VI. A W ARDSIPRESENTATIONS/APPEARANCES
1. Centennial Lakes Police Department Updates - Sgt. Pat Aldridge
Sgt. Pat Aldridge appeared to give updates on the Centennial Lakes Police Department,
which included:
. A new CSO was hired.
. Sgt. RJ. Stephan will be giving a CPR Class to citizens. His first class will be
given to the CERT Team.
. The Police Department received a grant for a new AED (Automatic External
Defibrillator) for use in a CSO vehicle. This grant was written by Sgt. Stephan and
Sgt. Russell Blanck.
. There were two reports of theft, one of which was a burglary.
. Several political signs were damaged, stolen, and a vehicle was damaged. It was
felt that these acts were of political nature.
. There have been no incidents with the Haunted House.

. Officer Matt Langreck is working on a plan for preventing theft from motor
vehicles, which has received positive response from the citizens.
. Residents are being encouraged to make sure their garage doors are closed and
locked.
. There was some juvenile activity at Eagle Park. Mayor Capra commented that the
City is looking at thinning out the trees in Eagle Park, which may help eliminate or
reduce some of that activity.
. The Police Department made 140 traffic stops, but only issued 8 citations. There
was only 1 DUI issued in the last 1-112 months.
2. Dr. Roger Worner. Superintendent of Schools - Profile of School District.
Highlights of2007-08 Organizational Year and Focuses/Goals for the 2008-09
Organizational Year
Dr. Roger Worner stated that this is the fourth year he has had an opportunity to talk to the
City Council about the accomplishments and challenges of Centennial School District 12.
He introduced School Board Chair Christina Wilson, Treasurer Karen Lodico, and Clerk
Suzy Guthmueller. He stated that he and the School Board are proud to serve young
people and their parents, and he is proud of the relationship he and the School Board have
had with the City Council. He stated that the City Council does a marvelous job of
representing the City.
Dr. Worner also acknowledged that there were a high number of students from the
Government Class in attendance at the City Council meeting to learn how the Centerville
City Council and the U.S. Government operate.
Dr. Worner stated that he is also proud of the Police Department, which serves the City
remarkably well. He added that they never worry when there is a need for the Police
Department.
Dr Worner reported that the young people from Centerville and the surrounding
community are doing an outstanding job. He showed the City Council a slide of a Fact
Sheet that is updated annually, regarding population, geography, number of students,
budget, attendance rates, school lunches, etc. He stated that a copy of this Fact Sheet had
also been given to the Councilmembers. Some of the major student accomplishments he
discussed were:
. Students excelled in attendance, with a 96.29% attendance rate.
. Students excelled in behavior - Serious discipline (non-expulsion) was at .0007%.
. Students excelled in Achievement - Dr. Worner showed slides of graphs comparing
the achievement of Centerville students vs. MN average and surrounding
communities.
Dr. Worner also reported on the following:
. The School District has significant focus on early intervention with students
experiencing learning difficulties.

. There has been a large attraction to the Centerville School District by non-resident
parents/students (610 students in vs. 216 students out), which generates $2-2.5
million dollars per year. Dr. Womer stated that this is a tribute to Centerville.
. They have shown outstanding evidence of fiscal accountability. Centerville has a
quality School District, despite diminutive funding level. (Centerville is one of the
lowest funded School Districts.)
. The School District has maintained spending promises associated with their 2005
Operating Referendum ($2.1 million).
Also, regarding Fiscal Accountability, Dr. Womer reported on the following:
. Investment of Levy Referendum in Fund Balance (grew from 2,631,875 in 2005-06
to 7,252,773 in 2007-08) - In 10 years, they received funding less than the rate of
inflation.
. Bond Refundings (three in three years, to save taxpayers $5 million)
. Complimentary Annual Audit (no findings)
. Competitive Grants
. Low-Spending School District
Dr. Womer stated that some ofthe School District's major upcoming focuses/initiatives/
challenges are:
. Intensified Focus on Learning and Achievement (NCLB Statute)
. Selection of New Superintendent of Schools
. Declining Enrollment! Aging Population (Which happens when a community
matures. )
. Ten (10) Years of Sub-Inflationary Funding Improvements from the State of
Minnesota
. Unfunded Mandated Laws (e.g. Special Education)
. Deteriorating Fund Balance/Reserves
. Near Future Budget Reductions
. Near Renewal/Increase of Operating Levy - The School District will have to ask
citizens for help.

