Pursuant to due call and notice thereof, the City of Centerville held its regularly scheduled meeting
on October 8, 2008, at 6:30 p.m.

I. CALL TO ORDER
Mayor Capra called the October 8, 2008, City Council Meeting to order at 6:35 p.m.
II. PUBLIC COMMENT(S)
Mrs. Barb Carter, 6913 Sumac Court, reported that residents cannot walk on the sidewalks
in the Pheasant March neighborhood because of the overgrowth of weeds. She brought
photos to show to the City Council.
Mayor Capra assured Mrs. Carter that they will have a staff member look at it, and they
will get back to her.
III. APPROVAL OF AGENDA
Mayor Capra made the following additions to the Agenda:

On Page 4 of 11, the fifth paragraph under New Business, Item 1, City Communications:
the wording "from developer fees" was changed to "from park dedication fees."

Councilmember Broussard- Vickers stated that she was not aware that a Special
Event/Noise Permit was ever issued before for an individual.
Councilmember Paar stated that this type of permit is utilized for events such as block
parties, outdoor events at the parks and liquor establishments.
City Administrator Larson replied that this could be done.
4. License Agreement for Use of GIS Database & License for Use of Digital Ortho &
Oblique Aerial Photographs
City Administrator Larson reported that new photos would be provided.

VI. AWARDS/PRESENTATIONS/APPEARANCES
1. Fire Chief Jerry Streich - (Fire Prevention Month Activities & Fire Fighter
Recruitment)
Fire Chief Jerry Streich stated that Centennial Fire District 2 covers Centerville, Lino
Lakes and Circle Pines. He emphasized that October is Fire Prevention Month, and fire
officials will encourage citizens to focus on fire prevention. Fire prevention will also be
stressed in the schools. Fire Chief Streich stated that most fires occur during the winter
months, and over one-half of fire fatalities did not have working fire alarms.
Fire Chief Streich advised that a Recruitment Session will take place on Saturday,
November 1, at 9 a.m., at Centennial Fire District 2. Applicants must be 18 or older. They
will have a PowerPoint demonstration, fire fighters will be there to answer questions and
fire equipment will be available. Anyone interested can go to City web site or call
Centennial Fire District 2.
2. Road Projects
Mayor Capra stated that businesses in the downtown area have taken a hit because of the
road projects. She suggested doing a promotional mailer to continue to keep citizens up-
to-date, advise them that these downtown businesses are open for business and encourage
citizens to once again come downtown.
VII. OLD BUSINESS
1. Fall Cleanup Days - SCORE Fund Disbursement Options

City Administrator Larson stated that there was a memo in the Councilmembers' packets,
outlining a proposal regarding the remaining SCORE funds. This proposal would apply
the remaining SCORE funds to Centerville residents' statements, giving each resident a
one-time credit of approximately $7.34. City Administrator Larson stated that the exact
amount would be confirmed when we are certain that all bills are paid.
VIII. NEW BUSINESS
1. Res. #08-0xx. - Authorizing the Finance Director to Transfer Funds
City Administrator Larson stated that this is a housekeeping-type of action to close out
inactive funds.

City Administrator Larson stated that, again, this would be done to close out inactive
funds.

3. Parks & Recreation Committee Recommendation to Authorize Centennial Lakes
Youth Hockey Assoc. Use of Laurie LaMotte Memorial Park Ice Rink for the
2008-2009 Season
Councilmember Lee stated that this is the same request the Centennial Lakes Youth
Hockey Association makes annually. The Parks and Recreation Committee recommends
authorization, with the stipulation that Centennial Lakes Youth Hockey Association takes
care of the rink and locks things up each time they are finished.
Motion made bv Council Member Lee. seconded bv Council Member Broussard-
Vickers. to authorize Centennial Lakes Youth Hockev Association to use the Laurie
LaMotte Memorial Park Ice Rink for the 2008-2009 Season. with the stioulation that
they take care of the rink and lock thinl!s uo each time they are finished. All in favor.

4. Planning & Zoning Commission Recommendation for Approval of Creative Kids

City Administrator Larson stated that the Planning & Zoning Commission discussed this
when they met on October 7. He stated that there is some sense of urgency to get this
approved quickly. The signage would be located near the driveway entrance, on the east
side of the road entering Center Street. The Planning & Zoning Commission recommends
approval, provided the signage is set back at least 10 feet and that it is at least 6 feet above
the road elevation.

