Love called the meeting to order at 6:30 p.m. 1. Roll Call IL PUBLIC HEARING None III. OLD BUSINESS 1. Update on the Mortenson Project City Administrator Larson stated that Mortenson has a revision to their initial project plan. Instead of the middle building on the site being Phase 1, the left building's remodeling will be Phase 1. An addition will then be added to the left building (6,400 square feet) as Phase 2. This would be a benefit to the City, since the original plan was for the left building to be 3-sided, and it will now be enclosed. City Administrator Larson reviewed the background of this project for Commissioner Lange and Commissioner Wekseth. City Administrator Larson stated that Mortenson will come in with a building permit in February 2009. He added that he will request that Mortenson provide a revised screening plan, details on their construction plan, and ask for a plan for the parking layout. Discussion ensued. City of Lino Lakes Comprehensive Plan Chair Love reported that he had reviewed Lino Lakes' Research Management Plan. City Administrator Larson showed the Commission some slides of the Appendix A that was in their packet. He explained how some of the work Lino Lakes did overlaps with Centerville and identified wetland issues. Lino Lakes created a wetland corridor boundary, which affects part of Centerville. Because of the way Lino Lakes put together this Plan, Centerville may need to be included in some of the issues. Discussion ensued. Chair Love inquired as to why the wetland corridor boundary would be placed next to ahigh-density area. City Administrator Larson replied that was a question Centerville may need to ask. Councilmember Broussard-Vickers stated that there is a substantial piece of land in the area that is wetland. She suggested advising Lino Lakes that Centerville does not want high density next to its wetland corridor boundary. Chair Love stated that he has a concern about the Sports Complex, because that area is already crowded. He added that adequate parking would be required. Chair Love inquired about the 35E Corridor development. City Administrator Larson replied that there are no definite plans regarding that at this time. Councilmember Broussard-Vickers stated that, originally, Target was considering the 35E Corridor. She added that a big piece of that area may be taken up by interchange expansion. City Administrator Larson showed the Commission the 2030 Future Land Use Plan map, and pointed out that it was not the final version. Chair Love stated that he would like to have Lino Lakes change some of their color scheming to make the separate areas easier to define. City Administrator Larson stated that he will talk to Lino Lakes about the high density area. Commissioner Pangell inquired why the speed limit on Highway 14 is 35 mph farther north on the other side of the bridge, but 45 mph in Centerville's downtown area. He stated that police are spending a lot of time stopping speeders on the 35 mph area of Highway 14. City Administrator Larson stated that they would not want to do a speed study at this time because of the new road construction. They would have to go through a more complex study process. Anoka County Parks -Proposed Visitor Center -Determine Availability of Watermain or Sanitary Sewer City Administrator Larson showed the Commission a slide of where the proposed Visitor Center would be located. He stated that this is for information only, and they would be able to review a building permit. He added that water and sewer are in the general vicinity, but this is not an ideal situation. The City Council would decide whether water and sewer are feasible. The City Council would like to have additional information. Anoka County Parks is not pushing for municipal service. City Administrator Larson stated that the City has a cost for extending the watermain. City Administrator Larson stated that Anoka County Parks was successful in obtaining some grant dollars. Metropolitan Council City Administrator Larson stated that the handout in the Commission's packet was mainly an update. The Metropolitan Council did a review, and will be ready for another review after those changes are completed. City Administrator Larson stated that the Metropolitan Council should have time to review Centerville's plan, because not many cities have submitted their in at this time. VL CONSIDERATION OF MINUTES December 2, 2008, Meeting Minutes Motion by Commissioner Pangell, seconded by Commissioner Parucci, to approve the December 2, 2008, Meeting Minutes, as presented. All in favor. Motion carried unanimously. VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Pangell, seconded by Commissioner Mosher, to adiourn the January 6, 2009, Planning and Zoning Commission Meeting at 7:50 p.m. All in favor. Motion carried unanimously.
