ADJOURt"lMENT Parks & Recreation Committee Meeting Minutes 03-04-09 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, March 4, 2009 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City ofCenterville held the regularly scheduled Wednesday, March 4, 2009 meeting at City Hall, 1880 Main Street. CALL TO ORDER I. Roll Call Chairperson Seeley called the March 4, 2009 Parks & Recreation Committee Meeting to order at 6:34 p.m. II. SET AGENDA Chairperson Seeley requested adding a review of Skate Night/Horse Drawn Hayride as #4 - Updates and the Project Requirement Form as #5 - Updates. Mr. Paul Palzcr, Public Works Director requested adding a discussion of an Accelerator Retrofit Package Recall/Game Time for a piece of play equipment at Lauric LaMotte Memorial Park as #5 - Committee Business. Vice-Chairperson Amundsen requested adding a discussion of Solar Lighting as # 6 - Updates. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to set the agenda with the above additions. All in favor. Motion carried unanimously. III. APPEARANCES Liz Guimont, Youth/Teen/Familv Director - Chain of Lakes YMCA - Summer Prol!rams Liz Guimont, Youthffeen/Family Director, Chain of Lakes YMCA made an appearance at the March 4. 2009 Parks & Recreation Committee meeting to discuss the Summer Program, Park Play Days at 10f7 Parks & Recreation Committee Meeting Minutes 03-04-09 Laurie LaMotte Memorial Park. Ms. Guimont said the YMCA Staff felt the Park Play Days at Laurie LaMotte Memorial Park went very well last year and were enthusiastic about doing the program again this summer. There were 23 children the first session and 18 the second session, mostly younger children in the 4 - 6 year old age group. The skate board program offered for older children was not a well received addition to the summer program so it was not added this year. Ms. Guimont said the Wargo Nature Center Staff who attended the Park Play Days with various presentations in 2008 was popular and they are trying to incorporate that into this summer's program, but Wargo has budget/staff cuts also and this may not be possible. The YMCA has a more efficient, centralized marketing system in place this year which will enable them to more easily get information regarding programs to a larger group in a timelier, cost efficient manner. Park Play Days is advertised in the current publication. The program in 2008 cost $1,500 with the City of Centerville funding $1,000. Ms. Guimont stated that while the programs are not intended to make money, their intention is certainly to break even. To decrease costs for 2009 the registration fee was raised by $10 for the 7 week program, they will only need limited supplies as that cost was incurred in 2008 and they eliminated snacks. The YMCA is asking the City of Centerville to fund the program with $1,200. Chairperson Seeley stated she felt that was quite reasonable. Ms. Guimont also asked the committee to think about anything the committee might need that the YMCA staff could help with, such as advertising. Chairperson Seeley mentioned the 8K RunlWalk. Ms. Stephan will email that information to Ms. Guimont. Mr. Mark Statz. City Enl!ineer. Trail Proiect Discussion & Laurie LaMotte Memorial Park Pond Update Mr. Mark Statz, City Engineer was in attendance to discuss the Trail Project with the committee. Also in attendance from Bonestroo were Mr. Jeff Martin, Landscape Architect, Urban Design and Mr. Gary Morien, Bridge Design. Mr. Statz apologized in advance for the short notice and hectic schedule on this project and explained the haste as essentially the Transportation Enhancement Trail Grant the City has received in the amount of$750,000 for 2012 has the possibility of being moved to 2009. Mr. Statz explained an application for Federal Stimulus Package money was submitted for this project. If we are selected, it could movc our project into 2009 funding (currently, we are programmed for 2012 money) as well as provide grant money to cover the local matching funds of about $250,000. At the February 25, 2009 City Council meeting, Council authori7.ed Bonestroo to proceed with plans and specs, as well as permitting activities in order to move the project closer to "shovel ready" status. The committee and Bonestroo representatives discussed the trail-side park, pedestrian bridge and general project issues. There are a lot of stipulations and deadlines that go with Federal grant money and the City has approximately 1 to I Y, month to design the project and get the documents submitted. There are about IS easements the City will need to acquire which is already being worked on by Mr. Dallas Larson, City Administrator. Mr. Statz asked the committee to meet again in 2 weeks. Council Member Lee said the Centerville Lions would also like to meet with the committee to discuss the 8K RunlWalk being held during Fete 20f7 Parks & Recreation Committee Meeting Minutes 03-04-09 des Lacs. The committee will meet with Bonestroo and the Centerville Lions on Wednesday, March 18, 2009 at 6:30. Ms. Stephan will ensure this meeting is posted. Council Member Lee will notify a Centerville Lion Representative. Mr. Jeff Martin was in attendance to discuss potential trail side park locations and get feedback from the committee. The Transportation Enhancement Trail Grant shows a trail side park as a type of trail head with information available in perhaps a kiosk area. There are three (3) areas being considered; a location at City Hall, the corner site abutting St. Genevieve where County Road 14 was moved, and a small site on Centerville Lake abutting County Road 14. The committee did not feel a City Hall site was desirable, but liked the idea of a trail side park by the church as a focal point entering the City of Centerville. The site on Centerville Lake is small with a very steep slope, this would not work well as the park itself, but the committee would like to incorporate this piece, perhaps into the parcel abutting to the church property, making one long park. The piece on the lake could be used for viewing of the Bald Eagle Water-Ski Shows, the sunset, fireworks, etc. if the bank were converted into a seating area. It might also be possible to acquire abutting property from St, Paul Water Utility, which would give access to the area with a lower slope. This