An Open Forum was held, prior to the February 11, 2009, City Council Meeting, beginning at
6:30 p.m. This was an opportunity for members of the public to address the City Council on items
not on the current Agenda. Mr. Bill Svetin, Mr. Dan Skoog, and Ms. Pam Kennedy addressed the
City Council at the Open Forum regarding the Special Assessments for Peltier Lake Drive and 73'"

I. Parks & Recreation Commission's Recommendation for Centennial Little Lealrue's
Use of Ball Fields at Laurie LaMotte Park for the 2009 Season
Councilmember Lee reported that he was unable to attend the last meeting because of the
City Council Workshop on the same day; however, he is familiar with this
recommendation. He stated that these fields have been used every year, with the same
rules. He added that the Parks & Recreation Commission's main concern is the City's
ability to grade the infields because of the budget cuts. The Commission would like to
make sure the ballfields are maintained at the current level because, if they are not, they
would be more susceptible to accidents.
City Administrator Larson replied that the ball fields will be regularly maintained, unless
there is other City work that takes precedence.

2. Insurance Matters - Liability Waiver & ODtional Coveral!e
a. Waiver of Statutory Immunity

City Administrator Larson stated that the staff always recommends that the Council
not waive the liability limits provided in the State Statues.
City Attorney Glaser strongly recommended that the Liability limits not be waived.
b. Umbrella Limits
City Administrator Larson stated that the City has not historically had an Umbrella
Policy, although many other cities do. He stated that he would like a
recommendation from City Attorney Glaser. He added that City Attorney Glaser is
presenting this issue to the City Council for a decision.
City Attorney Glaser stated that cities do not need this additional coverage because
they have Sovereign Immunity and, as long as the City is acting in good faith and
according to policy, it cannot be sued. In addition, the City already has coverage in
the event a police officer went outside policy limits, and the City got sued. He
stated that Umbrella coverage is far in excess of what the City already has. The
City already has a combination of the insurance policy from the League and their
regular Sovereign Immunity, so they are already immune from most lawsuits. He
added that this is something the City can do, but it is not necessary.
Councilmember Broussard Vickers stated that, with the current budget constraints
and having to make up for the shortfall the City has, she would not support
Umbrella Limits for this year.
Councilmember Fehrenbacher inquired why some cities chose to have this.
City Administrator Larson replied that he believes it could be possible to be sued
under some Federal instance, where they do not have to abide by the State's
protection for a liability limit.
City Attorney Glaser stated that if a police officer killed someone, the City has
coverage through the Police Department. He added that he does not see any
circumstance where the City would need the Umbrella coverage.
Discussion ensued.
c. No Fault Sewer Back-up
City Administrator Larson stated that No Fault Sewer Back-up is very much like
premises medical payments coverage, which would pay for medical expenses if
someone slipped on your property, without you having to prove that there was
negligence. He stated that this coverage pay for damage to a basement if the sewer
backed up, even if it was not caused by the City being negligent. He added that the
downside would be that the claim could later cause a higher insurance premium.

City Attorney Glaser stated that, as City Administrator Larson explained, this
would be nice to have, and it is good for the citizens; however, in the long run, it
would lead to higher insurance costs. He added that he believed it could be covered
by most Homeowner Policies.
City Administrator Larson stated that he believes most Homeowner policies no
longer automatically cover this, unless it is added as an endorsement.
Acting Mayor Paar stated that this used to be covered, but now it is a very
expensive endorsement. He added that he would encourage residents to check their
policy to determine whether or not they have this coverage.
Councilmember Broussard Vickers stated that, if the City is doing the job it is
suppose to do and are not negligent, this is not needed, and she is not in favor of the
City picking up additional claims for this. She added that she believes this would
also cost more for all citizens. She stated that she would not support this coverage.