2. Request for Payment - Allied Blacktop (2008 Street Seal Coat Project - $85.235)
(Final & Closeout)
City Administrator Larson stated that the City Engineer recommended that the City make a
progress payment to Allied Blacktop of 95%, but suggested instead to approve final
payment and close-out as soon as final paperwork is filed. This would avoid needing to put
this back on the agenda and having it outstanding longer than necessary.
Motion by Council Member Broussard-Vickers. seconded by Council Member Lee. to
approve final payment and close-out for Allied Blacktop for the 2008 Street Seal Coat
Proiect. provided proper paperwork is received. All in favor. Motion carried
unanimously.
3. Request for Project Time Extension - AJ. Ross Concrete - Partial Pay Request for
the Work Completed (90%)
City Administrator Larson stated that the request for the time extension is because of the
overwhelming demand for roofing material. Partial pay of 90% is also requested for work
completed to date on the project. He stated that the Staff recommends approval.
Motion by Council Member Lee. seconded by Council Member Broussard-Vickers. to
approve the proiect time extension and partial pay reauest of $21.108 (90%) for A.J.
Ross Concrete. All in favor. Motion carried unanimously.
4. CERT - Request Use of Old Public Works Building on November 10.2008
Councilmember Lakso stated that CERT is requesting the use of the Old Public Works
Building for training on November 10, 2008.
Motion by Council Member Lee. seconded by Council Member Broussard-Vickers. to
approve CERT's reauest for the use of Old Public Works Buildin!!: on November 10.
2008 for train in!!:. All in favor. Motion carried unanimously.
IX. ANNOUNCEMENTSIUPDATES

Street Proiect
City Administrator Larson reported that the City will be receiving bids on 2009 Street
Project on October 29,2008, at 10:00 a.m.
City Engineer Statz reported that blacktop prices had been very high, but they are starting
to come down. He added that they have 15-20 reliable potential bidders.

City Administrator Larson stated that this was expected to be on the Agenda for this
evening, but last-minute comments were received from Rice Creek Watershed District.
This item will have to be delayed for several weeks to work through these last-minute
Issues.
City Administrator Larson reported that the November and December meetings were
moved because of the holidays, and the amount of time needed for the budget and the final
approval of budget. A schedule of November and December meetings was requested to be
mailed to Council.
2. City Attorney Kurt Glaser - State Audit Petition - Individual's Request for Name
Removal
City Attorney Glaser reported that some citizens have requested that their names be
removed from the State Audit Petition. The process for removal of names is to submit
counter petition to the State Auditors requesting their name be removed from the petition.
City Clerk, Teresa Bender has been given three names and if more are received, the City
will forward them on to the County who must verify that signors of the petition are
registered voters.

The City Council of Centerville, Minnesota met in a special session on Wednesday,
November 05, 2008, at 6:00 p.m. in City Hall. Present were Mayor Mary Capra, Council
members Michelle Lakso, Linda Broussard-Vickers, Tom Lee and JeffPaar. Also present
were Administrator Dallas Larson, Kurt Glaser, City Attorney and engineer Mark Statz.
The purpose of the meeting was to canvass the results of the election and to discuss bids
on the 2009 Street Improvement.
The Council reviewed the election count provided by the election judges for the city and
State General Election held on November 4, 2008. A motion was made by Council
member Broussard-Vickers that the Council ceritify the election results as presented,
which identified Mary Capra elected Mayor and Jeff Paar and Ben Fehrenbacher elected
to the City Council. The motion was seconded by Council member Lee, all present voted
in favor of the motion. Motion was declared passed.
The Council discussed the 2009 Street Project. It was pointed out that the bids for the
project came in about 15% over the estimate for the project.
The Council considered the possibility of delaying the award and the benefits of
rebidding the work early next year. Mark Statz responded that the prices of asphalt is
quite volatile and he cannot predict ifbetter bids would be the result of rebidding.
Mark Statz reviewed the rain garden requirements for the project. It is estimated that
about $250,000 of costs are in the project as a result of Rice Creek Watershed District
requirements. Staff was asked to contact RCWD to see if some of the requirements could
be relaxed due to the high costs and also whether any grant funds are available to finance
these costs.
Staff suggested that the Council consider taking out watermain costs from the project and
having those costs paid for by the utility enterprise funds. The costs would then be
recouped by connection charges rather than special assessments. The benefit to the
homeowners is that the costs would be delayed until a later time or when needed. At the
same time, having the work done will make the watermain available so well failures
would result in connection to city services, rather than prolonging private water systems.
Staffwas directed to provide a report for the next meeting that identifies:
1) Hookup charge for the watermain on Peltier Lake Drive and elsewhere where
no assessments were levied.
2) Options for extending the drop-dead date for connection to watermain.
3) Proposed assessment amounts for the properties to be assessed on the 2009
Street Project.
4) Administrtive process for handling the hookup fee system for these and other
properties that are not currently connected to water.
5) A draft resolution calling for a special assessment hearing on the 2009 Street
Improvement.
Motion made by Council member Paar, seconded by Council member Broussard-Vickers
to adjourn the meeting at 7:07 p.m.

