ADJOURNMENT Parks & Recreation Committee Meeting Minutes 09-03-08 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, September 3,2008 - 6:00 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, September 3, 2008 meeting at City Hall, 1880 Main Street. CALL TO ORDER 1. Roll Call Chairperson Seeley called the September 3, 2008 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Chairperson Seeley requested a discussion of Nourishment of Park Lawns be added to the agenda under Committee Business. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Harris to set the agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES Kate Bronson. Chain of Lakes YMCA. Review of Summer Proe:rams Kate Bronson of Chain of Lakes YMCA reviewed this summer's programs offered by the YMCA at Laurie LaMotte Memorial Park. 23 children attended the first session, 18 children attended the second session. Costs were $1,543 more than what was collected by the attendance fees, as a result, YMCA requested a City contribution of $2,000. Motion was made by Chairperson Seeley, seconded by Committee Member Haiden to Parks & Recreation Committee Meeting Minutes 09-03-08 recommend City Council approve payment of $1543 to the Chain of Lakes YMCA for the 2008 summer program costs. All in favor. Motion carried unanimously. IV. CONSIDERATION OF MINUTES Aue:ust 6. 2008 Parks and Recreation Committee Meetine: Minutes Chairperson Seeley requested sentences be reworded to clarify meaning under Trail Priorities in paragraphs 3 and 4 on page 3 of 5. Also correct typographical errors in paragraph 5, same page. Motion was made by Committee Member Branch, seconded by Vice-Chairperson Amundsen, to approve the August 6, 2008 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Additional Lie:htine: Request at Tracie McBride Memorial Park A resident adjacent to Tracie McBride Memorial Park requested additional lighting be considered for the park. The Parks & Recreation Committee Members individually toured all the parks and Tracie McBride Memorial Park is the only park without a street light in the immediate vicinity. Chief Makela's opinion strongly favored adding a light to the park per the following email: I definitely recommend more lighting at the Tracie McBride Memorial Park As I recall there is only one small light there and more lights detour loitering and vandalism. The additional light will allow officers to see the park area to enforce the 1 0 PM closing time. Thanks for asking for our input. Robert A. Makela Motion was made by Chairperson Seeley, seconded by Committee Member Branch to recommend City Council consider adding a street light on Fox Run near the park's parking lot as a safety/security precaution. It will also provide a more uniform look for our parks. All in favor. Motion carried unanimously. Nourishment of Park Lawns Mr. Paul Palzer, Public Works Director, informed Chairperson Seeley that the city employs Chern Lawn in our parks. This is very undesirable as they use phosphorus that leech directly into the ponds/lakes. The Parks & Recreation Committee request permission to research and acquire a more eco-friendly source to manage our park lawns. Great efforts have been made by this community to protect our ponds and lakes and allowing the use of phosphorus in our parks undermines that effort. Assuming City Council will reconsider; the committee is investigating and will make a recommendation as soon as possible. VI. UPDATES Tracie McBride Memorial Park Renovations The last two major park projects have had issues with design and/or contactor workmanship that Parks & Recreation Committee Meeting Minutes 09-03-08 may have been reduced or eliminated with better communication with and oversight by Public Works. While Public Works Staff workload may be an issue, the Parks & Recreation Committee would like to discuss how to improve the outcome of our projects, better track progress and repairs. The committee requests this topic of 'Communications with Public Works' be added to the upcoming Joint Work Session Agenda. Issues discussed for Public Works: Add grass seed over the drain tile. Add rain gutters over drinking fountain. Re-grade picnic table area. When will the message board be installed in place of the faux window? Anchor the bike rack. Spring toys re-installed. Benches installed. Play panel for structure replaced. Move the sign toward the entry (under the new street light). Parks & Recreation to add flower bed around building. Contractor issues: Paint on play structure is very sloppy, poor workmanship. Merry Go Round MUST BE LOWERED, it is unacceptable. Lack of preparation under sod. The Parks & Recreation Committee would request a meeting to discuss these maintenance issues with Mr. Palzer and Public Works Staff. Chairperson Seeley, Vice-Chairperson Amundsen and Committee Member Harris would like to be present, as well as any Council Members