A recommendation to approve by Council should be considered. ;VeL el"" ~~ January 8, 2009 The City of Centerville holds an annual celebration the first weekend in August called Fete des Lacs (Festival of the Lakes). In 2009 Fete des Lacs will take place on August 7,8 and 9. Fete des Lacs is organized by the Centerville Lions with many scheduled events such as a baseball tournament, teen dance, adult dance, and city parade. As a new Fete des Lacs event, the Parks and Recreation Committee in conjunction with the City's Economic Development Authority (BOA) have organized an athletic run or walk (8K15 mile) around Centerville Lake. The run/walk event is Saturday, August 8th at 8:00 a.m. Athletes of all ages and fitness levels are encouraged to participate. Our main objective is to create a well organized, safe and fun event for all. We also hope that this event will draw participants and spectators from many locations throughout Minnesota, gain local business exposure and become a reoccurring event in the Festival of the Lakes celebration. We have decided to divide the run/walk into six (6) manageable segments anticipating that this would provide a better opportunity for sponsorships and they are as follows: . "Goodie Bag Stuffing" . Race packet pickup and race day registration. . Pre/Post race refreshments, Guice, sport drinks, apples, bananas, yogurt, etc). . Water stop(s) (one is required and a second is optional) & participant encouragement. . Finish line. . Commemorative T-shirts and water bottles. . Awards. It is felt that due to the competitive nature of a race, the participants (runners/walkers) will be asked to rate each segment at the end of the race. Yes, kodoos! The "segment partner" rated the highest will receive a recognition certificate from the City's Parks & Recreation Committee and EDA, post race media release acknowledgement and exposure, exposure, exposure. Do not get overwhelnlOO, there are alternative opportunities if you desire in becoming a partner! We will be providing one or two days of race packet pickup prior to the event and race day packet pickup. Race participants will receive a "goodie bag" at the time of packet pickup. Generally, partners/sponsors provide business related flyers, coupons, trinkets or even candy to be contained in these bags. Maybe this is an option for your business' participation? Some expenses associated with this event will be off-set by participant fees; however, other expenses will be off-set by partners, such as yours, if you choose to participate. Proceeds that exceed the events expenditures will be utilized by the Committee/City to enhance our community's current parks and trail ways. 2P Several news releases and advertisements will be made for Fete des Lacs and this run/walk event. Media releases and advertisements may contain partner recognition. Segment partners will also receive recognition by having their name printed on the commemorative T-shirts received by all runners, walkers, and volunteers. We do understand that economic times have placed restrains on businesses; however, this is an opportunity for you to advertise, gain recognition and become a part of your community. Sincerely, cpa,tril:k.. 1.( (Branch Race Director I Parks and Recreation Committee Member. ~ I I /'1 1/12/09 I'd like to take a minute to reflect on our contract with the Upper Midwest Community Policing Institute, and in particular, our goal of moving to more of a 'problem-oriented' approach to policing for our three communities. Because I believe this is the most important initiative we've ever undertaken, even more important than spending taxpayer dollars for this new building a few years ago. Remember that we undertook this initiative because we want more from our Department than just enforcing laws - we saw a need for proactive solutions to improve the quality of life in our neighborhoods and all across our communities. Problem oriented policing is what we need fer our three smaller communities - going beyond evaluating just whether a law has been broken by instead looking for integrated solutions to the problem - who else can be brought in to help resolve ongoing issues with that one troublesome neighbor or for that senior who's having trouble maintaining their property. This is the next level of policing and service to our communities - bringing a new meaning to the 'Serve' in the slogan "Protect and Serve". Obviously, this change hasn't been easy or fast for our department. But already we have seen improved crime stats for our communities which have led to better attention to problem areas. And we are seeing, for the first time, the top five response addresses in each of our communities which helps us identify possible community problems that we as elected officials need to work on. And, in our community of Circle Pines, we have seen a dramatic drop in skateboarding complaints since a problem oriented approach has been used. All of this is due to talented police officers and staff working in a better structure, one with more emphasis on partnerships, accountability and performance. The final phase of our work with the UMCPI involves the coaching and evaluation important to aligning the police department organizational values. It also addresses the accountability of all members of the department to ensure they are carrying out the vision of the Governing board. I know we are all looking forward to a complete and successful transition to this sort of police services for our communities - it's the biggest budget item for each of our communities and it is the most important element to quality of life in our neighborhoods. It's that important, and that's why I support this proposal to have Dennis Cusick and the UMCPI continue assisting us as we move forward. I directed an underage buyer into these businesses for the purposes of ensuring that the businesses are taking the appropriate measures to sell their alcohol products to adults. I am pleased by the results of the past alcohol checks and hope that additional checks that will be conducted in the near future will have the same success rate.
