City Council approved both recommendations. 6. Parks & Recreation Committee Recommendation to Authorize Expending FWlds to Purchase Replacement Equipment, Fall Protection & Drain-tile for Tracie McBride Memorial Park Renovation Project -Not to Exceed $40,000 7. Parks & Recreation Committee Recommendation to Support Youth Summer Programs! Activities (Wargo Nature Center & YMCA) -Not to Exceed $1,000 Council Member Lakso requested Item 7 be removed for discussion. Motion by Council Member Broussard-Vickers, seconded by Council Member Lakso to approve Consent Agenda Items 1-6 and 8. All in favor. Motion carried unanimously. Council Member Lakso questioned whether these would be local programs. Council Member Lee replied they would and uplained the program. Earth Dav Cleanuo Aorill9t11 - Request Suoolies The following request is on the web site. It will be put on the City sign closer to the event. Earth Day Volunteer Opportunity! Join us in a local Earth Day project to cleanup our Centerville Parks! We will meet at the Centerville City Hall (1800 Main Street) on Saturday, April 19th at 9:00 a.m. Garbage bags, latex gloves and park locations will be provided at that time. Kids are welcome to join us - those younger than 16 years old, please bring a parent! Summer Proerams In your packet is a flyer from Ms. Liz Guimont YMCA regarding Park Play Days & Centerville Skate Park Program which the YMCA will be handing out at the YMCA Rally Day Celebration on Saturday, March l. 2008. I emaiJed Ms. Guimont and asked the I()llowing: J assume since you are handing the flyer on Saturdajl this is our official version correct? There was a discussion 0/ including a Wargo Nature Center proRTam on the same flyer though, has this been decided against? Some correspondence J have been copied on talks about a bag lunch following the Park Play Days on Wednesdays and Wargo representatives being at JIidden Spring Park or Laurie LaMotte Memorial Park or transporting kids to Wargo. Where is this at'! Is this flyer to be included in the April utility billing sent out to all residents o/Centerville? This is approximately 1,400 copies. Is the City making the copies, or the YMCA'! Is theflyer to he distributed at Centerville Flementary'! Ihe committee can discuss who is going to contact the school district office regarding this, but we should probably .figure out who is copying the flyer and is this the .final version? Ms. Guimont replied: This is the olJicial version: however we haven't received the copies from our marketing department yet. WARGO has decided against running a program this summer due to prior staff commitments. Ihey might be coming out to do "guest appearances" during our park time. So, this eliminates the needfiJr transporting kids and bag lunches. We are planning on doing a school drop in Marchfor the whole Centennial District which will include our summer catalog and Centerville program flyer insert As for the April utility billing. J think that would be great to get theflyer out during that time. Once 1 receive the copyf/-om our Marketing Department we can send it to print 1,400 copies for our mailing and a few hundred morefiir the City Hall and local businesses to set out. A remaining question would then be what would the Parks & Recreation Committee like to see funded with the $1,000 allocated to these programs? Park Rules The following is from the City Attorney for your review: Mr. Glaser's comments are in [ ", ]. [The City does not own the lake, so P&R can only contro/the land adjacent to the Lake.} ~ 92.18 SWIMMING. No person shall enter or exit Centerville Lake through any public park or public grounds for the purpose of swimming. ~ 92.19 FISHING. No person shall [ish from any public park or public grounds. ~ 92.20 BOAT LAUNCHING. No boat or watercraft may be launched from any public park or public grounds. [I am just personally suggesting something like 92.21. Maybe P&R should just establish and post a protected area. I've seen such signs in parks and golf courses where the sign explains the benefit -as in the case of HSP-- of establishing shoreline vegetation. So it is protective and educational. ~ 92.21 SHORELINE PROTECTION The shoreline where any public park or public grounds meets Centerville Lake is a protected area The shoreline must be protected from vehicular and foot traffic in order to establish and maintain vegetation. Shoreline vegetation will stabilize and protect the shoreline from erosion. This protected area extends fifteen feet from the high-water mark of the Lake level. No person may be present within a protected shoreline area which is so posted. It is a trespass for anyone to be present within a protected shoreline area when the area is posted against entry. No person shall use a public park or public ground to enter or