PUBLIC HEARING(S) None III. APPROVAL OF AGENDA Mayor Capra made the following additions to the Agenda: Under Consent Agenda, Item 1, added: Page 9a. Under New Business, Item 3, added: Request for Project Time Extension - A.J. Ross Concrete -Partial Pay Request for the Work Completed (90%) Councilmember Lakso made the following addition to the Agenda: Under New Business, Item 4, added: CERT -Request for the Use of Old Public Works Building on November 10 Motion by Council Member Paar, seconded by Council Member Lakso, to approve the October 22, 2008 Agenda as amended. All in favor. Motion carried unanimously. IV. APPROVAL OF MINUTES 1. October 8, 2008, City Council Meeting Minutes Page 1 of 6 City of Centerville City Council Meeting October 22, 2008 Mayor Capra made the following corrections to the Minutes: Page 6 of 8, ANNOUNCEMENTS/UPDATES; Downtown Area, second paragraph, add "at Eagle Pass and Main Street' following "taken care of'at the end of the sentence. Councilmember Lakeo made the following correction to the Minutes: Page 3 of 8, second paragraph should state "Councilmember Lakso stated" rather than "Councilmember Paar". Motion by Council Member Broussard Vickers, seconded by Council Member Lakso, to approve the August 13, 2008 City Council Work Session Meeting Minutes, as amended. Council Member Paar Abstained. All in favor. Motion carried. V. CONSENT AGENDA 1. City of Centerville October 9, 2008, through October 22, 2008, Claims 2. Centennial Lakes Police Department Claims through October 9, 2008 3. Centennial Fire District Claims through October 3, 2008 4. Massage Therapist Certification - Ms. Barbara Ryan, Serenity Now Healing 5. Embedded Systems, Inc., Contract Renewal for Public Safety Siren Maintenance for 2009 - $37.95/Siren/Month 6. Encroachment Agreement -Fence, NIr. & Mrs. David Haffman - 7364 Peltier Circle Motion by Council Member Broussard-Vickers, seconded by Council Member Paar, to approve the Consent Agenda as presented. All in favor. Motion carried unanimously. VL AWARDS/PRESENTATIONS/APPEARANCES Centennial Lakes Police Department Updates -Sgt. Pat Aldridge Sgt. Pat Aldridge appeared to give updates on the Centennial Lakes Police Department, which included: • Anew CSO was hired. • Sgt. B.J. Stephan will be giving a CPR Class to citizens. His first class will be given to the CERT Team. • The Police Department received a grant for a new AED (Automatic External Defibrillator) for use in a CSO vehicle. This grant was written by Sgt. Stephan and Sgt. Russell Blanck. • There were two reports of theft, one of which was a burglary. • Several political signs were damaged, stolen, and a vehicle was damaged. It was felt that these acts were of political nature. • There have been no incidents with the Haunted House. Page 2 of 6 City of Centerville City Council Meeting October 22, 2008 • Officer Matt Langreck is working on a plan for preventing theft from motor vehicles, which has received positive response from the citizens. • Residents are being encouraged to make sure their garage doors are closed and locked. • There was some juvenile activity at Eagle Park. Mayor Capra commented that the City is looking at thinning out the trees in Eagle Park, which may help eliminate or reduce some of that activity. • The Police Department made 140 traffic stops, but only issued 8 citations. There was only 1 DUI issued in the last 1-1/2 months. 2. Dr. Roger Worner, Superintendent of Schools -Profile of School District, Hi~ghts of 2007-08 Organizational Year and Focuses/Goals for the 2008-09 Organizational Year Dr. Roger Worner stated that this is the fourth year he has had an opportunity to talk to the City Council about the accomplishments and challenges of Centennial School District 12. He introduced School Board Chair Christina Wilson, Treasurer Karen Lodico, and Clerk Suzy Guthmueller. He stated that he and the School Board are proud to serve young people and their parents, and he is proud of the relationship he and the School Board have had with the City Council. He stated that the City Council does a marvelous job of representing the City. Dr. Worner also acknowledged that there were a high number of students from the Government Class in attendance at the City Council meeting to learn how the Centerville City Council and the U. S. Government operate. Dr. Worner stated that he is also proud of the Police Department, which serves the City remarkably well. He added that they never worry when there is a need for the Police Department. Dr Worner reported that the young people from Centerville and the surrounding community are doing an outstanding job. He showed the City Council a slide of a Fact Sheet that is updated annually, regarding population, geography, number of students, budget, attendance rates, school lunches, etc. He stated that a copy of this Fact Sheet had also been given to the Councilmembers. Some of the major student accomplishments he discussed were: • Students excelled in attendance, with a 96.29% attendance rate. • Students excelled in behavior -Serious discipline (non-expulsion) was at .0007%. • Students excelled in Achievement - Dr. Worner showed slides of graphs comparing the achievement of Centerville students vs. MN average and surrounding communities. Dr. Worner also reported on the following: • The School District has significant focus on