AD.JOURNMENT MEMO TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: Music in the Park DATE: March 26, 2009 Correspondence from Kathi LaValle, Brady's Big Band Hi Kim! I was speaking with Mark Haiden (we work together at Trane) and he explained that the pricing you received for the Big Band from Jill, our vocalist and Marketing head, was a bit high. While we often get higher fees for some of the bigger park events or parties, we offer a reduced rate to City park events and Senior Center picnics as a community service, and in particular our very own Centerville neighbors who often pull up in their boats when we practice out on our deck. I want to be sure that you know that Dean and I live on Centerville Lake after growing up there and then purchasing our parents homes on Lavalle Drive. We have a band room and lakeside deck where the 16 piece big band rehearses. Dean is the Sound and Stage Manager, and I play saxophone, along with being the BBB Manager. The members are all from the local area. To play in our own backyard (Centerville!) would be an honor and we would play for any amount that you have in your budget. Please consider us for a rate of$300, but know that we would accept any offer less than that as well, that you would extend. Could you please pass this on to the Park & Rec committee before their next meeting? Additionally, on April 5 we are playing at the Hugo American Legion from 3 until 6. This is a free event for our friends and family to celebrate the release of our new CD. This is open to the public, including all of our Centerville friends, so anyone wishing to hear us, or the Jill and the Jacks, the BBB small combo, should stop in and enjoy the music and some appetizers from Donatellis. Correspondence from Frcd Bailey, Banjo Bandits: Kim - I talked to you yesterday on the phone. As I mentioned, I play with a group called the Banjo Bandits. We play Dixieland and 30's-40's stuff (plus some contemporary if requested) that goes over really great with audiences in Summer Park Concerts. We play regularly at parks, clubs and other venues throughout the TC area. (For example, we are playing Roseville CP in June.) We could do a I to 1.5 hour, 6 musician show in Centerville this Summer for $150. We would have to negotiate the date to fit yours/our schedule. Parks & Recreation Committee Meeting Minutes 03-18-09 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wedncsday, March 18,2009 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City ofCenterville held an additionally scheduled meeting Wednesday, March 18,2009 at City Hall, 1880 Main Street. This additional meeting was scheduled to continue discussion with Bonestroo, City Engineers, regarding the Trail Project. Bonestroo Landscape Architect I. CALL TO ORDER I. Roll Call Chairperson Seeley called the March 18,2009 Parks & Recreation Committee Meeting to order at 6:30 p.m. 11. SET AGENDA Chairperson Seeley requested adding the resignation of Committee Member Harris to the agenda under Committee Business. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Haiden to set the agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES Centerville Lions / Fetc des Lacs 8K Run Mr. Greg Keisclhorst made an appearance to discuss coordinating efforts between the Parks & Recreation Committee and the Centerville Lions for Fete des Lacs. Finding an adequate number of volunteers is a challenge, there are always plenty of spots open. Recruiting volunteers was discussed. Chairperson Seeley asked if what is needed for volunteers is clearly defined. Mr. Keiselhorst said it Iof3 Parks & Recreation Committee Meeting Minutes 03-18-09 was and he would get the information to the committee. Satellites were discussed and whether there was a need to move them for the race. The committee felt that would not be necessary with facilities available at both Laurie LaMotte Memorial Park and the Anoka County Regional Park. Council Member Lee said in looking at the race route, he thought 15-20 volunteers would be needed just to be on the route at any point someone could take a wrong turn. Chairperson Seeley asked whether it would be possible to move volunteers from the start of the race else where as all the racers passed. Council Member Lee thought it would be possible to overlap some traffic control parade volunteers with traffic control volunteers for the race. The application still needs to be sent to the county with the route, fee and insurance. Having the Lion's concession stand open for the race was discussed and Mr. Keiselhorst thought that was a good possibility. Chairperson Seeley asked Mr. Keiselhorst ifhe would keep the committee updated on a monthly