NOW, THEREFORE, IN CONSIDERATION OF THEIR MUTUAL COVENANTS,
THE PARTIES AGREE AS FOLLOWS:
1. The City hereby grants Landowners permission to encroach into the City's right-
of-way/drainage and utility easement for their side. rear yard or both easement(s) to the extent
indicated on the Certificate of Survey attached hereto as EXHIBIT "A".

2. Nothing in this Agreement shall be deemed an abandonment, vacation or waiver
of the City's interest in the right-of-way/drainage and utility easement(s).
3. Landowners, for themselves, their heirs, successors and assigns, hereby agree to
defend, indemnify and hold the City harmless from all costs and expenses, claims and liability,
including attorney fees, relating to or arising out of the grant to Landowners of permission to
encroach into the City's right-of-way/drainage and utility easement(s). Landowners further
agree to indemnify and hold the City harmless from any damage caused to the Subject Property
as a result of maintenance of the City's right-of-way/drainage and utility easement(s), including
any damage to the fence caused in whole or part by the encroachment into the City's right-of-
way/drainage and utility easement(s).
4. The City does not warrant title or guarantee the continuing right of Landowners to
maintain the fence in the City's right-of-way/drainage and utility easement(s).
5. Landowners may not replace the fence in the City's right-of-way/drainage and
utility easement(s) if the fence is damaged to more than fifty percent (50%) of its fair market
value, as measured immediately prior to the damage.
6. The City may direct removal of the fence, at the Landowners' sole cost and
expense, upon thirty (30) days written notice if the City determines it has a use for the right-of-
way/drainage and utility easement(s) and that the fence interfere with said use.
7. This Agreement shall run with the land and shall be recorded against the title to
the Subject Property.

SUBJECT: 2009 Animal Control Service Contract - Otter Lake Animal Hospital
DATE: November 6, 2008
Otter Lake Animal Hospital has requested Council's consideration of their annual
renewal for service contract with the following rate increases:
Vaccinate all boarders with Bordatella upon arrival increase to $7 from $5
Boarding Fee increase increase to $15 from $13
Removal of the Transportation Fee - Service Provided by Centennial Lakes Police
Department
Staff would recommend approval of the December 1, 2008 to December 1, 2009 Contract
for Animal Control Services with Otter Lake Animal Hospital as presented.
CONTRACT FOR ANIMAL CONTROL SERVICES
THIS AGREEMENT, entered into this _ day of ,2008 by and between the City of
Centerville, 1880 Main Street, Centerville, Minnesota 55038, hereinafter referred to as the
"Municipality", and Otter Lake Animal Care Center, 6848 Otter Lake Road, Hugo, Minnesota
55308, hereinafter referred to as "Otter Lake", regarding the provision of animal control services
in the City of Centerville.
The parties hereto agree as follows:
I. TERM
The term of this contract shall be from December 1,2008 through December 1,2009.
II. BASIC SERVICES
Otter Lake agrees to provide the following services:
1. Shelter for animals on a 24-hour basis that are only received from the Centennial
Lakes Police Department and not the general public.
2. Pick up animals at sites and transport to the shelter building during normal
business hours, seven days per week upon the request of the appropriate
Municipal official, (Centennial Lakes Police Department).
3. Animal examinations and veterinary care as required whenever staff is available.
4. Boarding for up to seven (7) days. ,
5. Euthanasia and disposal of animals if required.
6. Assist in handling animal abuse/neglect cases in cooperation with Municipal
officials when necessary.
7. Vaccinate all boarders with Bordatella upon arrival at $7.00 per cat or dog.
8. Collection of an at large fee (1st Violation - $25.00, 2nd Violation - $50.00 & 3rd
Violation - $75.00) when an animal is claimed by the owner. Otter Lake will
reimburse the Municipality the collected fee. *
9. Collection of a licensing fee for all Municipal unlicensed animals ($20.00 Intact,
$10.00 SpayedlNeutered Cats & Dogs) for a two (2) year licensing period 2008-
2009 when an animal is claimed by the owner. Otter Lake will be reimburse the
Municipality the collected fee and the owner will receive a tag upon their request.
If the owner does not request a tag, the Municipality will forward a tag to the
owner subsequent to receiving billing records Otter Lake. *
* - These fees are subject to change and Otter Lake will be notified
immediately upon Council Action.
III. COMPENSATION
1. The Municipality shall pay Otter Lake the following fees:

