This location is within the City limits of Centerville, thus they will need a building permit from the City. They haven't asked to connect to city services and initially seem to prefer on-site systems. City Code requires connection to City watermain and sanitary sewer, if the Council determines such service is available. In order to make this decision, the council needs to consider the distance to the nearest facilities and whether it is reasonable to make the applicant connect. Watermain is located southeast of the proposed building, but would need to be extended along Mound Trail for about 850 feet, which at the same time would make water available to about seven other properties and would bring the service within about 400 feet of the proposed building. The sanitary sewer is approximately 600 feet away, however, the sewer is on the lake side of all of the homes and there is currently no easement to bring the sewer to the north through those properties. It has been the City's goal to extend water to all properties in the City as the opportunities present themselves. The recent Council policy decision would have the city pay for the extension of the water and recover its costs upon hookup. If the watermain were extended to benefit the park, they would presumably pay their share of the cost right away, but the City would need to absorb the portion attributable to other properties on Mound Trail. It appears to be technically possible to extend both the watermain and sanitary sewer to the proposed location. Easements would be needed from one or more property owners along Mound Trail to get the sewer to the proposed visitor center and the City would need to share in the cost of extendin~ the watermain. At this point it is uncertain how the costs to Anoka County Parks would compare for extending municipal services versus on- site utilities. Council staff finds the City's Update incomplete for review. The Council's review will be suspended until the City submits the requested materials and Council staff has an opportunity to evaluate 1hem. REQUIRED MATERJALS Housing (Linda Milashius, 651-602-1541) The Update appropriately acknowledges the City's shore of the regional affordable housing need (170 units) and provides the implementation tools and programs that it will use to address that need. The land use section provides information about vacant developable land and coordinating densities through 2030; however, this information should be broken out for the 2011 to 2020 time period to determine if the City has designated sufficient land within that decade to provide the opportunities for the.se 170 affordable housing units to be developed. On page 58, the Update discusses the staging of development within the City, indicating that Table 20 "identifies the b1'1~akdown of land acreage inside and outside the MUSA boundary and a ten- year staging concept for MUSA additions." However, Table 20 on page 59 does not include those land acreages, but instead appears to show the allocation of the City's forecasted growth through the planning period. This table needs to be revised, or a new table included, that shows the breakdown of land acreage in ten year stages. Transportation (Arm Braden, 651-602-1705) To be complete for review, the Update needs to state tl)at the City is located in Transit Market Area ill in the Transit Plan section of the document. . Wastewater (Roger Janzig, 651-602.:1119) To be complete for review, the Update needs to include a larger version of Figure 18 Sanitary Sewer Map. Table 28 on page 90 uses growth projections consistent with the Council's projections for the City, but arrives at projected wastewater flows that are lowers than the Council's projections. The City's projection ofl).7 mgd by 2030 is higher than the allotted capacity within our existing interceptor system sc:rving the City. CALL TO ORDER Chair D. Love called the meeting to order at 6:34 p.m. 1. Roll Call II. OATH OF OFFICE 1. James Wekseth Repeating after Chair Love, Commissioner Wekseth took the Oath of Office. Commissioner Wekseth stated that he has lived in Centerville since 1992. He retired 5 years ago from White Bear Dodge. He added that Mayor Capra had suggested to him that, if he wanted some changes made, he should join the Commission. 2. Jesse Lange Repeating after Chair Love, Commissioner Lange took the Oath of Office. Commissioner Lange stated that he owns two homes in Centerville and has lived in Centerville for 5 years. He is a General Contractor and has done quite a few of the storm repairs in Centerville. He added that he joined the Commission because he would like to see some changes made. Snowmobile Use (Update) City Administrator Larson stated that the City did not know, at this time, whether the County would have changes in their practice regarding the use of snowmobiles along the highway and in some other areas. He stated that, in the future, using the ditches will probably be prohibited, but nothing has been changed at this point. He believes the County may be leaving it up to the City. He added that, at this point, the snowmobiles could be used on City streets to and from their homes. Chair Love inquired as to how much longer work would continue on the streets. City Administrator Larson replied that it is close to being completed. He added, however, that work still needed to be done on some streetlights. Chair Love inquired whether the snowmobiles could be used on the unpaved sections of the roads. Mayor Capra stated that snowmobiles should not be on the paved trails. Councilmember Broussard-Vickers suggested that they wait and see how much snow there will be, what issues arise, and what the County decides to do. City Administrator Larson stated that it is the City's intention to plow the trails, and the plowed trails would not be attractive to snowmobiles. Commissioner Wood pointed out that there are many houses close to where snowmobiles would be driven. Chair Love stated that snowmobiles would be allowed to run on City streets, but not on County roads. City Administrator Larson pointed out that the Ordinance states snowmobiles cannot be driven on trails. Commissioner Mosher stated that, at the four-way stop, the snowmobiles could not cross by the gas station because of the wider lanes. Page 2 of3 City of Centerville Planning and Zoning Commission December 2, 2008 Mayor Capra suggested that it may be worth getting some information from the Rice Street Snowmobile Association. Councilmember Broussard-Vickers stated that they would have to wait to see what their snowfall is and what the issues are. She stated that they are not looking at changing anything at this time. Discussion ensued. VI. NEW BUSINESS 1. Dock Ordinances Chair Love stated that a citizen had asked him if the City is looking at dock ordinances. Chair Love told him that they are not under consideration at this time but, if he had issues, he should call the City and see if there is an Ordinance in place. If there is not an Ordinance in place, he should ask to get on the docket to discuss it. City Administrator Larson stated that the dock should be 10 feet from the property line. 2. Comprehensive Plan City Administration Larson pointed out where the Commissioners could find the Lino Lakes Comprehensive Plan. He stated that this could be discussed over the next 6 months. VII. The forecasts contained in Table 1 (Population), 3 (Households), and 6 (Employment) represent a City- requested from the System Statement forecast. These forecast changes have been discussed with Council staff in FebIUary and March 2008, and Council staff will recommend that these forecasts be adopted with Metropolitan Council action on the City's Update. 2010 2020 2030 Population 3730 4860 6200 Households 1350 1900 2450 Employment 600 1000 1210 However, there is irr:ernal inconsistency within the Update that should be easy to resolve. Sewer- serviced forecasts appear several times in the document: Table 16, Table 20, Table 22, and Table 28. In each of these lables, the sewer-serviced employment forecasts need to be revised to the numbers shown in the above table. After all of the required ,~lements of the plan are completed and submitted, Council staff will begin the official review process.