basis. Mr. Chris Lonl!, Bonestroo Enl!ineer, Trail Proiect Discussion Mr. Chris Long from Bonestroo attended the meeting to review trail options. The committee looked at the trail segments through Laurie LaMotte Memorial Park connecting to the trail coming from the Chain of Lakes Regional Park and to the sidewalk on Centerville Road in front of Chauncey Barett Gardens and made recommendations. The committee discussed the connecting trail from Brian Drive/Eagle Trail to behind City Hall and did not feel the expense of a bridge was warranted and the money could be better spent in another area of the project. They would like to see the sidewalk currently on Brian Drive simply continued to County Road 14. Chairperson Seeley requested that on the next version of the trail proposal it be made clear which trails are 8' and which are 10'. Mr. GeolT Martin, Bonestroo was in attendance to discuss the elements of the trail side park. Committee Member Haiden and Committee Member Selander had reviewed the options as supplied to the committee in the packet and made recommendations via Project Requirement Forms which will be attached to these minutes. Vice-Chairperson Amundsen said he was concerned about the driveway, 2 telephone poles, fire hydrant, as well as utilities, which will have to be moved. The committee had a lengthy discussion regarding park concept plans. Mr. Martin said he would come back to the next meeting with information regarding moving the driveway and utilities, revised park concept plans incorporating the committee's ideas and costs associated with each. IV. CONSIDERATION OF MINUTES March 4, 2009 Parks & Recreation Committee Meeting Minutes Chairperson Seeley requested correcting the spelling of Mr. Martin's first name from JelT to GeolT. Chairperson Seeley also requested adding 'and have the completed Project Requirements Forms included in the minutes as public record.' to the sentence 'Chairperson Seeley would like to start using these forms as soon as possible.' on page 7 of7 under Project Requirement Forms. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Lee, to approve the March 4, 2009 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. 20D Parks & Recreation Committee Meeting Minutes 03-18-09 V. COMMITTEE BUSINESS Trail Proiect This item was discussed under Appearances. Proiect Requirement Document Review Committee Member Haiden and Committee Member Selander used the Project Requirement Document to list requirements for 2009 Park Additions - Park Benches, Trail Map, Arbor, Bike Rack and Drinking Fountain. Chairperson Seeley reiterated the committee would like the final version of each PRD to be included with the minutes. Resil!nation of Committee Member Lori Harris Chairperson Seeley read Committee Member Harris's resignation letter to the committee and regrettably made motion to accept. Chairperson Seeley added Committee Member Harris was monumental in the renovation of Tracie McBride Memorial Park and her hard work was greatly apprcciated. Motion was made by Chairperson Seeley, seconded by Vice-Chairperson Amundsen to accept the resignation of Committee Member Harris. All in favor. Motion passed unanimously. Bird Houses Vice-Chairperson Amundsen asked if it would be possible for him to install two (2) Bluebird houses and one (I) Wren house at Hidden Spring Park. The committee thought it a great idea and thanked Vice-Chairperson Amundsen for his willingness to make and install the bird houses. Motion was made by Chairperson Seeley, seconded by Committee Member Haiden to approve Vice-Chairperson Amundsen's installation of bird houses in tbe parks. All in favor. Motion passed unanimously. Vice-Chairperson Amundsen requested adding Playground Safety to the April Agenda. VII. The Xcellight pole on the north side of the parl<ing Bonestroo lot will need to be relocated or removed. One larM tree will be removed. Trail Segment K2 (Located on the west side of Lamotte Park Parking Lot) - requested to be designed as a 10' wide bituminous trail. The K2 alignment was 2 requested to be moved on the northern end to the west, allowing a pedestrian Bonestroo crossing at the stopping point in the driveway. The existing pedestrian ramps on the north side of this driveway will need to be removed and redesigned (see attached C1.051. Trail Segment K3 (Located on the east side of Lamotte Park Parking Lot) - 3 requested to be relocated to the east approximately 200'. This trail shall be Bonestroo desiQned iust to the west side of the ball field lsee attached C1.05l Questions arose on the cost difference between an 8' and 10' wide bituminous 4 trail. An 8' trail would be approximately 20% cheaper than the 10' trail. There is no requirement in the MnlDOT Bikeway Facility Design Manual in regards to a reoional trail beinQ 10' in width. 