portion of the park would just be slightly developed. Some ideas for the trail side park were as follows; . Peace Pole - Celebrating the City's Heritage using four languages; French, English, German, Lakota . Information Kiosk . Lighting for both the north and south ends of the park . Water Fountain as a focal point . Benches, Bike Racks . Trees . Arbor . Pervious Pavement. . Small Fishing Pier (There is no fishing at Hidden Spring Park or along County Road 14 between the lakes, a pier or dock here would be a nice addition) . No Stairs Mr. Martin asked the committee to define their priorities, which were as follows; Water fountain Feature, Trail Map (Kiosk), Lighting, Drinking Fountain, Benches, Bike Racks, Arbor, possibly a Fishing Pier at a later time. The committee would like the name of the park to evolve from something relevant to the City's heritage. Mr. Martin will bring examples of an information type kiosk to the next meeting. Discussion was then had between the committee and Mr. Gary Morien regarding the pedestrian bridge which would cross the creek behind City Hall. There were questions regarding wood decking versus concrete decking, the cost, longevity and maintenance of each. Mr. Morien stated the choices were limited by MNDOT requirements. Vice-Chairperson Amundsen was concerned about the type of steel 30f7 Parks & Recreation Committee Meeting Minutes 03-04-09 bridges that he has seen rust, to which Mr. Morien replied they are made from self weathering steel which will rust at the beginning, but seals itself after several rains. Painted bridges become a maintenance problem with peeling paint. Mr. Paul Patzer asked about removing graffiti and lighting around the bridge area. These are items to think about and discuss further at the next meeting. Mr. Morien will bring more information and examples. A liaison was assigned to each different element of the project design as was discussed at our joint Parks & Recreation/City Council meeting several weeks ago to enable better, more timely communication between all groups involved. After discussion, the committee would like to reiterate to City Council that they arc adamantly opposed to the pond being located in the south west comer of the park and strongly recommend City Council consider the south east comer, behind the homerun fence, as the committee originally suggested. The alternate location would be taking the soccer field, which is continually used during the summer season, taking green space that is in a high traffic area and creating an unsafe area too close to the active spaces of the park. Council Member Lee reported that in talking to Mr. Doug Porter, Centennial Soccer, that this particular soccer field is the only regulation size field at the park. Motion was made by Vice-Chairperson Amundsen, seconded by Chairperson Seeley, that following a presentation by Mr. Mark Statz, City Engineer, regarding additional information as to the purpose and benefits to the City of the drainage pond in Laurie LaMotte Memorial Park being located in the south west corner, the committee does not support this location and would recommend City Council locate the drainage pond in the south east corner of Laurie LaMotte Memorial Park as originally recommended by the committee. CONSIDERATION OF MINUTES February 4, 2009 Joint City Council and Parks & Recreation Committee Work Session Meetin!! Minutes City Council approved these minutes at the February 11,2009 City Council Meeting. February 4, 2009 Parks & Recreation Committee Meetin!! Minutes Motion was made by Chairperson Seeley, seconded by Committee Member Selander, to approve the January 7, 2009 Parks & Recreation Committee Meeting Minutes as is. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Trail Proiect This item was discussed under Appearances. Laurie LaMotte Memorial Park Pond This item was discussed under Appearances. Summer Prol!rams YMCAlWargo Nature Center - This item was discussed under Appearances. The following motion was made: Motion was made by Chairperson Seeley, seconded by Committee Member Selander to recommend City Council expend funds not to exceed $1,200 to support the YMCA Park Plays Days at Lauric LaMotte Memorial Park for the 2009 Summer Programs. All in favor. Motion carried unanimously. Battle of the Bands/Boards - This event was very well attended by the community in 2008 and the committee would like to be able to offer this again in 2009. Council Member Lee will donate the use of his equipment again this year for the Battle of the Bands. Committee Member Lee is willing to organize and be responsible for advertising the event. The date the committee would like to choose for the first event would be Saturday, June 20, 2009 and then the Saturday of Fete des Lacs, August 8, 2009 for the second event. Committee Member Lee will contact Ollie & Company as to their availability. Holding this event during Fete des Lacs can be discussed with the Centerville Lions when they meet with the committee. This will be added to the April agenda. BBQ at Hidden Springs - This item will be discussed further at future meetings. Music in the Park - The committee received information and a CD from a local group of musicians Brady's Big Band (16 piece big band) & Jill and the Jacks (a smaller combo) which Chairperson Seeley listened to. While Chairperson Seeley thought the music would be a great addition to the Music 50f7 Parks & Recreation Comminee Meeting Minutes 03-04-09 in the Parks Program, the cost was prohibitive at $1,000 and $400 respectively. Council Member Lee felt there were less expensive options and he will do some research and report back at the next committee meeting. The committee felt budgeting $1,000 for three (3) different Music in the Park events should be sufficient Budget Discussion - 2009 Proiects & 5 Year Capital Improvement Plan Due to the length of this meeting the committee had nothing further to add to the budget discussion at the February 4, 2009 committee meeting other than the motion for the YMCA Park Days at $1,200 and future consideration of $1,000 funding for Music in the Park. Council Member Lee informed the committee that due to budget cuts the committee would have approximately $12,500 in the 2009 budget. Accelerator Retrofit Package Recall/Game Time for a piece of plav equipment