The City Council of the City of Centerville held their
regular meeting on Wednesday, December 10, 1975, in the City
Hall. Mayor Prachar called the meeting to order at 7:00 pm.
Present were Councilmen L'Allier, Murray and Peterson. Attorney
Hawkins was al so in attendance. Absent's Councilman Burque.
Emery Herbert, representative from the Centennial Hockey
Assoc iation was in attendance requesting the council to
purchase material to make two wooaen boxes for the hockey teams
to use during a hockey game. Volunteers to make boxes were
available. The boxes would be approximately 5 x 10 with 1 door,
made out of marine plywood. Leon L'Allier made a motion to
let Mr. Herbert go ahead and buy the lumber to build the boxes
for an amount not to exceed $200, John Peterson seconded it,
motion carried.
Proprietors of the three liquor establishments in Center-
ville appeared before Council and were issued their 1976 licenses.
Norm Fritchie advised council Dan Tourville had been
elected the new Fire Chief effective January 1, 197n, Gerald
Determan, Secretary.
Leon L'Allier and Elmer Murray reported on their meeting
with representatives of the School Board concernang the ball-
field in back of the Centerville Elementary School.. They
advised council on insurance needed, keeping up of the field,
no cars allowed in area. Council representatives would be
meeting with school board on January 9, 1976 to discuss the
matter further.
Discussion on dog ordinance was held. Clerk was to type
up sample ordinance and send to Mr. Hawkins for any corrections
or add!. tions and public hearing \^lould be held on ordinance at
the second meeting in January.
Horse ordinance was discussed in l~ngth and council
advised of public hearing to be held on same at the January
14, 197h meeting.
Two statements from Milner W. Carley & Associates were
discussed. Leon L'Allier made a motion to pay $3000. on
account, Elmer Murray seconded it, motion carried.

The City Council of the City of Centerville held a special
meeting on Tuesday, December ~)1975 in the City Hall. Mayor
Prachar called the meeting to order at 7:10 pm. Councilmen
present: L'Allier, Murray and Peterson. Absents Burque.
Meeting was called to discuss the comprehensive sewer plan for
Centerville. Messrs. Carley and Gotwold Hspresented the
firm of Milner W. Carley & Associates.
The engineers showed the comprehensive plan to the council
which involved all gravity lines going to the east of Centerville,
3 lift stations; by LaMotte Drive, Pavillion and across from
the Knabe pronerty. Complete plan was shown and also plan for
sewering Centerville in phases.
Mr. Carley read an information sheet from the Metro Sewer
Board regarding criteria needed before accepting plan. A copy
of the information is attached to these minutes.

A snecial meeting was held of the City Council of the City
of Centerville on Wednesnay, Ndvember 26, 1975 in the City Hall.
Mayor PRachar called the meeting to order at 7:00 pm. Present
were Burque, L'Allier, Murray and P~ter~on.
Mayor Prachar rean a letter from Henry Amundson, Building
Insnector, giving u~ his resignation as of December 31, 1975.
Several nrospects were mentioned an~ the matter was tabled until
the next meeting.
Meeting nas been set for Monday, December 8 for Elmer and
Leon to meet with the School Board of District #12 to discuss
ballfield situation. They will report at next meeting.
Mayor read letter from John Boland of the Metro Council
advising us of a meeting on Tuesday, December 9 at 7:10 pm
in the Fore~t Lake School to niscuss issues of the Metro Council.
Mayor read reply from Mr. Boland on his letter of October
22 on the Centerville sewer situation. Clerk was to call Mr.
Gottwald about setting us a meeting in December to discuss the
comprehensive sewer plan for Centerville.
The follovving amendment to Ordinance #10 was read and
suggestion~ given as follows:

AND ENTITLED "AN ORDINANCE FOR A ZONrnNGPL1\NAJ~tjD BUILDING
REGULA TIOf\T . "
The City Council of the City of Centerville noes ordain:
SECTION 1. Section 1 of Orrlinance 10 adopten on May 9, 1972,
and entitled "An ordinance for a zoning plan and
building regllla tion" is amenden by the addi tion
of the following subdivision;
v.
ANIMALS
(a) In all zoning districts established by this Ordinance,
no non-domestic animals shall be allowed on not less than five
acres in area ~xcept as permitted by this Section. Non-domestic
animals are animal~ ann poultry commonly kept for productive
purposes on a farm such as horses, cattle, hogs, shee~, goats,
chickens, and other similar animals.
(b) On lots of five to ten acres in ~ize, a maximum of three
horses, ponies or foal~ shall be permitted. Any person who
desires to have an excess of three horses, ponies or foals on
a five to ten acre parcel shall apply for a special use permit
in accordance with Section III, Article IV, Special Use Permits.
There ~hall be no restriction on the number of horses that will
be allowed on parce18 of land in excess of ten acres.
(c) Any person, firm or cornoration wishing to maintain a
boarding facility for such mnimals shall apply for a special

use permit in accordance with Section III, Article IV, Special
U Re Permi ts.
(d) Any person, firm or corporation who is maintaining or
keeping non-domestic animals within the City of Centerville
on the effective date of this ordinance, shall be exempt
from the above ?rovisions provided that there is no increase
in the number of animals that are being kept or maintained.
SECTION 2. This ordinance shall become effective from and after
its passage at publication.

Public hearing on the above ordinance shall be at the first
meeting in January, 1976.
Clerk was asked to get copies of dog ordinance from
Shoreview and Roseville and send copies of same to council
members before next meeting so it can be discussed.

The City Council of the City of Centerville held their
regular monthly meeting on Wednesday, November 12, 1975 in the
City Hall. Mayor Prachar called the meeting to order at 7:00 pm.
Present were Burque. L'Allier, Murray, Peterson and Attorney Bill
Hawkins.

Fran Burque made a motion to accept minutes of meetings October
20, 22, November 6 and 8, 1975, John Peterson seconded it, motion
carried.
Mayor Prachar read portions of letter from City of Maplewood
concerning their state aid tax relief program under Governor Anderson.
Letter was read from Howard Neisen advising council of meeting to
be held on Thtlrsday, November 13 at 3: 00 pm in the Lino Lake sHall
to discuss legislation dealing with fiscal disparities.
Letter has been received from North Central Public Service
advising the Centerville residents that as of December 1, 1975
an increase of 1.181~ per hundred cubic feet of natural gas would
be in effect. This would amount to approximately a $19.50 increase
~nnna~ly or about 6.9%.
Cecil LaMotte appeared before council with question on selling
property one acre at a time and was advised he would have to plat
property in question according to our ordinance.
Mayor advised council on hearing to be held on December 12,
1975 at the State Capitol Building relating to the regulation of
cable communications.
Fire contract with Lino Lakes for 1976 was discussed. Clerk
had drawn up new contract and Leon L'Allier made a motion to
accept contract for 1976, Fran Burque seconded it, motion carried.
Discussion was held on horse ordinance which Mr. Hawkins
was instructed to draw up for city. John Peterson made a motion
for the Attorney to draw un an amendment to the zoning ordinance
dealing with non-domestic animal~, Fran Burque seconded it, motion
carried. Mr. Hawkin~ would bring same to the December 10 meeting.

