family and to have a topographical map drawn
up, motion carried.
Mayor Prachar brought up the possibility of pursuing a state
or federal grant for the park property and the development of
same. Request was made of the Parks and Recreation Committee
to formulate a five year plan for the City by the next council
meeting on April 9th. Members of the committee in attendance
advised this will be done.

Fire Chief Sundberg presented the new fire hall addition
proposals. After a lengthy discussion, a motion was made by
L'Allier and second by Burque that the clerk arrange for
publication of notices for a referendum to expend $60,000.
for a new fire hall addition. An additional $15,000. will be
used from the Fire Department ~quipment Purchase Fund, making
a total of $75,000. available for new hall construction. Roll
call was taken on motion; Savela, Burque, Laska, L'Allier, aye;
Prachar, nay.
Motion by L'Allier to adopt R~SOLUTION CALLING ~L~CTION,
second by Burque, motion carried. Resolution is attached to
and made a part of these minutes.
An informational meeting will be held on April 17, 1980 at
7:00 pm in the City Hall for fire department members to present
their position concerning this proposal to the citizens.
City Council requests the clerk to send a letter to the City
Administrator and Council of Lino Lakes advising them of infor-
mational meeting and request their presence at same.
Motion by Savela, second by L'Allier to adjourn meeting, motion
carried. Meeting adjourned at 10:50 PM.

BE IT RESODTRD by the City Council of the City of Centerville,
Minnesota, as follows:
1. It is hereby determined to issue general obligation bonds
for the purpose of providing money for a new fire hall addition.
2. The amount proposed to be borrowed shall not exceed $60,000.
3. The proposal to issue such bonds shall be submitted to the
voters of the city at a special election to be held on Tuesday,
April 22, 1980. Polling Place and judges shall be the same
as the last general election. The polls shall be opened at
7:00 AM and shall close at 8:00 PM.
4. The city clerk shall give notice of election as required
by law by two week's published notice in the official news-
paper and posting in three public places in the city at least

cussed. The MWCC advised the City that the monthly sewer
service charge will increase to $1,263. a month. This
will make the total for the year $14,014.76 instead of
$10,591.08.
The agreement submitted by Holstad & Associates in relation
to a energy mini-audit to be done on the City's buildings
was discussed. Floyd Daska made a motion to authorize the
~ayor to enter into an agreement with Holstad & Associates,
Fran Burque seconded it, motion carried.
Discussion was held on resurfacing the city parking lot
in the spring. Clerk will request City ~ngineer to come
up with dimensions to resurface and quote for same. Mayor
will speak to Father Lally concerning financial assistance
on the cost. Matter will be discussed at March 26th meeting.
Quote on 1979 audit was discussed from Anfinson, Hendrick-
son and Company. Clerk was to get another quote and present
at April 9th meeting.
The 1980 Tree Inspection Contract with Outdoor Research
and Development was discussed. Leon L'Allier made a motion
to enter into a contract with Outdoor Research & Development
for the year 1980 in the amount of $1,100.00, Gary 0avela
seconded it, motion carried.
The agreement with Lake Sanitation for refuse hauling in
the City of Centerville was discussed. Fran Burque made
a motion to approve agreement with Lake Sanitation for a
five year period, Floyd Laska seconded it, motion carried.
Floyd Kruger appeared before council with Park Committee
report. The report is attached to and made a part of these
minutes. Consensus of council was to offer Mrs. LaMotte
$2,000. an acre for the ten acre piece the City is interested
in and ask for a reply by April 9th.
Mayor informed council of public hearing to be held on Tues-
day, April 1st on the City Comprehensive Plan. This would
be joint meeting between Planning and Zoning and City Council.
Jerry Sundberg appeared before council with discussion on the
fire hall addition to the City garage. Jerry is submitting
plans of addition to three contractors for quote and will
report at the next meeting.

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednes-
day, February 27, 1980 in the City Hall. Mayor ~rachar called
the meeting to order at 7:00 pm. Present were: Burque,
L'Allier and Laska. Absent: Savela.
Fran Burque made a motion to accept the minutes of the
February 13th meeting, Leon L'Allier seconded it, motion
carried.
Clerk brought the council up to date on the situation at
7124 Progress Road. She is to request an inspection of the
inside of the building from the State ~ire Marshal; will
report at next meeting.
Mr. Harry Rosefelt from the Minnesota Project appeared before
council giving background of the Project. He explained the
funding available through the Farmers Horne Administration
for the fire department project and also funding that will
be available through the Minnesota Planning Agency grant
program for our park acquisition.
Presentation was made on the Overall Plan for Effective
Firefighting Services by the Improvements Planning Committee
of the Pire Department. Consensus of Council is to present
Summary of plan to City Administrator in Lino Lakes for his
consideration beffore presenting it to the Lino Lakes City
Council.
Discussion was held on the proposed fire hall addition.
Several items were in question and the matter was tabled
until the next meeting.
Floyd Laska made a motion to adjourn, Leon L'Allier seconded
it, motion carried. Meeting adjourned at 9:40 pm.

Pursuant to due call and notice thereof, the City Council of
the City of Centerville held their regular meeting on Wednesday
February 13, 1980 in City Hall. Mayor Prachar called the meeting
to order at 7:00 pm. Present were: Burque, L'Allier, Laska and
Savela.
Fran Burque made a motion to accept the minutes of the January
23, 1980 meeting, Floyd Laska seconded it, motion carried.
Gary Savela made a motion to approve the application from
Northwestern Bell Telephone to construct, and thereafter
maintain buried telephone plant on Peltier Lake Drive, Center-
ville Road and Peltier Drive, Leon L'Allier seconded it, motion
carried. Clerk will send a copy of application to City Engineer
for his comments.
Mayor read letter from William LaLonde, 1687 Westview Street,
on items he thinks are city responsibilities. Clerk is to
reply and advise Mr. LaLonde to appear before council if he is
not satisfied with reply.
Mr. & Mrs. Ayde of Lake Sanitation and their attorney appeared
before council advising they are preparing a contract for the
city's acceptance. Contract should be received by next meeting
for review.
Mr. Joel Holstad of Holstad and Associates appeared before
council explaining the mini and maxi audit inspections and
the cost involved. Council consensus was to have Holstad and
Associates submit a proposal.
Clerk advised council of situation at 7124 Progress Road
with reference to debris in yard and the special use permits
which have not been picked up as of this date on the two cars
housed on the property.
Gary Savela made a motion to appoint the following people to
the Park & Recreation Committee: Jerry Determan, Marcel Rivard,
Floyd Kruger, Don Fitch and Larry Koch, Fran Burque seconded
it, motion carried.
Variance request of Neil Petrowske of 7105 20th Avenue was
presented to council. Request is for adding a 17 x 100 foot
addition to PLAT 27823, PARC~L 0060. P & Z has recommended
granting variance. Gary Savela made a motion to grant variance
for above on Ordinance #15, Section 6, Lot Standards (10),
Floyd Laska seconded, motion carried with Leon L'Allier voting
nay. Reason for variance being to bring PARC~L 0060 dimensions
to 15,000 square feet.
Clerk is to request an appearance from a representative of the
Minnesota Project at our next meeting.
Gary made a motion to pay bills, according to sheet attached,
Floyd Laska seconded it, motion carried.
Gary made a motion to adjourn meeting, Leon L'Allier seconded
it, motion carried. Meeting adjourned at 9:50 pm.
