The City Council of Centerville held their re~ular meeting
on Wednesday, December 11, 1974. Mayor Prachar called the
meeting to order at 7:05 pm. Councilmen present were Burque,
L'Allier, Peterson and Murray.
Clerk read minutes of meeting held on November 13, 1974.
There being no additions or corrections, the minutes stand
approved as read.
PETITIONS AND COMPLAINTS:
Complaint on brown station 1.~.ragon parked on LalVIotte Drive
in front of Baber's house for long time. Clerk was to tell
Police Chief about it.
There was a discussion on the skating rink.
Parent-Schilling Estate situation: Clerk has proper
:papers for court action and ll\,Till ini tiate right a~I'lay.
Welsch letter - no response to letter, matter tabled
until next meeting.
Able Building Systems - display building has been removed.
Fire contract for 1975. Norm went over 5 recommendations
made by Mr. Hawkins and included #4 in contract. Elmer Murray
made a motion to go along with Norm's recommendations and
changes on fire contract and to accept and approved contract
for 1975, Leon L'Allier seconded it, motion carried.
Fran Burque made a motion to change the rate of pay for
the Fire Chief from $50 a year to $4 a month, John Peterson
seconded it, motion carried.
Discussion was held on burning in Centerville and the
rules and regulations according to the MPCA.
Hank Amundsen appeared before council with 1974 Building
Inspector' s report. He suggested "vri ting a letter to the o~mer
of 7124 Progress Road to find Ollt what he plans to do abOtlt the
Fire Marshal.s recommendations on the building. Also wanted
the council to look at the State Building Permit fee schedule
for their approval. -
Mr. Brwin from Crimsoncross Kennel appeared before council
for discussion on 1975 fees and matter was tabled until next
meeting.
Police Chief Myhre brought in November police reports for
Centervil1e and Lino~
Mayor informed council he did not attend meeting on
November 23 held by the League in discussing the NSP rate increase.
COtlncil '~as to give some thought to the letter from Burman
asking for a representative from Centerville on the local park
development Advisory Committee. Matter to be taken up at next
meeting.

Curfew ordinance for the city was discussed and tabled
until 2nd meeting in January.
Discussion was held on holding 2 meetings a month.'
Leon L'Allier made a motion to hold special meetings on
the 4th Wednesday of the month on a temporary basis, John
Peterson seconded it, motion carried. This would take
effect in January, 1975.
Matter of the Police protection bill for August through
December 1974, for $1300 received from Lino was d,iscussed.
Fran Burque made a motion to pay the bill covering the remainder
of 1974, John Peterson seconded it, motion carried.
Mayor referred to communications from:
Minnesota Conservation Federation enclosing a resolution
on wetlands, Mr. Neisen asking for a list of our council members
and copy of minutes, Northwestern Bell Telephone Company advising
us our phone booth in Centervi11e would cost approximately $15
a month beginning with the January bill if we did not take in
$1.80 a day in the booth, Minnesota Department of Natural
Resoures on information cencerning the municipal shoreland
management program and r!~etro Council '1\'i th information bulletint=~
and resolution canoenging application for HUD funds.
Fran Burque made a motion to authorize clerk to deliver the
liquor licenses, etc., to the proper places and get fees for same,
Leon L'Allier seconded it, motion carried.
Copying machine for the city was discossed. Leon L'Allier
made a motion to purchase a Remington Rand rebuilt machine for
$695, Fran Burque seconded it, motion carried.

