Bonestroo Honorable Mayor and City Council City of Centerville, Minnesota 1880 Main Street Centerville, MN 55038-9794 , \)\ \~. \p 1i\ \I [\ ~ \~'J' \j \ ; ;\X, , Re: 2009 Street and Utility Improvements Project Public Open House Feedback Bonestroo File No.: 000616-07158-0 Dear Mayor and Council: The purpose of this letter is to outline the main issues voiced at the February 21, 2008 public open house and possible steps the council could take to continue working with the public to reach a consensus on the appropriate scope for the proposed 2009 Street and Utility Improvement Project. The public open house began at 6:00 p.m. with a short presentation at 7:00. Following the presentation a question and answer formatted discussion began. The following is our summary of the major discussion topics from the meeting: Q: Can't this projed wait? This is generally a bad time for burdensome assessments due to current economic conditions. A: If the council is committed to providing water to all its residents by 2012, the water main and service installation portions of this project should move forward. Additionally, D and E type improvements are being done to protect the City's investment in the existing street subbase and bituminous base, respectively. Delaying these improvements would be detrimental to those streets resulting in higher life cycle costs. Type C 1 improvements could be delayed because we have determined that there is no salvage value left in the existing bituminous or gravel subbase. Delaying these improvements does not increase the life cycle costs as long as people are willing to tolerate their existing condition and the City is able to maintain reasonably safe driving conditions without extensive maintenance costs. Some Type C 1 improvement areas are imbedded in other improvement classifications. Delaying these few areas would necessitate driving heavy trucks and other construction equipment across the other improvements when the Type C1 work is completed in the future. For this reason and for the general continuity of the project, we would recommend that these "imbedded" areas of Type C 1 improvements remain in the scope of work for 2009. This is shown graphically on the attached figures. City of Centervil/e 2009 Street and Utility Improvements Project Page 2 February 27, 2008 Some residents indicated that they would be less opposed to the project with different timing. The City could consider a short (1-5 year) deferment of their assessments. This may be possible if a bond could be structured such that payments could be city-paid for the first few years, and assessment funded towards the end of the bond. This would allow the residents to effectively "ride-out" fluctuations in the economy and begin payments at a later date when economic conditions may be more favorable. Q: Is an $8 million project irresponsible for a town this size, especially at this time? A: If the recommendations presented herein are followed, the remaining project is estimated at $6.6 million a difference of approximately $1.3 million. Much of that reduction would be City participation items. Since no water main would be eliminated (assessed at 100%), and most of the work eliminated would be road work (assessed at a much lower percentage), this would significantly cut the City's portion of the project costs. It would be our recommendation to plan for the work eliminated from this project for construction in 2014. Q: Our street is in decent condition,' does it need these improvements right now? A: As stated above, we feel strongly that Type D and E improvements are time sensitive and are needed now to avoid further deterioration of the street. Type C improvements, because they cannot get any worse, could wait as long as residents will tolerate their existing condition and the City is able to maintain reasonably safe driving conditions without extensive maintenance costs. Q: Can other Type B improvement areas (Mill Rd N of Prairie Dr., Robin In. Area, Clearwater Dr., Peltier If<. Dr.) consider alternative water main installation techniques (boulevard, back yards, directional drilling) to avoid ripping up a decent street as was considered on Center St? A: Mill Road, North of Prairie Drive - We still feel strongly that this section of roadway should be urban section (curb). However, if the water main was installed in the boulevard, the street subbase could be salvaged, perhaps decreasing the costs in this area. The section could then be classified as a D3 Type improvement. Robin Lane Area - Members of the public suggested installing the water main down the rear yard lot lines. Several issues are raised by this suggestion: . Construction easements would need to be obtained from all residents since the backyard easements are a total of only ten feet wide. . A number of fences and mature trees would have to be removed. . The risk of a water main break flooding a home would need to be considered. . The City would have to strictly enforce the easement restrictions, ensuring nothing is planted or constructed within the easement. . Winter access may be problematic in the