CALL TO ORDER 1. Roll Call Mayor Capra called the Joint Council/Planning and Zoning Commission Work Session to order at 7:15 p.m. IL COMPREHENSIVE PLAN AMENDMENT REVIEW 1. Bonestroo, Rosene, Anderlik & Associates (Tina Goodroad and Brandon Slotterback) Land Use Brendon Slotterback, Bonestroo, Rosene, Anderlik & Associates, presented a revised draft of the land use plans in the comprehensive plan and stated that the document was revised following input from the City Council, Planning and Zoning Commission, and following the community open house. Joint CounciUP & Z Work Session February 12, 2008 Mr. Slotterback stated that the City is now in Phase 4 of the comprehensive plan amendment which is the "public draft for review" section. He stated that the next step is to get to the point where the draft is finalized and then distributed for jurisdictional review to all adjoining cities, school districts, the watershed district, the county, and Met Council. He noted that these entities have up to six months to provide comment on the document. After that time, the City makes any additional changes and the document is fully adopted by the City Council. Mayor Capra stated that there may not be much historical left in the downtown area and certainly nothing that is on the Historical Register. Mr. Slotterback agreed to leave the reference to historical out. Mr. Slotterback presented a map of land use and identified those areas where the City would most likely change in terms of land use in commercial areas. Councilmember Lee stated that it would be helpful to have the map show the different land uses in both Centerville and Lino Lakes as a comparison guide to make sure that the land uses in both cities are compatible. Discussion ensued regarding the commercial property located near Peltier Lake. Consensus was reached to leave this property as commercial. Mr. Slotterback stated that one of the main goals was to achieve a sustainable population above 5,000 and stated that the Met Council issues a system statement in advance of the comprehensive plan updates. He stated in looking at the population numbers, he felt it was better to use the Met Council's definition of "household size." He explained that the City will need to submit a letter to the Met Council asking for a revised forecast before submitting its final plan; this letter has been drafted for Council review. He stated that where land uses are changed, the zoning will need to be updated to bring it into conformance and will require one new zoning district (medium density) and updates to the zoning map; these zoning updates will be written to allow existing land uses such as Agricultural or vacant as permitted until development occurs at the higher densities that the zoning district permits. He noted that this would be done after the plan is finished. Housing Ms. Tina Goodroad, Bonestroo, Rosene, Anderlik & Associates, presented the amendments to the housing section of the plan, and stated that one of the goals is to provide a housing mixture that allows for low, middle, and high income families. Councilmember Lakeo left the meeting at 8:00 p.m. Ms. Goodroad stated that there is a potential as well as a need for additional senior housing or seniors moving to market rate units in the redeveloped downtown area; she noted that this in turns provides single family homes to be opened up for first time homebuyers. She explained that the City needs to include a housing action plan in its Joint CounciUP & Z Work Session February 12, 2008 draft amendment. She stated the Livable Communities Act (LCA) was created in 1995 and the City has negotiated goals for affordable rental. The Met Council has estimated there will be a need for 50,000 additional affordable housing units during 2011-2020, and the Met Council's new affordable housing goal for Centerville is to create 80 new units between 2011 and 2020. She stated that the City is not saying that it will ensure that all 80 units are built, rather, that enough land is available for this potential. Ms. Goodroad stated that the Met Council also requires a housing action or implementation plan; this plan includes regulatory, financial, and other methods the City can use to increase the potential for affordable housing and support maintenance of existing housing stock. Parks and Trails Mr. Slotterback presented a draft of the parks and trails section of the plan amendment, noting that the goals include providing convenient active and passive recreation opportunities that serve all residents, building new and upgrading existing park properties, establishing abiking/hiking trail system, and providing adequate expansion of parks and recreation areas in proposed residential developments. Mr. Slotterback presented a graphic of the existing and proposed parks including sidewalks. He stated that the City will continue to use cash in lieu of or park dedication to develop park space. Councilmember Lee stated that the graphic shows some of the larger storm water ponds but not others. Ms. Goodroad stated that the graphic could be amended to add a wetland layer to the map. Consensus was reached to remove all storm water ponds on the map, leaving the creek and lakes only. Consensus was also reached to remove the future bituminous trail along the creek. Transportation Mr. Slotterback presented a draft of the transportation section of the plan amendment, noting that the goals include maintaining a safe, efficient and convenient multi modal transportation system, and protecting the integrity of the transportation system. Mr. Slotterback presented a graphic of a transportation plan functional classification map showing the different classes of road capacity as well as existing and projected traffic volumes. He explained that the draft states that the current transportation system is mostly fully developed, that new local roads are planned for new development, that Main Street and Centerville Road will be expanded based on existing plans, and that the planned system is adequate to address planned growth. Joint CounciUP & Z Work Session February 12, 2008 Discussion ensued regarding connector roads. Mayor Capra stated that the City participates as a member of the Rush Line Corridor. Consensus was reached directing Mr. Slotterback and Ms. Goodroad to amend the transportation graphic to include proposed connector roads as discussed this evening. Mr. Slotterback stated that at full build-out, the demand for park and ride spaces will be 150. He questioned whether the City desired to expand the current facility to meet the projected additional 100 spaces or find another location. City Administrator Larson suggested the draft state that MN/DoT and Park & Ride are currently discussing the need to expand the park and ride facility. Utilities Mr. Slotterback presented the MUSA staging map and stated that Centerville is pretty much built out with sewer facilities. He noted that in those areas to be developed, they will connect into the existing system. He stated that the City Engineer has indicated there is sufficient sewer and water capacity for those areas; as a result, no updated facilities will be required. In addition, the trunk main and lift stations are designed to accommodate the remaining areas without further upgrade. He stated that treatment, distribution, and storage of drinking water is adequate and can serve the remaining developing areas. He noted that one new well may need to be constructed in the future. Implementation Ms. Goodroad presented information regarding implementation in the draft amendment and explained that the Met Council asks that the City plan to update its official controls, CIP, and housing implementation program. She stated that this chapter will describe the plan amendment process, including CIP for sanitary, water, street, and community facilities. She questioned whether the City would like to include any language in the draft regarding economic development and/or language regarding implementation steps for TIF. Mayor Capra stated that an Economic Development Authority was created in 2007. In addition, the City participates in the Twin Cities Community Capital Fund. Consensus was reached to include information in this section specifically related to regulatory tools, the housing plan, and CIP. Next Steps Ms. Goodroad stated that they will prepare edits to the draft amendment and present a revised draft for Planning & Zoning review at its March 4th meeting. She suggested holding an open house to review the draft plan on March 26th, followed by final Council approval for jurisdictional review on April 9th Joint CounciUP & Z Work Session February 12, 2008 Mayor Capra stated that it would be better to hold the open house on anon-Council meeting evening, and suggested March 25th or 27tH Consensus was reached to hold an open house to review the draft plan on Thursday, March 27, 2008, from 5:00 to 7:30 p.m. City Administrator Larson will determine if St. Genevieve's Parish Community Center is available to host the open house. III.
