MN 55304 April 20, 2009 Mr. Dallas Larson City of Centerville 1880 Main Street Centerville, MN 55038 Re: Campground Visitor Center Utility Improvements - Rice Creek Chain of Lakes Regional Park Mr. larson, Anoka County Parks and Recreation is anticipating both water and septic utility improvements will be required for the proposed Campground Visitor Center Facility. The utility improvements are anticipated to begin summer of 2009. Water Water is planned to be provided through an eXisting well located onsite approximateiy 130 LF west of the proposed building facility. Approximately 130 LF of waterline will be installed at a depth below frost level. Water quality tests have been completed for (Nitrate Nitrogen, Coliform Bacteria and Arsenic) as required by the Minnesota Department of Health and has been determined the well does meet State requirements for drinking water. A pump test has also been completed to determine the water capacity of the existing well and has been identified at 30 GPM. Water use for the building facility is anticipated to be between 40-100 gallons of water per day on average for work staff and park visitors. It is anticipated additional water use will occur in the event of a park program. The building occupancy for the visitor center is 50 occupants and it is estimated approximatelv 250 gallons of additional water may be used per event assuming the building occupancy is filled. It has been determined the existing well will provide adequate water capacity for the proposed Campground Visitor Center. Sanitarv Sanitary sewer is planned to connect into existing City Sanitary Services for the Campground Visitor Center within the next 3-5 years. In the interim period, a septic holding tank will be used for sanitary waste and is anticipated to be located on the southwest side of the building. Anoka County Parks will plan to pump the septic holding tank during the interim period until the sanitary connections are complete. It is estimated the tanks will have to be pumped two times a year. Future, sanitary improvements will consist of connecting the existing dump station and Campground Visitor Center into the existing sanitary forcemain located near the cul-de-sac on Mound Trail which already serves the Centerville Beach facility. It is anticipated the proposed sanitary lines will be installed at a depth below frost level. After the sanitary improvements have been completed and are in operation, Anoka County Parks and Recreation Department plans to bring the existing septic drainfield that serves the campground dump station offline. The role of the CERT volunteer may involve performing duties such as: shelter support, crowd control, and sheltering victims. CERT members do not respond to disasters unless they are activated by the Emergency Management Director (Chief of Police) or in his absence, the Assistant Director (Captain). . The Community Emergency Response Team (CERT) is a program that prepares citizens to help themselves, their family and their neighbors in the event of an emergency. . Members of CERT will work as volunteers under the direction of the Emergency Management Director (or his designee) during a disaster. . CER T helps focus families and the community on personal preparedness. . CERT members may act as an outreach to others in the community. . CERT members are a support to emergency responders and they do not self- deploy to a scene. Training CER T training takes approximately 20 hours to complete and provides critical skills in emergency preparedness and response. CERT team members learn how to: . Identify and anticipate hazards . Reduce fire hazards in the home and workplace " . Extinguish small fires . Conduct light search and rescue . Set up medical treatment areas . Apply basic medical techniques . Help reduce survivor stress Deplovment CERT members are not officially deployed until they are activated by the Emergency Management Director or his designee and have signed in with the authorized police representative. . CER T members do not self-deploy to disaster incidents. . The Emergency Management Director or his designee can activate CERT members through the CERT coordinator. . The CER T coordinator (Michelle Lakso) will be given specific direction from the Emergency Management Director or his designee as to the mission of the CERT team during the disaster or the incident. . Members of the CERT team fall under the Emergency Management Director or his designee within the chain of command. . CERT team members do have worker's compensation coverage if they have been deployed during a disaster or incident. . If a CER T member is injured during a disaster or incident, a First Report of Ir1iury must be filed with the Emergency Management Director or his designee. Conclusion - Benefit The Centennial Lakes Police Department's Community Emergency Response Team (CERT) was formed in March, 2008, and currently has 41 trained members. The CERT teams act under the direction of the police department and are a valuable resource during a disaster. During any disaster there is a limitless need for volunteers to assist.