exit Centerville Lake for the purpose of swimming, fishing, boating, or skating Tracie McBride Memorial Park Renovations Included in your packet is a plan for possible installation of the cement border at Tracie McBride Memorial Park that Mr. Palzer requested the committee take a look at The concrete border is going around the equipment opposed to your traditional square border, which looks more interesting, still fits the fall zone and is 12 - 15% less surface area. This will make a difference when the sand is ultimately replaced with the shredded rubber material and at today's costs save about $4,000. Mr. Palzer also questioned whether the committee would like to paint the concrete border, or he thought for approximately $8 a yard, a pigment can be added to the cement. PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, February 6, 2008 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, February 6, 2008 meeting at City Hall, 1880 Main Street. Present: Chairperson Suzanne Seeley Vice-Chairperson Kevin Amundsen Committee Member Kevin Selander Committee Member Lori Harris Committee Member Patrick Branch (illITi)@!p!p[f@W@@] Absent: None Council: Council Liaison Tom Lee Staff: Mr. Dallas Larson, City Administrator Also Present: Mr. Mark Haiden and Ms. Savannah Lee I. CALL TO ORDER 1. Roll Call Chairperson Seeley called the February 6, 2008 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Motion was made by Committee Member Branch, seconded by Viee-Chairpenon Amundsen to set the agenda as presented. All in favor. Motion earried unanimously. III. APPEARANCES Ms. Liz Guimont, Chain of L.k.... YMCA and Ms. Lisa Gilliland. Wanr:o Nature Center- Summer ProlrnllllS Ms. Liz Guimont was present to explain YMCA programs that might be offered in Centerville this summer as Park Play Days. The YMCA would schedule two sessions of five weeks each for 4-12 year olds. Each session would be from 9-12, Monday - Thursday. Activities would include playground time, crafts and water games. The YMCA may be willing to do a skate park program lof4 Parks & Recreation Committee Meeting Minutes February 6, 2008 for older children, Ms, Guimont will check on that and report back to the committee, She also indicated a willin~'lless to partner with Wargo Nature Center to include some nature progranls. Ms. Lisa Gilliland from the Wargo Nature Center was not present, but a proposal was presented by Chairperson Seeley which offered a variety of programs, each being an hour in length with a cost of $3 per person. Wargo would want the City to guarantee at least $75 in revenue per each session. Susanne will investigate whether the YMCA registration form could also include a space for registering for Wargo events. Council Member Lee indicated that he would invite Ollie & Company to the next meeting to talk about promoting activities at the skate park again this year. The Committee agreed that they want to participate with YMCA and Wargo for two five-week sessions. The second session for Wargo would be cancelled if less than 20 children were pre- registered. The activities could be promoted through utility biU stuffers if the information is available by the final week in March. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to recommend that City Council authorize up to $1000 to support the youth activities of the YMCA and Wargo Nature Center through the Parks & Recreation Committee for the 2008 summer season. Ayes - 4, Nays - 0, Abstain - 1 (Seeley). Motion carried. Mr. Dou!!: Porter, Centennial Soccer Club Mr. Porter wa~ present to request use of field space at Laurie LaMotte Memorial Park. The request was identical to last year. 1. Requesting two fields, 25 x 40 yard open spaces, located east of the parking lot and bound by the bike path, for the U2 - U8 age group, for games only. This request is for Monday - Friday from 4 p.m. to dusk, April 28 through June 30, 2007. The Centennial Soccer Club will set up goals and manage a reservation system to assign teams to specific dates and times for games. 2. Requesting one field, 70 x 60 yard open space, located south of the skate park, for the un - U12 age group, for practice only. This request is for Monday - Friday 3:00 p.m. to dusk, Saturday and Sunday from 8 a.m. to dusk, April 1 through October 29, 2007. The Centennial Soccer Club will set up goals and manage a reservation system to assign teams to specific dates and times for practices. In discussing this request however, the committee members felt the fields should have some time left open for the public's use for such activities as softball, frisbee and football. Overall, the committee felt a compromise would be to reduce the days in requesi #2. CONSIDERATION OF MINUTES Janua" 2. 