ADJOURNMENT a darks & Recreation Committee Meeting Minutes 01-07-09 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, January 7, 2009 - 6:00 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled Wednesday, January 7, 2009 meeting at City Hall, 1880 Main Street. Present: Chairperson Suzanne Seeley Vice-Chairperson Kevin Axnundsen Committee Member Kevin Selander Committee Member Savannah Lee Committee Member Mark Haiden Committee Member Lori Harris Committee Member Patrick Branch Absent: None Council Council Liaison Tom Lee Staff: Staff Liaisan Kim Stephan I. SET AGENDA Chairperson Seeley requested a discussian of Chairperson and Vice-Chairperson positions be added under Committee Business as #1 and a discussion of a potential drainage pond at Laurie LaMotte Memorial Park be added under Cozx~mittee Business as #3. Chairperson Seeley also requested a discussion be added under Committee Business as #4 regarding `Impact to Laurie LaMatte Memarial Park Property Centerville TE Trail Grant Project Letter' per Mr. Mark Statz's request. Alsa added was a discussion of Skate Night under Updates as #5. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Haiden to set the agenda with the above additions. Ail in favor. Motion carried unanimously. III. APPEARANCES IV. CONSIDERATION OF MINUTES December 3 2008 Parks and Recreation Committee Meetin Minutes I of 4 Parks & Recreation Committee Meeting Minutes [}i-07-09 Chairperson Seeley requested a period be added to the end of the last sentence under Skate Night an page 3 of 4 immediately preceding the motion. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to approve the December 3, 2008 Parks & Recreation Committee Meeting Minutes with the above correction. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Chairperson Seeley requested a discussion of Chairperson and Vice-Chairperson positions be added under Committee Business. The committee felt Chairperson Seeley and Vice-Chairperson Amundsen were doing a great job in these positions and would like them to remain. Both Chairperson Seeley and Vice- Chairperson Amundsen were comfortable with remaining in these positions, but would like to give other committee members the opportunity if they so desired Motion was made by Committee Member Haiden, seconded by Committee Member Selander to nominate Chairperson Seeley to remain in the position of Chairperson of the Parks & Recreation Committee for 2009. AlI in favor. Motion carried unanimously. Chairperson Seeley accepted. Motion was made by Committee Member Harris, seconded by Committee Member Haiden to nominate Vice-Chairperson Amundsen to remain in the position of Vice-Chairperson of the Parks & Recreation Committee for 2009. All in favor. Mofian carried unanimously. Vice-Chairperson Amundsen accepted. Centennial Lakes Little Lea ue Re nest for Use of Ball Fields for 2009 Season Included in the packet for December 2008 was a request from Centennial Lakes Little League to use the ball f gilds at Laurie LaMotte Memorial Park far 2009. Before making a recommendation to City Council the Parks & Recreation Committee wanted to knave exactly what `the same service provided by Public Works Staff in regards to grooming the frelds prior to games' involves. Ms. Stephan requested information from Public Works. Per Mr. Tedd Peterson, Public Works: As a staff we were directed to groom the ball fields Monday through Thursday. Grooming the ball frelds took about an hour a day. Just a note, Centennial Little League purchased a new groomer for the City in the spring of 2008. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Branch to recommend City Council approve the request from Centennial Lakes Little League to use the three baseball and softball fields and facilities located at Laurie LaMotte MemariaC Park far the summer months of 2009 beginning April ~ through August IS, 2005, Monday through Friday from 4:00 p.m. until dark with the same service provided by Public Works Staff in regards to grooming the fields Monday through Thursday. All in Favor. Motion passed unanimously. 2 of 4 Parks & Recreation Committee Meeting Minutes 01-07-09 Drainage Pond -Lawrie LaMotte Memorial Park Mayor Capra had asked Chairperson Seeley to discuss with the committee a passible future drainage pond at Laurie LaMotte Memorial Park in connection with the downtown redevelopment. The committee questioned why, if this was for a downtown redevelopment project, that the drainage pond be located on park property instead of the property being developed. The committee discussed different options such as widening existing marshy areas or locating the pond in one of the lesser used areas and building deeper and smaller so it looks visually appealing, but doesn't take up too much space. It was decided the area behind the homerun fence, in the south east corner, would be the best location, if it is necessary to put on pond on park property, as it is already a low area and would not occupy desirable park space. Motion was made by Chairperson Seeley, seconded by Committee Member Selander, to recommend to City Council that if it rr necessary to use Laurie LaMotte Memorial Park property for a drainage pond, the desirable location would be the south east Garner of the park, outside of the home run fence. This area felt to have the Ieast traffic, would have the least impact an the park and provide better safety for children by being located out of the way. All in Favor. Motion passed unanimously. Im act to Laurie LaMotte Memorial Park Pra er -Centerville TE Trail Grant Project Mr. Mark Statz, City Engineer, requested the committee review, and Chairperson Seeley sign, a letter regarding the Impact to Laurie LaMotte Memorial Park Property -Centerville TE Trail Grant Project. Mr. Statz sent a cagy of a letter for