at Lauric LaMotte Memorial Park Mr. Paul Palzer, Public Works Director, brought it to the committee's attention that there is a recall notice to a piece in the play structure at Lauric LaMotte Memorial Park. The company will come out and remove the piece and replace it with a pole that from the paperwork just looks like a filler. Chairperson Seeley asked Mr. Palzer to contact the company for more information as to what the piece was being replaced with and whether the City was entitled to a refund. VI. UPDATES Park Sign age Vice-Chairperson Amundsen is still working on the signs and should have something to Mr. Palzer in the next week or so. Tree Removal at Eagle Park The representative from the DNR was supposed to come out and mark the trees to be removed, but has not done so as of yet. Vice-Chairperson Amundsen said he would like to do the cutting project in April. Fete des Lacs 2009 Centerville Lake Run/Walk Committee Member Branch was not in attendance at the committee meeting but had emailed updates which were included in the packet for the committee's review. Council Member Lee said one of the items the Centerville Lions wanted to discuss was did the committee foresee the need to move any of the satellites being rented for Fete des Lacs to the race route and was the committee willing to share some of the cost of the satellites? In discussion the committee did not feel it necessary to move the satellites as there were facilities at the start of the race at Laurie LaMotte Memorial Park as well as half way through at the Anoka County Regional Park. The committee briefly discussion the need for and placement of Lion's is looking first aid stations, water stations and placement of volunteers. This discussion will be continued further at the April meeting when Committee member Branch will be in 60f7 Parks & Recreation Committee Meeting Minutes 03-04-09 attendance. Skate Nie.ht/Horse Drawn Havride The committee and Council Member Lee received excellent feedback from the community regarding this event. It was a great success and well attended by the community. This is an event the committee would like to continue to hold each winter. Proiect Requirement Form Chairperson Seeley asked Ms. Stephan to forward an email copy of the draft Project Requirement Document to all members of the committee for their review. We can then revise these documents to incorporate comments and suggestions at our next meeting. Chairperson Seeley would like to start using these fonns as soon as possible. Solar Lie.htinl! He had supplied infonnation to Ms. Stephan via email but due to the length of the meeting this item will be added to the April agenda. Vice-Chairperson Amundsen also requested a discussion of birdhouses be added to the April agenda. VII. (Cl651-249-3010 Work to be performed or overseen by: Centerville Public Works Department Expected Project Completion Date: To be advised Project Description: This project is to construct a bicycle/pedestrian bridge allowing a new trail (designated "L" on the TE Trail Grant Project Scope map) to cross Clearwater Creek near Centerville City Hall connecting an existing trail to the south to the new Regional Trail being built along Main Street. Document Scope: This document represents best efforts of the Centerville Parks & Recreation Committee to list the project requirements that are deemed necessary for a favorable outcome to the project. Local regulations, safety considerations and best construction practices will take precedent over these requirements; however it is the obligation of those who are overseeing the work performed to bring such discrepancies to the attention of the P & R Project Contact for further discussion. Project Requirements: 1) The bridge shall be designed and constructed to allow safe and easy passage of pedestrians and bicycles. Clarification: All ridinglwalking surfaces should be relatively smooth so as to not present trip hazards or difficult bicycling. 2) The bridge shall be of a design and materials to allow for an attractive appearance throughout its service life. Clarification: There should be no or minimal use paint that would require regular re- painting. Project Requirements Document (PRO) 3) The bridge style shall be of a Modified Bowstring Truss design Clarification: The trusses should not extend excessively far below the roadbed (more "U" shaped rather than 'H" shaped). 4) The bridge deck surface shall be concrete. 5) The railing style shall be vertical pickets. 6) The bridge surface finish and all railing shall be self weathering steel. 7) A concrete approach apron shall be installed for the bridge. 8) The bridge clear width shall be 12 ft upon the approval of any State or Regional transportation authorities. 9) The bridge shall have a plastic/wood composite rub rail at handlebar officially designated handlebar height. 10) The rub rail shall be installed such that any temperature expansion and contraction of the material will have no significant impact on appearance or usability. Clarification: For example, fasteners would be designed to allow for expansion and contraction. Attachment to the bridge will not allow sagging, buckling, warping or cracking of the rub rail material. 11) The rub rail shall be continuous without gaps and will allow pedestrians who choose to use it for support to slide their hand freely along the top inside and outside of the rail. Clarification: It is not necessary to meet ADA handrail requirements. 12) The bridge shall incorporate a toe plate at a height to prevent bicycle tires from going over the edge of the bridge. 13) The bridge lead-in rails shall be of a length and angle to the path so as to funnel traffic from the path onto the bridge. 14) The bridge shall be constructed to accommodate City of Centerville's maintenance snow removal vehicles and equipment. 2009 Trail Bridge Project Page 2 03/1312009 Fl.'stiv:u of Lakl.'s City of Centerville . ~ . . ..~ ". According to Mn/DOT traffic volume maps, Main Street (CSAH 14) has a 2007 ADT of 8300 west of 20th Avenue (CSAH 54). Centerville Road (CSAH 21) is a two-lane rural county road with narrow, unpaved shoulders. According to Mn/DOT traffic volume maps, Centerville Road (CSAH 21) has a 2007 ADT of 3750 south of Main Street (CSAH 14). CSAH 21 is a B minor arterial. 