Parking and safety at the church and on the adjacent neighborhood streets are always a concern to me on this day. The old Park and Ride lot was used last year, this was efficient and a great help to the success of our picnic. I hope that the parish may use utilize the old Park and Ride again. We also set up no parking zones on the south side of Sorel Street and the west side of Goiffon Road to insure the safety of pedestrians and allow emergency vehicles to the site, or to neighbors, if needed. I have also contacted the Centennial Lakes Police Department and Fire Department to ensure that they are also fully aware of the situation and so things run safely and orderly that day. Nelson lft11 ;zzi Page 1 of 4 Teresa Bender From: Gregg Thompson [gregg@metroswcd.org] Sent: Friday, June 20, 2008 3:59 PM To: Statz, Mark R; Teresa Bender Cc: Mann, Lee M; Tranter, Dale A Subject: Re: Hidden Spring Park Mark, Teresa, and all, Regarding the timing of commencement of shoreland restoration work in relation to water levels, it would also be my preference that work would be done when the water levels are not at their highest, although a lowering of the relatively high water-level is impossible to ensure and nearly impossible to predict, although "typically" the lowest water levels should occur in late July and into August, to early September, and in the case of my observations on Centerville and Peltier, this could still only be around 6_8" lower than high water levels. Excavating the base for the gabions is quite difficult underwater (both physically and visually assessing consistency in the base grade), but there may not be other realistic options. If the installation commencement could hold until late July, that would probably be easier to execute the work, but I would understand if you would prefer to have the work start sooner (it will just most likely be more difficult for the contractor, and take longer for the actual installation process for the gabion portion). Also, does the city have a good relationship with the Saint Paul Water Authority, in order to get permission to utilize their driveway as access for bringing in the heavier supplies, rather than putting heavy equipment on the park's limestone trails? Our original bid was $27,328.00, and our new bid is $24,768.00 to include the above mentioned materials and timeline. The 2'x2' gabions are a special order product, and the supplier is stating that it will take 2 weeks for these materials to be fabricated and delivered. As we stated earlier, we recommend waiting for the water levels to go down in order to place the gabions l' into the substrate. We will agree to do the work at existing water levels, but cannot guarantee that they will be set into the substrate at this l' level. This bid number does not include any repair of the existing turf leading up to the buffer area. We hope that the utility land adjacent to the project site could be used as a staging area to minimize disturbance. If this could be worked out by the city or you, it would really help with logistics.