3. 2009 Street Proiect Bids
City Engineer Statz stated that Bonestroo believes the market has changed since October
2008, so they are asking the City Council to consider the option to rebid the project.
City Engineer Statz stated that the Council was given a document, requesting 2 actions:
a. Rejection of 2009 Street Project Bids
City Engineer Statz stated that this is a request to reject all the bids. He stated that
they have the right to do this under the contract that was bid out October 2008.
b. Approval to Send New Bids for the 2009 Street Project
City Engineer Statz stated that Bonestroo is requesting the Council's authorization
to rebid the project, as previously discussed, in three different portions. He stated
that they have received feedback from some contractors who say, if this is split up
into three different portions as discussed, the bids could be even better.
City Engineer Statz stated that the Council had previously given authorization to
solicit quotes for the one small portion regarding the ponds, and this process has
already begun. A package regarding this has been sent to the Councilmembers.
Councilmember Broussard Vickers inquired why, if the City goes out for bid, the
"clock" keeps ticking on the residents' appeal processes.

City Attorney Glaser replied that the cost of the project is far in excess of any _
resident's Special Assessment. The affected residents are only paying about 20%; _
therefore, even if the cost of the project goes down, it will probably not affect the
residents' Special Assessment amount. He stated that this will, however, help the
overall tax base. The taxpayers pay the other 80% on the project. He added that
the City will not have to have a new Public Hearing.
Councilmember Broussard Vickers inquired whether the amount of the Special
Assessment is between 20-25%.
City Attorney Glaser replied that was correct, the amount between 20-25%.
Councilmember Broussard Vickers stated that she would like to clarify that, if the
City rebids and the numbers are lower and they are able to change the assessments,
the City is not required to have new Assessment Hearings, because it did not
increase the amount of the Special Assessment. She stated that, because the City is
not having new Assessment Hearings, the process of the dates that were originally
in place for the project will not change. Even though the City will not have the
new numbers by the time the resident's date comes and goes to file in court and
notify the City of their intentions, they will have to keep following that timeline in
order to continue to protect their rights. She added that she would like to make sure
that this is understood.
Discussion ensued among Councilmembers, Mayor Capra and the residents who were in
attendance.

2009 Street Proiect bids and authorize rebiddinl! the 2009 Street Proiect in two Darts.

IX. ANNOUNCEMENTSIUPDATES
1. City Administrator. Dallas Larson
City Administrator Larson stated he would like to see the City Council offer suggestions
on how to meet budget cuts, preferably in a Work Session.
City Administrator Larson stated that he would also like to invite the Beard Group to come
to a Work Session and update the City Council on the status of their work. He stated that
the Beard Group is available Monday, February 16, Tuesday, February 17, and
Wednesday, February 18.

City Administrator Larson stated he would like to receive input from the City Council that
could be taken back to the Police Governing Meeting on March 9, at 7 p.m., at the
Centennial Lakes Police Department.

4. Local Board of Appeal & Eaualization Training & Possible Re-Scheduling of
March 25. 2009. Council Meeting
City Administrator Larson stated that the City has to have at least one person on the City
Council with current training. He stated that the time has expired for all the
Councilmembers who previously had the training.
Discussion ensued.
The Councilmembers agreed to reschedule the March 25 City Council Meeting to Tuesday,
March 31, to allow Councilmembers Fehrenbacher and Paar to attend the Local Board of
Appeal & Equalization Training on March 25 in Maple Grove, Minnesota.
Councilmember Broussard Vickers inquired whether City Administrator Larson would
need to do a Notice for a Quorum.
City Administrator Larson stated that yes, he would.
Mayor Capra stated that the Local Board of Appeal & Equalization does not make it easy
for Councilmembers to participate in this training.
5. Schedule Work Session
The Councilmembers agreed to schedule a Work Session on Wednesday, March 4, at 6:00
p.m. The Budget would be discussed from 6.7 p.m., and the meeting with the Beard
Group would take place beginning at 7 p.m.
4. Fire District Update
Acting Mayor Paar reported that the Fire and Steering Committee met on February 29,
with himself, Councilmember Broussard Vickers, City Administrator Larson, and Chief
Jerry Streich in attendance.
Acting Mayor Paar stated that the Centennial Fire Department consists of mostly
volunteers, who are receiving 33 percent lower pay than similar cities. The Centennial Fire
Department runs on a $700,000 budget. Some similar departments, such as Andover, have
a budget that is over $1 million.
Acting Mayor Paar stated that all the firefighters were asked what they thought they
needed most, and their reply was firefighter gear, such as jackets and boots. It was
estimated that this cost would be approximately $200,000. Budgets are tight, making it
difficult to come up with $200,000. During the meeting, some fundraising ideas were
discussed. The Fire Department lost the gambling benefit that had previously provided

