Minutes of Work Session ~ ~
Present were Mayor Capra, Council members Tom Lee, Jeff Paar, Linda Broussard-
Vickers, and Michelle Lakso. Also present were City Attorney Kurt Glaser, Mark Statz of
Bonestroo & Assoc.
The Council discussed the possibility of adopting a deferment policy for assessments to
senior citizens. A lot of discussion centered on whether to charge interest during the
deferment period. Some expressed that the other taxpayers should not have to subsidize
the interest on the properties that were deferred. Consensus was that interest should
accrue during the deferment period. Staff will prepare a draft ordinance for Council
consideration.
Administrator Larson reported that the mailed hearing notices for the 2009 Street Project
will be going out very soon. The appraiser hired by the City has confirmed that the
estimated assessments are generally in line with the likely increase in value to the
properties. Most properties will get a notice showing an estimated assessment estimate
that is noticeably lower that the numbers provided at the public input, open house
meetings.
Due to the late hour, the Council determined to defer discussion on other items on the
work session agenda.
The meeting was adjourned at approximately 9:45 p.m.
