Pursuant to due call and notice thereof: the City of Centerville held their scheduled Truth in
Taxation meeting on November 30, 2005, at City Hall, 1880 Main Street.

Mayor Capra called the November 30, 2005, City Centerville Truth in Taxation meeting
to order at 6:30 p.m.

Finance Director, John Meyer gave an overview of the 2006 budget.
Mary Pesha, 1745 Ojibwe Drive, stated that she moved to Centerville three years ago.
She stated that she lives in a 1,600 sq. ft. townhome and pays over $3,000 in property
taxes. She stated that she feels this is terrible compared to what other counties are paying
in property taxes. She stated that she would like to know why we are paying so much.
Mayor Capra stated that over $1,000 of the funding is for the school. She stated that we
are paying for levies that were approved by voters in the past.
Ms. Pesha asked how much remains on the levy.

Mayor Capra stated that she was unsure of the exact amount because the Council deals
specifically with the City portion. She recommended contacting the County Assessor,
Crystal Huss, 763-323-5486, to ask them to take a look at the property'to see if it was
over valued. She also recommended taking a look at the Citizen's League website for
the 2005 ratings for County taxes to compare how Anoka County compares to others in
the State.
Ms. Pesha stated that she is concerned about when this increase will stop. She stated that
there are a lot of people who will not be able to afford to stay in their homes and will
move.
Donna Germain, 1548 Peltier Lake Drive, stated that she did not think the tax statement
included the newest school levy amount. She stated that she has lived in Centerville for
30 years and has "gone around and around" with the assessors. She stated that although
she felt it was good to have them come out and take a look at the property, the reductions
they give are so minimal, it really doesn't affect your taxes. She stated that she attended
tonight's meeting because Governor Pawlenty had encouraged people to attend. She
stated that it is such a struggle for people to keep their heads above water and it is very
expensive to live out here. She stated that she appreciates what the City has done, but
asked if there was anything that the City can do to encourage the County not to try to
meet the market expectations on house value.
City Administrator Larson stated that the County has an obligation to keep the average
sale ratio of homes above gooA-.
Ms. Germain asked if taxes were ever frozen for senior citizens or people on fixed
incomes.
Council Member Terway stated that they are eligible for a refund, but their taxes do not
freeze.
City Administrator Larson stated that the State has a program where you can defer a
portion of your tax payments.
Mayor Capra stated that the Council has been working on ways to bring the tax rates
down, but it is a slow process, and a huge part of our taxes, right now, are the school
levies.
Mavis Giwoyna, 1873 Prairie Drive, stated that her taxes have increased in the last two
years by around $1,000. She stated that she lives in an 860 sq. ft. house. She stated that
she has lived in Centerville for 13 years and would like to know how long until the
school building levy is gone.
Mayor Capra stated that these are 30 year bonds.

1. Economic Development Committee (EDC) Recognition
Mayor Capra thanked former EDC member Mr. Rehbein for his many years of service to
the community. She stated that Mr. Rehbein has done a great job of pulling together
different ideas to benefit the City. She stated that after the reorganization is complete,
there will always be a place for someone with all of his talents.
Council Member Paar, as the liaison for the EDC, presented a plaque to Mr. Rehbein
honoring his service to the City. He stated that he agreed that it will be a great asset to
have Mr. Rehbein participate any way he can on future downtown developments.

Mayor Capra also acknowledged and thanked other EDC members who either were
unable to attend tonight's meeting or had to leave before the presentation. She thanked
Jennifer Dosh who is currently serving on the Downtown Revitalization Task Force; Paul
Burke, who current chairs the Economic Development Corporation for the City; Scott
Fischbach who has served for two years on the EDC; Scott Ebol who did an incredible
job running the parade last year and will- be leaving soon to serve in Iraq with the
National Guard; and Eileen Smith, who has dedicated two years to the EDC and was
named Business Person of the Year for 2005. Mayor Capra thanked the EDC members
for their dedication and commitment to the City.
IV. APPROVAL OF COUNCIL MINUTES

Mayor Capra requested the following changes: On Page five, remove "Centerville
Liquor" from the motion, page six, item four add the dollar amount of "528,000," and
page seven, item one change "insurance company" to "City Attorney."

