A W ARDS/PRESENT A TIONS/APPEARANCES Sgt. Aldridge, Centennial Lakes Police Department, provide information on community events, fire incident response training, open water rescue training, and Police Department tours with scout groups. He reported that only one theft over the past month, which occurred at the school. Sgt. Aldridge reported a known drug house was shut down. A sample of the "Check your Garage Door" stickers was shown. Sgt. Aldridge read a thank you note written to Officer Angie Kruyer from a citizen whose husband was deployed to Iraq, expressing gratitude for their extra attention during his deployment. Page 2 of 5 City of Centorville Council Meeting Minutes March 11, 2009 Sgt. Aldridge reported on department events include hiring three new reserve officers, bringing the total to nine. He stated that the Anoka County DUI Task Force is hosting an appreciation dinner for the reserve officers. He mentioned that one CSO was recently deployed to Iraq. VII. OLD BUSINESS 1. Parks & Recreation Committee's OoDosition to Alternate Location of Drainage Pond at Laurie LaMotte Memorial Park City Engineer Statz reported that he attended the last Parks and Recreation Committee meeting, where the location of the storm water pond for the downtown area was discussed. He stated that the recommendation is to locate this pond in the SW comer; however, the Committee did not want to give up this prime area for the storm water pond. He explained that other alternatives would be considered in cooperation with Anoka County Park District. Councilmember Lee explained the concerns with the SW area as the site for the storm water pond included its close proximity to other attractions in the park and some safety concerns. He reported that the Parks and Recreation Committee recommended the SE comer as the site for the storm water pond. VIII. NEW BUSINESS 1. Consideration of Public Works Director's Recommendation for 2009 Lawn Maintenance & Uncoming Years City Administrator Larson stated that the lawn maintenance agreement would be for one year with an option to extend it for an additional two years. He reported the cost could vary based on the number of mowings required. He explained that mowing is generally done once per week. Mayor Capra stated that Valley Creek is under new ownership. Motion bv Council Member Lee. seconded bv Council Member Paar. to approve the Public Works Director's Recommendation to contract with Valley Creek for the 2009 Lawn Maintenance for 23 weeks. not to exceed $13.662. All in favor. Motion carried unanimously. 2. Consideration of RCQuest for Raffle Permit bv St. Genevieve's Catholic Church for the Third Annual Golden Bovs Benefit - Sunday. Consideration of Reauest for Proposals - Financial Consultant Services - Block 8 Development City Administrator Larson explained this involves the bond issue for the 2009 Street Project and assisting the City with TIF for the Downtown Redevelopment area and the acquisition of property in Block 8. Motion bv Council Member Paar. seconded bv Council Member Fehrenbacher. to approve the Reauest for Proposals. Financial Consultant Services. Block 8 Development. All in favor. Motion carried unanimouslv. 4. Rick Carlson. Hunter's Crossing Third Addition. Letter of Credit Reduction. City Administrator Larson distributed information on the request from Rick Carlson, Hunter's Crossing Third Addition developer, who has requested a letter of credit reduction. He stated that Mr. Carlson is suggesting that much of the work is done and the amount should be $295,000. City Administrator Larson stated that this looks reasonable and commented there is nothing of concern outstanding. Councilmember Paar commented that he wanted to be guaranteed that the City is 100 % covered. City Administrator Larson explained how fees are collected, specifically item j on the request. City Engineer Statz commented that in his experience this is conservative. Motion bv Council Member Broussard Vickers. seconded bv Council Member Paar. to approve the reduction in the Letter of Credit to $300.000 per the recommendation of City staff. All in favor. Motion carried unanimouslv. 5. Reauest to Pursue PF A Funding - Green Proiect Reserve City Engineer Statz provided a summary of the PF A funding, Green Project Reserve, submittal process. He further explained the project tasks and the costs associated with two projects, the Downtown Area drainage system and the 2009 Street Project. He requested that Council approval to pursue potential funding under this program. Mayor Capra stated that it would be prudent to first move forward with the 2009 Street project. Councilmember Paar agreed with Mayor Capra. He commented that the potential for $400,000 in grants is significant. He stated that there could be other grants and money available from the stimulus package. Page 4 of 5 City of Centervine Council Meeting Minutes March 11, 2009 City Engineer Statz commented that applications are out for additional grants; however, he is not hopeful that they would be awarded. Discussion ensued. Motion carried unanimouslv. The consensus was to consider at the next meetin!!. authorizin!! the work to aDDlv for PFA fundin!! for the Downtown Area draina!!e system. 