RESOLUTION #08-
A RESOLUTION OF SPONSORSHIP OF THE ATTACHED COMMUNITY
DEVELOPMENT BLOCK GRANT APPLICATION
THE CITY OF CENTERVILLE RESOLVES:
WHEREAS, the City Council of the City of Centerville met on December 30, 2008 at
City Hall; and
BE RESOLVED that the City of Centerville acts as the legal sponsor for project(s)
contained in the Anoka County Community Development Block Grant Application to be
submitted on January 9, 2009 and that Mayor is hereby authorized to apply to Anoka
County for funding of this project as submitted on behalf of the City of Centerville
BE IT FURTHER RESOLVED that the City of Centerville has the legal authority to
apply for [mancial assistance and the institutional, managerial, and financial capacity to
ensure adequate construction, operation, maintenance and replacement of the proposed
project for its design life.
BE IT FURTHER RESOLVED that the City of Centerville has not incurred any costs,
has not entered into any written agreements to purchase property.
BE IT FURTHER RESOLVED that the City of Centerville has not violated any
Federal, State, or local laws pertaining to fraud, bribery, graft, kickbacks, collusions,
conflict of interest or other unlawful or corrupt practice.
BE IT FURTHER RESOLVED that upon approval of its application by the state, City
of Centerville may enter into an agreement with the Anoka County for the above-
referenced project(s) and that the City of Centerville certifies that it will comply with all
applicable laws and regulations as stated in all contract agreements.
NOW THEREFORE BE IT RESOLVED that Mayor and Clerk are hereby authorized
to execute such agreements, and amendments thereof, as are necessary to implement the
project(s) on behalf of the applicant.

A RESOLUTION MODIFYING DATE FOR
PUBLIC HEARING ON 2009 IMPROVEMENT
WHEREAS, A hearing has been scheduled for the 2009 Street Improvement Project, more
specifically described on the attached "Exhibit C," for the 7th day of January, 2009, at St.
Genevieve Parish Community Center, at 6:30 p.m. to pass upon the proposed assessment for
such improvement, and
WHEREAS, the legal notice for the hearing was lacking certain required information, and
WHEREAS, the Council desires to reschedule the hearing in order to provide a complete
legal notice of the public hearing.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
CENTERVILLE, MINNESOTA:
1. The public hearing for the 2009 Street Improvement shall be rescheduled to January 21,
2009 at St. Genevieve Parish Community Center, at 6:30 p.m.
2. The City Administrator is hereby directed to cause a notice of the hearing on the
proposed assessment to be published once in the official newspaper at least two weeks
prior to the hearing and he shall state in the notice the total cost of the improvement. He
shall also cause mailed notice to be given to the owner of each parcel described in the
assessment roll not less than two weeks prior to the hearing.
Adopted by the Council this 30th day of December, 2008.

A RESOLUTION RECOGNIZING THE SERVICE, DEDICATION AND SELFLESSNESS
OF COUNCIL MEMBER MS. MICHELLE LAKSO AND HER FAMIY
WHEREAS, the citizens of Centerville elected Ms. Lakso to the position of Council Member on
November 2, 2004, and
WHEREAS, Ms. Lakso has served the citizens of Centerville from January 2005 - December 2008,
and
WHEREAS, In serving her community as a Planning and Zoning Commissioner - 2004, Parks and
Recreation liaison - 2005, North Metro Telecommunications Cable Commissioner 2005 - 2008, and
Centennial Fire Steering Commissioner 2007 - 2008,
WHEREAS, Ms. Lakso's commitment to her community continues through the Community
Emergency Response Team (CERT) where she has been a trainer since 2007 and intends on
continuing to serve her community in this capacity, and
WHEREAS, Ms. Lakso, has provided excellent leadership, demonstrated initiative and perseverance
through difficult decision making and times of great change within the City, and
WHEREAS, Ms. Lakso is a leader that is respected and liked by her fellow Council Members, City
Staff and Elected Officials she has served with throughout Anoka County and the State of Minnesota.
As a colleague, she has always treated her fellow Council Members with respect and valued their
opinions even when they disagreed with hers, and
WHEREAS, Ms. Lakso's husband Brad, daughters Audrey, Allie and Adeline have had to make
great sacrifices over the past four years, and this Council recognizes that when an individual serves in
the capacity as an elected official, their family also serves.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL, that the City Council of the
City of Centerville expresses its regrets in seeing her leave this honorable service, but wishes her and
her family well in what lies before them. We thank her for her four years of dedication to this
community as she has served others through her choices. The City of Centerville wishes you every
success in your future. You will truly be missed.
