CITY OF CENTERVILLE
CITY COUNCIL SPECIAL MEETING
September 14, 2004
8:15 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a special meeting
scheduled on September 14,20048:15 p.m., at City Hall, 1880 Main Street.
PRESENT: Mayor Terry Sweeney
Council Member Jeff Paar
Council Member Mary Capra
Council Member Tom Lee
ABSENT: Council Member Linda Broussard Vickers

I. CALL TO ORDER
Mayor Sweeney called the September 14, 2004 City Council Special meeting to
order at 8:20 p.m.

Motion bv Council Member Paar. seconded bv Council Member Caura to
auurove the a2enda. All in favor. Motion carried unanimouslv.

VII. OLD BUSINESS
1. Reconsideration of the motion approving Resolution #04-043 A
Resolution approving the proposed 2005 budget and tax levy establishing
the date and time for the Truth-In-Taxation hearing to consider the same.
Motion by Council Member Capra. seconded bv Council Member Paar to
recall the motion approvine: Resolution #04-043 A Resolution approvine: the
proposed 2005 bude:et and tax levy establishine: the date and time for the
Truth-In-Taxation heanne: to consider the same. The Truth-In-Taxation
hearine:s are scheduled for December 8th and continuation date of December
22nd if required. The 2005 levy will be set at $2.000.000 with the expenditures
of $2.408.000 and revenues of $408.000. Vote: Ayes - 3. Nays - 1 (Mavor
Sweeney). Motion carried 3-1
Mayor Sweeney request for the record his disagreement with recalling the original
motion due to the uncertainty of what funds would be needed for a new police
building. He felt with the ability to decrease the levy prior to the first of the year
this recall was not necessary.
Council member Capra stated per the former finance director the first payment for
a new police building was factored into the original levy amount and felt by
increasing the levy from the original proposed amount would add undue stress by
showing up as a 30% increase to some of the residents in their City Tax
Statements. She also stated the consensus of the council was to keep the tax rate
at last years rate including a police building payment, which the former finance
director accomplished on the original levy of $1,700,000.
Council member Capra stated should we need additional funds we did budget
$110,000 for a new public works building that could be redirected to a police
building if necessary.
Mayor Sweeney felt the council should not consider using those public works
funds for the police build as they have already been earmarked for the public
works department. Mayor Sweeney also stated previous councils have taken
monies away from the public works department over the years and he feels that is
not acceptable.
Council member Lee stated he agreed with Mayor Sweeney regarding not using
the public works building funds towards a potential police building. He also
stated he did not believe the building was going to happen at all. He also agreed
adding an additional $300,000 to the levy would cause stress to the residents.
Mayor Sweeney stated many things have occurred since the August Police
Commission meeting that he sees as encouraging towards approval of a police
building for the department.
Council member Paar stated when he ran one of the biggest issues was the high
taxes residents' pay in the City of Centerville. He felt we should not add
$300,000 onto the levy if the payment for the building was included in the
original $1,700,000. He felt we should approve the levy the former finance
director recommended.
Motion by Council Member Capra. seconded by Council Member Paar to
approyine Resolution #04-043 A Resolution approvine the proposed 2005
budeet and tax levy establishine the date and time for the Truth-In-Taxation
hearine to consider the same. The Truth-In- Taxationhearines are
scheduled for December 8th and continuation date of December 22nd if
required. The 2005 levy will be set at $1.700.000 with the expenditures of
$2.108.000 and revenues of $408.000. This is a $300.000 decrease to what was
previously approved. Vote: Ayes - 3. Nays - 1 (Mayor Sweeney). Motion
carried 3-1
Mayor Sweeney stated again for the record his disagreement with this decision.
XII. ADJOURNMENT
Motion by Council Member Lee. seconded by Council Member Paar to
adiourn the September 14. 2004 City Council Special Meetine at 8:40 p.m.
All in favor. Motion carried unanimously.