early intervention with students experiencing learning difficulties. Page 3 of 6 City of Centerville City Council Meeting October 22, 2008 • There has been a large attraction to the Centerville School District by non-resident parents/students (610 students in vs. 216 students out), which generates $2-2.5 million dollars per year. Dr. Worner stated that this is a tribute to Centerville. • They have shown outstanding evidence of fiscal accountability. Centerville has a quality School District, despite diminutive funding level (Centerville is one of the lowest funded School Districts.) • The School District has maintained spending promises associated with their 2005 Operating Referendum ($2.1 million). Also, regarding Fiscal Accountability, Dr. Worner reported on the following: • Investment of Levy Referendum in Fund Balance (grew from 2,631,875 in 2005-06 to 7,252,773 in 2007-08) - In 10 years, they received funding less than the rate of inflation. • Bond Refundings (three in three years, to save taxpayers $5 million) • Complimentary Annual Audit (no findings) • Competitive Grants • Low-Spending School District Dr. Worner stated that some of the School District's major upcoming focuses/initiatives/ challenges are: • Intensified Focus on Learning and Achievement (NCLB Statute) • Selection of New Superintendent of Schools • Declining Enrollment/Aging Population (Which happens when a community matures.) • Ten (10) Years of Sub-Inflationary Funding Improvements from the State of Minnesota • Unfunded Mandated Laws (e.g. Special Education) • Deteriorating Fund Balance/Reserves • Near Future Budget Reductions • Near RenewaUIncrease of Operating Levy -The School District will have to ask citizens for help. VII. OLD BUSINESS None VIII. NEW BUSINESS Proclamation -Homelessness Awareness Month Motion by Council Member Broussard-Vickers, seconded by Council Member Lee, to approve the Homelessness Awareness Month Proclamation. Request for Payment -Allied Blacktop (2008 Street Seal Coat Project - $85,235 (Final & Closeout City Administrator Larson stated that the City Engineer recommended that the City make a progress payment to Allied Blacktop of 95%, but suggested instead to approve final payment and close-out as soon as final paperwork is filed. This would avoid needing to put this back on the agenda and having it outstanding longer than necessary. Motion by Council Member Broussard-Vickers, seconded by Council Member Lee, to approve final Payment and close-out for Allied Blacktop for the 2008 Street Seal Coat Proiect, provided proper paperwork is received. All in favor. Motion carried unanimously. Request for Project Time Extension - A.J. Ross Concrete -Partial Pay Request for the Work Completed (90%~ City Administrator Larson stated that the request for the time extension is because of the overwhelming demand for roofing material. Partial pay of 90% is also requested for work completed to date on the project. He stated that the Staff recommends approval. Motion by Council Member Lee, seconded by Council Member Broussard-Vickers, to approve the Proiect time extension and partial pay request of $21,108 (90%) for A.J. Ross Concrete. All in favor. Motion carried unanimously. 4. CERT -Request Use of Old Public Works Building on November 10, 2008 Councilmember Lakso stated that CERT is requesting the use of the Old Public Works Building for training on November 10, 2008. Motion by Council Member Lee, seconded by Council Member Broussard-Vickers, to aPProve CERT's request for the use of Old Public Works Building on November 10, 2008 for training. All in favor. Motion carried unanimously. IX. ANNOUNCEMENTS/UPDATES City Administrator, Mr. Dallas Larson Street Project City Administrator Larson reported that the City will be receiving bids on 2009 Street Project on October 29, 2008, at 10:00 a.m. City Engineer Statz reported that blacktop prices had been very high, but they are starting to come down. He added that they have 15-20 reliable potential bidders. Comprehensive Plan Page 5 of 6 City of Centerville City Council Meeting October 22, 2008 City Administrator Larson stated that this was expected to be on the Agenda for this evening, but last-minute comments were received from Rice Creek Watershed District. This item will have to be delayed for several weeks to work through these last-minute issues. City Administrator Larson reported that the November and December meetings were moved because of the holidays, and the amount of time needed for the budget and the final approval of budget. A schedule of November and December meetings was requested to be mailed to Council. 2. City Attorney Kurt Glaser -State Audit Petition -Individual's Request for Name R emnval City Attorney Glaser reported that some citizens have requested that their names be removed from the State Audit Petition. The process for removal of names is to submit counter petition to the State Auditors requesting their name be removed from the petition. City Clerk, Teresa Bender has been given three names and if more are received, the City will forward them on to the County who must verify that signors of the petition are registered voters. X. ADJOURNMENT Motion by Council Member Paar, seconded by Council Member Broussard-Vickers, to adiourn the October 22, 2008, City Council Meeting. All in favor. Motion carried unanimously.