Fran Burque made a motion to accept applications, Elmer
Murray seconded it, motion carried.
Leon LtAllier made a motion to cancel the special meeting
on Wednesday, December 24, 1975, Elmer Murray seconded it, motion
carried.
Norm Fritchie reported that the Centennial School District
Board of Education discussed letter from the city written to
Mr. James Lawrence concerRing the ball field in back of the
Centerville Elementary School. Norm reported that four members
of the school board would like to meet1with council representatives
in an evening meeting to discuss same. Mayor appointed Elmer Murray
and Leon LtAllier to look in~o matter and report at next meeting.
Clerk has received Revenue Sharing Check in the amount of
$691. and Leon L'Allier made a motion to deposit check at the
First State Bank of Hugo in the form of a 30 month savings
certificate at 6~% interest, John Peterson seconded it. motion
carried.
Mr. Hawkins reported on changes he thought should be made
concerning the by laws of the Emergency Services of Centerville.
Clerk was to check into workmen's compensation portion of by
laws with our insurance agent and show changes to Mr. Skoog.
Director before council taking action on same.

The City Council of the City of Centerville held a special
meeting on Monday, November la, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 7:)0 pm.. Present were
Burque. L'Allier, Murray, Peterson Fire Chief Norm Fritchie,
Tom Tourville, Marcel Rivard, Dan Tourville. Bob Burman and
Dave Torkildson. Purpose of meeting was to discuss Fire Protection
for Anoka County Park and service road proposed for same.
The Fire Department nresented information on rig needed to
be purchased if they provided fire protection for the park and
a quote on price per hour if used in the park area. Mr. Torkildson
requested time to go over figures with board of commissioners ,of
Anoka County and would report back to council.
The service road situation for the nark to be used by Mound
Trail residents was still in the planning stage and Torkildson
advised council that if service road would be constructed, the
old road (Mound Trail) would revert back to the land owners as
a scenic easement. The roadway to nark would be built in approx-
imately 4 to 5 years after service road is put in. All above
road situation was ~till in planning stage and had not received
the go ahead from the board of commissioners or the Mound. Trail
residents.

The City Council of the City of Centerville held a special
meeting on Wednesday, October 22, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 7:00 pm. Present were
Peterson, Burque, Murray and L'Allier.
Rep. Howard Neisen appeared before council and discussion
was held on current problems in Centerville.
Mayor Prachar read letter sent to John Boland of the Metro
Council about Centerville's sewer situation.
Norm Fritchie appeared before council with explanation of
1976 Fire Department budget requests.
Clerk was to write a letter to the Centennial School Board
requesting use of the ballfield behind the Centerville Elementary

regular meeting on Wednesday, October ~, 1975 in the City Hall/
Mayor Prachar called the meeting to order at 7:00 pm. Present
were Burque, L'Allier, Murray and Peterson.
Minutes of meetings held September 10 and 24, 1975 were
approved as recorded by Elmer Murray, seconded by John Peterson,
motion carried.
PETITIONS AND COMPLAINTS: Mr. Underwood had complained
to Mayor about a resident burning trash near his house and
the smoke bothering him.r'and his wife. Mr. Underwood was
advised to speak to the resident and if he does not get any-
where, to come to council meeting with complaint.
Mayor read portions of letter from LeRoy Johnson, 5th
District County Commissioner concerning bicycle traffic in
Centerville and other communities in Anoka County. A meeting
has been set for Wednesday, October 29 at 7:30 pm to discuss
bicycle trails for the County and Mr. Johnson would like a
representative from Centerville to attend meeting. Clerk was
to ask Marian Sundberg and Phyllis Peterson to attend meeting
and represent Centerville.
Mayor was to write Mr. Gerald Clausen of the Lino Lakes
Park Commission giving him the council's comments and sugges-
tions on the propo,sed bike trail system for Lino Lakes and
portions of Centervil1e.
Mayor Prachar read portions of letter from Dave Torkildson
of the Park Department in Anoka County concerning the con-
struction or possible construction of a road from Centerville
adjacent to park property. This item would be discussed at
the next Park Committee meeting in October and Mr. Torki1dson
will be in contact with us after meeting to advise us of
the committee's intent.
Mayor Prachar read portions of letter from Dave Torki1dson
concerning the Centerville Fire Department request to provide
fire protection for the Chain of Lakes Park. This item will
be brought up at the Park Committee meeting in October and
Mr. Torkildson will contact us after meeting to advise us

The City Council of the City of Centerville held a special
meeting on Wednesday, September 24, 1975 in the City Hall. Mayor
PRachar called the meeting to order at 7:00 pm. All councilmen
present.
Mr. Carl Sooger, Community Education Director from District
#12 was in attendance at meeting with a request for funds from
the City of Centerville for administering the summer recreation
program. Matter was tabled until the budget meeting.
Jerry MUrray was in attendance and requested the council's
permission for the Boy Scouts to clean up the park area on
Cedar Street. This is a project for Jerry to do in accordance
with becoming an Eagle Scout. Leon L'Allier made a motion
that the City give permission to Jerry Murray and Troop 432
to make improvements on the described property and for the
Scouts to use it as a camp site, Fran Burque seconded it,
motion carried. Elmer Murray advised council that the Men's
Club from Our Savior Lutheran Church in Circle Pines would
like to cut up and dispose of the wood on the property. The
clerk was instructed to write a letter to the Men's Club giving
them permission to do this and inform them that the city
assumes no responsibility for liability or property damage
during the clean-up operation.
Budget meeting is set for Monday, October 6, at 7:00 pm.
All other meetings held by the Council will now begin at 7.00 pm.
The matter of ordering bicycle tickets for their issuance
was discussed. John Peterson made a motion that the City go
along with the proposal of a bicycle program for Centerville,
Elmer MUrray seconded it, motion carried.
The attached.:.Resoilu tion. was read and approved by the
City Council.
Mayor informed council that Rep. Neisen would be at our
October 22, 1975 meeting.
Mayor read letter from Lino Lakes concerning the proposed