who may want to attend. The committee discussed adding the climbing wall to the park with money from Dead Broke Saddle Club's Charitable Gambling Funds. Motion was made by Committee Member Harris, seconded by Chairperson Seeley to recommend City Council approve the purchase of a climbing wall, not to exceed the $5,200 the Parks & Recreation Committee received from the Dead Broke Saddle Club Charitable Gambling Funds. The climbing wall to be Midwest PlayscapeslPlayworld RB5-510 or equivalent (12'-10" long X 2'-11" wide X 8'0" high. All in favor. Motion carried unanimously. Hidden Sprine: Park The committee discussed some ongoing issues with Hidden Spring Park. The snow fence is falling apart; will Bonestroo repair or remove the fence? When will the plants be installed? When will the swing be repaired? These questions will be passed on to Mr. Mark Statz, City Engineer. Parks & Recreation Committee Meeting Minutes 09-03-08 Fete des Lacs 2009 Centerville Lake Walk/Run Discussion was had regarding planning of this event. Drinkin~ Fountain at Laurie LaMotte Memorial Park The committee was under the impression a drinking fountain was to be installed when the pavilions were being installed and question when will this be done? MEM-O TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: Committee Business & Updates DATE: September 26, 2008 YMCA/Summer Proe:rams The following motion from the Parks & Recreation Committee went to City Council at the September 10, 2008 City Council Meeting. City Council did not approve the additional expenditure of $693 ($150 to Wargo was included), but instead stayed with the original $1,000 that was approved in February. Motion was made by Chairperson Seeley, seconded by Committee Member Haiden to recommend City Council approve payment of $1543 to the Chain of Lakes YMCA for the 2008 summer program costs. All in favor. Motion carried unanimously. Following is the discussion had at the February Parks & Recreation Committee Meeting regarding this item. Ms. Lisa Gilliland from the Wargo Nature Center was not present, but a proposal was presented by Chairperson Seeley which offered a variety of programs, each being an hour in length with a cost of $3 per person. Wargo would want the City to guarantee at least $75 in revenue per each session. Susanne will investigate whether the YMCA registration form could also include a space for registering for Wargo events. The Committee agreed that they want to participate with YMCA and Wargo for two five-week sessions. The second session for Wargo would be cancelled if less than 20 children were pre-registered. The activities could be promoted through utility bill stuffers if the information is available by the final week in March. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to recommend that City Council authorize up to $1000 to support the youth activities of the YMCA and Wargo Nature Center through the Parks & Recreation Committee for the 2008 summer season. Ayes - 4, Nays - 0, Abstain -1 (Seeley). Motion carried. I emailed Liz Guimont, told her of Council's decision and asked she send an invoice for the $1,000 so that could be paid. She sent the invoice, which has been given to Accounts Payable, and sent the following response: This is unfortunate, I wasn't aware that an amount was set in February; we might have made some adjustments. But, nonetheless it was a great summer and we had great participation. Next summer should be easier on the budget anyway since we won't need to buy all new supplies. Make sure to thank the park board members for us, we look forward to next summer lof3 Nourishment of Park Lawns In response to the discussion at the last committee meeting regarding the City employing Chern Lawn and the possibility of phosphorus being put on the City's parks, Mr. Palzer sent the following email: I contact Sherry with TruGreen and she informed me that TruGreen only uses phosphorus in their lawn starter and not in any of the applications they applied in Centerville this year. Additional Lie:htine: Request at Tracie McBride Memorial Park This item was missed and did not go before City Council, I will have it added to the October 8, 2008 City Council Agenda. Messae:e Board at Tracie McBride Memorial Park The committee asked at the last meeting when will the message board be installed in place of the faux window. Mr. Palzer had said there was a message board available at City Hall which could be installed at Tracie McBride Memorial Park, but he was mistaken. There is not a board available. If this is something the committee would still like to do you would need a motion to have staff purchase one. Please consider also who would be keeping this board updated. Please also consider who would be responsible for an additional tlowerbed installed around the Tracie McBride Memorial Park building as discussed at the last meeting. We have one resident