ADJOURNMENT Parks & Recreation Committee Meeting Minutes July 2, 2008 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, July 2, 2008 - 6:00 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, July 2, 2008 meeting at City Hall, 1880 Main Street. CALL TO ORDER 1. Roll Call Chairperson Seeley called the July 2, 2008 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Chairperson Seeley added a discussion of the possibility of installing a pump to the spring at Hidden Spring Park under Updates. Motion was made by Committee Member Haiden, seconded by Vice-Chairperson Amundsen, to set the agenda as presented with the above addition. All in favor. Motion carried unanimously. III. CONSIDERATION OF MINUTES Mav 7. 2008 Parks and Recreation Committee Meetinl! Minutes Chairperson Seeley requested the full affiliation of the job title for Mr. Gregg Thompson be added to his name on page 3 of 6, frrst paragraph under Appearances, Mr. Mark Statz, Hidden Spring Park. Also in the same section Chairperson Seeley asked to clarify in the last sentence that if we start to see lof4 Parks & Recreation Committee Meeting Minutes July 2, 2008 failure with the lake shore restoration we can step in before we lose too much and make a decision to 'consider' going to riprap. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Haiden, to approve the May 7, 2008 Parks & Recreation Committee Meeting Minutes with the above addition and clarification. All in favor. Motion carried unanimously. JUDe 4. 2008 Parks and Recreation Committee Meetine: Minutes There was not a quorum at the June 4, 2008 regularly scheduled committee meeting. V. COMMITTEE BUSINESS Trail Portion of 2009 Street Proiect Council Member Lee asked the committee to consider their recommendation for the trail proposed along Mill Road. The City received a Trail Grant of $704,000, with the City's portion being approximately $202,000. Council Member Lee informed the committee that the grant monies received are difficult to get and if not spent the chances of receiving these grant monies again would be greatly reduced. A trail was proposed along Mill Road with the 2009 Street Project, but the road has been has been taken out of the project and the residents along Mill Road were opposed to a trail or a sidewalk being added to their street. The committee feels strongly that Mill Road is dangerous to pedestrians and bikes and should have a trail as it is a collector street; it is narrow and is very busy. Taking into consideration the feelings of the residents concerning a trail, the committee still felt it was their obligation to look at what was best for the community as a whole and that would be to have a trail on Mill Road. The committee discussed at length the Mill Road resident's objections verses the safety of the road and while reluctant to go against the resident's wishes would like to recommend to City Council that Mill Road have a trail constructed within the easement using the Trail Grant monies. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Haiden to recommend City Council proceed with the trail being constructed on Mill Road per the specifications in the 2009 Street Project, the Comprehensive Trail Plan and the plan submitted for the grant monies due to the connectivity of the trail plan and the safety of the residents with the understanding the residents of Mill Road will not be assessed for this trail as Federal Grant Funds will be used. All in favor. Motion carried unanimously. VI. UPDATES Tracie McBride Memorial Park Renovations The following update was for the committee in an email from Mr. Paul Palzer: The work at Tracie McBride Memorial Park should be completed fully by the meeting. The only items I'm waiting on are the touch up painting and the class 5 gravel near the pump house. I did talk with Harlan about the whirl and he stated the mounting imtructions call for installation from 6-18" above the fall protection. We are at 18" if you level out the sand and I questioned him why we were not informed of the height preference and stated his imtalIer only gave us the height of the curbing as their only direction for height. He said that imtallation imtructions should have been sent to City Hall 2of4 Parks & Recreation Committee Meeting Minutes July 2, 2008 weeks prior to the delivery and I know that both Andy and I called him to receive those instructions prior to the equipment delivery, but never received them. Committee Member Harris stated the play structure for the 3 - 5 year olds is in place and appears to be great, but the merry-go-round is installed too high and something needs to be done with that as it is really not usable as it is for the group intended. It is however, the equipment the kids appear to gravitate to. The climbing wall did not get ordered in this phase, but hopefully will be ordered as soon as funding is