The City Council of the City of Centerville held their
regular meeting on Wednesday, September la, 1975 in the
City Hall. Mayor Prachar called the meeting to order at
8:00 pm. Present were Burque, L'Allier, Murray and Peterson.
Minutes from meetings held August 13 and 27 were approved
as read.
Previous to start of meeting, council members had looked
at ballfield area behind Centerville School. Agreement
was that the northwest corner would make a fairly good
field for next season. Mr. Lawrence of the School District
would be advised of council agreement.
PETITIONS AND COMPLAINTS:
Work on Mill Road in front of Haberman's house has
started but grader will have to wait a few days to do
his work until it is dryer.
Frank Zimny of LaValle Drive appeared before council with
complaint of pavilion patrons using LaValle Drive as an
access to the ballfield. LaValle Drive is a private road
and is posted same. Council would be in their rights to
request Mr. Bumgarner of the pavilion to provide parking
attendant or guard and also satellite for his patrons when
the ballfield is in use.
Mr. Harold Liebel brought a petition that is signed
by the residents of Mound Trail expressing their desire to
have Mound Trail vacated based on the assumption that a
road will be furnished by the county in back of their
homes. Mayor was to contact Mr. Burman to inquire on
the possibility of service road construction by County
and when it is proposed to be done before vacation
proceedings can begin.
Police Chief Myhre was in attendance and August
police report for Lino and Centerville was distributed.
Mayor reported on meeting held Tuesday, September
9, concerning the sewer situation for both Centerville and
Lino Lakes.
Discussion on the bike riders in.Centerville was
held. Mayor referred to sample copy of violation notice
and price quote for same and matter was tabled until next
meeting.
Mayor read portions of letter from the League of
Minnesota Municipalities advising us of a regional meeting
to be held on Thursday, October 9, 1975 in Chisago City.
Mayor advised council of an order issued stating that
the Anoka Electric Cooperative of Anoka has requested an
increase in their schedule of rates for the retail eustomers
in its service area. Rate increase would be effective
September 12, 1975.
Mayor informed council of letter received-from Sen.
Milton inviting us to submit any recommendations for

for legislation which would have an immediate effect on
our area as well as our suggestions on legislation of
a more general nature. which nevertheless would directly
affect our residents.
Mayor read a thank you note received from the
Fire Department thanking us for the prompt action
taken in repairing the door. door lock and driveway.
Mayor informed council of National Highway Week
September 21 - 27, 1975 with September 24 being designated
as HIghway Information Day with tours being conducted
from 9:00 am to 2:00 pm at the District Nine office in
North St. Paul.
Clerk read agreement between City and Messrs.
Skoog and Hendricks concerning the fence that is
situated on the city right of way. Clerk was to
mail agreement to them for their signatures.
Norm Fritchie read a sample letter he would like
the council to okay and send to Mr. Torkildson. Director
of Parks and Recreation for Anoka County, requesting
Anoka County to consider negotiating with the Centerville
Fire Department to furnish fire protection for the Anoka
County Park Reserve. Fran Burque made a motion to notify
the county of the Fire Department's intentions, Leon
L'Allier seconded it, motion carried.
Norm Fritchie brought up the idea of exploring a
long-term fire protection agreement with Lino Lakes.
A committee of Dan Tourville, Norm Fritchie and
Fran Burque, Sr., has been organized to study same.
Leon L'Allier requested being on the committee. Elmer
Murray made a motion to give the Fire Department committee
authorization to organize talks with Lino Lakes concerning
long term fire protection. John Peterson seconded it,
motion carried.

The City Council of the City of Centerville held a special
meeting on Wednesday, August 2~, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 8:00 pm. Councilmen
presents Burque, L'A1lier, Murray and Peterson.
Mr. Lawrence, Business Manager for the Centennial School
District #12 was present to discuss a joint venture of the
school and the city for use of a ballfield in back of the
Centerville Elementary school for Little League in the summer.
Mr. Lawrence was to get the council a map of the area for our
further study and discuss project with school board and other
interested parties.
George Haberman had requested some work done in front
of his house on Mill Road where the road was washing away.
Clerk was to call North Central Service to indicate where the
gas line ran in front of house, call Wollin for some grading
and have some rock brought in.
Mayor Prachar contacted Mr. McLean of Lino Lakes on the
proposed bike trail system for the City of Lino which trail
would go through parts of Centerville. Bike trail system
was just in the nroposed stages and Lino had not gotten
permission from the county to use the border of the county
roads as part of the system. City would be kept informed
on progress of system.
Clerk had received letter from Anoka County Health
Department with information on the Minnesota Clean Indoor
Air Act which became effective August 1, 1975. Item 5 of
the Act states that wnere a public place consists of a single
room, one side of the room must be posted as a No Smoking Area.
Clerk was to get appropriate sign.
Elmer Murray made a motion to approve Peterson's 2nd
Addition to Centerville, Fran Burque seconded it, motion
carried. Mayor and clerk sig~ed hard shell copy of same.
Fran Burque made a motion to grant a variance to Ordinance
15, Section 6, paragraph 10 and granting permission to convey
by metes and bounds description the following property,
All that part of the Southwest Quarter of the Northeast Quarter
of Section 23, Township 31, Range 22, Anoka County, Minnesota
described as folloWSI Beginning at the Sbutheast corner of LOT
6, BLOCK I, Peterson's Addition to Centerville, according to the

Red Cross appeared before the council requesting local participa-
tion in the Red Cross. She _as asked to work with the Civil
Defense Director in Centerville to meet the needs of the residents.
Norm Fritchie appeared before council with 1976 budget
request from the Fire Department. Clerk was to make copies of
request and will mail with these minutes for councilmen to look
over before budget meeting.
Mayor was to call County to see if roads in Centerville
could be graded.
Mayor read portions of letter received from Governor
Anderson thanking us for support of his proposal to return
gross earing revenue to local governments.
Mayor read portions of letter from Metropolitan Tran$it
Commission regarding employer vans and car pools in the metro
area.
Orville Hughes appeared before council with request to
get a building permit for adding 2 feet to front of house. He
was advised to bring a letter to the clerk from his adjoining
neighbors giving him permission to do this. Fran Burque made
a motion that if Orville gets written consent from his adjoining
property owners to add a 2 foot addition to the front of his
house, he would be issued a building permit for same" John
Peterson seconded it, motion carried.
Mayor read portions of letter and referred to map from
Lino Lakes regarding a proposed bike trail system for the City
of Lino Lakes. The proposed trail would go through portions of
Centerville and they asked for our opinion on this. Mayor was
to get more information from Mr. McLean and report at next meeting.
Clerk had received 2nd half of payment from Lino for the
Fire Department contract. Leon made a motion to deposit amount
in the Fire Department Equipment Fund, John Peterson seconded
it, motion carried.

meeting on Wednesday, July 23, 1975 in the City Hall. Mayor Prachar

Discussion was held on the rural development fund money which
the Fire Department of Centerville will be receiving $900. John
Peterson made a motion to authorize an advance of $900 to the
Fire Department to be reimbursed by Federal grant monies, Fran
Burque seconded it, motion carried.
Jim Sahlstrom was in attendance to discuss the possibility
of Little League ballfield for 1976. He was advised that some
ballfield would be available in Centerville for Little League
and other interested groups.
Mayor read letter from Anoka County Assessor informing us
they would do the assessing in Centerville next year and the
following assessment record for the breakdown of parcels by
type.

