Minutes of Joint Work Session 2008-09-17 6:30 p.m. ~ ~
Present were Mayor Capra, Council members Jeff Paar, Tom Lee, Linda Broussard-
Vickers, and Michelle Lakso. Present from Park and Rec were Kevin Amundsen,
Suzanne Seeley, & Lori Harris. Present from P&Z were D Love, Ben Fehrenbacher,
Roland Parrucci, and Tom Wood. Also present were Jenny Dosh of the EDA, Mark Statz
of Bonestroo & Assoc. and City Attorney Kurt Glaser.
Trails Project:
City Engineer Mark Statz reviewed the locations of the proposed trails to be done using
the enhancement grant funds. Much of the discussion centered around the design of the
proposed trail on Mill Road. P&Z member Kevin Amundsen pointed out that Park and
Rec had recommended a trail design that had the trail up along the roadway separated by
a concrete curb. The engineer's suggested design would have the trail on the outside edge
of the right of way with a shallow ditch separating the trail from the street pavement. The
design preferred by P&R will not work without reconstruction of the street, unless the
city was willing to sacrifice the trail upon reconstruction of the roadway. It seemed to be
the consensus of those present that the trail should be built as suggested by the engineer
in order to put the trail in a location that would not require reconstruction of the trail
when the roadway was done.
Communication:
The Council discussed how to respond to citizen questions and allegations in a recent
flyer delivered to area homes. Administrator Larson will provide a response at the next
Council meeting.
Park and Rec Committee:
The Park and Recreation Committee asked to be included in final inspection of park
projects before contractors are given final payment. The Council agreed that would be
appropriate. In the future, the P&R will be included in final inspections before any park
construction project is closed out and final payment made to the contractor.
Code Review
The Council and P&Z discussed the proposed Code revisions to chapters 150-154. The
group discussed sump pump requirements and the discharge locations. Concerns were
expressed with street failure on Peltier Lake Drive that may have been accelerated by
sump pumps discharging water to the street. Consensus was that the sump pumps should
discharge to the rear yards if possible. The City engineer will be asked to review the
sump pump language again.
Chapter 152, regarding signs, was discussed in detail. Concerns were expressed that the
right balance is needed to support businesses by allowing appropriate signage, yet avoid
adverse affects on neighbors. Language will be inserted to regulate the illumination of
dynamic signs and make sure that excessive light doesn't spill over to adjoining
properties. Modifications will be made to include inflatable and fan driven signs in the
portable sign regulations. Changes will be made in the definitions to remove those that
are not used in the sign regulations.
Billboard sign regulations were reviewed. It was clear that everyone wanted these to be
heavily regulated.
The group reviewed the zoning chapter changes including the changes to fencing
regulations. Graphic examples were provided to show how the proposed regulations
would be interpreted.
The draft will be updated to include concerns raised at this meeting and presented again
to P&Z on October 7, 2008. A hearing on the changes would likely be held in
November, with a recommendation for adoption by the end of the year.