2008 Parks and Reereation Committee Meetin2 Minutes Motion was made by Committee Member Branch, seeonded by Committee Member Harris to approve the January 2, 2008, Parks & Reereation Committee Meeting Minutes including an amendment to page 2, fifth paragraph under "McBride Park" first sentenee to read: "At the lost meeting, pl'OpOSaIs were discussed for a new mef'l'y go rolUld, a ploy strllCture for 2-5 year olds, a climbing waU. ItIlk tubn, bonlns, drain tile and new faIl protection to be insIaPeIl in 2008". Ayes - 4, Nays - 0, Abstain -1 (Amundsen). Motion carried. V. COMMITTEE BUSINESS Chairperson Seeley reminded the Parks & Recreation Committee about the annual park clean-up on Earth Day in April. She stated that committee members usually help along with whatever volunteers sign up. Last year the volunteers were few. She indic:ated that Wargo Nature Center usually has more volunteers than they need and that some of those could be directed to Centerville Parks. The Committee liked the idea of the extra help. It was suggested that a request for volunteers be posted on the City website. Chairperson Seeley will prepare a draft of what she would like put on the website. Summer PI"Ol!I'lUII8 This item was discussed under appearances. CenteDDial Soceer Club's Reauest for Use of Laurie LaMotte Memorial Park This item was also discussed under appearances Code of Ethics I Disclosure of Financial Interests for 2008 Committee members each turned in a conflicts of interest disclosure form. It was noted that a meeting will be held in March with the Council and all committees/commissions. Tracie McBride Memorial Park Renovations Committee Member Harris reviewed a recommendation that she and Chairperson Seeley had prepared. They propose to install improvements as soon as weather permits, estimated at $22,650 for drain tile, concrete border, sod & restoration, signage and repainting. In addition they proposed a merry-to-round, talk tube, and a play structure for 2 - 5 year olds totaling $9,855. Other improvements were identified for future years as funds are available. Mr. Dallas Larson reviewed the information prepared by staff that was presented to the Committee in December. That proposal suggested that the climbing wall be purc....""'(( from Midwest Playscapes to be installed in 2009. This piece is a little more expensive than the one 30f4 Parks & Recreation Committee Meeting Minutes February 6, 2008 proposed by the other vendors, but is more like a real rock wall. Committee Member Harris statcd that she liked that one better as well. Motion was made by Committee Member Harris, seconded by Chairperson Seeley to recommend City Council approve a budget of $22,650 to do the foundation and prep work for the playground in Tracie McBride Memorial Park. All in favor. Motion carried unanimously. A motion was made by Committee Member Harris, seconded by Chairperson Seeley to recommend City Council approve a budget of $9,855 for installation of new playground equipment in Tracie McBride Memorial Park with the understanding that the existing talk tubc will be rehabilitated, if possiblc. All in favor. Motion carried unanimously. Mr. Dallas Larson pointed out that his eost estimates contained a contingency of $5,000 for the site prep work and recommended that this amount be added. Motion made by Committee Member Harris, second cd by Committee Member Selander to recommend City Council include the contingency of $5,000 in the recommendation for site preparation. All in favor. Motion carried unanimously. VI. UPDATES Hidden Sprine: Park Improvements Committee Member Amundsen reviewed the list of problems associated with Hidden Springs Park construction. The shoreline restoration and rain garden still are not resolved. The committee expressed concerns that remaining actions to correct the problems is still not very clear. Mr. Dallas Larson will request a written report detailing the correction plan by the next meeting. The artesian well is another item that hasn't been fully resolved. The water flow was not acceptable. The Committee members discussed possible solutions, ineluding a new well, putting in a sand point well, pumping from the lake or adding city water to the park water feature. This will be put on the agenda for the next meeting for further discussion. Installation of Doei-Pet Station It was reported that the pet stations will be installed by spring when the parks are being used agam. Park Rules The park rules arc being reviewed by the City Attorney for implementation. VIII. Last fall, we put together a letter outlining all of the outstanding issues at the park. Many of these items were "punch list" type items which were subsequently corrected by the Contractor. Other issues were corrected either by Bonestroo or by Veit in cooperation with Bonestroo. Two issues remain to be corrected. Rain Garden The overflow to the rain