20th Avenue (CSAH 54) is a two-lane rural county road with narrow, unpaved shoulders. According to MnlDOT traffic volume maps, 20th Avenue (CSAH 54) has a 2007 ADT of 4150 south of Main Street (CSAH 14). CSAH 54 is an A minor arterial. A map showing the project scope, including proposed trail and park locations is located in Appendix A. Highway Section Termini Centerville Road (CSAH 21) from Lamotte Drive to Westview Street 20th Avenue (CSAH 54) from Center Street to Main Street (CSAH 14) Adjacent Land Use The land use along the corridor includes residential neighborhoods, employment centers, commercial and public land (including regional parks and schools). Road Usage Main Street (CSAH 14) maintains a higher than average volume of truck traffic. Many of these trucks are traveling between the industrial area along Centerville Road and Interstate 35E. No other unusual traffic or road uses occur within the trail corridor. Centerville Road (CSAH 21) and 20th Avenue (CSAH 54) do not have higher than average truck traffic. HorizontalNertical Alignment The trails generally follow existing roads and have a straight horizontal alignment. The vertical alignment of the trail will follow the existing roadways. The Centerville area is generally flat. Bridge Crossings Bridge No. 02J01 carries 20th Avenue (CSAH 54) over Clearwater Creek. The trail along 20th Avenue (CSAH 54) will cross this existing bridge. A new pedestrian bridge may be constructed as part of this project to cross Clearwater Creek immediately SE of City Hall. Railroad Crossings No railroad crossings are involved in this project. Traffic Signals No traffic signals are involved in this project. A traffic signal will be installed at the intersection of Main Street (CSAH 14) and 21st Avenue (CSAH 54) as part of the ongoing CSAH 14 reconstruction project. A future signal is planned for the Main Street (CSAH 14) and Centerville Road (CSAH 21) intersection. Facilities for pedestrian crossings will be considered with the proposed and future signals. III. PROJECT PURPOSE AND NEED Project Purpose The purpose of this project is to encourage pedestrian/bicycle transportation by completing key links in the City of Centerville's existing trail system and connecting to the regional trail system. The project will improve the safety and convenience for bicyclists and pedestrians. Project Need Centerville currently does not have a safe roadway pedestrian/bicycle route connecting residential areas with area amenities. Several destinations are located along Main Street (CSAH 14) and Centerville Road (CSAH 21), including the downtown area, schools, residential neighborhoods, Rice Creek Chain of lakes Regional Park Reserve, Chauncey Barett Gardens (a senior housing facility) and Centerville lake. Travel to these sites currently requires that pedestrians or bicycles travel on the shoulders of Main Street (CSAH 14) or Centerville Road (CSAH 21). Both Main Street (CSAH 14) and Centerville Road (CSAH 21) have a posted speed limit of 45 miles per hour. A safe crossing of Main Street (CSAH 14) is particularly important between the residential neighborhoods and Centerville Elementary School. The absence of a safe crossing of Main Street (CSAH 14) also affects the use of the regional trail system, including the recently constructed Main Street (CSAH 14) trail from 135W to 135E. Crash data for the last 10 years shows five vehicle crashes with pedestrians or bicyclists. Of the five crashes, one was an incapacitating injury, three were non- incapacitating and one was a possible injury crash. All of the crashes were located on Main Street (CSAH 14). One crash was located at the intersection of Progress Drive, adjacent to the Elementary School, two crashes were located a few blocks east of the school at Mill Road, one crash was at Shad Avenue and one was located at Brian Drive. IV. ALTERNATIVES No-Build Alternatives This project is intended to complete a trail system designed to mitigate a clear risk to pedestrians and bicyclists accessing the many destinations located along Main Street (CSAH 14) and Centerville Road (CSAH 21), including Centerville Elementary School. If this project is not undertaken, the trail system will remain incomplete and safety issues will not be addressed. The risk of injury would remain and continue to increase as the City population and traffic grows. Design/Construction Alternatives Alternatives to an off-road bituminous trail include a different alignment or using other surface materials. Completing the existing trail with on-road segments would involve widening the roadway shoulder and utilizing it for the trail. Since portions of an off-road trail already exist, such an option would create a disjointed combination of on-road and off-road segments. Also, due to the use of the proposed trail by elementary school children and the increasing traffic volumes on Main Street (CSAH 14) and Centerville Road (CSAH 21), little increase in safety would be gained. Therefore, this alternative was not selected. Surface options include concrete, wood chips and gravel. The majority of proposed trail segments will be surfaces with bituminous pavement. Using a concrete surface for all of the new segments would increase the cost of the project without providing sufficient increased benefit. Segment J, along Centerville Road (CSAH 21), will be a section of concrete sidewalk. This is necessary to match the future concrete boulevard area and existing approaches to buildings along this section of downtown. Gravel and wood chip surfaces, while low in cost, require substantially higher maintenance than bituminous surface. These options were therefore not selected. Location Alternatives Since segments of the trail system currently exist, constructing the trails in new locations would leave the existing portions the trail system disconnected. Aligning the trail parallel to City and county roadways will utilize existing right of way and minimize SEE impacts. Preferred Alternative The City of Centerville is proposing to construct 2.5 miles of pedestrian/bicycle trail linkages with appurtenances at the following locations. The Segment description letters refer to the TE Trail Grant Project Scope map in Appendix A: 1. Mill Road from Main Street (CSAH 14) to Peltier Lake Drive (Segment E) 2. Off road from Main Street (CSAH 14) to Heritage Street and east on Heritage Street (Segment H) 3. Sorel Street from Goiffon Road to Dupre Road (Segment I) 4. Centerville Road (CSAH 21) from Meadow Lane to Westview Street (Segment J) 5. Off road from Centerville Road (CSAH 21) to Lamotte Drive and connecting to existing trails within Lamotte Park (Segment K) 6. Off road from existing trail near Eagle Trail to Main Street (CSAH 14) with a new pedestrian bridge crossing the Clearwater Creek (Segment L) 7. 