available. Ms. Stephan suggested requesting funds from Dead Broke Saddle Club who were very generous with donations for the play structure in Laurie LaMotte Memorial Park. Committee Member Harris also stated that Mr. Palzer had told her there was a plexi-glass message board at Public Works which could be installed at the park for community messages. Ms. Stephan will talk to Mr. Patzer regarding this item. Committee Member Harris requested Public Works raise a few of the swings a couple of links. Ms. Stephan will pass this on. The basket ball hoop could use a coat of paint and a hoop. Council Member Lee volunteered to take care of this project himself. Hidden Sorint!: Park Mr. Mark Statz, City Engineer requested adding an item under updates regarding the rain garden draw- down test. He stated Mr. Palzer would have a memo summarizing the results of the test for the committee to review. Mr. Palzer emailed the following update: Monday, June 23, 2008 at 9:00 a.m. Chris Long (Bonestroo) and I filled the rainwater garden to the overflow outlet level. The weather was dry for two days and when I observed the rainwater garden on Wednesday morning at 9:00 a.m. and it was dry except for a small amount of water near the inlet that is lined with rocks and creates a small pool. The rainwater garden appears to meet the new rule of 48 hours for filtering and the plants that are located in the garden appear to be doing well. The following update was from Mr. Dallas Larson following the Wednesday, June 25, 2008 City Council meeting: The Council approved the Hidden Spring Park shoreline work, which was designed by Gregg Thompson and will be constructed by Natural Shore Technologies, Inc. Mr. Thompson will monitor the construction and Bonestroo will drop to the background, except to pay for the work. Mayor Capra had asked the committee to consider adding some type of pump to the spring at Hidden Spring Park so there would actually be sufficient water flow. Chairperson Seeley asked Committee Member Haiden if he would be willing to do research on what are the options available for this and report back to the committee. Committee Member Haiden said he would look into this. The committee would like to see the spring continue to be natural if possible and it was suggested Committee Member Haiden start by contacting Barett Well Drilling. Chairperson Seeley discussed with the committee many of the items that were on the City Engineer's punch list to be repaired at the park which have yet to be taken care of. The committee members are quite frustrated at the lack of action on some of these items such as the divots in the trail and parking lot at both Laurie LaMotte Memorial Park and Hidden Spring Park caused by the contractor and reported by Public Works since last August when the contractor's equipment was actually still at the 30f4 Parks & Recreation Committee Meeting Minutes July 2, 2008 site. There are many small items that have not been resolved. Chairperson Seeley will do another walk through and submit a list to Mr. Mark Statz, City Engineer and copy Mr. Dallas Larson, City Administrator and Mr. Paul Palzer, Public Works Director. 2009 Fete des Lacs 8K Run Committee Member Branch has been researching the potential for the Parks & Recreation Committee to sponsor an 8K Run around Centerville Lake as part of 2009 Fete des Lacs. Originally looking at a larger event of perhaps 1,000 entrants, Committee Member Branch's research dictated setting sights lower for the inaugural run at 250 entrants. The committee can help reduce costs in a couple of areas such as promotions with the graphic design done by committee members. Committee Member Branch's draft budget is approximately $4,000 with this cost potentially being recouped with a $20 entry fee and possibly by obtaining sponsors, though the sponsors may be more difficult to find with the first annual run. Eventually the committee is hopeful that this will be a fund raiser for the Parks & Recreation Committee. The reason this is coming to City Council at this time is to get preliminary approval to be included in the Fete des Lacs budget so the committee can know whether to move forward. There is a publication called 'Running Minnesota' which is published annually each fall by the Minnesota Distance Running Association with all the following year's Minnesota races included. The information needs to be to the association some time in August to be included. This would be the most complete form of advertising for the race. Motion was made by Committee Member Branch, seconded by Chairperson Seeley to request City Council consider budgeting $4,000-$5,000 for the 2009 Fete des Lacs 8K Run, to be potentially ~ouped from entry fees and sponsors. All in favor. Motion carried unanimously. Battle of the BandsIBoards - Ollie & Company Committee Member Lee updated the committee on Battle of the