4. Maguire Iron - Change Order #2 (Water Tower) - $3.480.00
Mayor Capra asked Acting City Engineer Schluender to explain the need for change
order for the water tower.

Acting City Engineer Schluender explained that the request came from a contractor that
was working on the sewer line along 20th Avenue because the gas main was located in
this area. He stated that they bad to take extra precautions to work around the line
because it was running diagonally through the area rather than linear. He stated that
Minnegasco feels they were permitted to install their line through the right of way in this
manner and were unwilling to move it.
Council Member Lee stated that Minnesgasco should have the paperwork supporting
their claim that they bad the right to install the line diagonally.
Council Member Terway asked Mr. Larson to contact Minnegasco to get copies of their
most recent policies, so if this situation arises again, the City won't have problems.

VB. NEW BUSINESS
1. Administrative Penalties - Preliminary Consideration
Mayor Capra asked if Circle Pines and Lexington were also considering these
administrative penalties.
Mr. Larson stated that they have embraced the idea with the hope that law enforcement
can use the same list of administrative offenses with the same penalties for each City. He
reminded the Council that this is a preliminary document that the Joint Powers Board has
not seen. He stated that he is looking for opinions on the list and the penalty amounts
from the Council before the Joint Powers meeting on December 12, 2005.
Council Member Lee stated that he feels the penalty for defacing park property. should be
increased to $100.
Council Member Terway stated that he feels the penalty amount for violations of weight
limits should also be increased because $75 is a "cheap ticket" fOf contractors and the
damage that can be done to the roads far exceeds that amount.
City Attorney Hoeft stated that the law enforcement officer will still have the discretion
to issue a standard citation that would be taken through the court system.
Council Member Terway and Council Member Lee stated that they both felt this issue
should be clarified better.

Mayor Capra stated that she would like to change the item "Climbing on trees or
buildings in the park" to state "Damage to trees in parks." Mayor Capra stated that she
understood the liability issues associated with climbing trees, but fek that the officers
could just ask the kids to get out of the trees and institute the fine only if the trees were
damaged.
Council Member Paar stated that, in general, he feels the fine amounts are too low.
Council Member Lee stated that he would like to see the penalty for illegal use of
snowmobile be higher.
The Council discussed the reasons for keeping the fine amounts on the lower side and
keeping them out of the County court system.
Council Member Paar stated that he would like to see penalty amounts for both park
defacement and illegal snowmobile use be raised to $100. He stated that he is also a
snowmobiler, but would like people to follow the rules.
Mr. Larson stated that he will take these comments to the Joint Powers Board meeting on
December 12, 2005.

1. Economic Development Committee (Ene) Recognition
Mayor Capra noted that Mr. Paul Burke had arrived at the meeting.
Council Member Paar thanked Mr. Burke for his work as the former chair of the EDC.
He stated that he was very instrumental in creating Cougar Cash, which makes great
Christmas presents. Council Member Paar presented Mr. Burke with a plaque honoring
his dedication and commitment to the City.

1. Kelly's Komer Liquor and Tobacco Renewal (2006)
Mr. Larson advised that all the renewal documents had been properly filed.
Motion by Council Member Lee. seconded by Council Member Tenvay to aoorove

Council Member Paar questioned whether they had paid their outstanding bills with the
City. Mr. Larson stated that all have been paid in full.

Mayor Capra stated that this item will be discussed later in the Work Session portion of
the meeting.
IX. ANNOUNCEMENTSIUPDATES
1. City Administrator.. Mr. Dallas Larson
Mr. Larson reported that the Downtown Redevelopment Task Force met this week to
modify planning documents and review current guidelines. He stated that there is a
public meeting scheduled for December 20, 2005, 6:30 p.m. at the Centerville
Elementary School. He stated that there are plans to provide on-site childcare for this
meeting.
Mayor Capra stated that the on-site childcare was very well received last time.
Mr. Larson stated that the Task Force has talked about the possibility of locating a
County Library in Centerville. There is a meeting scheduled on December 6, 12:00 noon
to discuss this possibility. Mr. Larson stated that he would like approval to provide box
lunches for this meeting.
There was a consensus to allow for box lunches at the meeting with the County Library
and authorize Mr. Larson to make this type of decision in the future.
Mr. Larson stated that the codification of the ordinances should be in final draft form
towards the end of December. He stated that the Planning Commission has a hearing on
zoning subdivision and flood plain regulations coming up so he hopes that this item will
be on the Council agenda by the end of January for final adoption.
Mr. Larson stated that in 2000, the Council approved $50/year for employees to purchase
City shirts with logos on them. He stated that an employee recently asked if the City logo
needed to be on the shirt. He stated that he was unable to find the minutes reflecting
what the Council had specifically passed. Mr. Larson stated that there is a group of
employees that are unionized that currently receive $350/year for a clothing allowance.
He stated that, in his opinion, this group of employees should not receive the additional
$50/year for shirt purchases. He stated that he also feels the shirt should have the City
logo on it somewhere but that he is looking for input from the Council on their opinions.
Council Member Lee stated that he feels if the City is paying for the shirt, it should have
the City logo on it.