5. Mr. Terry Sager's (Kelly's) Request for a Payment Schedule for his Liquor License
Fees for 2009
City Administrator Larson stated that Mr. Sager has lost a lot of business because of the
construction, causing him some financial problems. Mr. Sager is requesting that he be
allowed to pay his liquor license fees for 2009 on a 6-month payment plan.
City Attorney Glaser replied that the City has a requirement that a liquor license be paid a
year in advance. However, the City also has a provision for a temporary liquor license for
shorter periods of time. He stated that this could possibly be done with 6 extensions of the
liquor license. The only other option would be to amend the code.
Councilmember Broussard-Vickers inquired about how they could "undo" his license if he
did not make a payment.
Councilmember Lee replied that the license would be paid two months in advance for each
renewal.
City Attorney Glaser inquired whether they could have a problem with his taxes In
October.
Councilmember Lee stated that he would like to work with business owners to keep them
in Centerville.
Councilmember Broussard-Vickers stated that they would need to see his insurance
certificate each time he renewed his license.
City Attorney Glaser replied that, as part of his renewal, they could require that he provide
his insurance certificate.
Mayor Capra stated that this could be considered an economic hardship because of the road
project.

The Council was open to the possibility and will consider the matter when the license
application is submitted for approval.
IX. ANNOUNCEMENTSIUPDATES
1. City Administrator. Mr. Dallas Larson
Code Revisions
City Administrator Larson stated that the Planning & Zoning Commission has completed
the revisions to Codes 150 through 155. A hearing will be scheduled in November, with a
recommendation to the Council for the changes.
Comprehensive Plan
City Administrator Larson stated that, following the October 9, the comment period would
be closed. He stated that the Planning & Zoning Commission recommends that the
Council give their preliminary approval at their next meeting, with the understanding that a
hearing will be held after the Plan has been thoroughly reviewed by the Council. City
Administrator Larson reported that the deadline for all the metro cities is the end of
December. He stated that Centerville would like to get their plan in early.
Downtown Area
City Administrator Larson reported that the downtown area sidewalks, streets, and lighting
should be substantially complete by the end of October.
Mayor Capra stated that they need to make sure that the standing water issue is taken care
of.
Councilmember Lee inquired whether they have a schedule as to when it will be
completed.
City Administrator Larson replied that they will be back in the spring. He stated that the
bulk of work has been done, so the rest should go more quickly.
Councilmember Lee inquired whether City Administrator Larson could ask the County
when the road will be open through town. He stated that there will be a lot of activities
coming up next summer, and they would like to start the planning process.
2. Councilmember Tom Lee
Parks & Recreation Committee
Councilmember Lee stated that the last meeting of the Parks & Recreation Committee was
pretty short. He stated that their big concern has been making sure that McBride Park
would be complete, and the repair work done, before they pay for it.
Councilmember Lee stated that there have been some issues with teens at Eagle Park. He
stated that the lighting is not in the best location for the park. The Parks & Recreation

Committee would like to move the light or add another light. They have also received
some requests by residents to add more lights to the parks. The Parks & Recreation
Committee believes that adding additional lights would keep down the number of nuisance
calls.
Mayor Capra suggested that they check on the DNR Grant to earmark and thin out some of
the trees in Eagle Park to preserve the healthier trees.
Councilmember Lee added that the trees in Eagle Park are so dense that they block views
for people who are up to no good.
Police Governing Board Update
Councilmember Lee reported that the Police Governing Board has received some letters of
appreciation. However, there have been some letters in which residents think Centerville's
Police Department is not necessary and is unfriendly. Councilmember Lee stated that
some of the Police Department's response time has been as short as 1 minute. The Police
Governing Board would like a community-oriented Police Department. Despite the few
negative letters, the majority of the residents think the Police Department is doing a good
job.
Councilmember Lee reported that a study was conducted regarding the use of hybrid
vehicles. Unfortunately, the hybrid vehicles did not prove to be suitable for the Police
Department.
3. Mayor Mary Capra
Citizens Corps Council
Mayor Capra reported that she met with Eagle Brook, St. Genevieve's and others. The
Citizens Corps Council will expand into Circle Pines and Lexington to make a Master Plan
in the event of an emergency. Mayor Capra stated that they hope to have it all coordinated
by the end of the year. She added that theirs will be the first Citizens Corps Council in the
County. She stated that they learned a great deal from Hugo, and they are putting all that
knowledge to good use.
East Block 7
Mayor Capra requested to look at an aerial photograph. She stated that Centerville has not
done any eminent domain in this area. The City purchased a couple of properties, noting
the properties were not taken, there was a Purchase Agreement.

