Love Commissioners Mark Pangell Commissioner Thomas Wood Commissioner Darrin Mosher ABSENT: Commissioner Roland Parucci ,~;'1 ,, ~~~ ~ . ~~~ COUNCIL: Council Member Broussard STAFF: City Administrator Dallas Larson L CALL TO ORDER Chair Hanson called the meeting to order at 6:30 p.m. 1. Roll Call II. APPEARANCES/PRESENTATION(S) Mr. Trevor Russell of "Friends of the Mississippi River" made a presentation to the Commission. His organization provides volunteers with training to do stream and lake monitoring. He reported that volunteers have tested Clearwater Creek and found the stream in better health than they expected, but it does show stress from pollutants. He indicated that they have funding to continue the program in 2008 and are looking for new sampling locations. It was suggested that Clearwater Creek be sampled as close as possible where it enters the City and where it discharges into Peltier Lake to see if the stream health is adversely impacted by Centerville. It was noted that most of Centerville developed after 1980 and therefore has drainage ponds that should be reducing pollutant discharge for most of the City. III. PUBLIC HEARING(S) : None IV. OLD BUSINESS A. COMPREHENSIVE PLAN. Mr. Brendon Slotterback, Bonestroo, reviewed the Comprehensive Plan and the comments received at the open house on March 27, 2008. The Commission discussed the parcels along Centerville Road that had been suggested for Low Density Housing. When this location was first discussed, it was thought to be a good location for senior housing; however, the City cannot be certain that a specific housing type would be built. It was the consensus of the group that the location be returned to its prior designation of low density, single family housing. Comments were also received from NIr. & Mrs. Mark Brilowski, 7124 Main Street requesting that their property not be included in the Mixed Use District. They do not want the distinction of being classified as anon-conforming use. The Commission felt that the property should be zoned Mixed Use, along with the LaLonde property to the north. The Commission reviewed the Parks and Trail Map that would be inserted into the plan. The City has received a transportation enhancement grant that would be able to fund most of the trail linkages shown on the map. The map will be reviewed at the All- Committee meeting due to be held on April 3, 2008. It was agreed that if the larger group desired to modify the map, those changes would be incorporated into the final version. Motion by Commissioner Love that the Commission recommend to Council that the Comprehensive Plan be approved for distribution to neighboring communities for jurisdictional review. The motion was seconded by Commissioner Fehrenbacher, all voted in favor. The motion carried unanimously. B. CODE AMENDMENTS. The City Attorney Glaser continues drafting the ordinances that would amend Chapter 154, ZONING. The amendments should be available at the next meeting. It is anticipated that a public hearing should be scheduled for June. V. NEW BUSINESS : None VI. DISCUSSION ITEMS: None VII. CONSIDERATION OF MINUTES March 4, 2008, Planning and Zoning Meeting Minutes Motion by Commissioner Pangell, seconded by Commissioner Love, to approve the Minutes of March 4, 2008, as presented.