The City Council of Centerville held their regular meeting on
Wednesday, November 13th, 1974 in the City Hall. Mayor Prabhar
called the meeting to order at 7:00 pm. Councilmen present were
Burque, Peterson, L'Allier, Murray and Attorney Hawkins.
Clerk read the minutes of meeting hel~ October 9, 1974.
Elmer Murray made a motion to amend the motion that Joseph LaCasse
be paid $500 for 1976 assessing job providing he passes his state
certification, Fran Burque seconded it, motion carried. Fran
Burque made a motion to accent minutes as read, John Peterson
seconded it, motion carried.
PETITIONS AND COMPLAINTS:
Fran Burque ,^,ill call La"alle for load of gravel to be spread
by Jack Herdina's mail box on Brian Street.
Mr. Hawkins read letter from Mr. Hiniker of Meyer and HIniker
advising us Parent-Schilling are not going ahead with plans for
housing development on Mill Road at this time. John Peterson made
a motion to initiate an action against Parent-Schilling to collect
the monies in the amount of $296.75 due the city of Centerville,
Elmer Murray seconded it, motion carried.
Lino Lakes natrolman brought in Lino ann Centerville police
reports for October.
North Central rate increase. A third letter dated November
5, 1974 has been received now stating that as of December 1, 1974
a gas rate increase of approximately $6.80 per year for residential
user would be initiated.
Mayor read letter written to Mr. Welsch advising him as to the
state of disrepair on his building located on Centerville Road.
As of this date, we have received no answer to letter. Matter was
tabled until next meeting.
All members of council has received copy of letter from
Bob Burman on the county radio system.
Clerk has received letter from City of St. Paul asking us
for Rupport in fighting the NSP rate increase. Also a letter was
received from the Lea~ue of Minn. Municipalities stating that a
meetin~ would be held on Saturday, November 21 at the St. Paul
Hotel to explore the al terna ti ve courses of action '^.7hich are open
to us as one of the affected cities. Mayor i~ to attend meeting.
pqayor read letter from Able Building Systems advising us
they would dismantle their display building on November 11. As
of this date, the building stills stands. Leon L'Allier made a
motion that Hawkins take over matter, Elmer Murray seconded it,
motion carried.
There was a discussion on the open meeting law.
Mayor read portions of letter from Metro Council advising us
of a public hearing on proposed recreation open space development
guide policy plan on Tuesday, November 26 at 7:00 pm in the metro
~ouneil <<hambers.

Mr. Hawkins had made recommendations on police contract for
1974 with Lino Lakes which were agreeable with council and now
we are awaiting the contract from Lino for our approval.
Mr. Hawkins made 5 recommendations on the 1975 fire contpact
which were discussed and are going to be included subject to the
fire chier's approval.
1975 liquor applications fODms have been submitted and
motions made as follow:
Fran Burque made a motion to appect applications for cigarette
license and on-sale non-intoxicating liquor from Robert's Restaurant,
Elmer Murray seconded it, motion carried.
Elmer Murray made a motion to appect applications for cigarette
license, dance permit, on sale liquor, off sale liquor, Sunday
liquor, off sale non-intoxicating liquor from Kelly's Bar, Leon
L'Allier seconded it, motion carried.
Fran Burque made a motion to appect applications for cigarette
license, on sale liquor, off sale liquor, Sunday liquor and off sale
non-intoxicating liquor from Sherms Trio Inn, Leon L'Allier seconded
it, motion carried.
Elmer Murray made a motion appect applications for cigarette
license, dance permit, on sale liquor, off sale liquor, Sunday liquor,
and off sale non-intoxicating liquor from Twin Lakes Supper Club,
John Peterson seoonaed it, motion carried.
Mayor read report from State Fire Marshal's office on 7124 Pro-
gress Road listing recommendations to be made. Clerk was to contact
Amundsen to follow up on recommendations.
Mayor read letter from North SUburban Sewer Service Board
referring to meeting being held on Thursday, l'lovember 14 at 8 :00 nm
in the Fridley City Hall on north area study.
Mayor referred to letter from Sen. John Milton enclosing copy
of bulletin related to authori ty for municipali ties to d,efer payment
of assessments for senior citizens.
Results of NOvember 5, 1974 city election: John Peterson had
received 170 votes for a 4 year term as councilman.
Discussion was held on Forest Lake hospital board election on
November 5, 1974. Leon L'Allier made a motion for the city to
subscribe to the Forest Lakes Times, Fran Burque seconded it, motion
carried.
Discussion was held on letter from Crirnsoncross Kennel submitting
fees for 1975. Clerk was to verify various items in letter and
report at next meeting.
Mayor advised council of meeting to be held Friday, November
15 at 6:00 pm at the Sportsman's Club in Coon Rapids to meet and
confer with Mr. Oberstar.
Elmer Murray reported on Community Education meetings held
Ocotber 7 and November 4th.
Leon L'Allier made a motion that we put up at least two lights
on lfuttle skating rink, Elmer Murray seconded it, motion carried.

PETIONS AND COMPLAINTS:
Henry Amundsen, Building Inspector, had inspected

and the alternatives to the problem.