a. IMPOUND FEE: An administration charge of $55.00 per animal for
the first day of impound.
b. BOARDING FEE: $15.00 per day, per animal, for each day after
the frrst day of impound.
c. QUARANTINE FEE: In addition to the regular boarding fee, $4.00
per day, per animal, for all animals which must be quarantined.
d. TRANSPORTATION FEE: $27.50 per pick up.
e. VETERINARY SERVICE: $40.00 per hour (maximum of $200.00
on any injury charged to the city).
f. FLEA DIP: $15.00 per animal.
g. EUTHANASIA AND DISPOSAL FEE:
0- 30 lbs. $11.00
31 - 60 lbs. $15.00

h. VACCINATION FEE: None (no vaccinations given).
2. The Municipality will not be charged those costs recovered from pet owners.
3. Charges for services shall be paid monthly or within thirty (30) days after
submission of the monthly claims by Otter Lake to the Municipality. A copy of
the impound sheet(s) shall accompany the monthly claims
IV. COMPLIANCE WITH LAWS
In providing all services pursuant to this contract, Otter Lake shall abide by all statutes,
ordinance rules and regulations pertaining to or regulating the provision of such services,
including those now in effect and hereinafter adopted. Otter Lake shall comply with all
requirements of Minnesota State Statute 346.37 and shall indemnify and defend the City
against any claimed violation of that statute, or any other statute, ordinance, rule or
regulation pertaining to the services provided by Otter Lake.
V. AUDIT DISCLOSURE AND RETENTION OF RECORDS
Otter Lake agrees to make available to duly authorized representative(s) of the
Municipality and either the legislative auditor or the State Auditor for the purpose of
audit examination pursuant to Minnesota State Statute 16B.06, any books, documents,
papers and records of Otter Lake that are pertinent to Otter Lake's provision of services
hereunder. Otter Lake further agrees to maintain all such required records for three (3)
years after receipt of fmal payment and the closing of all other related matters.
VI. INSURANCE
Otter Lake shall purchase, maintain in full force and effect during the term of this
contract the following insurance coverage:
1. WORKER'S COMPENSATION: Coverage at statutory limits as provided by
the State of Minnesota.
2. COMPREHENSIVE GENERAL LIABILITY: Coverage shall have
minimum limits of $1,000,000 per occurrence, combined single limit for
bodily injury liability and property damage liability.
3. BUSINESS AUTO LIABILITY: Coverage shall have minimum limits of
$500,000 per occurrence, combined single limit of bodily injury liability and
property damage liability. This shall include owned vehicles hired and non-
owned vehicles and employee non-ownership.
VII. EARLY TERMINATION
This contract may be terminated by either party, with or without cause, upon thirty (30)
days written notice, delivered by certified mail or in person, to the other party.
VIII. MODIFICATIONS
Any material alteration, modifications or variations of any terms of the contract shall be
valid and enforceable only when they have been reduced to writing as an amendment(s)
and signed by the parties.
IX. ENTIRE AGREEMENT
It is understood and agreed by the parties that the entire agreement of the parties is
contained herein and that the contract superseded all oral agreements and negotiations
between the parties relating to the subject matter hereof as well as any previous
agreements presently in effect between Otter Lake and Municipality. The parties hereto
revoke any prior oral or written agreements between themselves and agree that this
contract is the only and complete agreement regarding the subject hereof.