BoardslBands. There were only two (2) bands involved in the Battle of the Bands, as three (3) bands cancelled prior to the event. The event was well attended with approximately 50 participants in the Battle of the Boards. All the committee members in attendance thought the event was a success. TheftlVandalism at Wheels Skate Park There was some discussion as to the recent vandalism with graffiti at Laurie LaMotte Memorial Park. Council Member Lee thought making an announcement about the vandalism at the Battle of the BoardslBands would be beneficial since so many community youth would be there and it was hoped they could be encouraged to police themselves. There was no vandalism prior to the event, but graffiti reoccurred shortly after. A backpack with a camera in it was stolen at the event and reported to the police. Vice-Chairperson Amundsen reported there were kids climbing on the roof of the pavilion at Hidden Spring Park as the picnic tables were removed off the cement which enable the kids to get onto the roof. Ms. Stephan will request Public Works move the tables back under the pavilion. VII. However, Kurt, our attorney put the kibosh on it because we were in a work session, where voting is not allowed. Therefore, what I have been asked to do is to email a/l council members and park board members to ask their opinions on trail priorities. I've attached a map and corresponding list of trail segments. I'd like each member to give me their top 5 priorities. I've labeled the segments on the map A-Z and have those designations on the list as well. So, as an example, a response might be: Councilmember John Doe - Priorities are 1-6, 2-F, 3-G, 4-C, 5-L. They could just list it like this, or they could fill it in on the sheet provided. This info will be used to formulate a trail project using the grant funds. At this point, I think it would be best for members not to worry about what we can afford within the grant funds, but simply to prioritize the trail segments. The following items have not yet been completed: 1. There are gouges in the asphalt on the trail east of HSP 2. There are gouges in the asphalt in the LaMotte parking lot. 1 &2 - It was my understanding that the public works department and the contractor had met on site and agreed upon whether or not this was caused ~ the contractor and whether it was to be repaired. I wil/ jo//ow- up with Paul and the Contractor to make sure this is the case. 3. The compacted area of the rain garden (west of the street drain spout) has not been corrected. 7/31/2008 Page 2 of3 4. There needs to be additional planti.ngs in the rain garden to replace the failed ones. About 2 weeks ago or so, our landscape architects met with the contractor to review the plantings and other issues with the rain garden. Yesterdqy, we submitted a revised planting plan to Gregg Thompson for his review. Once we get comments back from Gregg, we will let you gtgs take a look and then we'll get the replacements done. 5. The center post on the western-most bench, near the checker board, is too high making the bench appear bowed. I'll look at this again. I know thry jixed a few of these benches with the same problem. Perhaps thry missed this one. 6. The sliding bench on the north needs the slats replaced to match the recycled material of the rest of the benches. Several months ago, I sent a jinal email to the supplier of the slats giving them the go-ahead to order the reryded slats. Earlier this Jveek, I sent another email and lift a voice mail asking where our order was. I have not yet heard back. I will follow up on this. 7. The replacement planti.ngs on the beach (not the shoreline restoration part) are not in. W7hen the plantings were reviewed in the rain garden, the rest of the plantings in the park were also reviewed. We have documented those which need replacement. All replacements (rain garden and others) will be done at the same time. 8. The drinking fountain is not level. I've asked our inspector to look at this. It was level earlier this spting when I was at the park. I wzJl get back to you when Jve jigtlre out what happened here. 9. The drinking fountain does not have the lower "dog bowl" spout. I think we opted NOT to have the dog bowl feature. Perhaps you are rifening to the hose connection at the bottom. I was under the understanding that we had installed the proper connection and that it was acceptable to the public works department. I Jvill speak with Paul to make sure what we have is at:eeptable. 