PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, June 4, 2008 - 6:00 p.m. Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville cancelled its regularly scheduled meeting on June 4, 2008 due to lack of quorum. This meeting was not rescheduled. M[Ji)@~[~)[J@W@@] Transcribed by Kim Stephan MEMO TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: Updates DATE: June 27, 2008 Tracie McBride Memorial Park Renovations Update from Mr. Paul Palzer - Friday, June 27, 2008: The work at McBride Park should be completed fully by the meeting. The only items I'm waiting on are the touch up painting and the class 5 gravel near the pump house. I did talk with Harlan about the whirl and he stated the mounting instructions call for installation from 6-18" above the fall protection. We are at 18" if you level out the sand and I questioned him why we were not informed of the height preference and stated his installer only gave us the height of the curbing as their only direction for height. He said that installation instructions should have been sent to City Hall weeks prior to the delivery and I know that both Andy and I called him to receive those instructions prior to the equipment delivery, but never received them. Hidden Spring Park Mr. Mark Statz, City Engineer requested adding an item under updates regarding the rain garden draw-down test. He stated Mr. Palzer would have a memo summarizing the results of the test for the committee to review. Mr. Palzer emailed the following update: Monday, June 23, 2008 at 9:00 a.m. Chris Long (Bonestroo) and I filled the rainwater garden to the overflow outlet level. The weather was dry for two days and when I observed the rainwater garden on Wednesday morning at 9:00 a.m. and it was dry except for a small amount of water near the inlet that is lined with rocks and creates a small pool. The rainwater garden appears to meet the new rule of 48 hours for filtering and the plants that are located in the garden appear to be doing well. The following update was from Mr. Dallas Larson following the Wednesday, June 25, 2008 City Council meeting: The Council approved the Hidden Spring Park shoreline work, which was designed by Greg Thompson and will be constructed by Natural Shore Technologies, Inc. Mr. Thompson will monitor the construction and Bonestroo will drop to the background, except to pay for the work. We had a few questions, and were wondering if we could meet with you next Monday, June 16th, at 10:30am at McBride to talk through the ideas and our questions. Here are the questions/observations we had: 1. The south side of the play area is quite wet. Is there (or will there be) drain tile there? 2. We noticed the talk tubes were re-installed... but they don't seem to work. 3. Was the climbing wall in phase 1 or 2? Where will it be installed? 4. We noticed some of the existing equipment had been "touched up" with paint....but it didn't seem to be finished. Will there be a final coat of paint? 5. There were several questions about the pump building: · Could we get an outdoor faucet on the north side of the building closest to the picnic area? . Could we enclose the meters and access box on the north side so they wouldn't show or be a temptation to kids? . There seems to be hail damage from the storm...the southside window is cracked and water has seeped behind the plastic "window", there is also noticable paint peeling on the sill (border), there are hail dimples on the soffets. One portion of the left shutter on the bottom is broken. Will there be a storm damage claim? . Could we convert the window into a Park and Rec Information Board instead of a "window"? We would like: 1. 2ft x 3ft gabions (rather than 3ft x 3ft) with the bio-Iogs on top (We thought the 3' x 3' gabion would show too much under the bio-Iogs rv and be rather ugly.) 2. to start the restoration as soon as feasible, not wait until August (We figured there are too many varibles (rainfall, storms, further erosion) to guess whether waiting would actually be benificial.) 3. a little more information/definition of the "maintenance" referred to in the Natural Shores Technology's bid 4. to schedule the filling of the raingarden (via the fire hydrant) before the new plantings go in (so they don't get flooded out) 5. to be kept informed of the fire hydrant test date and the restoration efforts, so the interested Park & Rec members can be present Please let me know if I have missed anything that needs to be captured.
