Bonestroo Dallas Larson Administrator City of Centerville 1880 Main Street Centerville, MN 55038 Re: Hidden Spring Park Shoreline Stabilization and Rain Garden City of Centerville Bonestroo File No.: 000616-07155-0 Dear Dallas: This letter could be included in the Parks and Recreation Committee's upcoming meeting packet in an effort to update them on the status of the park improvements. On March 26th, we held a very productive meeting with Gregg Thompson. of the Association of Metropolitan Soil & Water Conservation Districts. Also in attendance were: Councilmember Lee, Kevin Amundsen, Susanne Seeley and Paul Palzer. We met on site to discuss strategies for remedy of the shoreline stabilization and rain garden issues. Shoreline Work We considered Bonestroo's proposal to install rip rap (rocks) along the shoreline along with live stakes (willows or dogwoods). Both Mr. Thompson and City offICials were not in favor of this approach for a number of reasons. Mr. Thompson believes that the stabilization can be accomplished through other means with proper control of the wave action. Also presented by Mr. Thompson was a set of calculations showing that the wave action would be categorized as . Low' based on the distance across the lake and the lake's average depth. After considerable discussion. the following were the shoreline action items decided upon: . Mr. Thompson will provide revised drawings incorporating his ideas for the stabilization . Bonestroo will develop a work plan to reconstruct the shoreline per these revised drawings. As long as there are no large-cost items above the original design (such as rip rap), no additional cost participation from the City will be necessary. Bonestroo will present this work plan to the Parks and Recreation Committee and City Council as soon as possible. · Bonestroo will begin work as soon as the City has approved the work plan. . City officials, assisted by Mr. Thompson should inspect Bonestroo's work once complete. Rain Garden A brief discussion of the soil mix in the rain garden centered around the percentage of sand specified. Bonestroo's job specs called out 60% sand, 20% compost and 20% topsoil. Mr. Thompson's suggested mix showed 75% sand and 25% compost. Several other items were discussed including replacement plant selection, subgrade compaction and draintile. At the end of the discussion, the following action items were set: · Mr. Thompson will test the compaaion of the subgrade material as soon as the ground thaws. If the compaction level is found to be too high. Bonestroo will direct the contractor to correct the situation since Bonestroo's specifications called for loosening of the subgrade material. . City staff will fill the rain garden with a measured amount of water and allow it to drain out. This drain-ilown will be timed to determine if the rain garden drainage is meeting expectations. If it is not, Bonestroo will facilitate soil amendments to increase the infiltration ability prior to replanting of the rain garden. TO: Parks & Recreation Committee Members FROM: Kim Stephan SUBJECT: Hidden Spring Park DATE: March 28, 2008 The following notes, taken by Chairperson Seeley, are the suggestions made during the meeting held on Wednesday, March 26, 2008 at Hidden Spring Park regarding plans to address the problems with the rain garden and shoreline erosion. In Attendance: Chairperson Suzanne Seeley and Vice-Chairperson Kevin Amundsen, Parks & Recreation Committee Torn Lee, City Council Liaison Mark Statz, City Engineer - Bonestroo Paul Palzer, Public Works Director Greg Thompson, Anoka County Conservation Department Rain Garden . Mr. Thompson suggested using an apparatus that measures soil compression to help determine if the soil layers beneath the rain garden are porous enough to permit appropriate drainage. He mentioned that even if the soil composition is good, heavy construction equipment can compress the compost/sand/soil mixture to the point where it won't drain well. He has the equipment and is willing to corne back after the ground has thawed to measure it for us. . We also talked about testing the drainage by opening up the fire hydrant, measuring the water as it fills the rain garden, then timing the absorption rate. The Rice Creek Watershed District can supply us with the number of gallons that would be equal to a 2 inch rain and the amount of time it should take to drain. Shoreline Erosion The following were the suggestions made by Mr. Thompson: . Install new, sixteen inch bio-Iogs adjacent to the shoreline. . Use a double or triple layering of snow fencing to stop wave action. . Re-establish plantings in the bio-Iogs and for three feet immediately behind the bio-Iogs (in the transition zone) to eighteen inches above the average water level. . Use a mix of75% lake sedges and 25% wild flowers. . Prairie Cord