Mayor referred to Lino Lakes Ordinance #58 which regulates

Clerk was to contact Jim Lawrence of Centennial School
District about availability of ball park property for joint
venture with city and school for receational complex.
Cecil LaMotte brought in warranty deed as requested by
council for variance on Henrich property.
Mayor reported that Planning and Zoning did not give their
approval for Frank Everhard to interdisperse 4 or 5 85' lots
in Phase One of Center Oaks development.
Norm Fritchie reported for the Fire Department. He gave
a demonstration of the monitor that is being used for fire calls
in Centerville. John Peterson made a motion to purchase two
monitors for fire department, Fran Burque seconded it, motion
carried.
Clerk had received request from Northwestern Bell Telephone
Company to bury a cable on Main Street and 20th Avenue North.
Approval given.
Clerk was to contact County Assessor's office to ask for
contract with their office to do Centerville assessment work.
Clerk to report at next meeting on same.
Clerk had received Revenue Sharing Check in amount of
$577. John Peterson made a motion to deposit check in General
Fund for fire department equipment, Fran Burque seconded it,

The City Council of the City of Centerville held a special
meeting on Wednesday, June 25, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 8:00 pm. Present were
Burque, L'Allier, Murray and Peterson.
Clerk informed council she was going to pay the following
billSt H & L Remodelers $195 and Johnson Dustcoating $1125. less
2% discount amounting to $1102.50. .
Clerk had received application from Northwestern Bell Tele-
phone to bury cable on Farm Drive, located south of County Road
#14 and 1150 feet west of 35E. Application approved.
Applicants would be screened through the county for part
time help for city amounting to 32 hr week at $2.10 per hour.
The $788 due the City from the county on the Federal program
would be handled through the highway department and we were to
hear from Mr. Ruud on how we wanted the work done and when it
was going to be done.
Clerk had received letter from Metro Council informing us
our population figure as of April 1975 was 620.
Clerk had received letter from B & E Patrol informing us
they were going aut of business and the business had been sold
to Metro Animal Control of Minneapolis and we would be receiving
more information after July 1.
We have received notification from the DNR on the public
hearing to be held on July 16, 1975 at 12.30 pm in the St. Paul
Technical Vocational Institute on the proposed adoption of rules
of the commissioner of Natural Resources governing municipal
shoreland zoning ordinances.
Fnank Everhard appeared before council with request for
a few 85' lots interdispersed with his 100 x 150 foot lots
in Phase One of Center Oaks. No action taken on matter until
P & Z could discuss it.

The City Council of the City of Centerville held their \./ ~
regular monthly meeting on Wednesday, June 11, 1975 in the
City Hall. M~yor Prachar called the meeting to order at 8:00 pm.
Present were ~urque, L'Allier, Murray, Peterson and Attorney
Hawkins.
The clerk read the minutes of meetings held May 14, 20, 28
and June 4, 1975. Fran Burque made a motion to accept minutes
as read, John Peterson seconded it, motion carried. John Peterson
made a motion for clerk to send out copies of minutes of meetings
held and dispense with the reading of them at meetings, Elmer
Murray seconded it, motion carried.
PETITIONS AND COMPLAINTS: Council was in agreement that
streets in city needed grading and LaValle Excavating was to
be contacted on doing same.
Residents were in attendance from Brian Street complaining
about condition of same. Wanted the road graded and put in
driving condition.
Report from Building Committee on concrete slab in front
of fire door. They have received two bidsl
Stevens Construction - 4" slab with drain hook up
$825. - 6" slab $75 extra
Henry Miers - 6" slab with drain, 6" bell $1920.
Consensus was to get more information from Stevens on bid and
if acceptable give the bid to Stevens.
Mayor asked council for suggestions on how the $788 due
Centerville from Anoka County should be used. As of now, cleaning
manholes in Centerville was only one.
MR. Carley from Carley Engineering presented detailed map
and estimates on construction costs for sewering Centerville as
follows: 3 lift stations on plan, 13 miles of pipe; 42,000'
or 8t miles for main sewer lines, 18,000' or little less of
4 miles for house stubs, 8000' or It miles for force main.
Costs: Core area of city - $1,770,000., Mound Trail $201,000.,
Parent-Schilling Estate Development $84,000. f Center Oaks Develop-
ment $241,000., Force main and lift stations $185,000., House
stubs $1~5,000., street rebuilding $150,000., Total $2,298,000.
The construction costs equal about 3g% of total cost. Mr. Carley
was going to take plan to Sewer board and report back to council
after doing so.
Lino Lakes patrolman brought in police reports for May.
Discussion was held on party at 735, 20th Avenue on June 6 and
attorney advised us to write letter to occupant advising him of
the consequences of such a party.
Mayor read letter from Meyer and Hiniker notifying us that
aclaim is being filed against the Village of Centerville by Gary
R. Barott for accident which occured on June 3, 1975 at the ball
park.
Mayor read ordinance from Shoreview on developers installing
their own street lights and poles at their expense in new
developments. Matter tabled.
Mr. Zimny appeared before council advising he would be
willing to be Centervillets Fire Marshal. Decision tabled

until Uniform Fire Code hearings are held and new code issued.
Elmer Murray made a motion to grant a variance on Ordinance
15, Section 6, paragraph 10 to Cecil LaMotte that final plat be
100' x 300' (Henrich property), Fran Burque seconded it, motion
carried.
John Peterson submitted plat called Peterson 2nd Addition
to Centerville. Fran Burque made a motion to approve the
preliminary plat of Peterson 2nd Addition to Centerville,
Elmer Murray seconded it, motion carried.

A special meeting of the City Council of the City of
Centerville was held on Wednesday, June 4, 1975 in the City
Hall. Mayor Prachar called the meeting to order at 8:10 pm.
Present were: Planning and Zoning Committee members Robert
LaMotte, Tom Wilharber, Mel Dupre; Sewer Committee members
Marcel Rivard, Dan Tourville, Ivan Barott; Don Carley of
Milner W. Carley and Associates.
Purpose of meeting was to discuss sewer plan for
Centerville. Mr. Carley showed the preliminary plan for
sewering Centerville and discussion followed. Mr. Carley
was to come to next council meeting on Wednesday, June 11
for further discussion on same.

The City Council of the City of Centerville held a special
meeting on Wednesday, May 28, 1975 at the City Hall. Mayor PRachar
called the meeting to order at 8s00 pm. Present were Burque,
L'Allier, Peterson and Murray.
Laurel Kuchinski appeared before council requesting2that
Ordinance 15, Section 6, paragraph 10 be waived in the matter of
the east 25' of the following legal descriptions
Commencing at ~ point of the North line of Lot 11, Revised
Auditor's Subdivision #48, said point )00' west of the North-
east corner thereof south and parallel with the west line of
Lots 11 and 12, Revised Auditor's Subdivision #48, to the
south line of LOT 12, Revised Auditor's Subdivision #48,
thence west on the south line of said Lot 12, thence north on
the west line of said Lots 12 and 11 to the northwest corner
of Lot 11, thence east on the north line of said Lot 11 to
the point of commencement.
John Peterson made a motion to waive Ordinance #15, Section 6,
paragraph 10, Elmer Murray seconded it, motion carried.
Laurel also requested 2 posts and chain put across 25' easement
next to their house. Clerk was requested to call Satellite Inc.
to have satellite installed for summer months for little league.