SUBJECT: Parks & Recreation Committee's Recommendation for Final Payment to Veit for
Hidden Spring Park
The following excerpt is from the November 5, 2008 Parks & Recreation Committee Meeting
Minutes:
Mr. Mark Statz, City Engineer, made an appearance to discuss a final walk through at Hidden
Spring Park. The committee members have all walked through the park individually. Mr. Statz and
committee members went through each item on the most recent punch list. The walk through was
specifically to sign off on Veit & Company's work so a final payment can be made.
One concern discussed was the standing water in the east end of the rain garden. Mr. Statz said that
this is not actually part of the rain garden, but a requirement from Rice Creek Watershed District to
have a catch basin for large sediment. It would be futile to dig it out as the sediment would be back
next year. Eventually it will fill with sediment and the standing water would not be there, but it
should be drudged every few years. Its purpose is to be an infiltration basin for pre-treatment of run
offbefore it gets to the rain garden and in Mr. Statz's opinion it is the way it was designed to be. He
also stated that while the rocks holding the water in could be separated some to drain water into the
main rain garden, it would defeat the purpose of the sediment basin.
There was a problem getting a hose inside the drinking fountain spigot cabinet, but Veit &
Company corrected the problem with different couplings.
The gouges in the trail have been fixed by Veit & Company, the compaction has been tested and
adjusted in the rain garden, and the plants have been replaced in the rain garden and on the
shoreline. Though some of the replacement plantings on the beach got trampled by the shoreline
restoration work, they should come back in the spring. All plantings on the entire park project,
including the rain garden and shoreline restoration, have a 1 year warranty from approximately
August 2008. This does not include the plantings by Natural Shore Technology.
There is still a problem with the slats on the sliding bench, which Mr. Statz and Bonestroo are
taking complete responsibility for. The recycled slats have been ordered for the second time; the
first shipment was received damaged and will be installed when received. The snow fence was
discussed. It was originally intended to stay in place for 3 years, but has taken quite a beating from
the winds and waves. The question was should it be removed, replaced or maintained? It was
decided it should stay in place for at least the winter, though with the lake shore restoration
completed, the snow fence may no longer be needed. The committee would like it to stay in place
also to deter snowmobiles from entering the park from the lake. Mr. Statz will have the snow fence
shored up for the winter by Bonestroo.
Mr. Statz stated he has not submitted an invoice for his portion of this project and won't until the
outstanding Bonestroo issues are resolved.
Motion was made by Chairperson Seeley, seconded by Committee Member Selander to
recommend City Council authorize {"mal payment to Veit & Company for construction
completed at Hidden Spring Park. The remaining issues will be resolved by Bonestroo, as
they were not part ofVeit & Company's contract. All in favor. Motion carried unanimously.

RESOLUTION AUTHORIZING THE SUBMISSION OF A SAFE ROUTES TO
SCHOOL GRANT APPLICATION TO THE MINNESOTA DEPARTMENT OF
TRANTSPORTATION
WHEREAS, the City of Centerville would like to improve the crossing of Anoka County
CSAH # 14 near Centerville Elementary School; and
WHEREAS, the Minnesota Department of Transportation is soliciting applications for
the Safe Routes to School Grant Program to improve pedestrian travel to schools; and
NOW, THEREFORE IT IS HEREBY RESOLVED, that the City of Centerville
authorizes the submission of an application for grant funds to improve pedestrian travel
to Centerville Elementary School with the construction of an underpass under Anoka
County CSAH #14 near Dupre Road.

RESOLUTION #08-
A RESOLUTION PROVIDING PRELIMINARY ACTION ON THE CITY'S 2030
COMPREHENSIVE PLAN.
WHEREAS, The City of Centerville has been working over the past few months with
the Planning Commission and City Council to develop a draft future land use to guide
growth to 2030, and
WHEREAS, public participation was solicited through a community-wide open house to
view the proposed draft land use plan and related information on Tuesday, November 13,
2007, and
WHEREAS, the plan was submitted to adjoining jurisdictions for review and comment,
and responses were made to those comments received, and
WHEREAS, the City of Centerville Planning and Zoning Commission on October 7,
2008, recommended that the Council take necessary steps to approve the plan and submit
it to the Metropolitan Council for their approval.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF
CENTERVILLE,NUNNESOTA:
1. Having taken all the required steps to update its 2030 Comprehensive Plan,
the Council hereby gives its preliminary approval, subject to Metropolitan
Council review and final public hearing.
2. Staff shall submit the plan to Metropolitan Council for review and
comments.
3. Following Metropolitan Council's review, the Council will make any
required additional changes and will then hold a public hearing on the plan
prior to City Council making its final approval.

The purpose of this memo is to describe the status of the Comprehensive Plan Update
for the members of the Centerville Oty Council and to recommend action to be taken
to move the plan to the next stage. We recommend that the City Coundl
recommend adoption of the plan dependent on Metropolitan Coundl review
and approval and authorize distribution of the plan to the Metropolitan
Coundl.
The following items are a required part of the submission to the Metropolitan Council:
. Submit one electronic version of the plan on CD
. Submit one paper copy version of the plan
. Submit the Comprehensive Plan Update Transmittal Form (to be completed by
Bonestroo )
. Send updated Comprehensive Plan to adjacent jurisdictions
Status of the Comprehensive Plan Process
At the meeting on April 9, 2008, the Oty Council authorized the plan to be sent to
neighboring jurisdictions for review and comment. Copies of the plan along with a
cover letter were sent to the following jurisdictions:
. City of Lino lakes
. City of Hugo
. Anoka County
Rice Creek Watershed District
. Minnesota DNR
. Centennial Independent School District #12
. Metropolitan Council (for informal review)
Since that time, Centerville has received comments from the City of Lino Lakes, the
City of Hugo the Metropolitan Coundl, Anoka County and Rice Creek Watershed
District. The other jurisdictions have all been contacted on multiple occasions to
solicit comments. The deadline for submitting comments was October 9, 2008. Since
that time, Bonestroo on behalf of Centerville has responded to comments and made
necessary changes to the plan. The City Council Is now free to adopt the plan
dependent upon Metropolitan Coundl review and approval.