Mayor read letter from HUD on flood insurance advising
us of a consultant to be in contact with us to discuss the
flood problems in the community.
Mayor read letter that Fire Chief Fritchie would like
council to send to Mr. Burman of Anoka County endorsing
the VHF radio warning system. Approximate cost of
installation for Genterville would be $150. Elmer Murray
made a mo tion that we go along '~li th Norm' s recommendation
on system, John Peterson seconded it, motion carried.
Mayor read portions of letter from NSP requesting
a 12% increase in street lighting in Centerville with
the Minnesota PUBLIC Service Commission.
Clerk had. received Revenue Sharing check in the amount
of ~574. Leon L'Allier made a motion to deposit check in
the First State Bank of Hu~o in the form of a 10-month
savings certificate at 6t%--interest. Fran Burque seconded
it, motion carried.
Mayor read letter from City of Roseville concernin~
Rice Creek Watershed Policy Plan asking for moral support for
their position.
Clerk was to write letter to Lino council asking to
meet with them to discuss drawing up the police contract
and numerous items to be included in same.
Mrs. Elshaug from Robert's Restaurant appeared before
council with a request for an application for 3.2 beer on
sale license for 1~75.

Mayor read letter from MInnesota Pollution Control Agency
advising us of a discharge of water polluants into a state
lake and advising us of a permit which is needed for same.
Clerk was to fill out permit application form and return
to PCA.

The City Council of Centerville held a special meeting on
Wednesday, October 2, 1974 in the City Hall for the purpose
of preparing a budget for 1975.
Mayor Prachar called the meeting to order at 7:00 pm.
Councilmen present were Murray, Burque, Peterson and
L'Al1ier.
1975 Levy limitation for Centervi1le is $9,393.96. The
local government aid figure is $9,847.71.
Leon L'A11ier made a motion that we adopt the ~0110wing

Leon L'Al1ier made a motion to pay clerk $150 a month
plus mileage effective January 1, 1975, Elmer Murray
seconded it, motion carried.
The following are ideas the council wished to have included
in the police contract for 1975 with Lino Lakes:
1. One year contract
2. Police commission monthly meeting to include
Mayor of Centerville and one private citizen.
3. The guaranteed service hours per day in Centerville
from one or 1st car.
4. The guaranteed service hours kno~m as peak hours
in Centerville from 2nd car and what police
consider peak hours to be.
5. Payments to be made monthly on contract, or
total of $8,842.08 or $736.~4 monthly.

The City Council of Centervi11e held their regular
meeting Tftlednesday, September II, 1974 in the City Hall.'
Mayor Prachar called the meeting to order at 7100 pm.
Councilmen present were Elmer Murray, Leon L'Allier,
John Peterson, Clerk Lu Marcello and Attorney William
Ha,wkins. Absent: Fran Burque.
Clerk read minutes of meetings held August 14 and September
3. There being no additions or corrections, the minutes
stand approved as read.
PETITIONS AND COMPLAINTS:
Clerk was to contact Lew Hendricks, Tree Inspector, to
look at trees on Mill Road which have dutch elm disease.
Question was brought up on location of trees and who was
responsible for taking care of problem.
Two loads of dirt have been dumped in skating rink and
hopefully taken care of Dorscher's water problem in their
house.
Discussion was held on police service from Lino Lakes.
Mr. Jaworski and Chief Myhre were in attendance and con-
tributed to discussion. Budget for 1975 was set at
$68,000, Centerville portion would be based on 624
population, $14.17 per capita making a total of $8,842.08.
Elmer Murray made a motion to pass the following resolution:
RESOLUTION
This resolution calls for the City of Centerville to hold a
special election on Monday, September 30th, 1974, between
the hours of 1:00 and 8:00 pm in the City Hall for the
purPQ~~ of authorizing an additional levy each year up to a
trlaxim6:ril of $6000 over the property tax levy limitation. This
increase is needed to pay for full time police service from
the City of Lino Lakes.
John Peterson seconded it, motion carried. Leon L-Allier
made a motion to hold an informational meeting on the special
election to be held Tuesday, September 24, 1974, at 8:00 pm
in the Centerville Elementary School, John Peterson seconded
it, motion carried.
Mayor Prachar read letter from North Central Public Service
advising us of a raise in the gas rate by approximately $8.45
per residential billing, effective September 10, 1974. Matter
of our approval was tabled until next meeting.