some funds. In addition, fonner Chief Milo Bennett did a good job of being fiscally
responsible by running a tight ship, but now the equipment is getting old.
Councilmember Broussard Vickers suggested looking at better health maintenance options
for the firefighters, such as physicals and possibly arranging for them to have a fitness
room.
Mayor Capra inquired as to how much the Centennial Fire Department had in their fund
for replacement of trucks.
City Administrator Larson replied that they are only replacing the Chief's vehicle this year,
and the fund is in good shape for the rolling stock.
Mayor Capra inquired whether they could take some dollars from the Rolling Stock Fund
for one year to purchase some of the firefighter gear.
City Administrator Larson stated that they could, for example, possibly replace a truck
after 21 years, rather than the normal 20 years, to free up some funds for the firefighter
gear.
Discussion ensued.
Acting Mayor Paar stated that Chief Streich is currently looking for ways to cut spending.
Councilmember Broussard Vickers suggested also looking for ways to generate revenue,
such as charging people for false alarms, and charging for things that could have been
covered by their insurance.
Acting Mayor Paar stated that Chief Streich plans to start giving the City numbers, such as
the number of fires and the dollar amount of the loss resulting from those fires.
Acting Mayor Paar reported that the firefighters completed a survey that they could do on
line in private. He stated that the bottom line result of the survey was that their morale is
high, and only some issues regarding training were mentioned. Acting Mayor Paar added
that Chief Streich had stated that one of his goals was to have the survey responses be all,
or mostly all, in the favorable columns.
Mayor Capra stated that she took the opportunity to sit in on several of the fire fighter
trainings, and found it very interesting to see the dedication the volunteers have. She
stated that they go through very extensive drills.
Acting Mayor Paar stated that Chief Streich invited the Councilmembers to put on
firefighter gear and take the tests. Acting Mayor Paar added that he may take Chief Streich
up on that in the future.

City Administrator Larson stated that, at the February 3 Planning & Zoning Commission
Meeting, the Commission reviewed the revisions to the Mortenson Plan. He stated that
everything looked good, and it is ready to go.

CLOSED SESSION WITH CITY ATTORNEY TO REVIEW POTENTIAL
LITIGATION (Special Assessment Appeals)
After a brief recess, a motion was made by Council member Lee that the Council go
into closed session to meet with the attorney to consider possible litigation relating to
special assessment appeals. The motion was seconded by Council member
Fehrenbacher, all present voted in favor. The motion passed (5-0).
Meeting closed at 8:25 p.m.
The meeting was reopened to the public at 10:40 p.m.
Acting Mayor Paar reported that the only business considered during the closed session
was the discussion with the City Attorney of issues regarding possible litigation that may
result from the adoption of special assessments for the 2009 Street Improvement Project.

I. IntroductionlDescription of Location
This report documents the intersection control evaluation results for the CSAH 14/1-35E
interchange reconstruction project in the Cities of Centerville and Lino Lakes in Anoka County,
Minnesota (see Figure 1). The purpose of the evaluation is to analyze the intersection control
alternatives, previously identified as the preferred altematives from a planning level perspective,
for the two reconstructed CSAH 141l-35E ramp intersections and the reconstructed CSAH
14/21" A venue intersection. Based on prior studies, traffic signal control has been recommended
at the reconstructed CSAH 14/I-35E ramp intersections and the reconstructed CSAH 14/21 Sl
Avenue intersection. Roundabout control was considered in previous studies but has been
eliminated because of the proposed interchange configuration.
II. Existing Conditions
The CSAH 141l-35E junction is currently a grade-separated diamond interchange. At the
junction, I-35E is a four-lane divided roadway. CSAH 14 is a two-lane undivided roadway west
of the I-35E northbound exit ramp to just west of the 21" Avenue intersection and a four-lane
divided roadway (recently constructed) east of the northbound exit ramp. The four-lane divided
cross-section narrows at the interchange to connect into the existing undivided roadway cross-
section where the outside westbound lane is dropped at the I-35E northbound entrance ramp.
Both ramp intersections are currently all-way stop controlled as recommended in the Traffic
Safety Study - CSAH 14 (Main St.) Corridor near 1-35E (Anoka County Highway Department,
November 2001). The 21" Avenue intersection is currently side-street stop controlled. CSAH
14 has been functionally classified as an "A" minor arterial in the Anolea County 2030
Transportation Plan. The posted speed limit along CSAH 14 is 45 miles per hour. Adjacent
land uses to the interchange primarily consist of agriculture, commercial and industrial uses.