5 Trail Segment J1 shall be a 5' width concrete sidewalk. The existing sidewalk was measured followina the meetina and showed a width of 5'. Trail Segment L (trail bridge) - debate within the committee on whether the trail 6 and bridge is needed in this area. The committee discussed possibilities in using Bonestroo/City large culverts to cross the creek instead, or construct a trail an Brian Drive to make the connection 10 the trail at CSAH14. The driveway to the homes next to the proposed park location on the south side 7 of CSAH 14 and near the north end of Goifffon Road may need to be moved to BonestroolCity/Anoka County the north 10 allow additional soace for Dark. Present were Mayor Mary Capra, Council Members, Ben Fehrenbacher, Jeff Paar and Tom Lee. Absent was Council Member Linda Broussard Vickers. Members present from Parks and Rec. Committee were Suzanne Seeley, Kevin Amundsen, and Mark Haiden. Also present were City Engineer Mark Statz, Public Works Director Paul Palzer and Administrator Dallas Larson. Motion by Council Member Lee and seconded by Council Member Paar to approve the al!enda as presented. All in favor. motion passed unanimously. I) Parks and Recreation Committee's recommendations for Trail Grant Project. Engineer Mark Statz reviewed the project as currently proposed including a cost estimate indicating construction costs for the project of$I,258,283. The grant project amount for construction is $942,000, comprised of Enhancement Grant of $706,500 with a local match of $235,500. Local costs will also include engineering, soil borings, surveying, appraisals, and easement acquisition, all totaling around $275,000-$300,000. Staff will be applying for a Federal stimulus grant for the trail project, which may include paying for the local construction match. Parks and Rec. members recommended that the trail segment behind city hall be abandoned and moved ovcr to the west side of Brian Drive. That would save around $140,000 by not having to construct a bridge and would reduce the easement costs by about $20,000. The consensus of the Council was to make that change, providing MNDOT will concur with the change. Parks and Rec. member Kevin Amundsen reviewed the plans for a trailside park. Mark Statz reviewed a budget estimate for the trailside park. It wa~ noted that the plan would require moving the driveway to the Burke property in order to provide room for the park features. The list of items in the park were reviewed with consensus to remove several items in order to reduce the cost. The reductions leave a budget estimate of $ I 15,000 for the park. Council reviewed a segment of sidewalk on Centerville Road between Heritage and Sorel. Construction of this segment means removing a very large Cottonwood tree from the right of way. The consensus was that the tree would need to be removed, noting that it would eventually need to be removed to reconstruct the street anyway. 2) Consider Approving a Revised Bid Date for a Portion of the 2009 Street Project. Staff reported that it was necessary to change the bid date for the remaining portion of the 2009 Street project in order to make it eligible for Public Facility Authority grant funds. The Federal stimulus funds granted through the PFA require Davis-Bacon wage requirements as well as "Disadvantaged Businesses" requirements that were not initially DRAFT- -DRAFT- - DRAFT- -DRAFT- - DRAFT- -DRAFT- - DRAFT- -DRAFT-- included in the specifications. An addendum was sent to bidders specifying the additional requirements to be bid as an alternate, but in order to allow time for bidders to meet the additional requirements, it was necessary to extend the bid date to April 14. Motion bv Council Member Paar and seconded bv Council Member Lee that the Council approve a revised bid date of April 14. 2009. at 10:00 a.m. for the remainine: 2009 Street Proiect work. The sun is a direct source of energy, Using renewable energy technologies, we can convert that solar energy into electricity. Solar powered lighting is a relatively simple concept. In a basic way. the system operates like a bank account. Withdrawals from the battery to power the light source must be compensated by deposits of energy from the solar panels. As long as the system is designed so that deposits exceed withdrawals on an average daily basis. the battery remains charged and light source is reliably powered. . The sun provides a direct source of energy to the solar panel. . The battery is recharged during the day by direct~current (DC) electricity produced by the