Norm Fritchie reported on the fire department request for
1975 equipment purchases. The dollar amount would be approximately
$1860 for all items considered. John Peterson made a motion to
appropriate $900 for such items, Leon L'Allier seconded it, motion
carried.
Clerk had received bid from Johnson Dustcoating to oil city
streets in the amount of $1125. This would cover a 20' strip on
7000 running feet of street which 4500 gallons at 256 would amount
to $1125. We would also get a 2% net discount if paid in 10 days.
Clerk was to advise Johnson of this and the date for oiling be
Tuesday, June 24.

The City Council of the City of Centerville held an
emergency meeting on Tuesday, May 20, 1975 at the City Hall.
Mayor Prachar called the meeting to order at 8:05 pm. Present
were Burque, L'Allier, Peterson and Murray.
Meeting was held to discuss May 19 storm damage to Centerville
and residents.
A Red Cross representative gave a report on their activities
in Centerville since the storm.
Request was made as to how burning or dumping of trees
and debris lying around on residents' property was to be taken
care of. Clerk was to call Mr. Askew of the Coummy and request
a site for such dumping.

The City Council of the City of Centerville held their
regular monthly meeting on Wednesday, May 14, 1975 in the

read the minutes of meetings held on April 9 and 23, May 7th.
There were no corrections or additions, so the minutes stand approved

Discussion on the condition of Brian Street. Leon L'Allier
made a motion to call the county to bring in some rock and fill
in the bad spots, Fran Burque seconded it, motion carried.
Clerk was to call Mickey Kost to ask him to bring in 3 yards
of agricultural lime for the ball field bemng used for Little
League.
Marv Myhre brought in police reports for Centerville and Lino
for the month of April.
Applicants for summer work in Anoka County from Centerville
should apply at Centennial Senior High on Wednesday, May 21 from
9 I 00 to 5 I 00 pm.
Clerk had received letter from Marcel Rivard advising City
that he had sold the property used ->lccess to the ci ty ball park
and that all previous easements will terminate as specified in
the contract.
Clerk had received Revenue Sharin~ Planned Use Report which
stated Centerville would be receiving $2,765 from JUly 1, 1975 to
June 30, 1976. Elmer Murray made a motion to report money would
be used for environmental protection, John Peterson seconded it,
motion carried.
Tag had been issued to Doug Drewlo on the car sitting in
Cecil LaMotte's yard which has hot been licensed for 1975. Elmer
Murray made a motion to issue Doug a annual permit dated as of
this date for $5.00 fee for him to keep the car without being
licensed, Fran Burque seconded it, motion carried.
Mayor Prachar read a resolution received from Columbia
Heights regarding vandalism in city parks. John Peterson made
a motion to adopt resolution, Elmer Murray seconded it, motion
carried. A copy of said resolution is attached to these minutes.
Frank Everhard appeared before council with a request that
~e city grant approval of Center Oaks #1 which contains the first
48 lots in the preliminary plat. Approval was not granted.
Discussion was held on the fence in front of Dan Skoog and
Lew Hendricks' house which is on the city's right of way. Leon
L'Allier made a motion to notify Skoog and Hendricks of same and
ask them to move fence back to their property lines, John Peterson
-seconded it, motion carried.
Mayor Prachar read letter from Minnesota Humanities Commission
asking ftJ~r(:a donation. Action denied.
Report was given by Building Committee on concrete slab in
front of fire door.
The clerk was requested to send a copy of our Ordinance #15

BE IT HEREBY RESOLVED by the City Council of the
City of Centerville that it does this date wish to give
support to the various communities in Anoka County in
their efforts to obtain an improvement in apprehending
and convicting juveniles that have committed acts of
vandalism in the party systems of the various cities
within the county.
BE IT FURTHER RESOLVED that the City Council of
the City of Centerville does heartily concur with the
Resolution #75-28 by the City of Columbia Heights
recommending the Juvenile Justice System of Anoka County,
sentence culprits convicted of park vandalism to be
placed in the custody of the various agrieved cities
to help in the maintenance and repair of damage done.
Passed this date May 14, 1975 by the City Council

The City Council of the City of Centerville held a special
meeting on Wednesday, April 23, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 7:00 pm. Present were
Burque, L'Allier, Murray and Peterson.
Mayor Prachar read letter from Frank Everhard asking for
final plat approval for 48 lots of Center Oaks. Discussion
followed and no decision reached.
Revenue sharing check that was deposited in First State
Bank of Hugo on April 10 was for a 12 month period at 6 3/4%
instead of 7 3./4%.
Clerk had received check for 1st half of fire contract
money due in the amount of $2317.28. Clerk was to deposit it
in general fund.
Mayor Prachar read letter from Carl Nelson, Centennial
Hockey Assn representative thanking Centerville for use of
the hockey rink during the hockey season and our cooperation
in keeping it playable.
Mayor informed council of Mr. Skoog's intention of
starting an active Civil Defense auxiliary. He also requested
permission to enter into a mutual aid agreement with Lino Lakes
for use of their civil defense equipment if the city needed
help in time of disaster. Elmer Murray made a motion to
approve application of mutual aid agreement with Lino, John
Peterson seconded it, motion carried.
Mr. Skoog also asked council approval on asking Anoka
County, North Hennepin and Ramsey County to monitor their
police calls from his car in time of emergency. John Peterson
made a motion to grant approval to Mr. Skoog for carrying monitor
in his car if acceptable with the 3 above counties, Fran Burque
seconded it, motion carried.
Mayor read portion of letter from Mr. Hawkins replying to
our question as to who governs the bodies of water in Centerville.
Reply was that DNR regulates operation of water craft, state
regulates the taking of fish and wildlife and municipalities
regulate harbors and docks entirely within their boundaries.
Discussion was held on sewage problem between L'Allier
and Clagget houses on Mill Road. Clerk was to write letter to
Mr. Clagget advising him of situation and ordinance regulations.