Grass is highly recommended and would provide a better viewing of the lake. · Rather than using rock on the north side of the shoreline where the steepest drop off is., place a "rock log" (which is river rock rolled in chain link fencing) and anchor bio-logs to it. Use a C-125 erosion control blanket to cover (encase?) the 16" bio-logs and plant heavily with the previously mentioned plantings. Place branch bundles with dirt fill where erosion has taken place. · Also, without the additional cost of purchasing rock, there should be no additional cost to the city to correct the shoreline. . Mr. Thompson will send diagrams and additional information via email to Mr. Statz, Vice- Chairperson Amundsen, Ms. Stephan, staff liaison. PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, March 05, 2008 - 6:00 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, March 5, 2008 meeting at City Hall, 1880 Main Street. CALL TO ORDER 1. Roll Call Chairperson Seeley called the March 5, 2008 Parks & Recreation Committee Meeting to order at 6:07 p.m. II. SET AGENDA Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to set the agenda as presented. All in favor. Motion carried unanimously. m. APPEARANCES Ms. Penny Evanson, Ollie & Company, was present at the committee's request, to discuss a possible summer event(s) at Wheels Skate Park. Ollie & Company sponsored a Skate Board Competition at the park in 2007, as well as participated in the Fete des Lacs Parade and would like to come back once or twice in 2008. A proposal was presented for a June event and an event during Fete des Lacs. A June event would include a Skate Board Demonstration/Competition held in conjunction with a Battle of the Bands. The battle of the bands is being discussed with the Centerville Lions as a pre-competition for the Fete des Lacs Battle of the Bands. The Skate Board Competitions would be held in between bands. The possibility of not having a Fete des Lacs Parade this year because of the CSAH 14 road construction was discussed. Council Member Lee, who has been responsible for the parade the last two lof6 Parks & Recreation Committee Meeting Minutes March 5, 2008 years, explained to the committee the difficulties involved in trying to get a permit for the parade from the county last year due to road construction and the limited options this year. The county will not issue any permits for Centerville Road or 20th Avenue South as these are detour routes. Any other roads located in Centerville do not allow enough room for the parade and the staging area City Council has not made a decision on the parade at this time and the Centerville Lions are still looking at possibilities, but Council Member Lee stated we are already 6-8 weeks behind in the planning, if a parade were going to be held. The committee felt Ollie & Company being involved in Fete des Lacs was still a great idea. Council Member Lee win pass the information on to the Centerville Lions for a possible festival event. The committee would like to consider sponsoring the June event. Chairperson Seeley asked if any of those funds normally spent on the parade could be diverted to summer park programs and/or events, possibly funding the June event with Ollie & Company. Council Member Lee will bring this to City Council. The Community Skateboard Competition Proposal consisted of: . Registration upon arrival. · 3 Divisions: Beginner, Intermediate, and Expert. · Each division to be held in-between band set ups (approximately 20 minutes). · Individual "runs" of 1.5 minutes per rider (x2 runs each, if time warrants). · "Best Trick" competition during one of the band set ups. · Demo by Team ONC during one band set up. · Prize Awards Ceremony upon completion of band performances. . Product Toss to conclude the day! Additional: · All skateboard entrants will receive a free 2008 Team ONC calendar. · Red Bull Energy Drink Representatives on hand to give free product. . I st, 2nd, 3R1 place awards in each division. · Team ONC to judge skateboard competition. · Additional advertising on Ollie & Company website & myspace. · "Battle of Boards" t-shirts optional- estimated cost of $5.00 each. · Double sided postcards listing "Battle of Boards" & "Fete des Lacs" optional at an estimated cost oUl75 per 500 quantity. Total cost without additional options $700.00. The committee discussed the additional options and decided the postcards as advertising would not be necessary as there are other advertising options available that would be free (web site, local papers, cable channel, City sign, and newsletter). Committee Member Lee win check with Centennial High School to see if this type of event can be included in the school announcements, as well as design a poster for advertising this event. The committee did like the idea of handing out T-shirts at the event to participants. Vice-Chairperson Amundsen will look at a design for the shirt and work with Ms. Evanson on that option. Council Member Lee stated there would be some costs associated with equipment for the Battle of the Bands. The wmmittee thought this event could be held for approximately $1,000. No motions are being made at this time until it is determined if funding is available. 