Council Member Terway stated that he felt this benefit did not need to be extended to
those who already have a clothing benefit.
Council Member Lee stated that he felt the benefit should be offered to employees who
are out getting dirty working for the City as well as those working in the office.
Council Member Terway stated that he is in favor of supplying City logo clothing to all
City personnel, but feels it may not be necessary for employees who already have a $350
clothing budget.
Council Member Paar asked for Mr. Larson's opinion.
Mr. Larson stated that if he were starting from "scratch," he would not provide that
additional $50/year to the union members.
Mayor Capra stated that she supported this recommendation but would suggest that the
yearly amount be increased to $60 to reflect current clothing costs.
Council Member Paar stated that he also feels that people in the union should not get
anything additional because they are already covered for clothing under their contract.

Mr. Larson suggested that the union members be allowed the additional $50/year for
2005 and the new rates go into effect for 2006.

Mr. Larson stated that the Police Chief stated that Center Mart and Comer Express have
received Gold Stars for tobacco compliance.
Mayor Capra suggested that a recognition certificate be created for these businesses.
Mr. Larson updated the Council on tbe sale of the truck to the City of Bovey for $33,000.
He stated that he feels the City should look at a two or three year rotation plan rather than
one year.
Mr. Larson stated that as noted earlier in the meeting, Scott Ebel will be going to Iraq and
will be unable to plan the parade, so the City is looking for a volunteer.

Council Member Lee stated that he thinks this situation has been remedied.
Council Member Paar stated that he plans to take over as the liaison to the Park and
Recreation Committee beginning in January.
Council Member Lee stated that he attended the Downtown Redevelopment Task Force
meeting and is very excited about the possibility of locating a resource branch of the
library in Centerville.
Council Member Lee stated that the Task Force also discussed architecture for the
downtown area and have been discussing "French Canadian" and a style similar to New
Orleans.
Mayor Capra stated that Finance Director Meyer had attended a meeting on Financing
Public Properties and she was looking forward to hearing feedback from that meeting.
Mayor Capra stated that she has spoken with several businesses regarding signing the
MOD. She stated although there are some concerns, many are glad to see this moving
forward.
Mayor Capra reminded people that Cougar Cash was available and makes a great
stocking stoffer for Christmas.
Mayor Capra stated that a resident asked her to bring up the idea of purchasing vests or
light jackets for people who are doing "ride-alongs" with the police to wear which
identifies them as "ride-alongs."
Council Member Lakso stated that there was information included in the packet on a
legislative action alert in regards to legislation trying to eliminate local franchising
authority. She stated that if the local franchising authority is lost, the City will lose a lot
of its local cable resources.
Council Member Terway thanked the Downtown Redevelopment Task Force for their
work. He stated that they have come up with a lot of good ideas and he is especially
excited about the possible library. He stated that he is also in favor of the proposed
parking structure which would allow for more green space in the City. He stated that he
would like to see a presentation made, possibly by Mayor Capra that gives a brief history
of why the City is looking into the "French-Canadian" type architecture.

