Love Conunissioner Roland Parucci Conunissioner Mark Pangell STAFF: Council Member Ben Fehrenbacher City Administrator Dallas Larson I. CALL TO ORDER Vice Chair Wood called the meeting to order at 6:30 p.m. 1. Roll Call II. APPEARANCESIPRESENT A nONS None III. PUBLIC HEARING 1. Lake Area Utilities. Inc.. Preliminary Plat/lot Solit. 6995 - 20th Avenue South. 1.73 Acres and 2.99 Acres Mr. Will Lessard, Lake Area Utilities, appeared to give a brief overview of his plans for the plat/lot split. City Administrator Larson stated that this was discussed at the last Planning and Zoning Conunission meeting. He added that this is currently Outlot A within an earlier plat of Center Villa. Mr. Lessard stated that, because of the location of the trail, he thought it would be a good time to define the property and make it 2 lots. He stated that it meets all the City requirements for B I zoning. There are approximately 5 acres total, with approximately 3 acres in the south parcel. Page I of 4 City of Centerville Planning and Zoning Commission April 7, 2009 City Administrator Larson stated the trail should not have anything to do with the split itself. City Administrator Larson showed, on the screen, the driveway easement location that would be shared by both properties. Commissioner Mosher stated that he believed the split would be a good thing for Lake Area Utilities, and did not see any reason why it should not be granted. City Administrator Larson stated that the trail easement is a loose end from the first subdivision. He added that one other possible issue is that there may be some right-of-way issues with the County. He stated that the City will wait and see what issues the County may have and will address them at that time. City Administrator Larson passed out a draft, with the Staffs recommendation to approve, subject to the following: 1. The owner shall execute and record the prior trail easement before the City Council gives final approval to the plat. 2. Anoka County right-of-way requirements shall be incorporated into the plat. Motion made bv Commissioner Mosher. seconded bv Commissioner Wekseth. to close the Public Heann!! at 6:45p.m. All in favor. Motion earned unanimouslv. Motion made bv Commissioner Mosher. seconded bv Commissioner Wekseth. to recommend that the City Council!!rant preliminary and final plat approval to Lake Area Utilities. Inc.. in accordance with the findin!!s and recommendations attached. All in favor. Motion carried unanimouslv. IV. OLD BUSINESS 1. Lake Area Utilities. Inc.. Preliminary Platllot Split. 6995 - 20th Avenue South. 1.73 Acres and 2.99 Acres (Approved following hearing) V. NEW BUSINESS 1. Anoka County Parks Site Plan Review For Visitor Center (ij1 Campground Mr. Scott Yonke, Anoka County Parks, appeared to present a proposed site plan to construct a Visitor Center and make trail improvements at Rice Creek Chain of Lakes Regional Park Preserve Campground. Mr. Yonke showed where parking would be located on the map. He also showed their landscaping and tree plans for the project, and stated that the plantings would provide a nice visual. Mr. Yonke stated that this would be a 1,600 square foot multi-use building, which would be a good place to hold events and entertain visitors, along with its other uses. He added that it would be a main pull-off area for the park. Page 2 of 4 City of Centerville Planning and Zoning Commission April 7, 2009 City Administrator Larson showed, on the screen, a site plan of the area. He stated that the proposed project meets setbacks, as well as the landscape and parking requirements, and has trees and plantings around the building and patio area. Commissioner Lange inquired whether there would be permit areas given for the back of the park versus for the front. Mr. Yonke replied that all permits would be at the building, but showed where other potential permits areas could be. He stated that the busiest times would be Thursday and Friday nights in the summer. Vice Chair Wood inquired as to how many trailers, motor homes, and campers this area would then hold. Mr. Yonke stated that 4-5 big motor homes would fit, and that there should be adequate room. City Administrator Larson inquired about how they would handle the sewer. Mr. Yonke stated that they are looking at having two 1,250 gallon holding tanks. Discussion ensued. Mr. Yonke stated that the building is currently planned for 2-season use, but could possibly made for 4-season use. City Administrator Larson stated that the Staff recommends approval, provided that Anoka County Parks satisfies the City Council regarding their water and sanitary service arrangements. City Administrator Larson showed the Commissioners drawings from the architect, which showed the building will be insulated and a furnace installed. Discussion ensued. Motion made bv Commissioner Mosher. seconded bv Commissioner Lanl!:e. to adopt the findinl!:s and recommendation for approval attached. All in favor. Motion carried unanimouslv. VI.