III. Future Conditions
The CSAH 14/I-35E interchange reconstruction project involves reconstructing the interchange
to modify the existing grade-separate diamond interchange to a grade-separated folded diamond
type "b/a" interchange, as recommended in the I-35E/CSAH 14 Interchange Alternatives
Evaluation memorandum (SRF Consulting Group, Inc., September 2005). The memorandum
details the exhaustive analysis conducted to select the preferred interchange concept.
Following the selection of the interchange concept, a preliminary analysis was conducted and
documented in the 1-35E1CSAH 14 Interchange Corsim Analysis memorandum (SRF Consulting
Group, Inc., October 2006). As a part of the interchange reconstruction, CSAH 14
improvements have been proposed. CSAH 14 improvements include widening CSAH 14 to a
four-lane divided roadway to tie into the existing four-lane divided roadway sections east and
west of the interchange. The northbound 21" Avenue approach to CSAH 14 is proposed to be
realigned to form the south leg of an intersection formed by the 1-35E southbound exit ramp.
A MnlDOT Level 1 layout has been prepared (SRF Consulting Group, Inc., May 2008) to
illustrate the improvements associated with the interchange reconstruction (see Figure 2).
Following the improvements, the posted speed limit along CSAH 14 will be 45 miles per hour
through the interchange and, as previously noted, traffic signal control has been recommended at
the reconstructed CSAH 14/1-35E ramp intersections and the reconstructed CSAH 14/21'1
A venue intersection. Based on the Anoka County interchangelroundabout/intersection decision
process developed for planning purposes, roundabout control shall not be considered feasible at
locations where the ADT exceeds 20,000. For existing year 2008 volumes, roundabout control
could be feasible at the CSAH 14/I-35E Southbound ramps and the CSAH 14/21'1 Avenue
intersections; however, roundabout control would not be feasible under year 2030 forecasted
volume conditions.
IV. Traffic Volumes
Existing Year 2008 Volumes
Existing year 2008 turning movement volumes and approach volumes were collected (SRF
Consulting Group, Inc., July 2008) at the two CSAH 14/I-35E ramp intersections and the CSAH
14/21" Avenue intersection. For existing year 2008 turning movement volumes, see Figure 3.
Existing year 2008 approach volumes can be found in Appendix A.
Year 2030 Forecasted Volumes
Year 2030 volume forecasts were developed for the aforementioned preliminary analysis of the
interchange reconstruction project. The forecasting was based on the I-35E Corridor Final
Alternative Urban Areawide Review (Dahlgren, Shardlow & Uban, Inc., et aI., September 2005)
and took into consideration future roadway improvements and planned adjacent developments.
Details of the forecasting methodology are documented in the CSAH I4/I-35E Interchange
Forecasts Assumptions (SRF Consulting Group, Inc., June 2006). For year 2030 tuming
movement volume forecasts, see Figure 4.