This letter is in response to your comment letter dated 10/6/2008 in which Rice Creek Watershed
District (RCWD) submitted their comments about the 2030 update to the Centerville
Comprehensive Plan. Minnesota law requires each municipality to submit its proposed
comprehensive plan to adjacent governments, affected special districts lying in whole or in part
within the metropolitan area, and affected school districts for review and comment prior to
submission to the Council. All comments received from adjacent governments and special
districts will be sent to the Metropolitan Council when the formal review process begins. RCWD
will also receive a copy of the 2030 Plan when it is sent to the Metropolitan Council for formal
review .
Your letter included the following comments. Responses are induded in italics below each
comment.
1. A map should be included that identifies water resources and could include any high
quality natural resources. The map should include labels for lakes and streams within
and downstream of the City.
Figure 4 in the Comprehensive Plan is a map of the land cover in the City as
classified by the Minnesota Land Cover Classification System. We will attempt to
update this map before the plan is sent to the Metropolitan Council to include water
resources within and downstream of the City.
2. Page 19, Natural Resources, Park and Trails. Information should be added describing the
Lino Lakes Resource Management Plan (RMP). The RMP identifIeS Wetland Preservation
Corridors (WPC) throughOut Lino Lakes and Centerville that follows former Anoka County
Ditch 47 and Clearwater Creek. The intent of the WPC is to help protect wetland
function as well as form a backbone for open space and trail corridors. Additionally, RMP
identifies opportunities within Centerville to restore and enhance wetlands to potentially
generate banking credits as well as improve surface water quality draining to impaired
waters.

3. Page 48, Natural Resources Goals and Policies. The second to last policy could also
include reference to RCWD Rules, approved in 2008 and available at
http://www . ricecreek.orq/permits.
Language has been added to the policy to reference the RCWD rules.
4. Page 86, Water Resources. Goals and policies related to surface water management
could be added to this section.
A goal and policy have both been added to this section to reflect Centerville's
commitment to maintaining sutface water quality. Many of the goals on Page 48
(Natural Resources Goals and Policies) also relate to sutface water.
5. Page 92, Water Resource Management Related Agreements. This section should be
updated to reference RCWD Rules, adopted in 2008.
This section has been updated to reflect the newly adopted rules.
6. Page 92, Water Resource Management Related Agreements. The RCWD is in the final
stages of writing the Uno lakes Resource Management Plan (RMP). The RMP has been
closely coordinated with the aty of Lino lake's Comprehensive Plan Update and the City
of Centerville's future land use was included in the RMP analyses.
This section has been updated to reference the RMP.
7. Pages 93-97. List of impaired waters. This text should be updated as follows:
. The 2008 list of Impaired Waters is no longer in Draft format; the references
should be changed accordingly.
The appropriate reference has been changed (page 95).
. The MPCA shallow lake standards were approved in 2008.
The appropriate reference has been changed (page 96).
. Peltier is also impaired for aquatic consumption as a result of excess mercury.
Table 29 on page 95 has been updated accordingly.
. The Peltier-Centerville TMDL, funded by the MPCA, is nearly complete.
. Some discussion of downstream impairments could be included.
References to TMDL study status has been added on pages 96-97.
. The Lino Lakes Resource Management Plan was coordinated with the ongoing
TMDLs and includes implementation strategies that will help the City of
Centerville meet their waste load allocation.
Reference to RCWD rules is included on page 92.
8. Page 99, Implementation Plan. This section does not contain any implementation
activities related to TMDL studies or implementation. The aty muld identify potential
implementation activities or general water quality improvement activities in the
Implementation Plan and CIP.
Until the RCWD has officially completed the public hearing and adoption of Rule
RMP-~ which implements the Resource Management Plan as it relates to land use
and land disturbances, Centerville will withhold identifying specific implementations
strategies. As noted on Sutface Water Management section of the plan (beginning

on page 92 of the plan), Centerville has eveI}' intention of abiding by the rules of the
RCWD, including rule RMP-3 when it is adopted. At the time of this writing, we are
still reviewing rule RMP- 3 to submit our official comments, after which time the City
may be able to identify specific implementation strategies.