We are at the end of another tornado season. Embedded Systems, Inc. has provided our best service
toward maintaining the tornado sirens for your city for the past several years. We would be very pleased
to continue to provide Tornado Siren Maintenance for your city.
The Monthly Siren Maintenance Fee for 2009 will be $37.95 per siren, per month.
The decoder batteries for your city are scheduled to be replaced in 2009 for preventive maintenance.
Battery replacement will occur once every 2 years for Hennepin and Ramsey County and once every
three years for Anoka County for all units maintained by Embedded Systems under the original
maintenance agreement, including those batteries which may have been replaced since the last scheduled
replacement because of failure.
We are asking that you please sign and return this contract renewal to us before November 15th, 2008 to
enable us to continue to provide our best service through the end of2009. Feel free to fax the signed

AGREEMENT ("Agreement") made this 17th day of October. 2008 by and between the
CITY OF CENTERVILLE, a Minnesota municipal corporation ("City"), and David & Tonya
Haffeman ("Landowner( s )").
RECITALS
A. Landowners own in fee as joint tenants the real property situated in Anoka
County, Minnesota, legally described as follows ("Subject Property"):
7364 Peltier Circle - PIN #14-31-22-31-0047
Lot 6, Block 2, Peltier Preserve
B. Landowners' desire to locate a fence within the right-of-way/drainage and utility
easement(s) in their side and rear yard easement(s). Landowners seek permission from the City
to encroach in the City's right-of-way/drainage and utility easement.
NOW, THEREFORE, IN CONSIDERATION OF THEIR MUTUAL COVENANTS,
THE PARTIES AGREE AS FOLLOWS:
1. The City hereby grants Landowners permission to encroach into the City's right-
of-way/drainage and utility easement in their side and rear yard easement(s) to the extent
indicated on the Site Survey attached hereto as EXHIBIT "A".

2. Nothing in this Agreement shall be deemed an abandonment, vacation or waiver
of the City's interest in the right-of-way/drainage and utility easement(s).
3. Landowners, for themselves, their heirs, successors and assigns, hereby agree to
defend, indemnify and hold the City harmless from all costs and expenses, claims and liability,
including attorney fees, relating to or arising out of the grant to Landowners of permission to
encroach into the City's right of way/drainage and utility easement(s). Landowners further agree
to indemnify and hold the City harmless from any damage caused to the Subject Property as a
result of maintenance of the City's right of way/drainage and utility easement(s), including any
damage to the fence caused in whole or part by the encroachment into the City's right of
way/drainage and utility easement(s).
4. The City does not warrant title or guarantee the continuing right of Landowners to
maintain the fence in the City's right of way/drainage and utility easement(s).
5. Landowners may not replace the fence in the City's right of way/drainage and
utility easement(s) if the fence is damaged to more than fifty percent (50%) of its fair market
value, as measured immediately prior to the damage.
6. The City may direct removal of the Fence, at the Landowners' sole cost and
expense, upon thirty (30) days written notice if the City determines that the fence will interfere
with said use.
7. This Agreement shall run with the land and shall be recorded against the title to
the Subject Property.

On Tuesday, September 2, some 6,900 P-K-12 students will begin their first day of instruction in
Centennial School District, commencing the 2008-09 school year. Once again, the School Board,
administrative, teaching, and support staffs, and I will proudly serve the pre-school, school-aged, and
adult learners entrusted to us by the parents and patrons of the Cities of Blaine, Centerville, Circle
Pines, Lexington, and Lino Lakes. We are grateful for this opportunity to serve our constituents and
pledge to deliver to our students-regardless of age-a comprehensive, quality, accountable array of
programs and services in a highly professional manner.
Consistent with this school district's past practice, I am again requesting an opportunity to deliver a
brief, 10-15 minute presentation to the City of Centerville Mayor, City Council, City Administrator, and
City staff at a City Council meeting during the month of October or early November. The School Board
and I believe Centennial School District has the obligation to be accountable to the publics of our five
communities. Toward that end, I plan-in my presentation-to prOVide a current profile of the school
district, highlights of the 2007-08 organizational year, and featured focuses/goals for the 2008-09
organizational year. I would be honored to have the opportunity to present, again, at a future City
Council meeting.
Could I request your assistance in having your Administrative Assistant contact my Administrative
Assistant, Deb Hoyhtya, at 763-792-6010 in the near future to explore, hopefully, two calendar options

sponsoring an event, The SLEEP OUT 2008, Be Part of Something BIG 15t Annual Community
Challenge in an effort to promote education and awareness to help end homelessness. We feel it is
essential that all community members be aware of the importance of homelessness prevention and the
impact their participation can have on ensuring that all individuals and families have access to a warm,
safe place to call home in our community. Community partnerships, awareness, and the desire to
provide warm, safe housing in our community - these are the important themes of the event.
At the end of October, the Anoka County Board of Commissioners will be proclaiming November,
Homelessness Awareness Month. Our goal is to have each city in Anoka County join the effort to
promote public awareness of homelessness and have their city also proclaim November,
Homelessness Awareness Month.