solar panel. . Electronic controls are used between the battery, light source and solar panels to protect the battery from overcharge and discharge. and to control the timing and operation of the light. How Does Solar Power Work? In principal, it is simple. A solar panel convertS light to electricity. During the day, even on cloudy days. the "solar generator" (solar panel) charges long-life batteries, which store the energy until needed. Thus, the sun's energy is harnessed to produce power. In practice. of course, solar outdoor lighting is a little more complex. In addition to large capacity batteries and solar panels. the system also incorporates sophisticated proprietary charge regulators. which stop the flow of solar generated electricity when the batteries are fully charged, and then resume charging when more power is needed. The key to solar outdoor lighting is the solar power pack, which houses photovoltaic solar panels, a proprietary microprocessor control system and batteries. Each individual LED consists of a semiconductor diode that emits light when a voltage is applied to it. Unlike incandescent or fluorescent lamps. which create light with filaments and gases encased in a glass bulb. an LED is a semiconductor device. which emits visible light when an electric current passes through it. Lumens per watt has long been the standard for measuring the efficiency of lighting fixtures. Sol's latest Quad Series delivers the most lumens per watt of any LED configuration. LED lighting is increasingly used in a variety of lighting applications because it offers many benefits, including: . Long Life . Highly Efficient . Energy Savings . No warm up time . Durable LED lighting systems have already proved to be very effective in indicator applications where brightness, visibility, and long-life are important. Outdoor lighting applications such as street lighting, parking lot lighting, and security lighting can benefit as well. What is the life of an LED? LEOS generally do not fail by burning out but slowly reduce light output over time. As solid-state devices, they will continue to operate even after 100,000 hours (solar applications). Comparisons of lumen maintenance near the end of the rated life for traditional light sources (I.e., incandescent. fluorescent, HID) have shown that with the exception of metal halide lamps, these traditional light sources usually have at least 80% of their initial light output by the time they have operated 10,000 hours. Furthermore, when light level reductions occur over time, people tend not to notice them until the light level reaches 80% of the initial output. This is the basis for "useful life" for lighting sources. What is an LED lighting system? As with other light source technologies, such as fluorescent, CCFL and HID, lighting systems using LEOS can be thought of as having a light source (typically the combination of LEOS that form the light source itself), a ballast (for LEOS it is often called a driver), and a luminaire (the fixture). LEOS require a specific electrical polarity. Applying voltage in reverse polarity can destroy them. A slight change in voltage can result in very large changes in current. Since the light output of an LED is proportional to its current, LEOS can be driven at various light outputs. If the resulting current exceeds limits recommended by the specific LED manufacturer, the long term performance of the LED can be affected resulting in shorter useful life. This means that many LEOS can produce a high light output, but have a very short life. An LED driver performs a function similar to a ballast for discharge lamps. It controls the current flowing through the LED. Most LED drivers are designed to provide current to a specific device or array. It is very important that a driver be matched to the specific device. LED systems are rated in terms of luminous intensity in candelas (foot-candles) rather than light output in terms of lumens. Luminous intensity is a function of the angle from which an LED is seen, so this value should be considered carefully when used to characterize light output of a particular LED source. Two LEOS with the same luminous flux output can have very different peak luminous intensities, if they are designed to produce different beam angles. II LED lamps vs. Other Lamps Traditional lamps are radial light sources and are subject to fixture losses of 40 to 60 percent. When light exits a lamp, much of it is moving away from the target. As the light reflects off the insides of the fixture, much of it is lost and never makes it to the area that needs lighting. LEOS emit light only in one direction, in a focused cone. It may