20th Avenue (CSAH 54) from a point south of Center Street to Main Street (CSAH 14) (Segment Pl. This segment also will have an off road spur from 20th Avenue (CSAH 54), west to Eagle Trail. 8. Off road from existing trail south of Center Street to 20th Avenue (CSAH 54) (Segment Q) Two trail segments, P and Q, may vary slightly from the alignment shown to minimize right of way or Wetland impacts. The exact alignment of these segments will be determined during the final design process. The worst case for each route has been included in the preliminary determination of impacts. All new trail segments, except Segment J along Centerville Road (CSAH 21), will be a bituminous trail with a minimum width of eight feet and will have two foot clear zones on either side. Segment J along Centerville Road (CSAH 21), will be a six foot concrete walk. A new park will also be constructed as part of this project to be used as a rest stop for trail users. Two locations for this park are under consideration. One possible park location includes the area next to the existing City Hall, already City property. The second potential location for a trail park is adjacent to Main Street (CSAH 14) near Centerville Lake. This location is also on property owned by the City of Centerville, which was acquired as a group of uneconomic remnants from a past Main Street (CSAH 14) project. No additional right of way will be needed for either potential park location. A map showing the project scope is located in Appendix A. V. PROJECT COST, FUNDING a SCHEDULE The total estimated cost for this project is $1,055,040. SOCIAL, ECONOMIC AND ENVIRONMENTAL (SEE) IMPACTS Section 4(f)/6(f) Property The proposed project will impact Laurie LaMotte Memorial Park in the City of Centerville. The park is adjacent to the beginning of a two-mile, paved bike and walking trail that leads to the Anoka County Rice Creek Chain of Lakes Regional Park. Laurie LaMotte Memorial Park is located on the east side of LaMotte Drive, west of Centerville Road. LaMotte Park is approximately 22.6 acres in size and features the following facilities: . Two soccer fields . Three softball fields with spectator bleachers . An ice rink (including both a hockey rink and a pleasure rink) and warming house in the winter . Wheels Skate Park in the summer . A play structure . A parking lot The City owned property contains the abovementioned facilities and open space. The proposed trail will cross the open space along the north side of the park, adjacent to the ball field and then travel along the parking lot. Approximately 0.34 acres of park property will be used temporarily during construction and 0.46 acres will be occupied permanently by trail. These impacts affect approximately 3.5 percent of the total park area. There are no park facilities in the area of LaMotte Park affected by the proposed project. Access to and parking for LaMotte Park will not be affected. No current or planned facilities within the park will be adversely affected by the conversion of this strip of open space to trail corridor. The proposed project is an independent bikeway/walkway project covered by the Programmatic Section 4(f) Statement for Independent Bikeway Projects. See attached written approval from the official having direct jurisdiction over the Section 4(f)/6(f) property in Appendix B. National Historic Preservation Act (Section 106) It has been determined that no historic properties eligible for or listed in the National Register of Historic Places will be affected by the project. See attached letter from the Mn/DOT's Cultural Resources Unit (CRU) in Appendix B. Federally-Listed Threatened or Endangered Species The project will have no effect on federally listed threatened or endangered species or critical habitat. The proposed action occurs in a county with no known federally listed endangered, threatened, proposed or candidate species, or final or proposed critical habitat. In addition, the proposed action does not have the potential for influence outside of Anoka County. As a result, the Minnesota Department of Transportation, Office of Environmental Services acting as the nonfederal representative for the Federal Highway Administration has made a determination of "NO Effect", completing the consultation requirements defined in Section 7 of the Endangered Species Act of 1973, as amended." Right-of-Way The project is likely to require non-significant permanent right of way acquisition, permanent and/or temporary easements, minor changes to access, no relocations, and a low risk of hazardous materials involvement. The project will require approximately: 1.25 acres of permanent trail easements from 17 parcels, and 0.9 acres of temporary easements from 15 parcels, The project will not require residential or business relocations. The project will not require changes in access. Hazardous Materials There is a potential for impacts from contaminated properties along Main Street (CSAH 14). The City has encountered contaminated soils during a previous road reconstruction project on Main Street (CSAH 14). This trail project will have minimal grading and therefore has less potential for encountering contaminated materials. The City is developing a Development Response Action Plan, to be used if any potentially contaminated materials are encountered during construction. The plan ensures that any contaminated soils that are encountered will be handled and treated in accordance with applicable state and federal regulations. Farmland Protection Policy Act The project will not impact farmland. Wetland Protection The project may impact 6 wetland basins, with a total impacted area of approximately 16,100 SF or 0.37 Acres. The basins include one type 2 (wet meadow), two type 3 (shallow marsh), one 2/6 (wet meadow and shrub-carr), one 2/3 (wet