The City Council ofCenterville, Minnesota met in a closed session on Wednesday,
November 30, 2005, at 8:20 p.m. in City Hall. Present were Mayor Mary Capra, Council
members Richard Terway, Michelle Lakso, Tom Lee and JeffPaar. Also present were
Administrator Dallas Larson and Jim Hoeft, City Attorney. The purpose of the closed
meeting was to review the status of litigation relating to Ronald S. Hugger and an
unsuccessful vehicle forfeiture.
The Council received a memo from Attorney Sandra Johnson reporting on the process
and actions that led to the failed forfeiture. Attorney Hoeft reported on the events as he
could recall them and indicated that he didn't entirely agree with Johnson's conclusions
on what went wrong in the case. It was noted that the League of Minnesota Cities
Insurance Trust (LMCIT) is processing the claim. LMCIT expects the forfeiture sale
proceeds to be available to settle the claim.
The meeting was reopened to the public at 9: 18 p.m. This being the last item of business,
the meeting was duly adjourned at 9:20 p.m.

The City Council of Centerville, Minnesota met in a work session on Wednesday,
November 30, 2005, at 9:20 p.m. in City Hall. Present were Mayor Mary Capr~ Council
members Richard Terway, Michelle Lakso, Tom Lee and JeffPaar.
The work session had three agenda items: 1) Consider agenda items for annual council
retreat, 2) Discuss committee liaison appointments for 2006 and 3) Discuss consultant
contracts for the coming year.
The Council discussed its annual retreat scheduled for Saturday, January 14, 2005. The
council identified the following items as possible training and discussion items: 1) Set
goals for 2006 and review accomplishments for 2005, 2) relationships with other council
members and with statt: 3) identifying the role of the council members, 4) healthy
interaction with staff/staff appreciation event, 5)Economic Development: EDC vs EDA,
6) Consultant contracts.
After some discussion, the following committee assignments were suggested for 2006:

As part of the negotiations for the construction of the new facility, the three cities agreed
on specific buyout dollars to be paid to the City of Circle Pines for the balance of the
police lease in the city hall site. The agreed upon amounts were $16,975 from the City
of Centerville, and $14,550 from the City of Lexington.

Compensation to Circle Pines for Land and Lease
After reviewing this with the City Council, we are requesting the following compensation.
For the lease, the City of Circle Pines has invested over $36,500 in repairs and
enhancements to the building systems over the last couple years. The city's only
means of recouping that investment was the future lease payments. As a result, we are
requesting a payment from Lexington for buyout of their portion of the lease of $14,550.
We are requesting a payment of $16,975 from the City of Centerville. That would allow
for the termination of the lease on January 1, 2006, or the point the police department
moves into their new headquarter facilities.
As to compensation for the value of the land, Circle Pines only wishes to recover its
costs.of acquiring the land. If the Police Governing Board is willing to compensate the
City of Circle Pines for it~ cost of acquiring the land from Anoka County, including the
costs of surveying, engineering and legal work from the buitding bonds proceeds, then
the city will at the end of the lease deed the land to the other cities in the appropriate
percentages for a dollar. To date we have incurred $5,663 in engineering costs and
$8,500 in surveying costs. There is probably another $1 ,000 in legal costs. At this point
it is unclear whether the county will actually require us to trade a portion of the city's
property adjacent to the site for the land from the county. If they do require the transfer
of that property, the city would request reimbursement for a mutually agreed upon value
for the traded property.

Centennial Soccer Club Requested Usage of Laurie LaMotte Memorial Park's
Soccer Fields

