PRESENT: Mayor Mary Capra Council Member Michelle Lakso Council Member Tom Lee Council Member Jeff Paar 1 -C~ f ABSENT: Council Member Linda Broussard-Vickers STAFF: City Administrator Dallas Larson City Engineer Mark Statz L CALL TO ORDER Mayor Capra called the February 27, 2008, City Council meeting to order at 6:30 p.m. II. APPROVAL OF AGENDA Mayor Capra added pages a-g to Item 1 of Approval of Council Minutes. Mayor Capra added pages h-i to Item 2 of Approval of Council Minutes. Mayor Capra added page la to Item 1 to the Consent Agenda. Mayor Capra added Item 7 to the Consent Agenda. Mayor Capra deleted Items la and b from Awards/ Presentations/Appearances. Mayor Capra added page 26 to Item 4 of New Business. Mayor Capra added Item 6 to New Business. Mayor Capra added the 2009 Street Project Update to Announcements/LJpdates. Councilmember Paar added Vacant Property Procedures to New Business. Motion by Council Member Paar seconded by Council Member Lakso, to approve the agenda as amended. All in favor. APPROVAL OF COUNCIL MINUTES February 13, 2008 City Council Meeting Minutes Motion by Council Member Lee, seconded by Council Member Lakso, to approve the February 13, 2008 City Council Meeting Minutes as presented. Motion carried unanimously. (Councilmember Paar Abstained due to absence) 2. February 13, 2008 City Council Work Session Meeting Minutes Motion by Council Member Lakso, seconded by Council Member Lee, to approve the February 13, 2008 City Council Work Session Meeting Minutes as amended. Motion carried unanimously. (Councilmember Paar Abstained due to absence). IV. PUBLIC HEARINGS None V. CONSENT AGENDA 1. City of Centerville February 14, 2008 through February 27, 2008 Claims 2. Centennial Fire District Claims through February 15, 2008 3. Centennial Lakes Police Department Claims through February 14, 2008 4. Approval of Precision Excavating & Grading, LLC Request for Payment #5 and Change Order #2 - $17,472.97 -Old Mill Road Utility and Street Improvement Pro, ect 5. Parks & Recreation Committee Recommendation to Authorize Centennial Soccer Club's Use of Soccer Fields at Laurie LaMotte Memorial Park for the 2008 Season 6. Acceptance of 2007 Franchise Fees - $7,190.92 7. Successful Performance Review of Mr. Joel McPherson. Building Insbector Councilmember Lee pulled Item #4 for discussion Motion by Council Member Lee, seconded by Council Member Paar to approve Consent Agenda Items 1-3 and 5-7. All in favor. Motion carried unanimously. Councilmember Lee stated the change order should be stated as 954. City Engineer replied that was correct. Motion by Council Member Paar, seconded by Council Member Lakso to approve Consent Agenda Item 4. All in favor. Motion carried unanimously. Mr. Kenneth Tolzmann, SAMA -Assessor Services Mr. Tolzmann introduced himself to Council and explained how he works to accommodate the needs of his customers. Discussion ensued. City Administrator Larson stated the issue of insurance needed to be discussed. Mr. Tolzmann stated he currently has $100,000 liability insurance. He explained that the valuations he makes on the property are turned over to the County for a decision. Discussion ensued. 3 . Other a. Officer Aldrich presented Centerville's Law Enforcement statistics for the past month. He stated the police department was presented with a Lidar by MN Safe and Sober. b. Officer Aldrich introduced Dan Crummins, the new Community Services Officer for Centerville. CSO Crummins provided information on himself and the job he would do for Centerville. VII. OLD BUSINESS 1. Consider Agreement for Local Assessor Services with Mr. Kenneth Tolzmann - SAMA Motion by Council Member Paar, seconded by Council Member Lee to Table Approval of Mr. Kenneth Tolzmann - SAMA as the Local Assessor until the Contract is Reviewed by the City Attorney, All in favor. Motion carried unanimously. VIII. NEW BUSINESS 1. Approve Job Description and Authorize Hiring aFull-Time Project Coordinator/ Inspector City Administrator Larson explained the purpose of hiring afull-time project coordinator/ inspector is to reduce engineering costs to the City. Approval of the Centerville Lion's Request for Special Event Permit for the 2008 Easter Eg,~~ Hunt Motion by Council Member Lee, seconded by Council Member Paar, to Approve the Centerville Lion's Request for Special Event Permit for the 2008 Easter E~~ Hunt. All in favor. Motion carried unanimously. Mayor Capra proposed a Friendly Amendment that fees are waived. Council members Lee and Paar agreed to the friendly amendment. All in favor. Motion carried unanimously. Approval of the Centerville Lion's Request for Funding of the 2008 Fete des Lacs City Celebration Motion by Council Member Paar, seconded by Council Member Lakso, to Table the Centerville Lion's Request for Funding of the 2008 Fete des Lacs City Celebration. All in favor. Motion carried unanimously. Consider Policy Re a.~ rding Youth Members on Committees -Resolution #08-009 Mayor Capra thanked Mr. Mark Haiden and Miss Savannah Lee for interviewing for the open positions on the Parks & Recreation Committee. Mayor Capra read Resolution 08-009. Discussion ensued. Motion by Council Member Paar, seconded by Council Member Lakso, to Approve Resolution 08-009, a Resolution Establishing Guidelines for the Appointment of Youth Members to Committees/Commissions as Amended. All in favor. Motion carried unanimously. Appointments to Fill Parks & Recreation Committee Vacancy Motion by Council Member Lakso seconded by Council Member Paar, to Approve the Appointment of Mr. Mark Haiden and Miss Savannah Lee. All in favor. Motion carried. (Councilmember Lee Abstained due to conflict of interest). Settle Agreement -Sheehy Condemnation Matter -Resolution #08-010 Page 4 of 6 City of Centerville Council Meeting Minutes February 27, 2008 City Administrator Larson presented the information regarding condemnation of property to acquire right of way property. He stated Sheehy is willing to settle for $201,500. Motion by Council Member Paar, seconded by Council Member Lakso, to Approve Resolution 08-010, a Resolution Approving Settlement in Condemnation Litigation with Sheehy Construction in the amount of $201,500. All in favor. Motion carried unanimously. 7. Vacant Property Procedures Councilmember Paar commented on the issue of foreclosures in the community. He explained that the mortgage companies are responsible for maintenance of the property until it is sold. He stated this is not being done. He questioned whether there is a procedure the City could follow to escrow against the property to ensure maintenance of the property is accomplished. City Administrator Larson replied notices are sent to the mortgage companies outlining their responsibilities. He stated lawns and sidewalks could be maintained by the City. Discussion ensued. Council tasked City Administrator Larson to discuss the health concern issue with City Attorney Glaser. IX. ANNOUNCEMENTS/UPDATES 1. City Administrator Larson City Administrator Larson distributed the draft Comprehensive Plan to Council for review. He stated the next step in the process is an open house at St. Genevieve's on March 27, 2008. He announced that the Metropolitan Council gave preliminary approval on the adjustment on the population. 2. 2009 Street Project Update City Engineer Statz provided a summary of the main issues voiced at the February 21, 2008 public open house and potential steps the Council could take to continue working with the public to reach a consensus on the appropriate scope for the proposed 2009 Street Project. Discussion ensued. Consensus reached by Council that City Engineer Statz present this information to Council at the next Council Work Session. 3 .
