Mayor Capra called the January 28, 2009, City Council Meeting to order at 7:03 p.m. IL PUBLIC HEARING None III. APPROVAL OF AGENDA Mayor Capra made the following additions to the Agenda: Under Consent Agenda, Item 1, added: (Check #024077 - 024102) and (Page l la) (Check # 024104 - 024118) Under Consent Agenda, added: Item 3, Acceptance of Finance Director John Meyer's Retirement Letter Under New Business, added: Item 4, Posting for Finance Director Position Under New Business, added Item 5, Additional Assistance from ABDO, Eick & Meyers For Temporary Assistance During the Vacancy of the Finance Director's Position (Not to Exceed $5,000) Motion by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher, to approve the January 28, 2009, Agenda as amended. All in favor. Motion carried unanimously. IV. APPROVAL OF MINUTES 1. January 14, 2009, City Council Meeting Minutes Mayor Capra made the following changes to the January 14, 2009, City Council Meeting Minutes: Page 1 of 5 Centerville of City City Council Meeting Minutes January 28, 2009 Remove the dashes from all instances of Councilmember Broussard Vickers' name. On Page 3 of 10, under Awards/Presentations/Appearances, Item 1, the last paragraph should read: Councilmember Lee added that the Parks and Recreation Hayride would be held after the Ice Fishing Contest, at 6 p.m. that evening. On Page 9 of 10, under Announcements/LJpdates, Item 2, the last sentence in the first paragraph should read: Mayor Capra provided a copy of the letter from the Circle Pines Mayor to the Councilmembers. Motion by Council Member Lee, seconded by Council Member Fehrenbacher, to approve the January 14, 2009, City Council Meeting Minutes as amended. All in favor. Motion carried unanimously. V. CONSENT AGENDA 1. City of Centerville January 15, 2009, through January 28, 2009, Claims (Check # 024077 - 024102 and Check # 024104 - 024118) 2. Centennial Fire District Claims through January 22, 2009 Mayor Capra requested that Item 3 be pulled for discussion. Motion by Council Member Broussard Vickers, seconded by Council Member Lee, to approve Items 1 and 2 of the Consent Agenda as presented. All in favor. Motion carried unanimously. 3. Acceptance of Finance Director John Met'er's Retirement Letter Mayor Capra read John Met'er's Retirement Letter to the Councilmembers. She stated that he would definitely be missed and was an outstanding employee for the City. She stated that, if possible, she would like to bring him back for a reception in his honor. Councilmember Lee commented that apot-luck affair of some sort would be appropriate. Motion by Council Member Fehrenbacher, seconded by Council Member Broussard Vickers, to approve Item 3 of the Consent Agenda as presented. All in favor. Motion carried unanimously. VL AWARDS/PRESENTATIONS/APPEARANCES Sgt. Pat Aldridge Sgt. Aldridge appeared to give updates from the Police Department. Some of the updates were: All Alcohol Compliance Checks for Centerville passed. CSO Zech will be the CSO Liaison for Centerville. Interviews and the background stages have been completed for the full-time Police Officer position, and the start date is being discussed. Interviews are being completed for the potential reserves. The Police Department is currently working on the Reserve Transport Policy, which will free up time for the officers on the street. Page 2 of 5 Sgt. Stepan is offering CPR Classes. Centerville of City City Council Meeting Minutes January 28, 2009 be obtained from the Centennial Lakes Police The Police Department is continuing the LTMCPI Management Training. City Events The Police have been in contact with Centerville Elementary and Creative Kids Daycare. Officer Langreck is continuing the Theft from Vehicle Deterrent Program. Officer Kruger is continuing the Open Garage Awareness Program, and is getting stickers to use to alert citizens. Officer Sandmann was watching 2 houses, one of which has gone. He is also gathering information for crime prevention pamphlets Miscellaneous Statistics 107 Warning tickets and quite a few citations were issued in the last month. These were mainly speeding citations and were due to the reopening of Main Street. 4 DWI's were issued. 1 snowmobile citation was issued. Mayor Capra reported that Michelle Lakeo held a CERT Emergency Scenario on Monday, January 26, which went very well. VII. OLD BUSINESS Adoption of Ordinance, reor a'~ nizin.~ Chapter 154, Zoning, and renumbering it to Chapter 156 City Attorney Glaser stated that Chapter 156 contained exactly the same text as in Chapter 154 during the last Council Meeting. He stated that, because there were so many changes to Chapter 154, and to make it less confusing, it was decided to retire Chapter 154 and adopt Chapter156. Motion made by Councilmember Lee, seconded by Councilmember Broussard Vickers, to retire Chapter 154, Zoning, and adopt it as Chapter 156. All in favor. Motion carried. 