Mayor advised council Joe LaCasse had resigned his position
as Assessor for Centerville, and County Assessor's office
would be taking care of Centerville assessdaag'~~,at a cost of
$500 for 1975. Contract with county would be brought up
at next monthly meeting.
Mayor read letter from Mr. Burman to Bill Houle concerning
Anoka County park a~quisit~on.
It was suggested that the demonstration building on the
Able Building Systems property be taken down or a building
permit issued for, same.
Mayor read portions of letter from Norm Fritchie to Bob
Burman concerning Anoka County VHF radio system. Matter
was table d until next meeting. due to insufficient information.
Fire Department presented equipment purchase list consisting
of various options for approval. Leon L'Allier made a motion
to give Norm Fritchie the okay to purchase Option #3 which
consisted of 1 It" nozzle and 100 feet of hose, John Peterson
seconded it, motion carried.
1975 Fire Contract with Lino Lakes was discussed and figures
given as: Standby fee for 21 square miles at $100 a square
mile $2100.,1 mill on 29.3% of $8,397,426 $2445.. making a
total 1975 amount of $4545. Elmer Murray made a motion to go
along with Nonn's recommendations on the fire contract, John
Peterson seconded it, motion carried.
John Peterson made a motion to adopt Ordinance 13, Section 4,
Subdivision 3 Fee Schedule be amended to read:
"The annual fee for an "On-Sale" license shall be set by
resolution. The annual fee for an "Off-Sale" license shall be
$100.00. The annual fee for a "Special Sund_ay On-Sale" license
shall be $200.00. The annual fee for a "Special Club On-Sale"
license shall be $100.00., Leon L'Allier seconded it, motion
carried.

The City Council of Centerville held a special meeting on
Tuesday, September 3rd in the City Hall. Mayor Prachar called
the meeting to order at 7:00 pm. Present were John Peterson,
Elmer Murray and clerk Lu Marcello. Meeting was to discuss
proposed full time poli~eQ protection for Centerville and Lino.
Council members L'Allier, Burque, Peterson, Mayor Prachar
and clerk had attended meeting at Lino Lakes hall on August
22nd when the Lino Police Study Committee had presented their
report including financing of the proposed full time police
force. Mayor Prachar and Leon L'Allier attended August 26th
meeting at Lino where subject was again brought up.
Police Chief Myhre attended the September )rd meeting and
answered questions from the floor on the subject. After much
discussion, decision was postponed until regular council meeting
September 11th.
Meeting adjourned at lla15 pm.

The City Council of Centerville held their regular
meeting Wednesday August 14, 1974 in the City Hall. Mayor
Prachar called the meeting to order at 7130 pm. Councilmen
present were Fran Burque, John Peterson, Elmer Murray,
Leon L'Allier, Clerk Lu Marcello and Attorney William
Hawkins.
Clerk read minutes of meetings held July 10 and 17,
1974. There being no additions or corrections, the minutes
stand approved as read.
PETITIONS AND COMPLAINTS:
The Telephone company is putting cable on Mill Road
and residents want to be sure the road and properties
involved are put back in order when they are done.
Mr. Frank Zimny was in attendance at meeting on
complaint about cars going on LaValle Drive during Rock
Concert on JUly 21st.
Mr. and Mrs. Dorscher were in attendance complaining
on water in their basement from the skating rink. Suggestion
to dig ditch along outside of rink and drain the water
to the south end of rink to culvert on road might take care
of problem. Also complained about policing of streets
and noise at all hours of the day and night. Mayor mentioned
to them and council that a meeting will be held on Thursday
August 22 at Lino Lakes City Hall for the Lino and Centerville
councils to go over full time police protection program and
a public hearing would be held on same on Monday, August 26
at Lino Lakes City Hall.
Lew Hendricks, Tree Inspector, brought the council up
to date on the Dutch Elm disease situation in the city.
He also wanted council to provide a place to burn trees.
Leon L'Allier made a motion for LeRoy Houle and Jerry Stevens
to take the tree from behind the Trio EIHK 'Inn, Fran Burque
seconded it, motion carried. Messrs. HOule and PeterBon5feve~~
will also contact Everhard about taking care of his diseased
trees in Center Oaks. Elmer Murray made a motion that Mayor
Prachar be given authority to proceed with whatever procedure
is necessary to handle the Everhard Center Oaks diseased trees,
Leon L'Allier seconded it, motion carried.

Orville Hughes will be all done working for the City September
30th. Mr. Ed LaBossiere will be taking on the job of maintenance
man for the city.
Elmer Murray attended Community Education meeting August 12th.
Clerk reported on speed limit signs on Main Street. She will
call the Traffic Engineer at the State to get all the details on their
reason for raising the speed limit to 50 mph.
Salaries for councilmen and mayor was discussed. Elmer Murray
made a motion to raise councilmen salary to $25.00 a month and Mayor
salary to $50.00 per month, effective January 1, 1975, Leon L'Allier
seconded it, motion carried.
Mayor read communications from the following.

Clerk had received 2nd half of fire contract money from Lino
Lakes in the amount of $1750.00. Fire Department has spent $3745.27
as of this date and Leon L'Allier made a motion to deposit the $1750.
in the general fund, John Peterson seconded it, motion carried.