copy of the 2030 Plan when it is sent to the Metropolitan Council for formal review.
Your letter included the follOWing comments. Responses are included in italics below each
comment.
Water Supply
. In 2007, the Metropolitan Council prepared a legislative report (MS 473.1565) addressing water
supply in the metropolitan area. The report includes the statement "municipalities typically make
water system investments and conduct resource evaluations on a local level without
consideration of regional implications." The first recommendation of the Council report is to
amend Minnesota Statutes to require community water supply planning, in the metropolitan area,
to be linked with comprehensive planning.
The Metropolitan Council report includes a Water Supply Adequacy Analysis for the City of
Centerville indicating: available aquifer yield is high; that there is no major limitations on
groundwater withdrawal; the demand projections are medium municipal demand; and the current
groundwater resources are adequate for local supply (Appendix F: Water Supply Adequacy
Analysis. Water Supply Planning in the Twin Cities Metropolitan Area Technical Report.
January 2(07).
Regardless of the projections of water resources adequacy - we believe that the city must address
this emerging issue by establishing the natural (base level) of available aquifer resources and
routine monitoring to determine if municipal, or regional, withdrawal is negatively impacting

local or regional water resources. Cooperation and assistance is available to adequately manage
and sustain the "waters ofthe State of Minnesota" through regulatory and consulting programs of
the Minnesota Department of Natural Resources.
As the Metropolitan Council has deemed that there are no major limitations on groundwater
withdrawal and that groundwater resources are adequate, Cente/Vllle will continue to reassess
water supply issues as more information becomes available. Cente/Ville will explore resources to
assess the base level of aquifer resources, but cannot complete this assessment in time for the
completion of the Comprehensive Plan update.
· Water Supply Background
This section provides background on the city's water supply systcm that utilizcs groundwater
through its municipal wells. Discussion of city groundwater resources in this section will
support groundwater protection and monitoring activities identified in the subsequent Natural
Rc,:sources Goals and Policics section. We believe that additional background information should
be included from existing reports and sources.
o The city's Wellhead Protection Plan Part I included a "vulnerability assessment" ofthe
city's two wells to pollution. Well #1 was determined to be non-vulnerable. Well 112 was
determined to be vulnerable. The report also indicates that the location and well depth
playa role in determining the "vulncrability" of the cily's wells.
o The plan states that the city recently completed its Watcr Emergency and Conservation
Plan. The background information contained in the city's recently completed Water
Emergency and Conservation Plan for its water system should be summarized here.
o The city maintains records on use of groundwatcr (in their municipal water supply
system) that is submitted to Minnesota DNR. These annual water use data are provided
to the city when requested.
We recommend that the background information on Centerville' s water supply system include a
summary ofthe information from the wellhead protection plan, groundwater resources contained
in the Water Emergency and Conservation Plan and the DNR groundwater appropriation and
withdrawal program.
The Background section of the plan has been updated to include a summary of information
relevant to the Wellhead protection plan and the Water Emergency and Conse/Vation Plan.
Natural Resources Goals and Policies
. Groundwater resources sustain Ccnterville's water supply system. However, the effect of local
and regional groundwater withdrawal in Centerville and adjacent developing communities may
not be adequately monitored. Also, the city has completed its wellhead protection plan that
indicates goals and policies for the protection of groundwater resources used by municipal wells.
. The Minnesota DNR operates a Ground Water Level Monitoring Program to monitor changes
and trends in groundwater availability. Through the collection and analysis of this groundwater
information, the city can demonstrate that it is taking an active part in monitoring its water
resources and managing its water supply system.
. We recommend that an additional goal should be to sustain groundwater resources within the city
and cooperate with the Minnesota DNR - Groundwater Levcl Monitoring Program to monitor
water levels in its municipal wells.
. The city should consider including il~ wellhead protection goals into this section.

Supply Background" above. Centerville already has a goal to "protect the surface waters,
groundwaters and wetland areas of the City... " on page 49 of the plan.
Water Resources
. This section of the plan repeats the goals and policies ofthe Community Facilities and Services
Goals and Policies (page 49). By combining water resources and municipal facilities/services in a
single chapter, we believe that Centerville is not sufficiently acknowledging that water is a state
managed natural resource instead of a city facility. Contamination and excessive water
appropriation can affect groundwater, lakes and wetlands in multiple communities. The city is
required to participate in protection and management of water through state programs. We
believe that Centerville should acknowledge its efforts to protect and sustain its natural resources
in its Comprehensive Plan.
. We recommend that an additional chapter be added into the plan titled - Natural Resources and
that the relevant discussion of water resources be moved into this chapter.
. We rccommend that the title of the existing Water Resources chapter (page 86) be renamed
Community Facilities and Services with the goals and policies inserted from page 49 in the same
manner as land use, parks and transportation goals were placed in their chapters.
The City of Centerville has submitted its Comprehensive Plan to the Metropolitan Council for an
informal review period before official submission of the plan. During this period, any
inconsistencies with Metropolitan Council requirements were identified. The Metropolitan Council
did not request a separation of chapters as requested by Anoka County. Centerville will wor*'
closely with Anoka County and the Rice Creek Watershed District to adhere to rules related to
surface water, groundwater, wetlands and TMDls.
Water Supply - Wellhead Protection
. The plan states the city has recently adopted a Wellhead Protection Plan that "identifies 10 and
50 year WelIhead Protection Areas (WHP A) for each of the city's two wells." Part 1 of the city's
welIhead protection plan, which was prepared in cooperation wi th the Minnesota Department of
Health, delineated only the 10 year time of travel for groundwater to be drawn into each welI. We
recommend that reference to a 50 year WelIhead Protection Area be removed.
The reference to 50-year Wellhead protection areas has been removed.

