CHIEF'S REPORT
SEPTEMBER 2002
Several memorial events were held on September 11th in remembrance of those who lost
their lives one year ago. Deputy Chief Makela and I attended a memorial service at the
Anoka GovernmentCenter, a county-wide evening event was held in Fridley although no
one from our agency to my knowledge was able to attend, and I spoke at a memorial
service at my church in Roseville.
Officer Scott Arntzen began on September 23rd bringing us back up to full strength. We
are hopeful to have both Jason Corlew and Scott Arntzen finished with field training by
the beginning of2003.
Officers attended a county attorney update during September which highlighted the new
legislation affecting law enforcement. Several officers also attended a use of force
training put on by the county.
They along with staff enjoyed 7 days of vacation, 8 holidays, 6 comp days off in
September and found it necessary to use 5 sick leave days.
Meetings I attended during the month included our regularly scheduled commission
meeting, a meeting with Chair Varian, Commissioner Swedberg and labor relations, a
meeting with the union, Chair Varian and labor relations, an Anoka County Joint Law
Enforcement Council TAC meeting (800 MHz) a meeting with departmental command
staff, a meeting with our new officer, Anoka Chief s with Deputy Chief Makela and a
luncheon with the sheriff and his command staff

3. Public Forum
There were no citizens present for the public forum.
University of Minnesota Duluth Intern Jon Forsythe gave a presentation of the survey he
conducted about community policing for his college course. This was the first attempt
to gather information about community policing and services in the area. The cities of
Circle Pines and Centerville participated in the surveys. One finding was that resident's
do not understand the multicommunity partnership. The Commission and Deputy Chief
Makela thanked Jon for the report and wished him well in his continuing studies at
UMD. Deputy Chief Makela presented Jon with a model CLPD cruiser.
4. Workshop - CLPD Goals Discussion Lead by Commissioner Simons
There are 4 stages that need to be addressed:
1. Establish Priority Criteria
2. Establish a Rating System
3. Select Goals
4. Prioritize Goals

The Commission can set policies and procedures, define the organizational framework,
and accomplish goals through personnel, equipment, facilities, and training.
Any proposed goal would pass through four key criteria:
1.. Capability of attracting continuing support
2. Operationally feasible and suitable
3. Considered valuable to the community
4. Is uniquely a police responsibility
The Commission attempted to assign priorities as follows:
. Mandated by State or Federal law
. Commission Priority, City Council Priority, or Public Priority (seemed to be in this
order)
. Cost Savings to Department or Public (Operational Efficiency seemed to fit with this)
. Service Equity
. Level of Benefit (definition seemed unciear)
. Accomplish by Reorganization
. Accomplish by Policy and Procedure
Performance Appraisals - Follow-up
Action Item: Chair Varian and Rick Anderson will meet on September 24 to go through
the responses to the Chiefs performance questionaire.
The workshop ended at 8: 15 pm and the Commission continued with it's business
meeting.
5. Commissioners Comments
Lexington Commissioner Dot Heifort handed out concerns with the intern survey and
asked that future surveys be coordinated and approved through the Commission first.
Chief Heckman remarked that in the packet was information about combining police
departments requested by the Minnesota Post Board.
Action Item: Centerville Commissioner Wright mentioned that the September 10
primary election at Centerville Elementary School allowed the public to travel throughout
the facility. He believed security concerns for children should be addressed when
holding elections at school facilities. Mayor Swedberg stated the City would address
the issue before the November election at a Centerville Council meeting.
Circle Pines Commissioner Lund asked about level 2 and 3 predatory sex offenders in
the community. The Chief remarked that the Department is aware of offenders in the
community and keeps tabs on their activities. The Chief makes a determination of when
neighbors are informed of sex offenders.
Chief Heckman informed the Commission that a 15-year old girl's life was recently
saved by use of the chiid defibriiator. Officers McCarty and Bernardi were on the scene

within two minutes and revived the patient. The department could use 5 more
defibrilators for a total cost of $15,000.
6. Consent Agenda
A. Approval of the August 8, 2002 Commission Meeting Minutes
B. Monthly Financial Report for August 2002
C. Ratification of the August 2002 Claims and Expenses
Commissioner Heifort pulled item A from the consent agenda and asked to make
corrections at the next Commission meeting.
Motion:
Commissioner Grahek made a motion to approve Items B&C, seconded by
Commissioner Wright. The motion was unanimouslv approved.
7. Action Items
A. 2003 Draft Budget: The cities of Lexington and Centerville indicated that their
Council's had approved the 2003 CLPD proposed budget. Circle Pines had already
approved the budget.
B. Minnesota State Department of Alcohol and Gambling Enforcement Grant for
compliance checks: Chief Heckman noted that in the packet was information on
the penalties each city follows for alcohol license offenses.
Motion:
Commissioner Mahr made a motion to ask for alcohol compliance check grant money
from the State Alcohol and Gambling Enforcement agency, seconded by Commissioner
Lund. The motion was carried unanimouslv.
C. Research for Commission Request of Transports to County Jail: The Chief
stated that the data was not readily available.
Action Taken: The consensus of the Commission was the Department would
keep track over the next few months to better determine what the. needs are for
holdina cells and transport to the County iail in Anoka.
D. Approval of the Minnesota Data Practices Act - Rules and Regulations
Chapter 86: The data practices act is critical to the Department because it
determines information that may and may not be released by the Department.
Action Taken: James Hoeft. Centerville City Attornev will review the document
and make written recommendations to the Commission with a suaaested
deadline of the November Commission meetina.
E. October Commission Meeting: Chair Varian will be absent for the meeting and
Vice Chair Pitchford will preside.