2. Adoption of Resolution #09-003 - Approving Summary of Ordinance for Publication City Attorney Glaser stated that this Resolution was in the Councilmembers' packets for their approval. Motion by Councilmember Fehrenbacher, seconded by Councilmember Lee, to approve adoption of Resolution #09-003, approving Summary of Ordinance for publication. All in favor. Motion carried unanimously. VIII. NEW BUSINESS Approve Funds for Soil Borings in Conjunction with Downtown Area Draina.~e System, Not to Exceed $3,780 City engineer Mark Statz reported that the City is continuing to look at additional options for storm water treatment and a solution to use pond systems for irrigation for ball fields. He stated that Public Works Director Palzar suggested the site on the southwest corner of Lamont Park, south of the Warming Page 3 of 5 Centerville of City City Council Meeting Minutes January 28, 2009 House and south of the Ice Rink. He stated that this site looks promising; however, there are a few concerns they would look at before moving forward. One of the concerns is whether or not the water table would be too high. He stated that they will get soil boring logs and reports. He added that the City solicited quotes, and two quotes were included in the Councilmember'spaekets. Administrator Larson reminded the Council that they have not ruled out the St. Genevieve Pond, but the other option would offer some advantages, including the possibility of eliminating the two ponds in the downtown area. Discussion ensued. Motion by Council Member Lee, seconded by Council Member Fehrenbacher, to approve funds for soil borings in conjunction with downtown area drainage system, not to exceed $3,780. Motion carried (3/1) Councilmember Broussard Vickers opposed. 2. Authorization of Funds for Appraisal Work -Block 8 Parcels -Budget Not to Exceed $5,000 City Administrator Larson stated that before the City can move to the next step with the Block 8 Parcels, they need the appraisals. Motion by Council Member Lee, seconded by Council Member Fehrenbacher, to authorize funds for appraisal work -Block 8 Parcels, not to exceed $5,000. Motion carried (3/1). Councilmember Broussard Vickers opposed. Approve Request to Anoka County to Add Timer to Downtown Li..~g Panel -Cost Would Be $3,340 City Administrator Larson stated that this would give the City an opportunity to control how much the lighting is used, and it would conserve energy. Councilmember Fehrenbacher stated that he would first like to see the exact figures on the savings that would result. Discussion ensued. Motion made by Council Member Broussard Vickers, seconded by Council Member Lee, to approve the request to Anoka County to add timer to downtown lighting panel, cost not to exceed $3,340. Motion carried (3/1). Councilmember Fehrenbacher opposed. 4. Posting for Finance Director Position Motion made by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher, to approve the posting for the Finance Director Position. All in favor. Motion carried unanimously. 5. Additional Assistance from ABDO, Eick & Meyers for Temporary Assistance During the Vacancy of the Finance Director Position (Not to Exceed $5,000 Page 4 of 5 Centerville of City City Council Meeting Minutes January 28, 2009 City Administrator Larson stated that the City would use them on an hourly basis, as needed. Motion made by Council Member Lee, seconded by Council Member Broussard Vickers, to approve additional assistance from ABDO, Eick & Myers for temporary assistance during the vacancy of the Finance Director position, not to exceed $5,000. All in favor. Motion carried unanimously. IX. ANNOUNCEMENTS/UPDATES City Administrator, Dallas Larson City Administrator Larson provided the Councilmembers with a list showing the expected impact of the Governor's budget reductions. He stated that there would be a Market Value Homestead Credit Aid cut of about $65,000 for 2009 and about the same amount for 2010. In addition, Centerville would not get any Government Aid. He stated that the City will have to look at the budget and identify ways to handle these cuts. 2. Monthly En in.~ Bering Report City Engineer Mark Statz reported that he prepared a document for City Administrator Larson regarding the accounting for fees, which outlines their understanding of the current scope of fees for each project. He stated that this will be reviewed at the next City Council meeting. Anoka County's Joint Law Enforcement Council (ACJLEC) Meeting Updates Mayor Capra reported that the AC7LEC is submitting a letter to the State of Minnesota, supporting Administrative Fines. City Attorney Glaser reported that Administrative Fines would use the City's own enforcement for certain smaller offenses. In these cases, the Administrative Fines would be paid to the City and the City would keep more of the revenue. He added that the City fines are usually lower. City Attorney Glaser stated that, if someone does not want to pay the Administrative Fine, the issue would go to the District Court. He added that more of a due process could also be set up within the City. Mayor Capra reported that the City will receive a Grant for radios for the City Public Works. X. ADJOURNMENT Motion by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher, to adiourn the January 28, 2009, City Council Meeting. All in favor. Motion carried unanimously.