The following neolDmeDdation was made by the Parks " Recreation Committee at the
December 7, 2005 regularly scheduled committee meeting.
Mr. Jay Peterson, Centennial Soccer Club, made an appearance to request a change in the usage of the
soccer fields at Laurie LaMotte Memorial Park. Currently the fields are set up as U13, UI0 and U9,
which are bigger fields used for older teams. These fields are used for practice fields and are not
dedicated specifically to the Centennial Soccer Club. Mr. Jay Peterson stated what the club would
like to do is to turn the one field closest to the parking lot into two (2) micro-fields for U8 and U6
teams, which are 6-8 year olds. The dimensions of the current field, which runs north & south, would
fit the two fields at 20 x 30 yards or maximum of 25 x 40 yards running east & west. The club would
provide goals and nets which would be smaller at 4' x 6' and they would remove the larger nets to
utilize elsewhere. The Centennial Soccer Club has the same area as the Centennial School District
and of the 1,600 participants, approximately 300 are from Centerville. Mr. Jay Peterson has been
making appearances at other Cities in the district and has also met with the school district regarding
use of additional fields. The City of Lino Lakes is used heavily for soccer and the city is encouraging
the Centennial Soccer. Club to utilize the other City's parks in addition to the ones used in Lino Lakes.
Some parks are only sufficient for practice, not games. The fields don't have to be as groomed for the
younger groups of players.
The Centennial Soccer Club would like to request dedicated time Monday through Thursday from 5
p.m. to dusk beginning early in May 2006 through mid-July. Committee Member Peil questioned
whether the soccer fields would interfere with the outfield for the Little League ball fields to which
Chairperson Peterson replied it would not interfere with the ball fields. The Centennial Soccer Club
would be responsible for laying the field out, striping it and scheduling the usage. Committee Member
Amundsen questioned whether the additional cars in the parking lot would cause problems with Little
League parking. Mr. Jay Peterson stated there are about 12 players on each team with two teams who
play for an hour. Chairperson Peterson said the parking lot is designed for either 96 or 112 parking
spots and parking should not be a problem. Chairperson Peterson stated another representative from.'
the Centennial Soccer Club made an appearance at Parks & Recreation a year or so ago regarding the
possibility of the club installing an irrigation system on the Laurie LaMotte Memorial Park soccer
fields with the idea of improving the turf

At the time the committee was open to the idea and the possibility of involving the Centennial Little
League. Mr. Jay Peterson said it was determined that the cost of re-establishing the turf and installing
irrigation was too high and they would like to see how it works this next season before discussing the
possibility of improving the turf or irrigation.
Motion was made by Chairperson Peterson, seconded by Committee Member Peil to recommend
to City Council the approval or the Centennial Soccer Club altering the existing soccer field,
closest to the parking lot, to accommodate two (2) east/west uatu6 micro-soccer fields. The
Public Works Staff wiD ensure the area is mowed. The Centennial Soccer Qub would be
responsible for supplying the nets & goals, laying the field out, striping it and scheduling the
usage with a list of the coaches supplied to Public Works Staff. The Centennial Soccer Club
would have dedicated use of these fields Monday through Thunday from 5 p.m. to dusk

City Administrator Larson indicated the City always has control over easements and can
have anything removed if water is impeded.
Council Liaison Terway indicated he would have an issue with the width of the culvert as
the bridge would be narrower and he would not want the culvert to be much wider than a
bridge would have been.
City Administrator Larson indicated he would run the idea by Council Members and the
engineering staff
Commissioner Love indicated he would prefer the bridge as he feels it is safer because
you have invited crossing if you put something there to allow it and a bridge would have
sides for safety.

1. Arcade Concrete.. 2016 Gateway Circle Landscape Redesign
The Applicant explained that the engineer filled in the landscape and had no input into it
and now they have had a landscape person redesign it to meet the needs of the building as
it is built. He then said that the other thing being done is adding more rock than sod to
limit maintenance requirements.
Chair Hanson asked whether the landscaping rock would fall into the definition of
greenspace or if grasses are required.
City Administrator Larson indicated that this is an industrial area and that is why the City
may want to allow it but the City would not want to see it in other areas.
t . The Applicant indicated that there is still grass in the back and on the County Road 14
side.
The Applicant indicated they have 11 trees along the east side where you drive in as they
felt it would be a better buffer between buildings than to screen parking lot to parking lot
in the back.
Chair Hanson asked whether the fabric underneath the rock was water permeable to allow
water to infiltrate rather than run off

Commissioner Klennert Hunt indicated that she would not have an issue with this plan as
long as it meets the requirements.
The Applicant indicated that the watershed district representative has approved the
landscaping as planned.
The Commission agreed that the plan looks nice and asked that any future deviations
from an approved plan be brought to the City for approval.

City Administrator Larson indicated that Staff continues to research how to handle this
situation and will report back. He then said that the City may be able to regulate the size
and number of signs but regulating the content is not as easy to do.

1. Downtown Redevelopment
City Administrator Larson showed a drawing of the proposed downtown area. He then
indicated that they are working with the library on having a resource library in town.
Commissioner Klennert Hunt suggested Commissioners attend the next public meeting if
possible as she really got a lot of information and felt it was very beneficial.
Council Liaison Terway indicated Council has been telling people that this will be
developer driven.