meadow and shallow marsh complex) and one 1/2 (ditched wet meadow). Impacts will be minimized during final design where possible through alignment shifting and tightening of slopes from 4:1 to 3:1. The wetland encroachment is non-significant. A delineation was performed for wetlands within the project area and has been approved by Rice Creek Watershed. A permit will be submitted later in the design phase of the project when the impacts can be more accurately determined. The provisions of Executive Order 11990 have been complied with. A wetland assessment and two-part finding is attached in Appendix C. Section 404 Of The Clean Water Act The project will involve placement of fill into waters of the U.S. The project will be covered by a Section 404 Permit: o General Permit (GP), ( X) Letter of Permission (LOP), or ( ) Individual Permit This project will likely require a Letter of Permission from the Army Corps of Engineers (COE). A jurisdiction determination will be obtained from the COE for wetlands within the project area. Once the determination is received, the correct permit will be obtained prior to Mn/DOT's authorization of the project. Water Pollution I MPCA--NPDES The construction activities will disturb 1 or more acre of land area (including clearing, grading, & excavation). A Phase \I NPDES permit is required. The permit will be submitted to Mn/DOT State Aid prior to project authorization, and a Stormwater Pollution Prevention Plan (SWPPP) will be included in the construction plan package. This project will increase the existing impervious surface area, which will be routed through roadside ditches and storm sewer. Coordination with the Rice Creek Watershed district and Anoka County will be maintained and necessary permits will be obtained. Floodplain Floodplain encroachment will be non-significant. A floodplain assessment has been completed and no significant floodplain impacts are expected. See attached Floodplain Assessment in Appendix D. Noise The project is not a Type I project. Procedures for abatement of highway traffic noise do not apply, in accordance with 23 CFR 772. Construction Noise has been considered and no impact is anticipated. Air Quality The project will not significantly impact air quality. Controversial Issues Since the project has arisen from community involved visioning sessions associated with the Minnesota Design Team effort, and the completion of the recent Comprehensive Plan, there is plenty of support for the project, throughout the City. Additionally, the project is fully supported by both the Parks and Recreation Board and City Council. However, as with any project, there are those who oppose it. The reasons for the opposition include: direct impact to the person's property or adjacent right-of-way, the out-of-pocket cost (matching funds) of the project for the City, timing of the project with relation to the current economic conditions, and an overall disagreement with the need for City trails. Environmental Justice The purpose of Executive Order 12898 is to identify, address, and avoid disproportionately high and adverse human health or environmental effects on minority and low income populations. Based on a field review of the project area, and discussions with City officials, it has been determined that there are no minority or low income populations within the project area. Therefore, there are no Environmental Justice concerns on this project. State Environmental Review (MEQB) The project has been determined to be an exemption category project in accordance with current Minnesota Rules, Part 4410.4600, Subp. 14, or the project does not meet the mandatory EAW threshold and does not have potential for significant environmental effects. Federal Action Determination Statement Based on the results of the environmental study in accordance with 23 CFR 771.117, summarized herein, it is determined that the proposed project is a Class II Action (Categorical Exclusion). This action will have non-significant social, economic, or environmental impacts, and is anticipated to have no foreseeable change on the quality of the human environment. VII. AGENCY COORDINATION (Not covered in the "SEE" impact section above) DNR Natural Heritage and Nongame Research Program The DNR Natural Heritage database was reviewed to determine the existence of State Threatened or Endangered species within the project area. A state listed threatened species; Blanding's Turtles have been reported in the area. A recommended fact sheet for working within Blanding's turtle habitat was included in the DNR response and will be given to the contractors during construction. PUBLIC INVOLVEMENT The genesis of the City of Centerville's initiative to develop and implement a City-wide trail system comes from sessions held with the Minnesota (MN) Design Team. The MN Design Team is a group of architects, landscape architects and planners that meet with City officials, City staff and members of the public to develop a City vision. One of the elements of this vision was to have a more pedestrian friendly City, especially in the downtown area. The public's involvement in this visioning process was one of the first ways in which the public has played an active roll in developing this trail project. As part of the City's Comprehensive Plan update which has just been finished, the City developed a Parks and Trails plan. This plan identified existing and future trails and sidewalks. Throughout the Comp Plan update process, a number of public input meetings were held. Members of the public were invited to give comment on all elements of the plan, including the parks and trails plan. Throughout the development of this particular project, the Parks and Recreation Committee, Planning Commission and City Council have all held meetings and workshops which are open to the public. IX. DESIGN STUDY The project will be designed in accordance with the FHWA-Mn/DOT Stewardship Plan. We have determioed that there wiU be no historic properties affoded by the project as currently proposed. Based on this query, several rare features have been documented within the search area (for details, please see the enclosed database reports). Please note the following rare features may be impacted by the proposed project: . Blanding's turtles (Emydoidea