20f6 Parks & Recreation Committee Meeting Minutes March 5, 2008 Mr. Mark SoitzmueUer. Bald Ewe Water Ski Club Mr. Mark Spitzmueller made an appearance to update the committee as to where the Ski Club was at for 2008 in their search to stay on Centerville Lake. He was happy to say they were able to secure the Waterworks site through next season, but has been continuing to investigate other options, such as the property on CSAH 14 which Anoka County currently owns on the curve before St. Genevieve's property. Last fall Mr. Spitzmueller made a number of calls to the Anob County Engineer regarding the possibility of using this property once the road construction was completed and initially the conversations were positive. Mr. Spitzmueller asked for engineer drawings of the area so he could do a feasibility study to determine whether this site would actually work for the Ski Club, but once the County Engineer talked to the County Attorney, Mr. Spitzmueller was told the County does not think the Ski Club would be a good fit with the property. The County was concerned about liability issues and he wasn't even able to proceed with the feasibility study. Mr. Spitzmueller would like the City's support in continuing to pursue this avenue with the County. Council Member Lee stated once the CSAH 14 Project has been completed the City has the first bid on 'economic remnants' which may include this piece of property and Mr. Spitzmueller may be wasting his time talking to the County. Chairperson Seeley stated the committee would like to do what they can to keep the Ski Club in Centervi11e. IV. CONSIDERATION OF MINUTES Februarv 6. 2008 Parks and Recreation Committee Meetine Minutes Chairperson Seeley requested a change be made under appearances; Mr. Todd Murowski was to represent Wargo Nature Center, not Ms. Lisa Gilliland. Mr. Murowski was not present, but bad discussed a proposal with Chairperson Seeley. Chairperson Seeley also requested a clarification be made to the discussion of the YMCA Park Play Days in that the program would be held at Laurie LaMotte Memorial Park. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to approve the February 6, 2008, Parks & Recreation Committee Meeting Minutes with the above corrections/additions. All in favor. Motion carried unanimously. V. COMMITfEE BUSINESS Oath of Office for New Committee Members Mr. Mark Haiden & Ms. Savannah Lee The Oath of Office was administered by Chairperson Seeley to both Mr. Mark Haiden and Ms. Savaonah Lee and the new members were welcomed to the committee. Earth Dav Cleanuu AorlI19111 - Reouest Suoulies At the last meeting Chairperson Seeley reminded the Parks & Recreation Committee about the annual park clean-up on Earth Day in April. She stated that committee members usually participate along with whatever volunteers sign up. Last year the volunteers were few. She indicated that Wargo Nature Center usually has more volunteers than they need and that some of those could be directed to 30f6 Pmb & Recreation Committee Meeting Minutes March 5, 2008 Centerville Parks. The committee would appreciate any additional help available and this was passed on to Wargo by Chairperson Seeley. The following request is on the City web site. It will be put on the City sign closer to the event. Earth Day Volunteer Opportunity! Join us in a local Earth Day project to cleanup our Centerville Parks! We will meet at the Centerville City Hall (1800 Main Street) on Saturday, April 19th at 9:00 am. Garbage bags, latex gloves and park locations will be provided at that time. Kids are welcome to join us ~ those younger than 16 years old, please bring a parent! Let us know ahead of time if you are willing to help by calling City Hall at 651-429-3232 or contact the Parks & Recreation Committee ChaiIperson by email at:skseeleYla!yahoo.com. Ms. Stephan will ensure there are bags and gloves at City Hall for this purpose. In the past the Centennial Lakes Little League has cleaned Laurie LaMotte Memorial Park, Chairperson Seeley requested Ms. Stephan inquire as to whether this will be done this year also. The Committee also needs clarifications as to where to bring the garbage. At the next meeting it will be decided where to put volunteers and whether to supply beverages and cookies to the volunteers. Summer Prol!J'llIDS At the February 13, 2008 City Council Meeting the City Council approved the recommendation from the committee to support Youth Summer Programs/Activities with