The objective of our audit is the expression of an opinion as to whether your financial statements are fairly presented, in all
material respects, in conformity with accounting principles generally accepted in the United States of America and to report on

taken as a whole. Our audit will be conducted in accordance with auditing standards generally accepted in the United States of
America and will include tests of the accounting records and other procedures we consider necessary to enable us to express such
an opinion. If our opinion on the financial statements is other than unqualified, we will fully discuss the reasons with you in
advance. If, for any reason, we are unable to complete the audit or are unable to fonn or have not formed an opinion, we may
decline to express an opinion or to issue a report as a result of this engagement.

Audit Procedures - Internal Control
In planning and performing our audits, we will consider the internal control sufficient to plan the audit in order to determine the
nature, timing, and extent of our auditing procedures for the purpose of expressing our opinion on the City's financial statements.
An audit is not designed to provide assurance on internal control or to identify reportable conditions. However, we will inform
the governing body and audit committee of any matters involving internal control and its op1ration that we consider to be
reportable conditions under standards established by the American Institute of Certified Public Accountants. Reportable
conditions involve matters coming to our attention relating to significant deficiencies in the design or operation of the internal
control that, in our judgment, could adversely affect the entity's ability to record, process, summarize, and report financial data
consistent with the assertions of management in the financial statements.
Audit Administration, Fees and Other
We understand that your employees will prepare all cash or other confirmations we request and will locate any documents
selected by us for testing.
We will prepare a general ledger trial balance for use during the audit. Our preparation of the trial balance will be limited to
formatting information in the general ledger into a working trial balance. As part of the audit we will prepare a draft of your
financial statements and related notes. You will be required to review and approve those financial statements prior to their
issuance and have a responsibility to be in a position in fact and appearance to make an informed judgment on those financial
statements. Further you are required to designate a qualified management-level individual to be responsible and accountable for
overseeing our services.
Our fee for these services will be at our standard hourly rates plus out-of-pocket costs (such as report reproduction, typing,
postage, travel, copies, telephone, etc. ). We estimate that our gross fee, including expenses will be approximately $21,500. Our
standard hourly rates vary according to the degree of responsibility involved and the experience level of the personnel assigned to
your audit. Our invoices for these fees will be rendered each month as work progresses and are payable on presentation. In
accordance with our firm policies, work may be suspended if your account becomes 90 days or more overdue and may not be
resumed until your account is paid in full. If we elect to terminate our services for nonpayment, our engagement will be deemed
to have been completed upon written notification of termination, even if we have not completed our report. You will be obligated
to compensate us for all time expended and to reimburse us for all out-of-pocket costs through the date of termination. The above
fee is based on anticipated cooperation from your personnel and the assumption that unetpected circumstances will not be
encountered during the audit. If significant additional time is necessary, we will discuss it with you and arrive at a new fee
estimate before we incur the additional costs.

BE IT FURTHER RESOLVED that the City has chosen to enter into a contract with

By January 1, 2006, the governing body of each statutory or
home rule charter city, county, school district, regional
agency, or other political subdivision, except a town, must
develop a policy that controls travel outside the state of
~nnesota for the applicable elected officials of the relevant
unit of government. The policy must be approved by a recorded
vote and specify:
(1) when travel outside the state is appropriate;
(2) applicable expense limdts; and
(3) procedures for approval of the travel.
The policy must be made available for public inspection
upon request and reviewed annually. Subsequent changes to the
policy must be approved by a recorded vote.