6. Mr. Ken Toltzman. City Assessor Mr. Toltzman, City Assessor, appeared before Council to answer any questions. Mayor Capra questioned Mr. Stoltzman about the appraised value of properties and decline in valuation. She explained that the County did the 2009 assessment. Mr. Toltzman stated that he would be working on the payable 2010 property valuations and that the City Board of Review is scheduled for April 8, 2009. He explained the process for the tax statements payable for 2009. He stated that the notice of new market values for payable 2010 would be mailed by Anoka County very soon. That notice will include his phone number and the date of the City Board of Review. He commented that he would take calls on any questions. He explained that 25% of the properties in the City are reviewed each year and that he would follow the same grid as the County. Mr. Toltzman commented that the real estate market has impacted townhomes the most with the least affected being lakeshore properties. He stated there are basically two markets: the foreclosure market; and, the normal real estate market. He explained that valuation is determined by the normal real estate market and not the foreclosure market. He explained the valuations are submitted to Anoka County for the City of Centerville. City Administrator Larson asked Mr. Toltzman if an across-the-board percentage of is applied to property values of homes not in the part of the City being reviewed. Mr. Toltzman replied that was correct. IX. ANNOUNCEMENTS/uPDATES 1. City Administrator. Dallas Larson City Administrator Larson reported on Main Street Bank and City deposits. He explained the City's deposits are protected by collateral pledged by the bank and monitored on a Page 5 of 5 City of Centerville Council Meeting Minutes March 11, 2009 monthly basis. He commented that they have protection of at least a 110% of City Deposits in place. Mayor Capra reported that the Centennial Lakes Governing Board accepted a reduction of 5% to the 2009 Budget, based on the criteria listed by the Chief of Police. She stated that the main cost savings is in not hiring the additional 17th police officer. City Engineer Statz updated Council on the pond dredging. He stated that the weather turned warm, which made it impossible to continue. Due to road restrictions the equipment had to be moved out and cannot be brought back in until those restrictions are lifted. He reported that the project would begin again in January 2010 or sooner if the weather is cold enough. Councilmember Fehrenbacher reported on the Planning & Zoning meeting he attended. Councilmember Lee reported on the Parks and Recreation Committee meeting. He commented that they are still looking for volunteers for the run and parade in 2009. Mayor Capra noted the US Census is looking for workers in Anoka County. X. CLOSED EXECUTIVE SESSION - (PENDING LITIGATION - 2009 STREET PROJECT) At 7:40 p.m., Mayor Capra recessed the Regular Meeting to Closed Executive Session to discuss pending litigation related to the 2009 Street Project. The meeting was reopened to the public at 7:50 p.m. Mayor Capra reported that the only business considered during the closed session was the discussion with the City Attorney of issues regarding litigation that may result from the adoption of special assessments for the 2009 Street Improvement Project. Present were Mayor Mary Capra, Council Members, Ben Fehrenbacher, Jeff Paar and Tom Lee. Absent was Council Member Linda Broussard Vickers. Members present from Parks and Rec. Committee were Suzanne Seeley, Kevin Amundsen, and Mark Haiden. Also present were City Engineer Mark Statz, Public Works Director Paul Palzer and Administrator Dallas Larson. Motion bv Council Member Lee and seconded bv Council Member Paar to aoorove the al!enda as oresented. All in favor. motion passed unanimouslv. I) Parks and Recreation Committee's recommendations for Trail Grant Project. Engineer Mark Statz reviewed the project as currently proposed including a cost estimate indicating construction costs for the project of $1,258,283. The grant project amount for construction is $942,000, comprised of Enhancement Grant of $706,500 with a local match of $235,500. Local costs will also include engineering, soil borings, surveying, appraisals, and easement acquisition, all totaling around $275,000-$300,000. Staff will be applying for a Federal stimulus grant for the trail project, which may include paying for the local construction match. Parks and