Wargo Nature Center & the YMCA - not to exceed $1,000. In the packet was a flyer from Ms. Liz Guimont, YMCA regarding Park Play Days & Centerville Skate Park Program which the YMCA will be handing out at the YMCA Rally Day Celebration on Saturday, March I, 2008. There was a discussion of including a Wargo Nature Center program on the same flyer, but Ms. Guimont reported via email that Wargo has decided against running a program this suouoer due to prior staff commitments. They might be coming out to do "guest appearances" during the YMCA park time. This eliminates the need for transporting kids to and from Laurie LaMotte Memorial Park to Wargo and bag lunches. Any costs associated with Wargo making appearances will be coordinated through the YMCA. Ms. Guimont also reported the YMCA is planning on doing a school drop in March for the whole Centennial District which will include the YMCA suouoer catalog and Centerville program flyer insert. Copies of the flier will also be dropped at City Hall in time for the April utility billing. Additional copies will also be supplied for local businesses. VI. UPDATES Park Rules Included in the packet for the committee's review were the following amended Park Rules prepared by the City Attorney: ~ 92.18 SWIMMING. No person shall enter or exit Centerville Lake through any public park or public grounds for the purpose of swimming. 40f6 Parks & Recreation Committee Meeting Minutes March 5, 2008 ~ 92.19 FISHING. No person shall fish from any public park or public grounds. ~ 92.20 BOAT LAUNCHING. No boat or watercraft may be launched from any public park or public grounds. ~ 92.21 SHORELINE PROTECTION The shoreline where any public park or public grounds meets Centerville Lake is a protected area. The shoreline must be protected from vehicular and foot traffic in order to establish and maintain vegetation. Shoreline vegetation will stabilize and protect the shoreline from erosion. This protected area extends fifteen feet from the high-water mark of the Lake level. No person may be present within a protected shoreline area which is so posted. It is a trespass for anyone to be present within a protected shoreline area when the area is posted against entry. No person shall use a public park or public ground to enter or exit Centerville Lake for the pwpose of swimming, fishing, boating, or skating The committee was happy with the above interpretation of the Park Rules and would like Ms. Stephan to relay that information to Mr. Glaser and ask him to proceed with the next step in the process. Hidden Sorin!! Park The committee would like to make sure staff is aware of the signage that needs to be posted at the park in the spring. Ms. Stephan will pass that information onto Mr. Palzer. Vice-Chairperson Amundsen brought to the meeting copies of all emails between himself and all partied concerned regarding the planning, developing and failure of the lake store restoration, rain gardens and artesian weIl, as well as emails reflecting the progress of the wolk and problems as it was being completed. The amount of paperwork is extensive. As staff, council, the committee and the City Engineer, Mr. Mark Statz, have discussed, the work is not satisfactory and all parties hope to have it resolved in the spring. The committee feels the designs provided to Bonestroo from the committee via Mr. Greg Thompson, Anoka County Conservation, were guidelines that were not followed, now Bonestroo would like to charge the City additional funds to fix the problem by using the original design for stabilization submitted by Mr. Thompson in the first place. Mr. Statz reports the problems with the lake shore restoIation are because of high winds and fluctuating lake levels, when the lake levels were actually low, which should have """-iless problems, not more. Vice-Chairperson Amundsen said the bio logs were installed floating and Iater sunk. Also the stakes were not as long as suggested by the specifications. It was questioned whether the dirt that was eroded was going to be put back. The committee would like more information as to exactIy what Bonestroo's plan entails. The committee is also extremely disappointed in the rain garden and wants to make sure it works as it is supposed to. They do not feel the design specifications of Mr. Thompson were followed here either and stated as much as we have paid, why can't we make sure it works? The committee does not want 50f6 Parks & Recreation Committee Meeting Minutes March 5, 2008 to sign off on this park until it is verified that everything works. It not only does not look the way it was supposed to, it does not function as it should. As stated on the current punch list from Bonestroo the only work to be done on the rain garden this spring will be to replace the plants, which is unacceptable to the committee. In discussing