8. Miscellaneous Items:
A. Update on Task Force to Review Commission Membership
On page 3 of the CLPD Joint Powers Act Item 3.5 F it states that a member city may
call a taskforce to determine the composition of the commission. The Mayor of
Lexington previously asked that a taskforce be assembled to address the question.
Commissioner Swedberg stated that it was unclear what the intent of the proposal was
and if there were other agenda issues that taskforce would discuss. Commissioner
Heifor! stated the intent was solely to look at the structure of the Commission.
Commissioner Swedberg asked if this could be fast tracked and was assured by Chair
Varian that it could be completed sooner than the 6-month timeframe mentioned in the
Joint Powers Agreement. Commissioner Swedberg stated that Centerville would be
sending Council Member Mari Nelson and Cindy Hobscheid, a citizen representative
and the City Administrator. Apparently, no other City approved a citizen for this
taskforce but it was agreed that all of the Centerville appointees could participate.
Action Item: Obtain the Centennial Fire Department and South Lake Minnetonka
Police Department Commission Structures to Chair Varian (Commissioner
Swedbera & Chief Heckman).

Executive Session:
At 9:17 p.m. the Chair closed the scheduled meeting of the Commission and opened an
Executive SeSSion at 9: 18 p. m. to discuss negotiations with the Union for a new
contract.
The Executive Session was closed at 9:45 p.m. and the Commission resumed the
regular meeting.
Motion to Adjourn
At 9:46 p.m. a motion to adjourn was made by Commissioner Mahr and seconded by
Commissioner Lund. The motion was approved unanimouslv.

On 25 October 2002, in the early evening between approximately 1800-1900
hours, I was working in the Centerville Lions Concession Trailer at the old jail/fIre
station/city hall/public works building located on Sorel Street between Centerville Road
and Goiffon Road. There were two other Lion members working in the trailer at that
time, I was the farest away from the door when one ofthe new Lion members handed me
forty-three (43) dollars in folded dollar bills. He stated that a police officer had given it
to him and had found it lying on the ground near the concession trailer. I asked what the
officer looked like and he stated he was tall and thin and very young. Being as how I am
getting up there in age, I fIgured anyone sixty or younger is' young.
Being as how we were quite busy during this time, I didn't have a chance to go
out and look for myself to see what officer it was, We took the folded money and placed
it below our cash drawer and stated to the other Lion members in the trailer, that if
someone came up and stated they had lost money and could describe the denominations
of the bills, we would return it to them. We fIgured that maybe some had cashed a fIfty-
dollar bill and it was the change left over from the fIfty. We had a couple of fIfties in the
drawer at that time and no one could remember who had cashed them.
After talking to you on Monday morning the 28th of October, that the officer was
no one other than CSO Matt Noren. The other Lions and the community want to thank
you for having another great and honest person in your department. Knowing most of
your officers and staff, it was no little wonder that here again is a true and honest person.
We wish to thank CSO Matt Noren for being a true example that the COP
program is working, in everyone's eyes he is a fine example of OUR police department.
Later in the evening an adult came up to us and asked if anyone found some money on
the ground, he had bought various items at our concession trailer and had paid entry to
our Haunted House with a fIfty and stuck the money in his pocket without putting it away
in his wallet, going to leave and reaching for his keys, he found the money gone. He was
able to describe the two twenties and three ones. We returned the cash to him and told
him that a CLPD officer had turned it over to us, he was amazed and stated being as how
dark it was around the building that an individual could of just stuck the money in their
pocket and walked away.

election to the City Council for the City of Centerville, Staff would also like to extend their
congratulations as well.

review that will hopefully assist you in getting up to speed on what the City is working on, I will

Also, in addition to City specific information, I will be passing on to you information about the
League of Minnesota Cities' newly elected mayors and council em embers session that will occur
in late January, I would really encourage all of you to attend this session, especially. It is an
excellent session and the League does a great job in providing lots of information about your new
political endeavor and it's an excellent way to meet other newly elected folks who have the same
interests and concems as you, I will notify everyone once I have the date and times of this
session. Feel free to check out their web site, too at www.lmnc,oro to find out more about those
issues that are or will be important to cities.
