PRESENT: Mayor Mary Capra Council Member Linda Broussard Council Member Michelle Lakso „ n~ ~ ABSENT: Council Member Tom Lee Q ~~\~~/J/ Council Member Jeff Paar ~ ~ City Administrator Dallas Larson STAFF: Finance Director John Meyer City Administrator Dallas Larson L CALL TO ORDER Mayor Capra called the December 2, 2008, Truth in Taxation meeting to order at 6:07 p.m. IL PUBLIC HEARINGS 1. Truth and Taxation Finance Director Meyer presented information on the 2009 General Fund Budget and Tax Levy. He indicated the 2009 General Fund Budget and Tax Levy is scheduled for adoption at the December 10, 2008 City Council meeting. The tax rate for 2009 will be slightly lower for the city portion of the tax. He noted that 79% of the city budget is paid for by property taxes and that 44% of expenditures are for public safety expenses. The hearing was opened to public comment, the following persons offered comments on the budget: Robert Clasauson, 1688 Lakeland Circle, questioned the rise in his taxes when the market value of his property is going down. Mr Clauson was told that the city portion of his tax would be stable or lower if it were not for increases in property value. The administrator will provide him with the phone number for the city assessor. Jesse Lang, 7048 Cottonwood Court, also questioned the valuation of his property and the time frame to challenge the valuation assigned to his property. City of Centerville Truth and Taxation Hearing December 2, 2008 Mayor Capra explained that the property values were established as of January 2, 2008, for taxes payable in 2009. The law requires that 25 percent of the properties in each jurisdiction be valued each year and that the City and County have tax valuation hearings in late spring and early summer. After everyone who wished to do so had been given an opportunity to speak, the hearing was closed. Motion by Council Member Lakso, seconded by Council Member Broussard- Vickers, to close the Truth in Taxation Public Hearing at 6:26 p.m. All in favor. Motion carried unanimously. 2. Res. #08-XXX -Calling for a Public Hearing for the 2009 Street Improvement Pro, ect Motion by Council Member Lakso, seconded by Council Member Broussard- Vickers to table the reolution to the next meeting. All in favor. Motion carried unanimously. III. ADJOURNMENT Motion by Council Member Lakso, seconded by Council Member Broussard- Vickers, to adiourn the December 2, 2008, meeting at 6:30 p.m. All in favor. Motion carried unanimously.