various ways to get water to run in the stream bed from the artesian well Chairperson Seeley stated she had recently had the opportunity to talk to an older Centerville resident, Mr. Melvin Dupre, who had personal knowledge, as well as a map, of all the artesian wells in the Centerville area from 1896. This map showed 28 artesian wells with the one at Hidden Spring Park being #8. The elevation of the lake was much lower at thai time. They were able to identify #8 on the map by landmarks. Mr. Dupre thought he recalled that when #8 was tapped it had such a forceful amount of water that it had to be closed because it caused a many of the other wells to shut down by drawing so much water at the one location. In those days when they shut a well down they filled them with cement and backfilled them. Mr. Dupre suggested contacting a company such as Barret Well Drilling and get an estimate to drill in a new location possibly getting a better source of water. Chairperson Seeley is going to see if the map can be borrowed and viewed by the committee. Tracie McBride Memorial Park Renovations Parks & Recreation Committee Recommendation to Authorize Expending Funds to Purchase Replacement Equipment, Fall Protection & Drain-tile for Tracie McBride Memorial Park Renovation Project - Not to Exceed $40,000 was approved at the February 13, 2008 City Council Meeting. Included in the committee packet was a plan for possible installation of the cement border at Tracie McBride Memorial Park that Mr. Palzer requested the committee take a look at. The concrete border is shown going around the equipment opposed to the traditional square border, which looks more interesting, still fits the fall zone and is 12 - 15% less surface area This will make a difference when the sand is ultimately replaced with the shredded rubber materia] and at today's costs would save approximately $4,000. Mr. Palzer also questioned whether the committee would like to paint the concrete border, or he thought for approximately $8 a yard, a pigment can be added to the cement. Mr. Palzer will get more infonnation that cost. The committee liked the idea of the border going around the equipment opposed to the square border and would like to proceed with that plan. They also like the idea of pigment in the cement opposed to painting it because if the concrete chipped, the pigment will still show the color. They discussed various colors and decided a primary blue would be the best selection for this purpose. Vice- Chairperson Amundsen also stated they want to ensure there would be a curved m;n;mum radius on corners of at least 1". Ms. Stephan will pass this information on to Mr. Palzer. vm. Tracie McBride Memorial Park Renovations There are no current updates from Mr. Palzer regarding the time frame of the work to be done or the colored cement. Mr. Palzer said he will be able to supply detailed information for the May meeting. Earth Dav Cleanup April!'''' - Request Supplies Staff had to make a trip to Sam's Club for supplies and at that time bags, gloves, water and cookies were purchased for Earth Day supplies for the committee and participating volunteers. Ms. Colleen Grecnsweig called City HaIl to say members of the Centennial Little League would be cleaning up Laurie LaMotte Memorial Park on Saturday, April 12, 2008 from 8:30 to II :30 a.m. Regarding what to do with the garbage that will be picked up during the park cleanup Mr. Palzer said the volunteers can either leave the bags at the parks and Public Works can pick them up, or they can drop them off at the new public works building. He would provide a gate opener to access the dumpster. Summer Prolmlms Included in your packet is a flyer from the YMCA for the summer programs. Ms. Liz Guimont dropped off 1,500 copies to be included in the next utility bill and be distributed to local businesses. Set UP for Livina Green Expo. 20 adult volunteers to help set up at the Living Green Expo at the Minnesota State Fair Grounds on Friday, May 2,2008. We are looking for 10 people from 10 a.m.- 2:00 p.m. and 10 people from 2:00 p.m. - 6:00 p.m. Please call or email if you're interested in helping and let me know if you would like to carpool. We will meet at the coliseum at the State Fair grounds. Stonn drain markinu. We would like to have every storm drain within the Rice Creek Watershed District to have the message "Clean Streets = Cleaner Lakes & Creeks' next to it to help educate the public on the impact our streets have on our watelS since the streets drain straight to our watelS. The momemtum is still building and there are many ways to be involved with this program. We need everything from a Blue Thumb jingle, YouTube videos and podcasts to hosts and presenters for neighborhood "Blue Thumb" parties and folks to staff Blue Thumb information tables and local events and fairs.