volunteer who has adopted the tlowerbed at this park, the rest of the parks (5) are being done by myself, as time permits. Another tlowerbed is probably not going to fit into staff time. Dead Broke Saddle Club/Climbine: Wall The Dead Broke Saddle Club met Tuesday, September 23, 2008 and discussed the donation to Parks & Recreation for the climbing wall and has donated $6,000 for this purpose. This information will be passed on to Public Works and Mr. Larson to order the equipment. Council Member Lakso had mentioned at the September 10, 2008 Council Meeting a neighbor who may be able to purchase the climbing wall for a cheaper price than Midwest Playscapes. Hidden Sprine: Park Update from Mark Statz, 09-02-08 Mark, Veit has replaced the hose-bib connection on the fountain again. We also straighten the fountain and talking with the fountain supplier they recommend a concrete pad poured around to help stabilize. If you want us to provide one please send a design. Regarding the damage to some asphalt areas, Veit is not responsible for these damages. We were substantially complete prior to Centerville's Centennial celebration in the park and the damage was discovered after that. There were numerous trailers and heavy activities during that festival. The damage occurred during that time frame, not during construction. 20f3 Once the raingarden plant replacement is finished Veit will consider this project 100% complete and no other punchlist items remaining. Jesse Roush Project Manager/Estimator I responded with: J discussed this with Mr. Tedd Peterson, Public Works and he is adamant the damage was done by Veit and has nothing to do with the 'Centennial Celebration'. Tedd pointed this out to the contractor at the site as it was done. He also pointed it out to Bonestroo, multiple times. And it has not been repaired; though an email from Mr. Statz dated September J 7, 2008 from Veit says Quality Restoration was out to fix the black top. Mr. Peterson has also asked that the Com cast cable hanging from the post at Hidden Spring Park be buried as it has been cut multiple times, not to mention it looks bad and is a danger. He has talked to Com cast and to Chris Long at Bonestroo and it is still not buried. Fete des Lacs 2009 Centerville Lake WalklRun In your packet is a copy of the Special Use Permit Request Form used by Anoka County Parks and filled out by Committee Member Branch. I emailedthisapplicationtoieff.oerry@co.anoka.mn.us. whom I found on the Anoka County Parks web site, and asked him how to proceed. He reviewed the application and gave preliminary approval to proceed. Closer to the actual race they will need insurance information and the $25 fee. Also included is a map which needs to have the specific spots marked for things such as start, fmish, water stations and first aid. I also talked to the City's insurance representative who said adding the binder listing Anoka County is not a problem for the event, but it is not something he can provide now. Drinkine: Fountain at Laurie LaMotte Memorial Park I went back to the minutes in late 2006 when pavilions were first being discussed for Laurie LaMotte Memorial Park, all the way through current and there was not ever a motion made or requests for information concerning costs associated with a drinking fountain at this park by the committee. It was just discussed a few times vaguely as follows: 120606 - Shelter at Laurie LaMotte Memorial Park Included in the packet was a map of Laurie LaMotte Memorial Park previously used when a concession building was being considered. It is useful in this potential project also as it shows where the water and electricity come into the area and where the shelter could be located. A water fountain can be placed in the area, but there would not be sewer so it would have to be designed with a different water type runoff. It would be possible to put electrical into the shelter. 010307 - Shelter at Laurie LaMotte Memorial Park Committee Member Selander will bring drawings of shelters to the next meeting. The committee discussed the size as 25 x 25 or 25 x 30 with open sides, a cover providing shade and possibly a drinking fountain. Vice-Chairperson Seeley contacted Anoka County to see who they used to build shelters and pavilions within Anoka. The company used is Structural Wood Corporation, with bids being done by Flanagan Sales. I have recommended the residents call the police when they see this happening but they seem hesitant, one said they didn't want the kids retaliating. Parks & Recreation did do a spring clean up of this park and found drug paraphenilia so this summer Kevin Amundsen trimmed up the trees so there would be a better view of what was going on as well as making users of the trail feel alittle safer. The residents complaints also include the park is too dark and the tennis court too isolated and completely surrounded by trees. The