FACTS on HOMELESSNESS
Definition of Homelessness:
By defmition, a homeless person is described as an individual or
family who lacks a fixed, regular, and adequate nighttime
residence.
What Causes Homelessness?
· Low wage employment, lack of income, fixed income
. Lack of affordable housing units
· Lack of affordable health care and dental care
· Domestic Abuse
· Problems with drug and/or alcohol
· Mental health issues and lack of medical care
· Eroding work opportunities
· Lack of transportation
· Aging out of foster care system
Note: The average annual cost of meeting basic needs for a single person with 2 children
in the Twin Cities Metro area is $43,800. This would require a full time position at an
hourly wage of $21.07 to meet the basic needs. (Current minimum wage in MN is $6.15
for large employers and $5.25 for small businesses).

A Picture of Homelessness
Homelessness in Minnesota - Statistics
The gap between the cost of housing and what people can afford is a major
cause of homelessness.
· One-third of Minnesota's homeless population site the inability to
afford housing cost as the primary reason for leaving previous
housing.
In 2003, 30% of all adults experiencing homelessness in Minnesota reported
income from work, with 13% working full time.
· Estimate at least 9,200 people are homeless each night in MN
Wilder Research, (2006).
· The number of children living in temporary housing grew more than
eight times, from 330 on one night in 1987 to 2,803 on one night in
2004
Quarterly Shelter Survey, 1985-2004.
· 80% of homeless children in Minnesota are 12 years or younger. 43%
are 5 years or younger
Wilder Research, (2004).
· MN Department of Education has reported homeless student
enrollment: (2006-2007) 5,139 students
Note: if all homeless highly mobile students throughout the state were properly
identified and reported, they estimate it would be approximately 10,000 students annually
(just in MN).
Homelessness in Anoka County
29% of surveyed adults experiencing homelessness in Anoka County are
employed.
4% of all Anoka County residents and 5% of children under 18 live in
poverty .
(Information be/ow is based on Anoka County Homeless Count on 1/24/08)
· Current number of beds available for individuals/families
experiencing homelessness = 244.
· Number of people experiencing homelessness as of 1/24/08 was 609.
They were living in emergency shelter, on the streets, motel, etc.
· 1/24/08: number of homeless adults with children = 134.
· 1/24/08: number of homeless children with adults = 191.
· Of the 564 people who are homeless, 128 stated they had disabilities.

The Anoka County Community Continuum of Care
Over the years, our Anoka County community has responded to
the issues of homelessness in a variety of ways: by encouraging
community support of the Stepping Stone Emergency Shelter,
investment in affordable community housing, and encouraging
partnership with local agencies through Family Homeless
Preventions and partnerships with Metro Counties through the
Supportive Service grant. Even with strong partnerships and a
variety of community efforts, we still struggle with the issues of
homelessness in Anoka County.
The Anoka County Community Continuum of Care is partnering
with the state business plan, Heading Home Minnesota, by
developing it's own T en- Year Plan to End Homelessness in Anoka
County. With a vision for a better future and ending homelessness
for all, the Continuum of Care brings together a variety of state,
community agencies, and community volunteers. Working together
to develop a plan to end homelessness in Anoka County by the
year 2019 the Continuum's Education Committee seeks to raise
awareness of the issues surrounding homelessness and encourage
community participation by sponsoring a variety of events,
including a countywide sleep-out in November. In the spirit of
supporting the Heading Home Anoka vision, the ,committee
supports educating the community regarding homelessness issues
throughout the coming year.

Home committee is sponsoring a unique, countywide education and awareness campaign to

to join forces with communities across Anoka County in an effort to promote education and

Anoka committees play a vital role in bringing together the community and establishing
needed partnerships to support homelessness prevention efforts; and
Whereas, it is essential that all citizens of the City of Centerville be aware of the

ensuring that all individuals and families have access to a warm, safe place to call home in
our community; and
Whereas, community partnerships, awareness, and the desire to provide warm, safe

Park of Something BIG, 15t Annual Community Challenge.
Now, Therefore, I, Mary Capra, Mayor of the City of Centerville, on behalf of the
Centerville Council, do hereby call upon all citizens of the City of Centerville to join the

To whom it may concern,
Due to an overwhelming demand for roofing material and an unexpected delay on metal roofing and
flashing, we will be unable to meet the current deadline on the "Centerville storm damage repairs
project" which is set at October 15th, 2008. I am requesting a 2 week extension on this contract without
monetary penalty. Only some portions of the project will be delayed. All of the shingle roof repairs are
complete, and the only delays will be on the cosmetic repairs. A 2 week extension will be adequate time
to complete the rest of the project. All remaining materials are on order and we awaiting the arrival.
