Love Commissioner Ben Fehrenbacher Commissioner Roland Parucci ~ ~ Commissioners Mark Pangell Commissioner Thomas Wood ~ O Commissioner Darrin Mosher ~ ~ ABSENT: None COUNCIL: Council Member Broussard was absent STAFF: City Administrator Dallas Larson L CALL TO ORDER Chair Love called the meeting to order at 6:30 p.m. 1. Roll Call II. APPEARANCES/PRESENTATION(S) Brendon Slotterback-regarding Comprehensive Plan. Brendon Slotterback of Bonestroo & Associates was present to discuss the city's Comprehensive Plan update. He indicated that the review period for neighboring jurisdictions expires on October 9, 2008. He reviewed the comments received thus far from Anoka County, Lino Lakes and Met Council. Comments received have been minor and responses given to each jurisdiction. Hugo sent a letter indicating "no comment." Slotterback reviewed the process to finalize the plan. The Commission could either hold a hearing and then recommend the plan for adoption or recommend preliminary approval of the plan with the understanding that a public hearing would be held after Met Council completes its formal review, and prior to final adoption by the City. Since there had already been public open house/input opportunities, the consensus was to recommend the plan for preliminary adoption with the public hearing to follow Met Council formal review. Motion by Commissioner Parucci, seconded by Commissioner Wood, to recommend that the Council give preliminary approval of the plan with the understanding that a Page 1 of 3 City of Centerville Planning and Zoning Commission Meeting Minutes, October 7, 2008 public hearing would be held prior to final plan adoption, which follows Met Council review. All in favor. Motion carried unanimously. Randy Haggerty regarding front porches. Randy Haggerty of 1835 Prairie Drive was present to suggest that City rules might be changed to encourage front porches to be constructed. He felt that neighborhoods would be perceived to be more friendly, if homes had porches on the front of the homes. He suggested that grants be explored to come up with some sample designs and further that the rules be relaxed to encourage construction of front porches. This would also add value to the homes. Staff will look into the grant possibilities and report back. III. PUBLIC HEARING(S): None IV. OLD BUSINESS A. CODE REVIEW. The Commission reviewed a memo containing a summary of the changes that are proposed as a result of its review process over the past several months. The Commission directed that language in the sump pump regulations be changed to say that a "rigid connection shall be made to the outside of the structure." The Commission examined the sign regulations and determined that a definition and regulation should be added fora "Pylon Sign" and a "Ground or Monument' sign. A pylon Sign should be located ten feet from the property line and must be at least six feet to the bottom of the sign. A ground sign should be at least fifteen feet from any property line and may not interfere with traffic visibility. These changes will be incorporated into the revision. The Commission further directed a change in the draft to include a regulation that illuminated signs may not direct excessive light onto adjoining residential properties. Motion by Commissioner Pangell, seconded by Commissioner Wood, to schedule a public hearing at its November meeting to consider the Code revisions to Chapters 150-155. All in favor. Motion carried unanimously. B. BUILDING SETBACKS. The Commission discussed the building setbacks following a number of recent requests for variances. The Commission identified the R-2A zone as a likely candidate for changed setback. The majority of the homes were constructed on smaller lots with small two-car garages and minor change might allow flexibility for expansion of garages and homes. Consensus was that a five foot reduction in the setback would be warranted. Motion by Commissioner Fehrenbacher ,seconded by Commissioner Pangell, to schedule a public hearing at its November meeting to consider a proposed ordinance that would change the front-yard setback in the R-2A district to 30 feet. CREATIVE KIDS DAYCARE-REQUEST FOR SIGN PERMIT. The Commission received a request for a sign permit for a pylon sign to be located on the north side of the property along Center Street. The Commission felt the sign would be better on the north side of the parking lot adjoining the County road, but the Code would only allow the Commission to impose restrictions that deal with safety and traffic visibility. Staff will pass on the Commission's recommendation to the applicant that the sign would be better placed if moved to the east end of the parking lot and oriented to CSAH 54. Motion by Commissioner Fehrenbacher ,seconded by Commissioner Pangell, to recommend approval of the sign permit conditioned upon the requirement that the sign be placed a minimum of ten feet from the property line to the center post and that the bottom of the sign must be a minimum of six feet above the driveway elevation to ensure visibility and traffic safety. All in favor. Commissioner Parucci Opposed, Motion Passed. VI. DISCUSSION ITEMS: None VII. CONSIDERATION OF MINUTES September 2, 2008, Planning and Zoning Meeting Minutes Motion by Commissioner Pangell, seconded by Commissioner Wood, to approve the Minutes of September 2, 2008, as presented. All in favor. Motion carried unanimously. VIII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Wood, seconded by Commissioner Parucci, to adiourn the meeting at 9:20 p.m. All in favor. Motion carried unanimously.