Park and Trails
. The Centerville plan is consistent with the County's Parks and Recreation Comprehensive Plans.
. On page 19, tirst paragraph, the Met Council requires that park reserves, not regional parks, have
80 percent ofland preserved in a natural state.
. On the same page, last paragraph, regarding the Bald Eagle Regional Trail, the last word should
be street instead of avenue.
These changes have been made.
. On page 77, the Rice Creek Chain of Lakes has over 5,000 acres, not 2,500.
The Metropolitan Council also commented on this section. They state that Rice Creek Chain of
Lakes Park has 4,400 acres. We are using that figure for consistency with regional system plans.
Transportation
· The trdils section needs a description of bicycle and pedestrian accessibility to transit corridors
and transit facilities in order for the city to receive federal transportation funds through the
regional solicitation process. [Met Council requirement] Not having a statement could also hurt
the county if it tries to apply for funds from the regional solicitation process as well.
Language has been added on page 83 to address this issue.
. The map legend for the functional classification should probably not have "county" or "city" in
front ofthe functional classification. Roadways are principal arterials, "A" minor arterials, "B"
minor arterials, or collectors. Jurisdiction is a factor in determining the functional classification,
but is not ncccssarily a detcrmining factor. For instance, some principal arterials are under state
jurisdiction, and some are under county jurisdiction.
The map legend has been changed to comply with this comment.
. The counly will have updated future traffic volumes by mid- to late-July. When the updated
numbers are available, the county will distribute the revised volumes to the cities. We apologize
for the delay, there were some technical issucs and demographic issues that needed to be
resolved before the forecasting could be completed.
Thank you. Centerville will incorporate these forecasts as they are made available to the City.
. The city may want to explain that the forecast volumes came from the Anoka County model.
The Met Council wants to know if volumes were forecasted or if they were projected. [Met

. The Met Council requires access management guidelines to be incOIporated into subdivision and
zoning ordinances. A note that these have been incorporated would be helpful.
A notice of this incorporation has been made on page 82.
. The city needs to note how it intends to preserve right of way for its local roadways, trails and
transit. There are several new connections noted on Figure 13 and Figure 5 that the Met Council
may care about in terms of right of way preservation. [Met Council requirement) One of the
options to be discussed must include official mapping. [Met Council requirement]
All of the new connections shown in Figure 13 and 5 are planned as collector streets and trails.
These locations and connections are purely schematic in nature and their exad location will be
determined as development occurs. Developers in these areas will be required to dedicate right
of way for collector streets consistent with the needs of new and surrounding development and
the City's goals for access and mobility. The City does not intend to use official mapping as a
means of preserving right-at-way since all of our future ROW needs are in unplatted areas where
official mapping would be premature.
. The transit section needs to include a description of the city's transit market area. [Met Council
requirement)
. The transit section should include a figure of existing transit routes. [Met Council requirement]
The plan does describe the service area and forecasted increases in ridership on page 83. The
park and ride location is shown in Figure 13.

I would like to request that Council recognize the appointed election judges, Public
Works Staff, and the Church of St. Genevieve Staff for their patience, cooperation,
dedication and hard work associated with the elections.
I would also like to request that Council recognize the citizens of Centerville for their
patience during the electoral process. We had 2,293 registered voters a 7 :00 a.m. Many
citizens voted (2,197), registered (new residents/new voters)/re-registered voters (397).
At times there were rather large lines and the residents of Centerville endured.
We had a fabulous turnout - Way to Go Centerville residents!
Staff will continue to attempt to improve the convenience for residents for upcoming
elections. Some considerations are as follows: more voting booths, possible split of
precinct, absentee voting at City Hall and any additional suggestions that come from the
public.