produce half as much initially but the amount of light that makes it to its intended area may be more than a traditional lamp with twice the initial lumen rating. A rating of 5000 lumens results in useful 'out of the fixture' rating around 2000 - 3000 lumens. Sol LED light sources are directed light sources and are rated by their out of fixture lumens, all of the fixture losses are all ready accounted for. LED lights used in Sol's solar applications have a I OO,OOO-hour life and have minimal lumen depreciation over the life of the lamp. This long life translates to reduced maintenance costs, greater reliability, and a brighter lamp. LEOs do not contain mercury, a disposal hazard. Sol LEOS will withstand shocks greater than 50- G. There is nothing fragile in an LED. LED lamps vs. Fluorescent (CFL) Solar lights in the past have used compact fluorescent lamps (CFL). The fluorescent tube contains a vapor that gives off ultraviolet light when ionized. The ultraviolet light makes particles that coat the inside of the tube, and these particles glow or fluoresce. The life of a CFL is only 8-10,000 hours or about 2.S years. In addition, the lumen output of a CFL will depreciate rapidly, making the lamp permanently dimmer over the life of the lamp. LEOS are the better choice, as it requires less maintenance and provides a long life. When a CFL starts to burn out, it creates dark spots, which reduces the area illuminated. CFL lamps contain mercury- a disposal hazard. LED lamps vs. High Pressure Sodium (HPS) IHPS lamps are more efficient than metal halide but are not a good choice when true color is critical. The light output is an orange-gold color. HPS lamps are also not very efficient at low wattages, unlike solar powered applications, which are more efficient. The life rating of HPS lamp is another consideration. The average life for an HPS is 25,000 hours, approximately one quarter of the life on an LED. When the HPS lamps fail, it fails completely, whereas LEOS only get dimmer. The I OO,OOO-hour life of a LED is the point where the lamp has lost 30% of its lumen maintenance. This long life translates to reduced maintenance costs, greater reliability, and a brighter lamp. Light color is measured using a color index (CRI) of I to I DO, with 100 representing sunlight. The IESNA guideline recommends a CRI of 50 or higher. LEOS produce a white light with an excellent CRI, which means you need less lumens to see color - how well you can see the color of a fleeing suspect's clothes or hair. 12 HPS has a CRI of 22; Sol LEOS have a CRI of 80. HPS uses mercury as a starting gas - a disposal hazard. LED lamps vs. Low Pressure Sodium (SOX) SOX lamps produce a great number of lumens per watt. however it is monochromatic light and provides no color rendering at all. it takes 4 times more of this light to see and feel secure than white light. The life of SOX is only 8-10.000 hours or about 2.5 years. SOX has a CRI of 0, Sol LEOS have a CRI of 80. SOX use mercury as a starting gas - a disposal hazard. LED lamps vs. Mercury Vapor These lamps consist of a quartz tube filled with pressurized mercury gas. light produces when an electrical current passes through the mercury vapor. like all such high intensity discharge (HID) lamps, a "ballast" is required to start and to operate the lamps at the correct voltage levels. The chief drawback of the Mercury Vapor lamp is low lumen maintenance. These lamps loose their brightness much faster than other discharge style lamps. LEOs have much longer life and a higher initial Lumen output. This lamp type is not used much because there are many other lamp choices that outperform mercury vapor. Mercury Vapor uses mercury as a starting gas - a disposal hazard. LED Lamps vs. Metal Halide They produce light when an electric current flows through the gas within the lamp envelope. They are about twice as efficient as mercury vapor lamps. They have better lumen maintenance but are not very efficient. like other discharge lamps, this style is not efficient at low wattages, unlike solar powered applications, which are more efficient. The life of a Metal Halide is only 8-10,000 hours or about 2.5 years. Metal Halide uses mercury as a starting gas - a disposal hazard. The Parks and Recreation CommiUee is requesting more detailed information on the recall of the Xcelerator play equipment that was installed at LaMoue Park in 2007. It appears that the manufacturer will be replacing the swirling part of the play equipment with a mono pole. Will the manufacturer reimburse the city for the cost of the play piece? It appears the original moving piece was not designed properly and hence is being eliminated making that portion of the play structure unusable as intended, advertised and sold. We will break the event up in to segments and asked individual companies to sponsor each of the segments. We arc also using this as an event to promote the many small business in or near Centerville. For the smaller business we are offering them the opportunity to place advertising material in the race goodie bags. I had planned to charge them $75 for that service. 