PLANNING AND ZONING COMMISSION
March 4, 2008
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
scheduled meeting on March 4, 2008, at 6:30 p.m.

Vice Chair Love called the meeting to order at 6:28 p.m.

1. Code Revision
City Attorney Kurt Glaser explained that he has been compiling all the amendments made
throughout the years and made some legal updates. He presented the changes he made to
Interim Use Permits based upon current legal changes to Conditional Use Permits by the
US Supreme Court.
City Attorney Glaser stated he would provide acolor-coded working copy of the changes.

Vice Chair Love mentioned the issues of corner lots/yards and the fencing of swimming
pools relative to the struggle the Commission has had with definitions and enforcement
versus enforceability.
Discussion ensued.
City Administrator Larson stated that he believes the Planning and Zoning Commission
has substantially addressed Subd.154, items 1 through 6 of the Zoning Code.
Discussion ensued.
The Planning and Zoning Commission confirmed that it is satisfied with the proposed
revisions of Subd.154, items 1 through 6 of the Zoning Code.
The Planning and Zoning Commission discussed revisions to Subd.154, items 7 throughl6
of the Zoning Code.
Councilmember Broussard-Vickers informed the Commission that the City Council would
hold a workshop to discuss code enforcement.
V. NEW BUSINESS

VL DISCUSSION ITEMS
1. Draft Comprehensive Plan
Mr. Brendon Slotterback, Bonestroo, presented the recent updates and changes to the
Comprehensive Plan. He distributed the updated transportation and parks and trails maps
and the revised MLTSA Staging and Household and Population Growth Chart. He stated
that the formatting was updated and a table of contents added.
City Administrator Larson reported that the City received written approval of a $750,000
grant to build trails indicated on the updated Parks and Trails map.
Discussion ensued.
Mr. Slotterback explained that the next steps include making any additional edits to the
draft Comprehensive Plan, holding a public open house on March 27, 2008 to review the
draft plan, and submitting the plan to the City Council on April 9, 2008 for approval of
jurisdictional review.

February 12, 2008 Planning and Zoning Meeting Minutes
Motion by Commissioner Wood, seconded by Commissioner Mosher, to approve the
Minutes of February 12, 2008 as presented. All in favor. Motion carried
unanimously.
VIII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Pangell, to adiourn the
March 4, 2008 Planning and Zoning Commission Meeting at 8:55 p.m. All in favor.
Motion carried unanimously.