Rec. members recommended that the trail segment behind city hall be abandoned and moved over to the west side of Brian Drive. That would save around $140,000 by not having to construct a bridge and would reduce the easement costs by about $20,000. The consensus of the Council was to make that change, providing MNDOT will concur with the change. Parks and Rec. member Kevin Amundsen reviewed the plans for a trailside park. Mark Statz reviewed a budget estimate for the trailside park. It was noted that the plan would require moving the driveway to the Burke property in order to provide room for the park features. The list of items in the park were reviewed with consensus to remove several items in order to reduce the cost. The reductions leave a budget estimate of$115,000 for the park. Council reviewed a segment of sidewalk on Centerville Road between Heritage and Sorel. Construction of this segment means removing a very large Cottonwood tree from the right of way. The consensus was that the tree would need to be removed, noting that it would eventually need to be removed to reconstruct the street anyway. 2) Consider Approving a Revised Bid Date for a Portion of the 2009 Street Project. Staff reported that it was necessary to change the bid date for the remaining portion of the 2009 Street project in order to make it eligible for Public Facility Authority grant funds. The Federal stimulus funds granted through the PFA require Davis-Bacon wage requirements as well as "Disadvantaged Businesses" requirements that were not initially included in the specifications. An addendum was sent to bidders specifying the additional requirements to be bid as an alternate, but in order to allow time for bidders to meet the additional requirements, it was necessary to extend the bid date to April 14. Motion by Council Member Paar and seconded by Council Member Lee that the Council approve a revised bid date of April 14. 2009. at 10:00 a.m. for the remaininl! 2009 Street Proiect work. The rockets are made from kits bought In any hobby shop (Estis brand comes to mind) composed of a cardboard tube (like a paper towel tube) with usually plastic or balsa wood nosecone and fins. 2. The rocket weight I've been looking at range from about 1 oz. to about 4 oz. and are between 8" to 18" tall. 3. We wlll be using A, 8. or C type commercially available motors Max Impulse: A type: 2.5 newton-seconds B type: 5.0 newton-seconds C type: 10.0 newton-seconds 4. We launch from standard commerCially available tripod stand (see #6 below). We usually place a 4' x 4' piece of plywood (or something ofthe like) under the tripod so we get a nice. level surface with less likelihood of tipping over. Again, we would like to have the fleXibility of plaCing this launch area on a grassy area, but if you wanted to have us shoot from the gravel/dirt/clay baseball diamond infield - then we would oblige. In any case we plan . to launch near the middle of the park - which gives us a better chance of recovery w/ln the park grounds. laMotte park has the baseball diamonds near the center of the park grounds. 5. I guess that Is more of a question of what you would require. Normally the kids using the launch control is about 10'-12' away from the rocket (which Is the length of the controller chord). Spectators and kids that aren't launching are kept about 20'-30' back. 6. The type of launchers we use are the standard commercially available launch pads. They normally have a tripod base with a metal rod (2' long or so) sticking up that acts as a track to get the rocket going In the right direction. The pad has a horizontal metal plate that the rocket sIts on as it Is fired. The flre/exhaust/thrust from the rocket hits against this plate. 7. Ignition system Is comprised of: a) handheld controller: 2 ru -- - - powered by a couple of AA batteries _ has a launch button and a safety key (can't launch unless safety key and launch button are pressed simultaneously) b) the Igniter Is a small bent wire wfth some type of chemical at the bend that will glow hot when a small current is passed through the wire. The bent end of the wire is placed up into the motor nozzle and held in place with a plug. The opposite ends of the wires are attached to alligator clips attached to the chord that lead back to the hand held launch controller. When the launch button Is pushed, a small current makes the chemical glow hot which Ignites the ammonium perchlorate in the rocket motor. 