the committee's review with the following explanation: Some of the language in the letter is required by law, so the Parks Committee could recommend same changes to the language if they wish, but we'd have to lack it aver to make sure it doesn't eliminate the necessary wording. The purpose of the letter is to ensure the Federal Highway Administration that no one is forcing this project on the people that manage the parks. Mr. Statz met with the committee briefly to answer any questions. There were some concerns about where the trail ended on the map, but Mr. Statz stated for this purpose the trail was only shown within the boundaries of the park and not extended beyond the park, this does not mean the trail ends there. Motion was made by Committee Member Hoiden, seconded by Committee Member Branch to support the letter as written by Sanestroo to be signed by Chairperson Seeley. All in Favor. Motion passed unanimously. VI. UPDATES Park_Si~na~n_urs, park rules, no tresnassin~, na fishing, etc.) Both Chairperson Seeley and Vice~Chairpersan Amundsen brought copies of a variety of park signage options for the committee's review. The wording and placements of signs were discussed. One option was to place a sign {s) actually in the water to discourage boaters. The sign would then be visible from the lake side. Committee Member Hoiden stated that he felt that would ruin the natural beauty of the ]akeshaxe and not necessary as the rocks on the shoreline would keep boaters from landing. It would say `No Fishing, Wading, or Swimming' on one side with `Natural Restoration Project' on the other side. The warding was discussed at length trying to make it very clear with as less words as passible that the reason far no fishing, swimming, wading or boat landing is because the shoreline is in the process of being restored. It has to be specific however to enable officers to enforce it. Vice-Chairperson Amundsen is working an this project and will refine the design anal bring more information back to the next committee meeting. Tree Removal at Eagle Park Vice-Chairperson Amundsen has contacted an arborist who works through the DNR. At this point they have not met, but Vice-Chairperson Amundsen hopes to have more information before the next meeting. Fete des Lacs 2009 Centerville Lake Wa1k/Run Committee Member Branch updated the committee on progress made over the last month and the possible routes were reviewed to determine where potential problems may arise. The exact route has not been finalized yet. CauncillCammittee Wark Session Chairperson Seeley reminded the committee of the work session with City Council at the next scheduled Parks & Recreation Committee Meeting February 4, 2009 at 6:30 p.m. The discussion will focus on ways in which all parties involved can improve the process of managing park related projects. Mayor Capra had asked for specifics. Committee Member Hoiden will not be in attendance, but will draft a `Froject Requirement Document' something similar Eo what his company uses in the Wark place. The idea is to be very specific with project requirements so to clear up any potential miscommunications between the Parks & Recreation Committee, Council & City Staff. Skate Ni ht at Laurie LaMotte Memorial Park - Janua ~ 0 2009 Ms. Stephan will ga to Sam's Club and get supplies for the Skate Night (popcorn, nil, hat chocolate, etc.) Viee-Chairperson Amundsen will stop at City Ha11 for supplies as well as pick up the snowman boards used for either the bean bag ar snowball toss. Ms. Stephan will also pick up some prizes far the games. An area has been plowed by Public Works far the bonfire and Council Member Lee will supply the wood. All members are planning to attend. VII. Motion passed unanimously. 4 of 4 Report to Centerville Parks and Recreation Committee Festival of the Lakes 8K January 29, 2009 Progress made during January • Runners can register for our event on either Midwest events ar NeedtoRun.corn. I have corrected bath sites so they have the same information. • In addition the events is an several on-line events calendars. o We have our advertisement and we are listed in MDRA bank "Running Minnesota 2009. o Active.com a nation wide 1zsting o Run Across America o "GetinGear" o NeedtoRun.com o Midwest Events • I have found a source for buying, t-shirts, water bottles, goodie bags, and medals if we chose to use them. This source is Sue Ryan, Lino Lakes. She works a franchise out of her home. The corporation is Phoenix Marketing. She is sending catalogs and samples. No commitments have been made. • Randy Fulton, Vacation Sports, White Bear Lake has agreed to provide us a timer. Finding a timer became somewhat of a problem as August $~h is the peak of the season. You may recall that I had talked about using Mary Anderson (MDRA} far timing. When she dropped out because her calendar is fully, she recommended Randy. I had also met Randy Fulton at the Minnesota Race Directors eanference. • Vacation Sports (Randy Fulton) also does T-shirts. I have asked him for a proposal for both race timing and far t-shirts. We have plenty of time to consider both t-shirt proposals from Randy Fulton or Sue Ryan or to accept other offers. I did attend the Race Directors Conference Tan l Ot" sponsored by MDRA. It was well worth my time. From my notes at that eanference, I have written up a plan for this race to include a time line of events. I will bring that plan to a future meeting. Sponsors: • With the help of Teresa and Kim in City offices we have sent out 1 OO letters to all the businesses in the Centerville Economic Development Authority (EDA). Sa the cat is out of the bag. Every business manager or owner in or around Centerville knows about the race and has an opportunity to participate. We are asking larger businesses