Purpose: The Ciw of Centervi11e reettgr'19.e8 that its Elected 0fIicial may at times receive value
from traveling out of the state for workshops, conferences, events and other a&caigrtmEmts. 'Ibis
policy sets forth the conditions under which out-of-state travel will be reimbursed by the City.
General Guidelines:
1. The event, workshop, conference or &SAi!V'1TI~nt must be approved in advance by the Ci1;y
Council at an open meeting and must include an estimate of the cost of the travel. In
evaluating the out-of-state travel request, the Council will consider the following:
. Whether the Elected Ofticial will be receiving training on issues relevant to the City or to
his or her role as the Mayor or as a Council Member;
. Whether the Elected Oflicial will be meeting and networking with other Elected Oflicials
from around the countly to exchange ideas on topics of relevance to the Ci~ or on the
official roles of local Elected Oflicials;
. Whether the Elected Oflicial will be viewing a City faciliW or function that is mn.i1er in
nature to one that is currently operating at, or under consideration by the City where
the purpose for the trip is to study the facility or function to bring back ideas for the
consideration of the full Council;
. Whether the Elected Oflicial has been specifically a&~ed by the Council to testify on
behalf of the City at the United States Congress or to otherwise meet with federal
officials on behalf of the City;
. Whether the City has sufficient funding available in the budget to pay the cost of the
trip.
2. No reimbursements will be made for attendance at events sponsored by or ~ft;11ated with
political parties.
3. The City may make payments in advance for airfare, lodging and registration if specifically
approved by the Council. Otherwise all payments will be made as reimbursements to the
Elected Oflicial.
4. The City will reimburse for transportation, lodging, meals, registration, and incidental costs
using the same procedures, limitations and guidelines outlined in the City's Personnel
Policy for City employees.
5. Airfare will be reimbursed at the coach rate.
6. Mileage will be reimbursed at the IRS rate. If two or more Council Members travel together
by car, only the driver will receive reimbursement. The City w:i11 reimburse for the cost of
renting an automobile if _ to conduct City business.
7. Lodging costs are limited to those which are reasonable and necessary.
8. Receipts are required for lodging, airfare, and meals and same should accompany an
expense report form. It is not nece8881Y to have receipts for cabs and tips. The expense
report form shall be submitted to the City Clerk (or Finance Department) for payment.

9. The City will not reimburse for alcoholic beverages, personal telephone calls, costs
associated with the attendance of a family member, rental of other than compact model
vehicles, meal expenses included in the cost of registration, or recreational expenses such
as golf, tennis or recreational tours.
10. Limitations may be imposed on paying for expenses for a Councn Member who has
announced his/her intention to resign or whose term. is ending and does not intend to seek
re-e1ec1ion.
11. The Elected Official must turn over materials received to the CiW.
12. Requirements to use the most cost-e:fficient mode of travel available t~1ri~ into
consideration reasonable time constraints.
13. The CiW Council may make exceptions to the policy depending upon circumstances unique
to the trip and/or Elected Official.

RECORDING SECRETARY SERVICE AGREEMENT
Dated: December 31, 2005
By and between TimeSaver Off Site Secretarial, Inc. ~d the City of Centerville,_1880 Main
Street, Centerville, MN 55038.
1. EXTENSION OF RECORDING SECRETARIAL SERVICE AGREEMENT: The term
of the existing Recording Secretary Service Agreement dated December 31, 2004 shall be
extended under the same terms and conditions to December 31, 2006.
2. TOSS Charges. TOSS shall be paid for its services as recording secretary for each
meeting (the highest rate will prevail), as follows:
a. Base Rate of One Hundred Fifteen and 50/100 dollars ($115.50) for any meeting
up to one (1) hour (billable time) plus Twenty-eight and 50/100 dollars ($28.50)
for each thirty;(30) minutes following the first one (1) hours; !!!
b. Twenty-five and 25/100 dollars ($25.25) per hour for time attending meetings,
and fifteen (15) minutes prior to Call to Order and fifteen (15) minutes following
Adjournment with a one and one-half (1.5) hour minimum; and Eleven and
25/100' dollars ($11.25) for each page of minutes prepared from shorthand or
machine notes of the recording secretary as draft minutes for submission to and
the review and comment of the City of Centerville for their preparation of final
minutes.
At the end of the term of this Addendum or any extension of it, the parties may make a new
Agreement or extend or modify the terms of this Agreement.
IN WIlNESS WHEREOF, the undersigned have executed this Addendum to the Recording
Secretary Service Agreement as of the day and year ~dicated.

1. Ms. Connie Moore - Alexandra House
Ms. Connie Moore appeared before Council and provided information on the services
provided by Alexandra House. She then asked Council to consider a financial
contribution to their organization.
Mayor Capra noted that Commissioner Langfeld is very active and then asked whether
Alexandra House receives funding from the County.
Ms. Moore indicated that the County awarded Alexandra House a 525,000 grant for this
calendar year and they are considering their ability to contribute for next year.
Mayor Capra indicated that this Council supports mediation services through Anoka
County and noted that the Council meets next week to discuss its budget.
Council Member Paar indicated he would like to ensure that residents of Centerville are
aware of the services available to them.