garden was lowered and moved to the correct location to prevent flows through the middle of the park and directing the water down the designed swale. Draintile in the rain garden was also lowered and extended to provide better subgrade drainage. This work was supported and approved by the Rice Creek Watershed District. By the end of the growing season. many of the plants in the Rain Garden appeared to be dead. Bonestroo and Veit acknowledged their responsibility to replace these plants. With the permission of the City Council, we delayed their replacement until this spring to provide an opportunity for some plants which may have simply gone dormant to regrow and to make sure we did not have another group of dead plant in the spring, necessitating a second mobilization and replacement effort. Additionally, waiting until spring would clarify the warranty period. As soon as weather permits, the dead plants will be replaced and the warranty period will begin. st. Paul St. Cloud Rochester Milwaukee Chicago Engln~(lrs ArLllltccts PI,Hlners City of CenteNille Hidden Spring Pork Page 2 2/13/08 Shoreline Stabilization High winds and a fluctuating lake level coupled with late season plantings that had not yet taken root and an inadequate wave break proved too much for some of the shoreline stabilization materials. Bonestroo and Veit made a number of efforts to reinforce the design, adding a second bio-roll and eventually a double snow fence wave break. Bonestroo is com mined to stabilizing the bank utilizing the originally designed materials suggested by Mr Thompson at no additional cost to the City. We believe this design can provide a reasonable level of shoreline protection if given the ability to grow through a few seasons without being disturbed by large wave act'lon. Therefore, a substantial wave break would be 'Installed to ensure the shoreline stays in place as the plants grow and sink their stabilizing roots into the bank. If the City wishes to have a more substantial shoreline stabilization system than originally contemplated, Bonestroo has formulated a few different designs to bener handle the conditions and would be happy to present these to the Council and/or Parks Commission at an upcoming meeting. Implementing these designs would require City cost participation for materials over and above the original design. Those materials might include Rip Rap, Turf Reinforcement Mats and/or additional plillllings. Again, if this interests the City, we would be glad to present these designs and their associated costs. Do you support it? Rep Paul Gardner said he approached to co-author the bill and apparently you have not committed yet. I would like to encourage you to be a co-author on the bill. The Rico Creek North Regional Trail is an incredibly important link that finally completes a circle of regional trails, and, as if that weren't enough, the connection is in the jewel of north metro parks, the Jarge and unique Rice Creek Chain of Lakes Parks Reserve. When completed, the trail would connect Hugo, Forest Lake, and CenterviUe with Linn Lakes, Circle Pines, Blaine, and eventually Ramsey County. Please let me give one angle that illustrates a reflection of the entire community of Centerville. In 1998, Centerville was lucky enough to land the services of the Minnesota Design Team, a group oftaIented architects, engineers, and planners that volunteer their services to jump start.a community on a planning vision; 1 participated in this project and let me highlight just one small piece. This Design Team ~ed the community and one overwhelming result was that people wanted: TRAILS, TRAILS, TRAILS. I was astonished at the response. I was wishing for trails before, but thought the chances small. However, after that survey, I saw there was great support and desire in our community. Adjacent communities were receptive. Anoka Parks was more than receptive, they were proactive. I'd like to think I added a spark back in 1998 to coordinate trail connections in the north metro. This trail is part of that vision born with the help of the Minnesota Design Team. Bridging trails between communities is incredibly difficult and surprisingly, everything is in place to bring about this most important connection. As I understand it, much money in matching federal dollars will be lost too if this project does not proceed now. I was at a committee meeting of the Senate Environment, Energy, and Natural Resources Budget Division on Feb 8, 2008, where Anoka Parks Director 10hn VonDeLinde, Anoka County Commissioner Rhonda Sivarajab, and Lino Lakes Mayor 10hn Bergeson gave excellent presentations. I was introduced and talked very briefly with the Chair, Senator Ellen Anderson, afterwards. As I understand it, the bill may be presented to the House around the week ofFeb 11.