to sponsor a segment of the race. Smaller business that can not take an a segment may use our event goodie bags as a means of advertising their products/services. We will ask each of these smaller companies for a cash donation. ® Before leaving Minnesota for more southerly latitudes, I paid a visit to Mark Hartman, Festival Foods. MR Hartman was very supportive. What is the Next Step, ® Finalize the T-Shirt design. Savannah has an excellent design. We need to select colors. My input is that we should use the colors found in the Centerville logo with white lettering. Her design should have the committee's approval ® Savannah is also designing a flyer for us to use. One of the on-line web calendars has asked for a copy of our flyer and we will want flyers to hand out at other race in Spring (early summer. • Does anyone know a local printer? In 2009 Fete des Lacs will take place an August 7, 8 and 9. Fete des Lacs is organized by the Centerville Lions with many scheduled events such as a baseball tournament, teen dance, adult dance, and city parade. As a new Fete des Lacs event, the Parks and Recreation Committee in conjunction with the City's Economic Development Authority (EDA) have organized an athletic run or walk (8K/5 mile} around Centerville Lake. The runlwalk event is Saturday, August 8th at 8:00 a.m. Athletes of all ages and f tness levels are encouraged to participate. Our main objective is to create a well organized, safe and fun event for all. We also hope that this event will draw participants and spectators from many locations throughout Minnesota, gain local business exposure and become a reoccurring event in the Festival of the Lakes celebration. We have decided to divide the run/walk into six (6) manageable segments anticipating that this would provide a better opportunity far sponsorships and they are as follows: • "Goodie Bag Stuffing" • Race packet pickup and race day registration. • Fre/Pnst race refreshments, (juice, sport drinks, apples, bananas, yogurt, etc). • Water stop(s) (one is required and a second is optional) & participant encouragement. • Finish line. • Commemorative T-shirts and water bottles. • Awards. It is felt that due to the competitive nature of a race, the participants (runnerslwalkers} will be asked to rate each segment at the end of the race. Yes, kodoos! The "segment partner" rated the highest will receive a recognition certificate from the City's Parks & Recreation Committee and EDA, post race media release acknowledgement and exposure, exposure, exposure. Do not get overwhelmed, there are alternative opportunities if you desire in becoming a partner] We will be providing one or two days of race packet pickup prior to the event and race day packet pickup. Race participants will receive a "goodie bag" at the time of packet pickup. Generally, partnerslsponsors provide business related flyers, coupons, trinkets or even candy to be contained in these bags. Maybe this is an option far your business' participation? Soz~ze expenses associated with this event will be off set by participant fees; however, other expenses will be off-set by partners, such as yours, if you choose to participate. Proceeds that exceed the events expenditures will be utilized by the CommitteeiCity to enhance our community's current parks and trail ways. Several news releases and advertisements will be made for Fete des Lacs and this run/walk event. Media releases and advertisements may contain partner recognition. Segment partners will also receive recognition by having their name printed on the commemorative T-shirts received by alI runners, walkers, and volunteers. We do understand that economic times have placed restrains on businesses; however, this is an opportunity for you to advertise, gain recognition and become a part of your community. Blanek _~ ~ Centennial Lakes Police Department 54 North Road Circle Pines MN 55014 Ph: 753W784-2501 Fax: 763-784-00$2 C ~ t`~~~ 1 January 26, 2009 Subject: Burglaries of Senior Residential Buildings In the late evening or early morning hours of January 1 to January 2, 2009, there were two burglaries in Circle Pines. Each involved a senior living facility. The method of entry was the same in both cases. The suspect(s) removed the "Knox Box" containing keys to be used in the event of an emergency from the wall of the entryway. The keys were then used to gain access to the managers' off ces, laundry rooms or other common areas. Once in these areas the burglars removed money, personal property and electronic equipment. No individuals were harmed in either incident. A burglary with similar methodology and Toss took place at a senior facility in Blaine on January 22, 2009. In that burglary surveillance video showed two white males, approximately 30 years old, wearing dark clothing and running down the hallway of the building in the early morning hours. Centennial lire District personnel will be inspecting your Knox Box to determine whether it has been installed properly. Please be sure to be vigilant in reporting any suspicions persons, activity or noise by calling 911 immediately. The Authority is comprised of two appointed members from the business or residential community with an interest in promoting, retaining and attracting businesses to Centerville. Council members also serve on the Authority. The EDA has brought business owners together for discussion, brainstorming and input regarding the climate of operating a business within the community. You may or may not be aware that the EDA has been responsible for organizing recent events such as "Cougar Dash far Cash", "Bobber Contest" and our latest -assistance with the Pazks & Recreation Committee 8K rEU~lwalk scheduled in August (partnership/sponsorship letter enclosed). The Authority meets as needed.