1. Recycling Challenge
Mayor Capra indicated the City has been challenged to recycle more paper as there is a
shortage of paper for recycled purposes since China started purchasing from the United
States. She also noted that there is an exchange program for lead sinkers and fishing
lures and asked residents to consider exchanging them to save the waterfowl from
ingesting them.
2. Centennial Lakes Police Budget 2006
Council Member Lee reviewed the budget with Council and indicated that Centerville'siproposed increase is $27,000 and noted the proposal would take $100,000 out of the
reserve fund to lessen the impact.

During the state mandated tobacco sales compliance check that I conducted on December
3rd all of the businesses in your city that are licensed to sell alcohol passed the check. I
directed an underage buyer into these businesses for the purposes of ensuring that the
businesses are taking the appropriate measures to sell their alcohol products to adults.
I am pleased by the results of the past alcohol checks and hope that the additional check
that will be conducted in the near future will have the same success rate.

SUBJECT: Status of HAVA voting Equipment for 2006
I am writing to give you an update on the status of the HA V A voting equipment. On November 3,
2005, the Seaetary of State's office announced that they concluded the state contract negotiations
and awarded a state contract to ES&S. However, to date, no vendor has been certified in the
State.
At our last voting equipment workgroup, we discussed the option of using an upgrade to our
existing equipment, Diebold OSX. Diebold is in the process of developing the equipment and we
hoped it would be available for the 2006 elections. As a back-up, we discussed the option of using
Diebold TSX along with our current precinct counters. We now understand that our first choice, the
Diebold OSX will not be ready in time for the 2006 elections.
We now have two options, we purchase ES&S voting equipment or we work to get the Diebold
TSX option. If we purchase ES&S voting equipment, we would purchase new precinct counters
(M1oos) and a HAVA voting assistance terminal (the Automark). We may also want to examine
the purchase of just the Automark as a temporary solution for 2006. However, based upon our
analysis of any choices we may have, it is my recommendation that we stay with our current
vendor and use Diebold TSX through the 2006 elections. After 2006, we would then purchase the
Diebold OSX when it became available in 2007-2008. In arriving at this decision, I reviewed the
capital costs, programming, storage, maintenance, and training costs, and believe our option to
remain with Diebold is far more economical. We are in the process of working on the financial
impact for each city and hope to provide that information later today.
One of the challenges of pursuing this option is that Diebold's TSX must receive State certification
from the Minnesota Secretary of State's office. Throughout the past month, we have been working
very diligently to ensure that the option of using the Diebold TSX would be available. However,
yesterday, we received a letter stating that the Secretary of State's office denied certification. The
financial impact of both the short and long-term costs required under the new State contract are
not advantageous and aeate a one vendor monopoly in Minnesota.
In response to the Secretary of State's decision, I testified before a Senate committee yesterday
afternoon and we are now looking at more formal legal action. I will be looking to you to provide
additional political support.
I also wanted to make you aware that I plan to attend the Local Govemment Officials meeting
being held tonight to present some information related to this subject. Please be aware that I will
let your elected officials know that we will be working together through the next few months to
make sure that we can have the best possible solution available.

We are writing you in regards to an article we read in one of the local papers concerning Sedona
Townhomes office park and their desire to change their original intention of development.
We currently have our home for sale and have done so since July 8th of this year. Prior to listing our home
we obtained an appraisal and listed our house accordingly. We are now sitting at the beginning of
December and we have dropped our price S50,000 since our first listing.
We have had several showings through our home and the one thing that has been holding people back is the
construction ofSedona Townhomes. We have been working very hard to pass on accurate information to
potential buyers such as the approved screening, reduced parking variance, individual town home
placements on the lot, etc.
We have strong objection to Sedona Townhomes changing their original plan. A larger building would
make it more difficult to screen. It would also give the development a definite commercial feel and would
not blend as well with the homes it abuts to. Our property value has already decreased because of Sedona
Townhomes, and it will also affect the resale of our neighbors' property when they decide to sell their
homes. There is plenty of space on the opposite side of 20. Avenue for an industrial feel. We hope the city
takes a good look at what is best for the development of Centerville and plan for the future of this town.
Our listing agent would be more than happy to submit any information about feedback of showings or the
effects this change could have on our home.