10. The sub-contracted shoreline restoration has not begun. It's my understanding that Gregg has been in touch with the contractor and that supplies have been ordered Thry are also working through the process to get access from the St. Paul Water Utility site to minimize damage to the park from constmetion. I believe constmction will begin within a week or two, once supplies have eome in. You could contact Greggfor more information on the schedule. All of these items were on our previous list of items that needed to be fInished. Wayne LeBlanc wayneleb lanc@comcast.net 1677 Peltier Lake Drive Centerville, Mn 55038 651-426-0168 home 651-785-3775 cell Troubled Waters at Peltier Lake On July 31, at 7pm Lino Lakes City Hall. a meeting will discuss MPCA designated impaired waters including Peltier lake and other lakes in the Rice Creek "Chain of Lakes." What are those weeds in Peltier Lake? Why is the lake sometimes so rotten? The frrst thing an aquatic biologist will say is those are not weeds, those are aquatic plants, specifically, CurlyleafPondweed (Potamogeton crispus), Eurasian Watermilfoil (Myriophyllum spicatum), Coontail (Ceratophyllum demersum), and others. The biggest problem appears to be the Curlyleaf. It's an exotic and grows earlier than native species so it becomes dominant. In late June with warmer water, it dies and releases nutrients into the lake. But before it dies, it releases millions of seeds called turions that get ready to grow the next year. Another part of the problem may be what's called internal loading - nutrients in the sediments that get released in various ways. ~'}J'~,;,;~' Algae (image at left) loves the nutrients from the decomposing Curly leaf and so it blooms in huge quantities creating scum and smell. The algae blocks the light and tends to knock back all submerged aquatic plants, even the milfoil. Aphanizomenon is one common prolific algae in the lake and looks like fingernail clippings. So the south part of Peltier Lake has a vicious cycle where Curly leaf and algae help each other create an environment that discourages anything else from taking hold. A lake should have beneficial aquatic plants to avoid algae blooms. (That's why the lake looks so good in the spring.) Another player in the lake is Eurasian Watermilfoil. This exotic first appeared in 2000 and has been expanding its presence in the lake ever since. Every year it seems to roughly double but the algae in July knocks it back quite a bit. But it is still there hanging on till next year's clear spring waters. The lake is so bad, not even Eurasian Watermilfoil grows well. The future may see more Milfoil. The north part of the lake had mostly native beneficial Coontail acting as a giant nutrient absorbing buffer, but :..;.. 7/31/2008 Page 2 of2 after 2001, the Coontail appeared to be damaged and mostly Curlyleaftook over. In the last couple years, the Coontail seems to be recovering. This year, there's a new phenomenon, Coontail mats are appearing in the south part of the lake. Established Coontail in south part of the lake might be a good thing. What might be done about all this? In 1988, I started a Lake Association and we tried to control the Curlyleaf. In the end, I would say it was unsuccessful. Commercial harvesting was too expensive. We built cutters ourselves and I personally expended huge efforts to pitch fork cut Curly leaf from the lake. It met some success but the effort was overwhelming. Homeowners just do not have the equipment or time to deal with the massive Curly leaf problem. Not removing cut plants spreads Milfoil and does not help the lake. The DNR states, "Vegetation that is cut or pulled must be immediately and permanently removed from the water and disposed of on high ground where it will not re-enter the lake." Areas larger than 2,500 square feet require a DNR permit. However, the DNR also states "A property owner may physically or mechanically clear without a permit: submerged vegetation: An area for swimming or boat docking not exceeding 2,500 square feet and not extending more than 50 feet or one- half the length of the owner's shoreline frontage (whichever is less)..." How about chemicals? Peltier Lake is designated a "Natural Lake" and herbicides are currently not allowed. Because Peltier Lake is designated an impaired water by the MPCA, a Total Maximum Daily Load study has been done. This study looks at lake loading of nutrients and makes recommendations. Some ideas are to draw down the lake to freeze out the bulk ofthe Curlyleaf(I have experience with a 3' drawdown) or to reduce the number of carp which stir up the bottom releasing nutrients. Or, perhaps the watershed district could figure out the use of herbicides. Homeowners can help. Don't mow next to wetlands. Establish buffers or natural vegetation on shorelines to reduce erosion. Don't fertilize by the lake. See www.BlueThumb.org for more information. Access would be needed along the existing gravel access road for the contractor's excavator and for soil (for backfilling) to be brought in. I believe the contractor will be bringing in approximately 30 cubic yards of soil, which would be 2 or 3 tandem truck loads (or 5-6 loads on a smaller single-axle dump truck). Most likely, a 