The City Council of the City of Centerville held their regular"
meeting on Wednesday, April 9, 1975 in the City Hall. Mayor Prachar
called the meeting to order at 7:00 pm. Present were Burque, L'Allier
Peterson, Murray and clerk. The clerk read minutes of meetings held
March 12 and 27, 1975 and April 2, 1975. Fran Burque made a motion
to accept minutes as read, John Peterson seconded it, motion carried.
Petitions and Complaints: Complaints on speed limit on
Main Street from Centerville Road to 20th. Suggestion was to
have residents petition for lower speed limit and bring such
petition to council. Also request for painting curbs yellow on
corners and asking county if they have signs "No Parking From
Here to Corner" for city use where needed.
Mayor reported on StevensM bid for concrete slab in front of
fire doors. Matter was turned over to Building Committee for dis-
cusssion and recommendation.
Mayor referred to letter from Minnesota Pollution Con~rol
Agency advising us that our permit request of October 17, 1974
was hereby acknowledged and based on the information provided
in application, MPCA determined that a permit was not required.
John Peterson made a motion to amend Ordinance 13 as follows,
Leon L'Allier seconded it, motion carried.
ORDINANCE #13
Section 9. Hours of Sale - Subdivision 2.
Every licensee, except a private club licensee shall not conduct
business on the premises between the hours of one o'clock (1:00)
A.M. and eight o'clock (8:00) A.M. Monday through Saturday inclusive,
or on any Sunday between the hours of one o'clock (1:00) A.M. and
twelve o'clock (12:00) noon, nor permit the presence of customers
on the premises between the hours of one thirty o'clock (1:)0) A.M.
and eight o'clock (8:00) A.M. Monday through Saturday inclusive or
on any Sunday between the hours of one thirty o'clock (1:30) A.M.
and twelve o'clock (12:00) nonn, however, further provided that no
intoxicating liquor may be sold or served on Sunday, whether
directly or indirectly, except between the hours of twelve o~clock
(12:00) noon and twelve o'clock (12:00) midnight, and then only
in conjunction with the serving of food to persons who are seated
at tables within the licensed premises.
Elmer Murray made a motion to amend Subdivision 2, of Ordinance
#13 to read as follows:
Ordinance #13
Subdivision 2. On-Sale Licenses. On-Sale Licenses shall be issued
only to hotels, clubs, and exclusive liquor stores and shall permit
"On-Sales" of liquor only. Number of licenses granted at~-,any one
time shall be authorized by law.
John Peterson seconded it, motion carried.
Elmer Murray made a motion to strike out Subdivision 11, Or-
dinance 13 if attorney advises it's legal to do so, Leon L'Allier
seconded it, motion carried.

Mr. Paul Ruud and Commissioner Bob Burman made an appearance
before council with plans and description of bridge going over
County road #14 north of the existing bridge in Lino Lakes.
County road #14 will be closed for approximately one month when
construction takes place.
Lino Lakes patrolman brought in Centerville and Lino Lakes
police report for March.
Lino Lakes position paper on the Metro Council was brought
up for discussion. EilimerMurray made a motion to table decision
on paper until after Saturday, April 12th meeting, John Peterson
seconded it, motion carried.
Mayor referred to letter from John Milton advising he has
prepared an amendment to the Anoka County parks law, providing
for the same requirement of local government approval as in the
law related to Ramsey County.
Mayor reminded council of a seminar of the Minnesota Housing
Finance Agency on home improvment programs to be held on Monday,
April 14, from 2:00 - 4:00 at the Metro Council chambers.
Mayor read a letter from R. & O. Sales asking for an extension
of time on recording the final plat known as Center Oaks. Leon
L'Allier made a motion to grant a 90 day extension for submission
of final plat of Center Gaks for approval, Fran Burque seconded
it, motion carried. Clerk was to write letter to R & 0 Sales
advising of council decision.
Mayor informed council of Mini-convention for small cities
on Thursday, June 12, 1975 at St. Paul Hotel sponsored by League
of Minnesota Municipalities.
Mayor informed council of public hearing on the uniform fire
code to be held on April 29 at 9:00 am at Howard Johnson's Motel
in Bloomington.
Mayor informed council that agreement had been signed between
City of Centerville and Marcel Rivard regarding rights of egress
and ingress to property used as community playground with City of
Centerville assuming all responsibility for liability.
Mayor read proclamation by Governor Anderson with regard to
Arbor Day and Arbor month which is April 25 to May 25.
Mayor informed council that Centerville has to have a
municipal shoreland ordinance in effect by July 1 of this year.
The DNR has now a model ordinance and we are to receive a copy of
this within the next few days. There are going to be informational
meetings on this subject and our regional meeting would be held on
May 5 at the St. Paul Vocational Technical Institute Auditorium"
1:30 pm - local officials and 7:)0 pm - general public.

Office Building in St. Paul at 9:00 am on the matter of regulation
of cable communications.
Clerk had received revenue sharing check for $574. Elmer
Murray made a motion to de~osit check at the First State Bank of

seconded it, motion carried.
Mel Dupre appeared before council with report on Anoka County
park proposal committee.
Clerk was to call attorney asking who has jurisdiction on
governing of bodies of water in our area.
Mayor read the following Resolution to be sent to Carley &
Associates:
RESOLUTION
BE IT HEREBY RESOLVED by the City Council of the City of
Centerville that it does this date direct the City Engineer,
Milner W. Carley and Associates, to make necessary revisions to
the City of Centerville comprehensive sewer plan to comply with
recommendations discussed at meeting of April 8, 1975. Final
design of comprehensive plan to be such that flow will meet
metropolitan interceptor at city's east border.

Norm Fritchie reported for the Fire Department. He informed
council Centerville was the first community to be hooked up on the
county emergency system. He also requested the purchase of two
plectron tone activated receivers to be placed in fire department
members' homes. The cost of these is $171. per receiver. Fire
Department would also like to purchase two more receivers over a
ten month period.

Meeting was held between City Council, City of Centerville,
members of Planning and Zoning, Sewer Committee, Attorney
Hawkins, Rep. Neisen and John Boland, Chairman of the
Metro Council and Don Carley, Engineer for City of Centerville.
Purpose of meeting was to discuss sewer plans for the
City of Centerville. We were told by Mr. Boland the
line would go east to Hugo.
By approximately June 1, 1975, City of Centerville was
to come back to Metro Council with the following:
1. Comprehensive plan for sewer lines
2. Population figures for City up to the year 1990.
3. Size of pipe
4. Timetable as to how lines will be put in and the
approximate time or year of doing so.

A special meeting of the Centerville City Council along with
Planning and Zoning and Sewer Committee was held on Wednesday, April
2, 1975 in the City Hall. Mayor Prachar called the meeting to order
at 7:00 pm. Present were Burque, L'Allier, Peterson, Murray, Attorney
Hawkins, Don Carley, Frank Everhard, Planning and Zoning members,
Bob LaMotte, Mel Dupre, Tom Wilharber, Leon Williams, Sewer committee
members Marcel Rivard, Dan Tourville.
Open discussion was held on possibilities of sewer lines being
brought into Centerville. Meeting is going to be held on Tuesday
April 8 at 4:30 pm at the Metro Council with John Boland to discuss
sewer possibilities. Everyone at meeting was requested to come to
April 8 meeting if possible.
After sewer meeting, council discussed resolution league of
minnesota municipalities wanted communities to pass regarding
telephone and railroad gross earings taxes collected by the state
. being distributed to counties, cities and townships. Centerville's
Y4t;n~~&:,hare of such tax would be $1, 354.61 in 1976. John PEterson made
a motion to support such a resolution, Elmer Murray seconded it,
motion carried. Copy of resolution is attached to these minutes.