event of a water main break since the area would not be plowed. This decision should be carefully considered and made in close consultation with the Public Works Staff. We would not recommend changing the scope of work in this area. Clearwater Drive - Originally, it was the desire of the Public Works Department to reduce the size of this cul-de-sac in an effort to minimize maintenance costs and to reduce runoff. Coupled with the addition of water main, this necessitated reconstruction of the roadway. Several residents of this area are opposed to changes in the size of the cul-de-sac. If the cul-de-sac was not City of Centerville 2009 Street and Utility Improvements Project Page 3 February 27, 2008 changed, the water main may be able to be directionally drilled and services tapped out of one access point in the center of the sac. This style of water main installation may allow the street to forego reconstruction. This could be changed to a Type A 1 improvement. Peltier Lake Drive (CSAH 14 to Centerville Road) - This area has a narrower right-of-way (50' vs. 60' or 66') and steeper boulevards necessitating the water main to be installed in the roadway. Additionally, we feel strongly about the need for the reconstruction of this roadway with a standard City section including curb and gutter due to its poor condition. We feel that this need for reconstruction is independent of the water main installation. We would not recommend changing the scope of work in this area. Peltier Lake Drive (Between Peltier Circle) - This area has a 60-foot right-of-way allowing the water main to be installed in the boulevard. However, we feel strongly about the need for the reconstruction of this roadway with a standard City section including curb and gutter due to its poor condition. We feel that this need for reconstruction is independent of the water main installation. We would not recommend changing the scope of work in this area. Peltier Lake Drive (Centerville Road to Mill Road excluding area between Peltier Circle) and Centerville Road (North of development break) - This area was previously included within the C 1 improvement type. These are small areas that require a full reconstruction with new curb and gutter due to their deteriorating condition. Water main already exists in these areas. For clarification purposes another Type B improvement category could be created for further distinction and more accurate costs. This could be then be classified as a B2 improvement. Q: Could the scope of our road improvements be reconsidered? Can we meet with the engineer to discuss our street's proposed improvements? A: We stand behind our recommendations with regard to the scope of work needed on streets not affected by water main work. As discussed above, the timing of some of the improvements could be reconsidered. The Council should consider authorizing meetings between engineering staff and residents on a per street basis in order to address outstanding concerns about specific street improvements. Q: Can the City hire another engineering firm to look at Bonestroo's recommendations? A: The City paid $10,000 to Braun Intertec to take soil borings and produce a signed engineering report complete with recommended street sections. Those recommendations align with Bonestroo's recommendations. Q: Why are some people allowed to wait until 20 12 to hook to City water while we are being forced to do so by 2010? A: City ordinance identifies two requirements for the City water system. 1. All residents must be connected by 2012. 2. Residents must connect within one year of water service being made available to them. The City could consider enforcing the 2012 connection year in order to maintain enforcement consistency throughout the City. .' City of Centerville 2009 Street and Utility Improvements Project Page 4 February 27,2008 Q: Is it fair to force me to abandon my we/I while others in town may keep theirs? A: Currently, all well abandonment costs associated with the project are separate, elective costs to residents. The City is requiring that all wells within the DWSMA be abandoned. The City Council could consider participating in these costs or paying the entire cost of abandonment. The following is a summary of our recommendations: 1. Move forward with Types A, B, D & E improvements in 2009. 2. Consider Bond structure allowing short assessment deferment. 3. Delay Type C1 improvements (except those areas imbedded in other improvements) until 2014. 4. Reduce overall project costs by delaying some Type C1 improvements and revising the work scope by changing the water main installation locations as follows (see attached map): a. Type B to D3 o Mill Road (North of Prairie Drive) b. Type B to A1 o Clearwater Drive 5. Schedule meetings between engineer and public on various streets. 6. Delay hook-up requirement to 2012 7. Do not assess well abandonment costs or participate in the cost. If the City Council would like to move forward with any of the aforementioned changes to the scope of the project, it would be appropriate to order further revisions to the Feasibility Report.