blandingii), a state-listed threatened species, have been reported from the area and may be encountered on site. If Blanding's turtles are found on the site, please remember that state law and rules prohibit the destruction of threatened or endangered species, except under certain prescribed conditions. If turtles are in imminent danger they should be moved by hand out of harms way, otherwise they should be left undisturbed. For your information, I have attached a Blanding's turtle fact sheet that describes the habitat use and life history of this species. The fact sheet also provides two lists of recommendations for avoiding and minimizing impacts to this rare turtle. Please refer to the first list of recommendations for your project. If greater protection for turtles is desired, the second list of additional recommendations can also be implemented. The attached flyer should be given to all contractors working in the area. The Natural Heritage Information System (NHIS), a collection of databases that contains information about Minnesota's rare natural features, is maintained by the Division of Ecological Resources, Department of Natural Resources. The NHIS is continually updated as new information becomes available, and is the most complete source of data on Minnesota's rare or otherwise significant species, native plant communities, and other natural features. However, the NHIS is not an exhaustive inventory and thus does not represent all of the occurrences ofrare features within the state. Therefore, ecologically significant features for which we have no records may exist within the project area. The enclosed results include an Index Report and a Detailed Report of records in the Rare Features Database, the main database of the NHIS. To control the release of specific location information, which might result in the destruction of a rare feature, both reports are copyrighted. Blanding's turtles are state-listed as Threatened and are protected under Minnesota Statute 84.095, Protection of Threatened and Endangered Species. Please be careful of turtles on roads and in construction sites. For additional information on turtles, or to report a Blanding's turtle sighting, contact the DNR Nongame Specialist nearest you: Bemidji (218-308-2641); Grand Rapids (218-327-4518); New Ulm (507-359-6033); Rochester (507-280-5070); or SI. Paul (651-259-5764). DESCRIPTION: The Blanding's turtle is a medium to large turtle (5 to 10 inches) with a black or dark blue, dome-shaped shell with muted yellow spots and bars. The bottom of the shell is hinged across the front third, enabling the turtle to pull the front edge of the lower shell firmly against the top shell to provide additional protection when threatened. The head, legs, and tail are dark brown or blue-gray with small dots of light brown or yellow. A distinctive field mark is the bright yellow chin and neck. BLANDING'S TURTLES DO NOT MAKE GOOD PETS IT IS ILLEGAL TO KEEP THIS THREATENED SPECIES IN CAPTIVITY SUMMARY OF RECOMMENDATIONS FOR AVOIDING AND MINIMIZING IMPACTS TO BLANDING'S TURTLE POPULATIONS (see Blanding's Turtle Fact Sheet for fUll recommendations) . This flyer should be given to all contractors working in the area. Homeowners should also be informed of the presence of Blanding's turtles in the area. . Turtles that are in imminent danger should be moved, by hand, out of harms way. Turtles that are not in imminent danger should be left undisturbed to continue their travel among wetlands and/or nest sites. . If a Blanding's turtle nests in your yard, do not disturb the nest and do not allow pets near the nest. . Silt fencing should be set up to keep turtles out of construction areas. It is critical that silt fencing be removed after the area has been revegetated. . Small, vegetated temporary wetlands should not be dredged, deepened, or filled. . All wetlands should be protected from pollution; use offertilizers and pesticides should be avoided, and run-off from lawns and streets should be controlled. Erosion should be prevented to keep sediment from reaching wetlands and lakes. . Roads should be kept to minimum standards on widths and lanes. . Roads should be ditched, not curbed or below grade. If curbs must be used, 4" high curbs at a 3:1 slope are preferred. . Culverts under roads crossing wetland areas, between wetland areas, or between wetland and nesting areas should be at least 36 in. diameter and flat-bottomed or elliptical. . Culverts under roads crossing streams should be oversized (at least twice as wide as the normal width of open water) and flat-bottomed or elliptical. . Utility access and maintenance roads should be kept to a minimum. . Because trenches can trap turtles, trenches should be checked for turtles prior to being backfilled and the sites should be returned to original grade. . Terrain should be left with as much natural contour as possible. . Graded areas should be revegetated with native grasses and forbs. . Vegetation management in infrequently mowed areas -- such as in ditches, along utility access roads, and under power lines -- should be done mechanically (chemicals should not be used). If this project is not undertaken, the trail system will remain incomplete and safety issues will not be addressed. The risk of injury would remain and continue to increase as the City population and traffic grows. Design/Construction Alternatives Completing the existing trail with on-road segments would involve widening the roadway shoulder and utilizing it for the trail. Since portions of an off-road trail already exist, such an option would create a disjointed combination of on-road and off-road segments. Also, due to the use of the proposed trail by elementary school children and the increasing traffic volumes on Main Street (CSAH 14) and Centerville Road, little increase in safety would be gained. Therefore, this alternative was not selected. Location Alternatives Since segments of the trail system currently exist, constructing the trails in new locations would leave the existing portions the trail system disconnected. Aligning the trail parallel to City and County roadways will utilize existing right of way and minimize SEE impacts. This causes the need for easement and the need for the cross to a driveway at an unsafe location. Alternative 2 - Follows