PLANNING AND ZONING COMMISSION
November 3, 2008
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
scheduled meeting on November 3, 2008, at 6:30 p.m.

Chair Love called the meeting to order at 6:32 p.m.

III. PUBLIC HEARING
1. Proposed Code Modifications of City Code Chapters 150-154
Chair Love opened the Public Hearing at 6:33 p.m.
City Administrator Larson reported that the Planning and Zoning Commission had been
working on the modifications of City Code Chapters 150-154 for several months.
There was no one present to speak during the Public Hearing.
Motion by Commissioner Pangell, seconded by Commissioner Mosher to close the
Public Hearing at 6:35 p.m. All in favor. Motion carried unanimously.
City Administrator Larson requested that the Planning and Zoning Commission make a
motion on what to do with the Code Modifications.

Motion by Commissioner Pangell, seconded by Commissioner Fehrenbacher, to
incorporate changes made by the Planning and Zoning Commission to City Code
Chapters 150-154 and forward them to the City Council to be approved. All in favor.
Motion carried unanimously.

VL DISCUSSION ITEMS
Snowmobiles - CSAH 14 & CSAH 54
City Administrator Larson requested that the use of snowmobiles on CSAH 14 and CSAH
54 be discussed. He suggested that the restriction in the Ordinance should extend farther
east than previously was the case, because of the construction and the fact that there are no
ditches. He suggested that the snowmobiles could go down the side streets. He added that
Centerville's Ordinance follows the County's Ordinance, and the Planning and Zoning
Commission would need to get feedback regarding this from Anoka County.
Councilmember Broussard-Vickers stated that, in the last few years, there has not been
much snow. She stated that about 3 years ago, however, there was some discussion about
not allowing snowmobiling within the City anymore, and that caused a huge outcry. She
added that the Rice Creek Snowmobile Association had a few members and a few
volunteers who claimed they did not know what the rules were. She stated that the
proposed trails on 20th would take up the right-of--way, and there would not be enough safe
distance from the pedestrian walkways.
Commissioner Wood read a section of Chapter 72 regarding snowmobiles.
Discussion ensued.
Councilmember Broussard-Vickers suggested that the Commission request that the County
think about what the restrictions will be and respond back to the Commission by January.
Chair Love stated that they would have to wait for the roads to change and the snow to fly
to see if there would be an issue or not. He stated that, two years ago, snowmobilers made
a promise to be more careful.

2. Setback -Item 16 on Code Changes
City Administrator Larson stated that the front yard setback change, from 35 feet to 30 feet
in Item 16 of the Code Changes, will be incorporated, unless there are requests for more
changes.
Vacant Planning and Zoning Commissioner Position
Commissioner Mosher inquired about the vacant Commissioner position.
City Administrator Larson replied that the City now has two applicants for the position.
VII. CONSIDERATION OF MINUTES
October 7, 2008, Planning and Zoning Meeting Minutes
Commissioner Parucci requested the following change to the Minutes:
On page 3 of 3, under New Business, Creative Kids Daycare Request for Sign Permit, the
motion should be changed to show that Commissioner Parrucci opposed the motion.
Motion by Commissioner Pangell, seconded by Commissioner Thomas Wood, to
approve the Minutes of October 7, 2008, as amended. All in favor. Motion carried
unanimously.
VIII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Pangell, to adiourn the
November 3, 2008, Planning and Zoning Commission Meeting. All in favor. Motion
carried unanimously.
Chair Love adjourned the November 3, 2008, Planning and Zoning Commission Meeting
at 6:55 p.m.