8. I guess the best I can tell you is that we keep everyone back a safe distance (at least I think it's a safe distance). We keep everyone from screwing around too much. We all pay attention to each launch (everyone yells out a countdown). When we set the rocket for launch only the kids that are launching are allowed around the rockets (usually all the other kids are busy chasing the rockets previously launched anyway). The launch safety key lessens the likelihood of an unexpected launch. Everyone is within speaking range so I guess If there Is a misfire I would tell everyone to hold positions, walt a minute or so, me (or other den leaders) would approach the rocket. pull out the Igniter, manually release the motor and quickly put It in a bucket of water. I hope thIs covers anything you need to know. let me know If it does not. I am In the process of filling out the special event permit application now and the application form says that I need to attach copies of any permits I may need to the application before getting It back to Centervllle City Council. Below, you say that you will Issue a permit after city council approval. I'm not sure how much of this Is in your control, but what I want to avoid Is: waiting until the next city council meeting for them to review the special permit application; they see that I have no fire permit; they reject it because of that; then It goes back to you for a permit; a couple of days pass before you can Issue a permit; then I wait 2 weeks until the next council meeting... etc, etc... Our event will consist of 15C20 kids (and a sImilar number of parent spectators/supervision) shooting off standard type kids model rockets (the kinds you find In any hobby store). They use engines that emit a small flame (and Inch or 2) for about 2 seconds (for a majority ofthat 2 seconds the rocket is already clear of the ground). The launch pad has a metal plate that the rocket shoots against and the plate is about 6" off the ground - so the flame never actually touches the ground. We also typically place a 4'x41 sheet of plywood (or the like) under the launch pad. We would like to have the fiexlblllty to launch as desalbed from grassy areas - but would certainly shoot from the dirt/day basebaillnfleld If that is what you preferred. We also have a picnic in which a couple of parents will bring a gas grill and we grill hamburgers and hotdogs. In the past two months we have had 7 service calls to unclog the pumps of minimal material at a cost of $350.00 per call. The problems exist in both pumps and are continuing despite our best efforts to solve the problem without replacing the pumps. Attached I have quotes to replace the grinder pumps with similar grinder pumps and also replace them with standard pumps with vortexing impellers. These pumps have the impeller on the top and allow large solids to past underneath without ever coming in contact with the impeller. From discussion with vendors and other cities, I believe the vortex impeller pumps are the best long term solution along with modifying the lift station to a three phase electric system utilizing variable frequency drive (VFD) phase converters. Based upon the quotes provide, I recommend the Council approve the quote from North Star Pump Service for $14,717.00 to change out the pumps and electrical system at lift station #1 as stated in their proposal. North Star Pump believes they can change out the pumps without by-pass hauling, but if that becomes impossible, an additional hourly cost to pump down and haul the effluent to a downstream manhole may become necessary. This is a solicitation for project applications for the use of these funds. Please find the application and information on project eligibility and restrictions on the Metropolitan Council website at http://www.metrocouncil.orgfplanningftransportation/regsolicit.htm . Eligible Applicants State agencies, cities, and counties in the 7-county metropolitan area, regional park agencies, or non-profit organizations with an application that is sponsored by a public agency are eligible for Transportation Enhancements funding. All applicants are limited to onlv one Drovosal to be considered for funding. Eligible Project Types The following types of projects are eligible for receiving Transportation Enhancements funds: 1. Provision offacilities for pedestrians and bicycles. 2. Provision of safety and educational activities for pedestrians and bicyclists. 3. Acquisition of scenic easements and scenic or historic sites including historic battlefields. 4. Scenic or historic highway programs (including the provision of tourist and welcome center facilities). 5. Landscaping and other scenic beautification. 6. Historic preservation. 7. Rehabilitation and operation of historic transportation buildings, structures, or facilities (including historic railroad facilities and canals). 8. Preservation of abandoned railway corridors (including the conversion and use thereof for pedestrian or bicycle trails). 9. Inventory, control and removal of outdoor advertising. 10. Archaeological planning and research. 11. Environmental mitigation to address water pollution due to highway runoff or reduce vehicle-caused wildlife mortality while maintaining habitat connectivity. 12.