RESOLUTION
Whereas property taxes tend to be highest and most burdensome in cities,
and in the absence of some action by the state legislature municipal
property taxes in the city of Centerville will increase in 1976 and
1977, and
Whereas the city council of Centerville strongly favors the reduction
of municipal property taxes, and the most feasible way of accomplishing
this without drastically reducing essential municipal services is
through the distribution of railroad and telephone gross earnings taxes
to cities as proposed by Governor Anderson, and
Whereas local '1J.ni ts of government receive no property taxes or other
taxes from railroad or tele~hone property and the City of Centerville
will receive approximately $1,354.61 under the proposed distribution
of telephone and railroad gross earnings in 1976, and
Whereas, this method of tax reduction is 'preferable to other alternatives
being considered.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF CENTERVILLE
respectfully urges the Minnesota State Legislature to distribute all
of the telephone and railroad gross earnings taxes, amounting to
$46 million in 1976 and $49 million in 1977, to local units of
government as proposed by Governor Anderson, and
BE IT- FURTHER RESOLVED that copies of this resolution be transmitted
to the Governor of the State of Minnesota, Members of the State
Legislature and the League of Minnesota Municipalities.

The City Council of the City of Centerville held a special
meeting on Wednesday, March 27, 1975 in the City hall. Mayor
Prachar called the meeting to order at 7:00 pm. Councilman
present were L'Allier, Peterson, Murray, Burque absent.
Mr. Frank Everhard was in attendance and a discussion
was held on the sewer situation for Centerville. It was
agreed a meeting would be set up for next week with council,
P & Z and the sewer committee. Mr.. Gotwold and Mr. Hawkins
would also be invited.
Discussion on job emergency money from Anoka County.
Mayor had received information on young people program in
County concerning person 17 to 22 years of age for program
of approximately 30 hrs. a week work. Person had to be from
a disadvantaged family. This program is separate from the
job emergency fund program and we were to get more information
from county on application forms and how program is administered.
Mr. Channcey Barett had returned signed agreement for
1975 park use and clerk was to send one copy of agreement
and check for $50 to Mr. Barett.
Mayor advised council judgement against Schilling in
conciliation court was in favor of the City, but the amount
due the City of $148. had not been received by clerk as yet.
Further action is being taken.
Mayor informed council Rep. Oberstar is having a work
shop on Tuesday, April 1, at Green haven Country Club in
Anoka.
Mayor read portions of notice from Mr. Boland of Metro
Council advising communities of hearing to be held on
Watershed Overall plan and we have 30 days to send in
comments on our feelings on same.
Mayor reported on meeting held Saturday, March 22, in
Blaine with Rep. Neisen and members of Anoka County delegation.

The City Council of the City of Centerville held their regular
monthly meeting on Wednesday, March 12, 1975 in the City Hall. Mayor
Prachar called the meeting to order at 7:00 pm. Present were Burque,
L'Allier, Peterson and Murray. Clerk read minutes of meetings held
February 12 and 26. Fran Burque made a motion to accept minutes as
read, John Peterson seconded it, motion carried.
Mr. Peterson, Hentges and their attorney appeared before
council with questions on proposed property acquirement of 10 acres
on Mill Road.
Leon L'Allier reported on meeting he attended concerning the
Centennial Little League. Two sponsors were needed from Centerville
plus coaches, cost per team of $40.00, one team of 8 and 9 year olds,
and another of 10, 11, and 12 year olds. Registration is April 3,
7:30 pm at Centennial Jr. High. Cost is $5.00 for first child, $3.00
second child and additional children from family free.
Clerk was to send 1975 lease agreement to Chauncey Barett for
City of Centerville's lease of community playground.
Mayor reported on Job emergency fund money - he had had conver-
sation with personnel from Anoka office asking questions about
disbursement of money and had not received an answer to telephone
conversation. Hope to report at next meeting.
Police Chief Myhre brought in February Lino and Centerville
police reports. Chief also gave Mayor copy of portion of Burnsville
liquor ordinance which he thought Centerville should include in their
Ordinance #12. Clerk was to send it to Hawkins for opinion. Mayor
unable to attend Police Advisory meeting on April 3, Fran Burque
would go in Mayor's place.
Received telephone call from Mr. Strehlow on dutch elm disease
problem and problem resolved.
Clerk had written to Mr. Sandstrom of PCA asking for permit
to burn diseased elm trees on site but as yet no response to letter.
Application for flood insurance for City of Centerville residents
has been accepted and information on same and where to purchase
insurance has been given to the St. Paul Dispatch and Pioneer PRess,
Circulating Pines and Blaine Life fop publication.
Elmer Murray made a motion to purchase a 30 x 72" table from
Fridley OFfice Supply for %50.50, Leon seconded it, motion carried.
Elmer Murray made a motion to purchase a postal scale for $3.25
from Fridley Office Supply, Fran Burque seconded it, motion carried.
Wednesday, May 7, 8:00 pm in the City Hall is Board of Review nite.

and Prevention Laws for about $10.00, John Peterson seconded it,
motion carried.
New front door and lock for hall was discussed. Also pouring
a concrete apron in front of each fire door with drain to storm

and report at next meeting.

Mayor Prachar read portions of an agreement between B & E
Patrol and City of Centerville for their animal control for one
year. John Peterson made a motion to sign the agreement with
B & E Patrol, Fran Burque seconded it, motion carried.
Mayor P~achar referred to letter written to Frank Murphy
on 7124 Progress Road. Mr. Murphy had called clerk and informed
her a Mr. William Anderson of St. Paul had purchased said property
and was intending to bring it up to code. No response to second
letter written to MR. Herman Strehlow of St. Paul on elm trees
on property and no response from Mr. Welsch on so called ponderosa
property on Centerville Road.
Mayor informed council hearing has been set for March 14,
9:JO AM in conciliation court in Washington County against James
Schilling.
Fire contract for 1975 with Lino Lakes has been sent to
them with paragraph 11 deleted.
Letter has been received from Mr. Burman of Anoka County
in~orming us our job emergency fund money has been raised to
$748. Mayor attended meeting this afternoon in Anoka Court house
with other interested parties from communities in the county
discussing the emergency job program and how money is to be
spent. Application for money and job position has to be submitted
before June 30, 1975 and spent before January 1, 1976. Discussion
was held and questions brought up which Mayor will report on at
nex:t meeting.
The name of Leon Williams was submitted to fill the vacancy
on the Planning and Zoning Board. Fran Burque made a motion to
accept Mr. Williams on the board, Elmer Murray seconded it, motion
carried.
The name of Floyd Kruger was submitted to fill the Centerville
vacancy on the Forest Lake Hospital Board. John Peterson made a
motion to recommend Floyd Kruger to the Forest Lake Hospital Board,
Fran Burque seconded it, motion carried.
Lights were to be turned off on skating rink and satellite
picked up.
Council members had all received letter from Burman on
Advisory Board for the park committee.