12-16' section of the chain link fence along the property line between the City Park and the SPBWC property would need to be temporarily removed, but would be reinstalled after project completion, which would involve removing some bolts - the posts / footings would stay in place - only the actual chain-link and horizontal support pipe would need to be temporarily removed, in this specific area. I have emailed the contractor to let them know that they are being required to provide a certificate of insurance. The shoreland toe-stabilization project would take place completely on City Park property, from the southern lot line to the northern lot line. Sound ok? Any questions / concerns? Rain Garden plantings and compacted areas. - Gregg Thompson has reviewed our revised planting plan (see attached planting plan from us and email response from Gregg). The Parks Board should give us their direction as to what mix of plants to put in the rain garden. We are comfortable doing either our plan or modifying it to add more of Gregg's suggestions. Once we get this direction, we will coordinate the plant replacements and correction of the compacted area immediately. Bowed bench. - The contractor will fix this item when he comes out to repair the blacktop and fountain. Glider Bench Slats - I was finally able to make contact with the supplier. Apparently, he has had some email problems and did not get our order confirmation (see attached email). We worked out the order over the phone and the replacement slats should be shipped shortly. Replacement plantings on the beach. - These will be completed at the same time as the rain garden plantings. Drinking Fountain - The contractor is working with the public works department to resolve these issues. We expect them to be corrected next week. Overall. - I visited the park a few days ago and was impressed by the growth of the plantings along both streams and on the upper part of the shoreline. Things are really filling in looking like a mature park. I'm hopeful that once we get the replacement plantings in and the shoreline restored, you can once again, be proud of your park. TraiLG_(aD~ I've attached a summary of the results of our trail priority survey. We will be discussing these results among staff and will develop a project outline based on these results for the Parks Board to review, perhaps at their next meeting. The mayor asked me to clear up some misconceptions about the Mill Road trail. I've attached some renderings we completed several months ago. The following is an explanation of those options: There were 4 options: 1. Trail Adjacent to Road with curb 2. Trail off road at edge of right-of-way with ditch between road and trail 3. Trail Adjacent to Road without curb 4. Trail off road, with curb and 5 foot grass boulevard and ditch on the east side of the trail 8/6/2008 Page 2 of2 In previous workshops we had pretty well eliminated options 3 and 4. That leaves us with 1 & 2. The issues with each are as follows: 1. Trail Adjacent to Road with Curb - This would require that the pavement on the road be replaced. The existing pavement does not have enough grade (north to south) to allow curb to be placed along side it with out significant changes to the grade (meaning we'd need to replace the pavement). This option is less intrusive to people's yards, allows for better storm water management because there is more room for ditches and may allow city plow trucks to clear it in the winter. 2. Trail off road at edge of right-of-way with ditch between road and trail- This option does not require any street work to be done now or in the future. You'll notice that our rendering says that with this option, the road would need to be shifted 4 feet to the west, but I think with some creative ditch and storm sewer work we could avoid this and simply put the trail in the boulevard without touching the road. This option will feel quite a bit more intrusive to people, as the trail will be in what they probably view as their "front yard". It will also require more ditch and storm sewer modifications as the distance between the edge of road and trail will make for a narrow ditch. We are comfortable with either option since they both offer a safe alternative for pedestrians and bicyclists. I'm attaching photos of a raingarden from Minnetonka's City Hall that consists of mass plantings of Fox Sedge at the groundlayer within the raingarden basin (and clusters of red osier dogwood, and periodic tamarack and river birch), surrounded at the edges with Dwarf Bush Honeysuckle. Its sort of from the 'less is more' school. Its also easier to determine what needs to be weeded out of the planting - less plant diversity = easier to distinguish what doesn't belong for a person who isn't an expert on native plants. Something to consider for the replanting at the raingarden at Hidden Springs Park.