V. Analysis of Alternatives
Crash Ana]ysis
Standard crash rates from the Traffic Safety Fundamentals Handbook, dated April 200],
published by MnlDOT were used for a crash analysis. Since the existing interchange
configuration is proposed to be modified, the existing crash rate was not determined for each
intersection. The purpose of the crash analysis is to proyide a comparison of the projected
crashes per year that are anticipated for each intersection control type. Tab]es I, 2 and 3 provide
a summary ofthe crash analysis results. For details of the crash analysis, see Appendix C.

is based on standard average crash rates for certain intersection control types. The proposed
interchange configuration is designed such that certain m,yor conflicting movements at the ramp
intersections will be reduced or eliminated. Therefore, the actual crash rate for the traffic signal
control intersection type could be reduced, thereby reducing the projected crashes per year to
reflect the safety improvements associated with the interchange re-configuration.
Warrants Analysis
A warrants analysis was conducted by applying the applicable warrants for multi-way stop
applications and traffic signal control as outlined in the May 2005 Minnesota Manual on
Uniform Traffic Control Devices (Mn/MUTCD). There are no nationally accepted warrants for
the installation of roundabouts because roundabouts are both a roadway element and a traffic
control device. Roadways are typically designed to accommodate traffic yolumes for 20 years
into the future and traffic control devices are typically installed when warranted. Traffic signal
control and all-way stop control do have warrants that are recognized at the national level and
some agencies, including Mn/DOT, have adopted these warrants for roundabouts.
Tables 4, 5 and 6 provide a summary of the results. The 70% factor was applied due to the high
speed of the CSAH 14 mainline (45 miles per hour). In addition, right turning vehicles for the
minor approaches were either eliminated or reduced for each warrants analysis based on
procedures documented in the 2000 Highway Capacity Manual. For the forecasted volumes, the
sth-highest hour was estimated based on the a.m. peak hour and p.m. peak hour volume forecasts.
If the warrant criteria are met for Warrant I using the Sth-highest hour, then it is assumed the
warrant is met for eight hours. Therefore, the results of the analysis indicate only three hours
met (a.m. peak hour, p.m. peak hour, Sth-highest hour). Details of the warrants analysis can be
found in Appendix B.

conditions, near-term year 2013 volume forecasts were developed to take into consideration
planned developments adjacent to the intersection. The year 2013 volume forecasts were based
on the year 2030 forecast methodology and the Village of Hardwood Creek Traffic Study (URS
Corporation, February 2006). The aforementioned traffic study was used to establish anticipated
traffic patterns and determine what portion of the year 2030 forecasted volumes would be present
within in the next five years at the CSAH 14/21" Avenue intersection due to the Hardwood
Creek development. For year 2013 turning movement volume forecasts at the CSAH 14/21"
A venue intersection, see Figure 5.

Capacity Analysis
As previously noted, prior studies have indicated traffic signal control is recommended at the
two reconstructed CSAH 14/1-3 5E ramp intersections and the reconstructed CSAH 14/21 st
A venue intersection. Therefore, a capacity analysis was conducted based on methods described
in the 2000 Highway Capacity Manual. A capacity analysis identifies a Level of Service (LOS)
that indicates how well an intersection is operating based on control delay. Intersections are
given a ranking from LOS A to LOS F. LOS A indicates the best traffic operation and LOS F
indicates an intersection where demand exceeds capacity. LOS A through LOS 0 are generally
considered acceptable.
Tables 8-13 provide a summary of the results of the capacity analysis. Results of the capacity
analysis indicate the three key traffic signal controlled intersections are anticipated to operate at
acceptable levels of service under both existing year 2008 and year 2030 forecasted volume
conditions. Results also indicate that all-way stop control at the three key intersections is
anticipated to operate at unacceptable levels of service under year 2030 forecasted volume
conditions_