The City Council of Centerville held their regular meeting on
Wednesday, February 12, 1975 in the city hall. Mayor Prachar called
the meeting to order at 7:00 pm. Present were Burque, L'Allier,
Peterson. Murray and Attorney Hawkins arrived late. Rep. Neisen
was in attendance at meeting and reported on what he is going to
attempt to accomplish during his term in office. He is holding
meetings with the Anoka County delegation on the 2nd Friday of
the month in Room 22 of the State Office Building and the 4th
Saturday of the month in a designated community to go over issues
pertaining to the residents of Anoka County.
Clerk read minutes of meetings held January 8 and 22, 1975.
No corrections or additions so minutes stand approved as read.
Police Chief Myhre came in with January police reports for
Lino and Centerville and list of Lino Lakes Police Officers.
Mayor informed council of no reponse to letter written on
December 18, 1974 to Mr. Frank Murphy, owner of 7124 Pro~ress
Road, and advised them of our writing a registered letter to
him re-enforcing our position. Registered letter would also be
sent to Mr. Welsch in Arizona and Mr. Strehlow in St. Paul asking
for their cooperation in taking care of their particular problem.
Flood Insurance: We have received a new map showing areas
of Centerville that are subject to flooding. If we do not make
application for flood insurance and make flood insurance available
to residents of Centerville or people coming into community to
re$ide, residents would not be eligible for any Federal assistance
in building or buying homes in flood designated areas. John
Peterson made a motion for the City of Centerville to apply for
flood insurance, Fran Burque seconded it, motion carried.
Parent-Schilling Estates: We have received notification
of hearing set for Friday, February 21, 1975 at 9:00 AM in Blaine
City Hall. In the meantime, clerk received letter from Meyer and
Hiniker enclosing check for $148.38 which represents Mr. Parent's
half of city's incurred costs on plot plan. Mr. Hiniker hoped
the city would accept Parent's check. Discussion was held and
Leon L'Allier made a motion to initiate action against James
Schilling for his half of the $296.75, John PEterson seconded it,
motion carried. All action against Jerry Parent would be dropped.
Attorney Hawkins had reviewed current Curfew Ordinance and
suggested dropping Section 5 and giving it a number, namely #3.
Elmer Murray made a motion to send copy of Ordinance 3 to the
Lino Lakes Police Department to advise Lino Lakes police of the
ordinance existence and advising them to use ordinance if occasion
for enforcement arises, John Peterson seconded it, motion carried.
Mayor read letter from Norm Fritchie advising council Fire
Department wishes paragraph 11 included in current fire contract
with Lino Lakes. John Peterson made a motion to submit contract
to Lino if deleted paragraph in question is determined to be legal
Elmer Murray seconded it, motion carried.

Insurance package for 1975 was presented. Workmen's
compensation policy premium was $885.00 and multi-peril
audit was $39.00 making a total of $924.00. Fran Burque made
a motion to accept the insurance carrier of last year and
pay bill, John Peterson seconded it, motion carried.
Replacement for Mr. Williams on the Forest Lake Hospital
Board was discussed. Several names were submitted and Mayor
Prachar would report at next meeting.
Attorney Hawkins reported on his contact with Mr. Richard
Sandstrom of the PCA who said that city permit application forms
for burning were available from him and clerk was to contact
Tree Inspector to take care of same.
Mayor advised council of hearing set for March 10 for
the adoption of effluent limitations for dischargers of waste
water to the metropolitan segment of the Mississippi River based
on a waste load allocation study. Hearing was to be held in the
PCA offices in Roseville at 9:00 am.
Council okayed 1975 engi'neering contract wi th Carley and
Associates.
Mayor read portions of letter and rate sheet from NSP
concerning their new rate system for municipal street lighting,
etc.
Mayor read letter from Anoka County informing us of gopher
bounty reimbursement from county. County would reimburse us l5~
on 30~ pocket gopher bounty. Fran Burque made a motion to pay
the 30~ bounty on pocket gophers, John Peterson seconded it,
motion carried.
Mayor informed council of hearing on March 10 in the Metro
Council chambers on regulations for determining Matters of Metro-
politan significance. Mayor had read portions of the regulations
and advised council he was writing Metro Council a letter voicing
his obje~tions and sending copies to Sen. Milton and Rep. Neisen.
Mayor asked if council has received copy of letter from Burman
explaining the Emerge'ncy Job Program. Centerville would be eligible
for $568.00 and would be contacted shortly to discuss creation of
positions, reimbursement and related matters.
We have received a permit application from the St. Paul Water
Department to pump water from Centerville Lake. The permit was
applied through Minnesota Department of Natural Resources. The
DNR has asked the city for their comments on whether application

Wednesday, January 22, 1975 in the City Hall. Mayor Prachar
called the meeting to order at 7:15 pm. PResent were Murray,
Peterson, Burque. L'Allier and clerk Prachar arrived at 9:00 pm.
Lew Hendricks, Tree Inspector for the city was in attendance
and discussion was held on dutch elm disease problems in Centerville.
The problem of burning diseased trees was discussed. Lew was to
contact PCA and try to get a relaxation of regulations to permit
burning. Clerk is to contact Frank Everhard of Center Oaks and
Herman Strehlow, property owners, on possibility of obtaining
permission for burning sites.
Council approved obtaining a service contract on the copier.
Melvin Dupre was appointed to serve as Centerville represen-
tative on Anoka County Park Advisory Committee.
Copy of curfew ordinance which to our knowledge is still in
effect is to be sent to Hawkins for opinion.
Leon L'Allier made a motion to approve police contract with
Lino Lakes for 1975, Elmer Murray seconded it, motion carried.
Mayor advised council Bill Houle would serve as citizen-at-
large on the police advisory committee from Lino Lakes.
Mayor referred to letter from state of Minnesota with info
on topographic and geological maps available from the state.
Matter tabled until next meeting.

The City Council of Centerville held their regular meeting on
Wednesday, January 8, 1975 in the City Hall. Mayor Prachar called
the meetingto orner at 7:10 pm. Councilmen present were Burque,
L'Allier, MUrray and Peterson.
Clerk read minutes of meeting held December 11, 1974. There
were no corrections or admitions to minutes so they stand approved
as rean.
John Peterson was sworn in as Council person for a four year
term.
~etitions and Comnlaints:
Di~cussion was held on renting a satellite for the skating
rink. Con~ensus wa~ not to pay over ~50 a month for rental. John
Peterson made a motion to rent one ~atellite for a reasonable
price, Leon L'Allier seconned it, motion carried.
Discussion wa~ held on insurance coverage for firemen's
vehicles when they use them driving to a fire. Mayor was to check
on thi8 with our in~urance man.
Centerville-Lino Lakes fire contract was nresenterl with Lino
requesting paragraph 11 being deleten from contract. Fire contract
was turned over to Fire Chief for recommendations from Fire Depart-
ment before council takes action on contract.
Representative from B & E Patrol, Inc., 2021 West County Road
C, appeared before council with request to take over our animal
control forr"-1975. They quo tea fees are follo'Ms: Board. $2. 50 ,
Impounding $q.OO, and patrol ~lO. an hour. After discussion, John
made a motion to hire them for a three month period with 2-2 hour
patrols permonth, Fran Burque seconded it, motion carried.
Police Chief Myhre brought in December police report for
Lino and Centerville and a yearly report on both cities.