2) We have a sponsor for the registration pick-up and race day registration. I promised her that we would assist with volunteers. There would not be much to do until the week prior to the race. This job will gather the materials for the goodie bags, stuff the goodie bags, then give the goodie bags and the race numbers to the individuals the day before the race and the morning of the race. We will also be running race day registration, which will be to take their registration form and assign a race number. 3) There will be a sponsor for the pre/post race food items, for the water stop, and for the finish line. I will want a strong volunteer to help oversee those functions and to be sure the vendor has the need supplies and is doing ok on race day 4) We will need several volunteers for race course marshals. The marshals will be at all intersections where there is a safety issue, or a runner could get oft~course, and at each of the mile markers. The volunteers at the mile markers will have radio communications with the race starter. There job is to call out accurate times to the runners or walkers as they pass. Requesting one field, 70 x 60 yard open space, located south of tbe skate park, for the UII - UI2 age group, for practice only. This request is for Monday - Friday 3:00 p.m. to dusk, Saturday and Sunday from 8 a.m. to dusk, April I through October 29,2007. The Centennial Soccer Club will set up goals and manage a reservation system to assign teams to specific dates and times for practices. Council Member Lee mentioned that when the football season starts in August there will be no place for the local youth teams to practice if all the fields arc committed to the Centennial Soccer Club every day of the week from April through October. The committec's concern with this was that the football association has not asked for time or fields and the Soccer Club has. It was suggested the football representatives be made aware they should be requesting time. In discussing this request however. some of the committee membcrs felt the fields should have some time Icft open for the public's use for such activities as softball. frisbee and football. Overall. the committee felt a compromise would be to reduce the days in request #2. Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to recommend to Cit). Council approving the Centennial Soccer Club's request for dedicated use of the soccer fields at Laurie LaMotte Memorial Park as stated above in request #1, but recommend amending the request in request #2 to the following days: Monday, Wednesday, Friday and Sunday with the hours as requested. Main Park 1. The potential bike trail illustrated on the west side of the park should be removed. 2. A drinking fountain should be included on the east side of the pergola. 3. The preferred site plan is Concept B with the circular plaza around the fountain. The main east to west walk will be moved further north so users will be directed to the north side of the Pergola. 4. Low maintenance landscape treatments were suggested for the west side. Suggestions also included the use of more Rowers and eliminate grass areas. This last suggestion confiicts with the initial objective of creating a space for large community gatherings. 5. The preferred fountain is the dish and sculpture version illustrated in Concept B. Suggested refinements include: a) include the phrase "May Prevail on Earth" in four languages around the perimeter, b) facilitate the inclusion of a holiday tree...this may conmct with the inclusion of a central sculpture, c) incorporate an elevated edge to minimize the amount of storm water, grit and debris from entering the fountain. d) design the dish with a central foundation to incorporate a scuipture at a later date. 6. The preferred kiosk is Concept A. The kiosk should incorporate a display board with a plexiglass or lexan covering to facilitate a simple method for changing graphics. The kiosk should be placed so that it is illuminated by a neighboring streetlight. 7. The preferred pergola is Concept B. The slats should be spaced and designed to cast shade. 8. The Parks Commission would like to see more examples of benches similar to Concepts B & C. with curvilinear arm rests.