VI. Other Considerations
Right-of- Wav Considerations
The comparison of right-of-way impacts between a conventional intersection and a roundabout
depends primarily on the design vehicle and required geometrics. If the design is to
accommodate large trucks, a roundabout generally requires more right-of-way at the intersection.
Generally, a trade-off exists with a conventional intersection requiring less right-of-way at the
node and more right-of-way for the approaching roadways to accommodate turn-lanes when
compared to a roundabout. Based on the revised interchange configuration, additional right-of-
way is already required to accommodate the loops and the additional distance between the ramp
intersections. In order to determine the actual right-of-way impacts as a result of installing
roundabouts, the size of the roundabouts would need to be determined to see if additional right-
of-way would be required.
T ransportatien Svstem Considerations
As previously noted, roundabout control shall not be considered feasible at locations where the
ADT exceeds 20,000 based on the Anoka County interchange/roundabout/intersection decision
process developed for planning purposes. For existing year 2008 volumes, roundabout control
could be feasible at the CSAH 14/I-35E Southbound ramps and the CSAH 14/21" Avenue
intersections; however, roundabout control would not be feasible under year 2030 forecasted
volurne conditions.
Therefore, operation of the CSAH 14/I-35E ramp intersections as a system with the closely
spaced adjacent intersections along CSAH 14 is recommended to minimize the impacts to the
transportation system along the CSAH 14 corridor with respect to the recommended interchange
configuration (see "Future Conditions"). Installing traffic signal control at the reconstructed
CSAH 14/I-35E ramp intersections and the reconstructed CSAH 14/21" Avenue intersection will
allow for the intersections to operate as a coordinated system within the interchange area. This
will provide coordination for heavy movements during the peak hours which reduces the
vehicular delay and controls the queuing interaction among the intersections along CSAH 14.
Additionally, providing traffic signal control at the CSAH 14/I-35E ramp intersections allows for
control of the ramp queues in order to minimize the possibility that queues will spill back onto
the freeway.
VII. Recommended Alternative
The following conclusions are provided for this intersection control evaluation for the 1-
3SE/CSAH 14 interchange reconstruction project in Anoka County, Minnesota:
. Crash Analysis
Roundabout control and side-street stop control are anticipated to have the lowest number
of crashes in year 2030 whereas all-way stop control and traffic signal control are
anticipated to have the highest.
. Warrants Analysis
Traffic signal control is warranted at the reconstructed CSAH 141l-35E ramp
intersections by satisfying the requirements of Warrants 1B, 2 and 3B under existing year

2008 volume conditions. Warrants lA, 1B, 2 and 3B are satisfied under year 2030
forecasted volume conditions. Traffic signal control is warranted at the CSAH 14/21"
Avenue intersection by satisfying the requirements of Warrants 1B, 2 and 3B under year
2013 forecasted volume conditions and Warrants lA, IB, 2 and 3B are satisfied under
year 2030 forecasted volume conditions.
. Capacity Analysis
The two reconstructed traffic signal controlled CSAH 14/1-35E ramp intersections and
the reconstructed traffic signal controlled CSAH 14/21" A venue intersection are
anticipated to operate at acceptable levels of service under both existing year 2008 and
year 2030 forecasted volume conditions. It is anticipated the intersections would not
operate acceptably when all-way stop controlled for year 2030 forecasted volume
conditions.
. Right-of-Way Considerations
Based on the revised interchange configuration, additional right -of-way is already
required to accommodate the loops and the additional distance between the ramp

This recommendation is consistent with previous studies for the interchange reconstruction
project. It is recommended to operate the traffic signal controlled CSAH 14/1-35E ramp
intersections as a system with the closely spaced adjacent traffic signal controlled intersections
on CSAH 14 to minimize the impacts to the transportation system by providing coordination for
heavy movements during the peak hours. Roundabout control was considered in previous
studies but has been eliminated because of the proposed interchange configuration.
The traffic signals at the at the reconstructed CSAH 14/I-35E ramp intersections and the
reconstructed CSAH 14/21" Avenue intersection will be operated and maintained by MnlDOT.
An agreement will be executed where the costs associated with operating and maintaining the
CSAH ] 4/21" Avenue intersection will be reimbursable by Anoka County.

the aforementioned improvement according to the plans and specifications
therefore approved by the Council and on file with the City Clerk.
2. The City Clerk is hereby authorized to return forthwith to all bidders the deposits
made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.

As you are aware, we have sent out quote packages for the 2009 Pond Dredging Project which
are due back on the 17"'. We antldpate that the Council will want to consider award of this
project at their meeting on the 25.... Given the tight timeframe, it would be appropriate for them,
at this time, to also consider how to handle inspection services for this project.
Based on our experience with these types of projects, we have found half-day time commitments
during the dredging to be an appropriate level of oversight. We antidpate the dredging to last
approximately two weeks, induding restoration activities.
Our proposed work scope would indude:
1. Contract Administration (pay requests, submittal reviews, project close-out, etc.)
2. Materials testing coordination
3. Permitting
4. Pre-construction conference
5. Resident c:ommunications
6. Construction Observation (1/2 days during construction)
The project scope does not include any surveying or record plan work.
The work, above, could be completed on an hourly basis for a fee not to exceed $8,000.
If the CIty wishes, it could use its own staff to cover the tasks under items 5 and 6, above. This
would reduce our fee limit to $3,000.