existing trail easements and avoids an unsafe driveway crossi ng. Wetland C - Alternative 1 - This alternative follows the existing property line, but creates an impact to the wetland. Alternative 2 - This alternative routes the trail around the wetland to the south, avoiding impact to the wetand. Wetland D - Alternative 1 - This alternative avoids the wetland, but brings the trail too close to neighboring homes creating a privacy issue. Alternative 2 - Trail crosses the wetland. Side slopes are tightened to 1:3 minimize impact. Wetlands E and F - Alternative 1 - This alternative avoids wetlands E and F, but brings the trail too close to neighboring homes creating a privacy issue. Additionally, the slopes are too steep along Center Street and would require retaining walls. Alternative 2 - Trail impacts wetland E. Trail alignment is adjusted to provide minimal impact to wetlands. Additionally, the side slopes are tightened to 1:3 to minimize impact. Wetland G - Alternative 1 - This alternative considers bringing the trail on-road along 20th Avenue to minimize impact to wetland G. However, 20th Avenue is a 45 mile per hour roadway and a safety issue is present and complete avoidance is not achieved. Alternative 2 - Trail impacts wetland G. Side slopes along the trail are tightened to 1:3 to minimize impact. Wetlands H, I and J - No avoidance was necessary. Wetlands were outside of the project construction limits for all alternatives. However this alternative requires the removal of more mature trees along the creek and brings the trail too close to neighboring homes creating a privacy issue. Alternative 2 - Trail impacts wetland K. Trail alignment is adjusted to provide minimal impact to wetlands. MINIMIZATION MEASURES All trail side slopes have been reduced from 1:4 or greater to 1:3 slopes in wetland areas in order to reduce fill impacts to wetlands. Mill Road from Main Street (CSAH 14) to Peltier Lake Drive 2. Off Road from Main Street (CSAH 14) to Heritage Street and west on Heritage Street 3. Sorel Street from Goiffon Road to Dupre Road 4. Centerville Road (CSAH 21) from Meadow Lane to Westview Street 5. Off Road from Centerville Road (CSAH 21) to Lamotte Drive and connecting to existing trails within Lamotte Park 6. Off Road from existing trail near Eagle Trail to Main Street (CSAH 14) with a pedestrian bridge crossing the Clearwater Creek 7. 20th Avenue (CSAH 54) from a point south of Center Street to Main Street (CSAH 14). This segment also will have an off road spur from 20th Avenue (CSAH 54), west to Eagle Trail. 8. Off Road from existing trail south of Center Street to 20th Avenue (CSAH 54) The new trail segments will be a bituminous trail with a minimum width of 8 feet and will have 2 foot clear zones on either side. A new park will also be constructed as part of this project to be used as a rest stop for trail users. Two locations for this park are under consideration. One possible park location includes the area next to the existing City Hall, already City property. The second potential location for a trail park is adjacent to CSAH 14 near Centerville Lake. This location is also on property owned by the City ofCenterville. No additional Right of Way will be needed for either potential park location. Floodnlain Verification The Flood Insurance Rate Map (FIRM), prepared by the Federal Emergency Management Agency, for the City ofCenterville, Anoka County in Minnesota (Dated June 2,1999, panel number 270008 0001C) has been examined for this project and is attached to this floodplain assessment. The project will encroach on the following floodplain: Floodplain Clearwater Creek Clearwater Creek Clearwater Creek County Ditch #47 (Branch No. I) Encroachment Type Transverse/Longitudinal Transverse Longitudinal Longitudinal Length 550'/100' 1700' 500' 600' Floodplain Assessment Clearwater Creek Page 2 The 100' longitudinal encroachment of Clearwater Creek is necessary to connect the two portions of the trail on either side of Clearwater Creek where there are existing easements. The 500' longitudinal encroachment is necessary to connect the trail to a neighborhood sidewalk. The 600' longitudinal encroachment of County Ditch #47 (Branch No.1) is necessary to connect the proposed trail to the existing trail. The proposed trail skirts an existing housing development and stays as close to the properties as is possible. Actual ImDact Analvsis This project will not result in any significant floodplain impacts for the following reasons: I. No significant potential for interruption of a transportation facility, which is needed for emergency vehicles. A. The project consists of no modifications to roadways, and only concerns trails which are not utilized for emergency vehicles. II. No significant adverse impact on natural and beneficial floodplain values should result from the project. A. The 1700' transverse impact will be constructed along existing 20th Avenue N, no impacts are anticipated. B. The trail bridge will be designed to accommodate recreational canoe traffic during periods of normal river flow. C. There are no wetlands along the river in the vicinity of the proposed bridges. D. The Department of Natural Resources Natural Heritage Information System database was reviewed to determine the existence of State Threatened or Endangered species within the project area. A state listed threatened species; Blanding's Turtles have been reported in the area. A recommended fact sheet for working within Blanding's turtle habitat will be given to the contractors during construction. The project will have no effect on federally listed threatened or endangered species or critical habitat. E. Appropriate turf establishment and erosion control measures will be used. III. No significant increased risk of flooding will result. A. The trail bridge will be designed so that no significant change in headwater or tailwater elevations will result. The other trail will cross the river at the existing bridge. IV. This project should not resuh in any incompatible floodplain development. Floodplain Assessment Clearwater Creek Page 2 A. The City of Centerville has a floodplain ordinance that regulates floodplain development. The Centerville ordinance conforms to the Minnesota Department of Natural Resources Floodplain Management guidelines.