residents are asking for a more frequent police presence at this park and are asking Parks & Recreation and Public Works to consider removing some of the trees. x... This is an excellent opportunity for us to use POP to correct this problem. I will let Sgt. Aldrich organize an effort on this case but keep me informed if you have any other similar complaints. Thanks for attending our POP training. You really understand how government has to work together to solve quality of life problems before they become serious crimes. Bob Makela Hi Pat, I have been speaking with some of the residents on Center Street Located south of Eagle Park regarding lighting for the park. I know the park is heavily wooded and we will be looking into thinning out many of the trees and hopefully provide some lighting in the park. I received an emaiJ from a citizen this evening stating: (I have to say that I just got home about 4S minutes ago and there are teenagers at the park right now that are extremely loud. Yelling at who knows who to "call the cops if you think we're too loud". Not sure who they were yelling at or to? But as my 7 year old and I pulled in the driveway and I walked down to get my mail, there were plenty of words that I would prefer my 7 year old not hearing. I think a light in the park so they are not able to hide may defer them from hanging out there.) I called the non-emergency number for dispatch and asked to have the patrolling officer for Centerville give me a call. I also asked if they had received any calls regarding teenagers at Eagle Park, the dispatcher said they had not received a call this evening regarding problems at Eagle Park. I feel we have an opportunity here to do some community orientated policing in the neighborhood around Eagle Park. I always tell people to call 911 and report problems, but I think people don't feel comfortable calling 911 if it is not what they consider to be a real emergency like an accident or someone breaking into a home, etc. You all please correct me if I am wrong, but if a citizen calls the 763-427-1212 it still goes to dispatch and would generate an action if necessary? Maybe citizens would feel more comfortable about calling if they felt their call wasn't taking away from what they consider a real emergency. Whatever the case we need to get into that neighborhood and talk to the citizens about the problem teenagers in the park and options for reporting them. Skate Park. We would like to offer a "Teen Extreme" skateboard camp for a week or two during summer 2009. My thoughts were to visit Centerville Skate Park for a few of the days, but would like to see what Ollie & Co could offer also. Let me know if you have contact information for that person. Also, I will be working on the summer 2009 catalog this month and would love to get Centerville Park Play Days in it this year. Should I come out to one of your park board meetings again, or do you think they have enough information. Our 2009 program will look very similar to last summer with the two exceptions: one being the registration fee of $75/session instead of $65/session, the other being the elimination of snacks. If the board is willing to grant the program $1000 again, we should be able to make this program work. Let me know what works best for you and the board. Thank you again! Following, for your review, is the recommendations to City Council from the Parks & Recreation Committee for the previous season and a copy of the waiver previously used. I asked Mr. Tedd Peterson, Public Works to review the request to see if there were any problems. He requested a few specific items from CYHA; do not use chalk or paint on the cement, use cones instead and they will need to go through the player gate opposed to the service gate as the service gate keeps getting vandalized and is currently locked. Centennial Youth Hockev Association - Use of Laurie LaMotte Memorial Park Hockev Rink for Dry Land Practice The Parks & Recreation Committee discussed the use of the facilities for dry land practice and agreed to the usage with the following conditions: . A schedule of usage, as well as a contact list of coaches responsible during the time it is being used will be provided by the association. . There will be no use of the facilities after 9 p.m. daily. . The nets will be padlocked when not in use. The key to the lights and padlock will be supplied in a lock box by Public Works. . The Centennial Youth Hockey Association will sign a waiver releasing the City of Centervi\le from any liability and will take responsibility for any damage occurring while the association is using the facilities. The following recommendation was made by the Parks & Recreation Committee: Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley to recommend to City Council approving the Centennial Youth Hockey Association's use of dry land time with the use of the park lights at Laurie LaMotte Memorial Park with the above conditions. All in Favor: Motion passed unanimously. Centennial Youth Hoekev Association - Use of Laurie LaMotte Memorial Park Hockev Rink for the 2007-2008 Season CYHA would like to use the rink for outdoor ice as they have in the past and are requesting extended dedicated hours. The committee discussed the association's request for additional ice time and opted to keep the days and hours the same as in the past seasons, allowing Centerville residents access to the ice with the exception of 8:00 - 9:00 p.m. Monday through Thursday. Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to recommend to City Council approving the Centennial Youth Hockey Association's use of the hockey rink for the 2007-2008 season with a dedicated half sheet of ice from 7:00 - 8:00 p.m. and a dedicated full sheet of ice from 8:00 - 9:00 p,m. We have used the facilities the past years and it is much appreciated from the association that you have been able to honor this request in the past years and hope you are this year as well. CYHA has just fInished with A level tryouts for traveling teams and have formed their teams. I have had the request by some to schedule dryland. Initiation level will be done middle of October. If this is approved by the city and Parks & Rec Board, please send over the Park User Terms and Conditions that needs to be signed. If it is the same from last year, I stilI have a copy and can sign and return promptly. RULES FOR INNER PARK. CIRCLE PINES I. The keys for the shelter building at Inner Park (2 keys) are kept in a lock box found on the shelter handle door. The combo will be given to you when you contact me to schedule practice times. 2. At Inner Park, it is the coach's responsibility to turn rink lights off by 9:00 p.m., secure the building (entrance and restroom doors) and return the keys to the lock box when done. RULES FOR LAURIE LAMOTTE MEMORIAL PARK. CENTERVILLE I. The keys for the shelter building (access to lights only, not the warming house!) and locks for the nets at Laurie LaMotte Memorial Park (2 keys) are kept in a lock box found on the shelter door handle. The combo will be given to you when you contact me to schedule practice times. 2. At LaMotte Park, it is the coach's responsibility to turn rink lights offby 9:00 p.m., secure the building (access to light room only), and chain the nets to the hockey boards. Return keys to the lock box when done. We all need to do our part to keep the rinks clean and usable. If you arrive for practice and the rink needs cleaning and/or sweeping, please take a few minutes to do this. Ifwe all help out, the rinks will be in great shape for everyone. (OVER FOR SCHEDULING GUIDELINES) SCHEDULING GUIDELINES: . The hours available at each rink are one hour time blocks Monday - Friday from 5-9 p.m. ( 5, 6, 7 & 8 p.m.), and two hour time blocks all day on Saturday and Sunday. . Lights at Inner Park and Laurie LaMotte Park MUST BE turned off by 9:00 p.m.. If this is not adhered to, Circle Pines and Centerville will revoke the use oflights at the parks. . Each team may schedule a maximum of two weekday hours and four weekend hours per week between now and November 30th, or whenever outdoor ice is available. If you want to pick up additional hours (more than the weekly maximum), you may call me starting the Friday he week before the date (s) you want to add. . Monthlv I will post the upcoming month's schedule (Oct, Nov, Dee) in the shelter buildings and also on website so you can verifY your scheduled time and pick up additional hours as available. Contact me regarding dates you would like to add/change. I will update the schedules and post new ones as necessary. . Coaches, dry land practices MUST BE SCHEDULED by contacting me. Changes directly to the schedule at the park location are no longer permitted. For liability reasons, the parks need a contact name and phone number BEFORE you are allowed to use the facility. DO NOT use the part jf it appears available, without calling me first!! Thanks for your cooperation. October 1,2008 The following waiver is in regards to the use of the Laurie LaMotte Memorial Park ice rink and access to the utility room for the purpose of using the rink lights. The Centennial Youth Hockey Association (CYHA) will take all respousibility for any damages which may occur to the above mentioned property and/or equipment during the scheduled usage. The coach respousible for each designated time period will ensure the lights are off and the building and nets are secure. The City of Centerville requests the CYHA notice the city at the termination of the dry land portion of time so a walk through can be done and both parties will agree on the condition of the property at the end of the usage. The CYHA will provide a schedule of use and a list of coaches using the property to the city before use begins.