In September, 2008, the City Coundl approved a proposal letter for the first steps In the
proposed Transportation Enhancement Trail Grant project. We have performed those tasks,
including the preliminary survey work and an environmental document known as the Project
Memorandum. In order to continue with the development of the project and to take advantage of
the stimulus package funding that may be aVllilable, preparation of plans and specifications
should begin. The following outlines our scope of services and the associated fees for these
activities if the Council is comfortable proceeding.

The scope of the work leading up to the bid is divided into several categories.
Design (Plans and Specifialtions) .. Bidding
This work Indudes the detailed design of the project documents including: plans, specifications, a
bid form and other related documents. Bidding willlndude: submittal of the ad for bid,
answering bidder questions, issuance of addenda, attendance at the bid opening, and evaluation
of bids.

The plans for this project wiR need to meet certain guidelines outside of our normal fonnat
protocol due to the requirements of the federal funding aSSOCiated with the Transportation
Enhancement Grant. Federal requirements necessitate a host of additional detailed information
that must appear on the plan set and be submitted for review, including:
. Statement of Estimated Quantities
. Alignment and Structure Tabulations
. Cross Sections
. MNDOT Standard Plates
. MNDOT Standard Bid Items
. Traffic Control Plans
. Fonnal Pavement Design
. Formal Drainage Calculations
Additionally, the design will be complicated by the disjointed nature of the project, with short
segments of trail, in all parts of town, through existing neighborhoods. The project also indudes
several elements which require specialized design, including a park facility and pedestrian bridge.
The park design will include three evening meetings with the parks committee (one of which
could be a joint meeting with the City Council). Those meetings will facilitate visioning sessions
to listen to the parks committee's ideas on the focatlon and functionality of the park as well as its
desired amenities. The bridge design scope Indudes: location selection, abutment design,
evaluatiOn of soil reports, hydraUlic Impact analysis, and the selection of a pre-fabricated/pre-
engineered pedestrian bridge. If the hydraulic analysis identifIeS u~m impacts to the flood
elevation, we w)JI need to modify the scope and fee associated with the bridge design; this
proposal does not anticipate that outcome.
To help clarify the scope of this project, we have attached a figure outlining the project as it is
defined at the time of this proposal. Should the scope change, the proposed fees contained in
this letter wiR need to be modified.
Upon completion of the contract documents, we will assist the City in obtaining bids through the
publiC bidding process. We will then tabulate the bids received and prepare a bid results letter.
Permits
A number of permits will be needed for the completion of this project. We anticipate the need
for permits from the following agencies:
. Wetland Conservation Act lGU
. US Army COrps of Engineers
. Rice Creek Watershed District
. Anoka County Highway Department
. St. Paul Regional Water Services
. Met Council Environmental Services
Obtaining these pennits may Involve filling out the application, providing back-up information,
drafting figures, responding to comments from submittals, resubmittals, and meetings with
agency staff.

Coordination of Agency Review Submittals
The grant received by the City for this project Is known as a Transportation Enhancement grant.
The funding is federally based, but Is administered through the Minnesota Department of
Transportation's State Aid Office. Since Centerville is not II "State Aid City", Anoka County must
act as the project sponsor on our behalf. This means that aU official correspondence and
submittals need to go through the County. Technically, since the documents we produce are
viewed as something the County is submitting, we antidpate they will feel obligated to review
them prior to submittal. Therefore, the federal funds necessitate submittals to the following:

. MnDOT Metro State Aid
. MnDOT Bridge Office
Eiilsements/R.O.W. Acquisition
At this point, Oty staff has been handling this process. The federal funding we have received
requires the adherence to very strict policies and procedures on the acquisition of easements. If
our assistance is needed in this endeavor, we would be happy to submit a separate proposal.
However, this proposal DOES NOT have provisions for this work.

The fees for the work described above are outlined in the table below. The work will be billed on
an hourly basis with not-to-exceed limits as shown below. The limits include our billable
expenses. In the categories of Permits and Agency Review Submittals, we have asked that our
limits be viewed as estimates in lieu of the unpredictabillty of the permitting agencies'

Schedule
The schedule for this project has been truncated to be able to accommodate the first round of
stimulus funding through MNDOT's Statewide Transportation Improvement Plan ($TIP). The
deadline to submit all information including plans, environmental documents (PM) and a "Right-
Of-Way One" certifICate is AprlllSttl. This gives us just 7 weeks to complete the design.
Additionally, we will need to have designs far enough along to submit our proposed wetland
impacts by March 13"' In order to allow for the required JO-day comment period.

RESOLUTION AUTHORIZING CONDEMNATION OF PRIVATE
PROPERTY FOR PUBLIC W ALKW AY & TRAIL EASEMENTS
WHEREAS, the City Council of the City of Centerville does hereby detennine
that it is necessary and for a public use and purpose to acquire easements over the
property described on the attached Exhibit "A" ("Property") for public walkway and trail
easements and temporary construction purposes in connection with 2009 Trail
(Transportation Enhancement) Improvements; and
WHEREAS, City staff and consultants have made or will make offers to acquire
the public utility and drainage easements over and under the Property from the owners of
the Property; and
WHEREAS, the City Council finds that the need for the Project and construction
conditions related to the Project make it necessary to acquire the easements to, and
possession of, the Property as soon as possible in order for the Project to proceed in an
efficient, cost effective and expeditious manner.
NOW, THEREFORE, be it resolved by the City Council of the City of
Centerville, Minnesota:
I. That the City Attorney is authorized to commence eminent domain
proceedings pursuant to Minnesota Statute Chapter I 17 to acquire the real property
interests described on the attached Exhibit "A" if City staff and consultants are unable to
acquire said real property interests through direct negotiation.
2. That the City Attorney is authorized to acquire the necessary real property
interests pursuant to the "quick take" provisions of Minnesota Statutes ~ 117.042.
3. That the Mayor and the City Administrator are authorized to execute all
documents necessary, in the opinion of the City Attorney, to effect the acquisition of the
necessary property interests.
Passed and duly adopted by the Council of the City of Centerville this 25th day of

The purpose of rhis srudy is ro idenri/}' and plan for shorr-, mid- and long-rerm rransporration improvements along
CSAH 34 (Birch Street) in order to address congestion, safety, access and mobility concerns expressed by local
residents, business owners and public safety officials. The CSAH 34 Corridor Study is the initial step in addressing
these concerns and planning for the future.
The primary goal of this study is to identi/}' a preferred roadway concept for the CSAH 34 Corridor. As an important
east and west route for the City of Lino Lakes and Anoka County, CSAH 34 is a critical component of both the city
and county transportation systems. The srudy objectives are listed below:
o Develop an understanding of the issues, constraints and opportunities in the corridor through: comprehensive data
collection/assembly; technical analysis of issues/problems; and discussions with stakeholders.

meet the project's goals while minimizing potential social, economic, and environmenral impacts.
o Consider opportunities to srrengthen rhe sense of community by incorporating gateway treatments and streetscape
concepts into roadway alternatives if they are compatible with roadway design and support corridor safety
objectives.
o Consider the needs of pedestrians and bicyclists in the overall corridor implementation plan.
o Evaluate the concepts, select a prefetred option and propose a staged implementation program that meets federal
and srate environmenral regularions.
o Involve stakeholders thtoughout the decision-making process to: enhance undersranding of corridor issues, goals
and objectives; build credibility for technical analysis; and foster support for implementation.
The project is co-sponsored by Anoka County and the City of Lino Lakes and is being guided by a Technical Advisory
Committee (TAC) which comprises staff from the city, county, and Mn/DOT. For those citizens interested in getting
involved, there will be several opportuniries for public participation throughour the srudy, including a Neighborhood
Advisory Committee (NAC) which will be formed after the first open house. The NAC will be composed of 15 to
20 representarives from key neighborhood and community groups and will playa critical role in helping to provide
